Mayor Buck presented a report of Council in Committee in which the
C.ommi ttee respectfully submitted the following:
A meeting of Council in Committee was held in the Council Chambers
on Monday August '13th. '1973 at 8:00 P.M.
Present were: Councillors Stewart, Timpson, Trent and Miller
Councillor Davis was in the Chair.
Public Safety Committee Report # 39
Old Yonge Street
'1. The Committee recommendsthat a letter be sent to Checkerboard
Farms from the Town Office requesting their personnel avoid
parking their vehicles on and around the corner, in such a way
as to obstruct the vision of users of the road. Also, quoting
the Highway Traffic Act as applied to the above.
2. The Committee recgmmends the erection of Checkerboard Signs
indicating the 90 turn on the road.
3. The Committee recommends that an aivance warning sign indicating
the stop sign facing south be erected n a suitable location.
4. The Committee recommends that no further action be taken with regard
.to.the stop sign at the top of the hill on Old Yonge Street.
5. The Committee recommends refurbishing of the stop sign at Old
Yonge Street and St. John's Sideroad. The erection of the above
sign will be subject to current budget availability.
St. John's Sideroad
'1. The Committee reviewed the request for guard rails with armoured
metal on both sides of St. John's Sideroad, east of Yonge Street.
The Committee referred this item to the Public Safety Committee to
obtain costs.
2. The Committee considered the erection of hidden intersection
warning signs at suitable positions on each side of the hill at
Old Yonge Street for this intersection. liowever, the Committee
would recommend that the above signs are not warranted at the
above intersection.
3. The Committee reviewed the possible installation of a guard rail
and cable on both ades of the creek, east of the railway tracks,
and would recommend this be amended to show narrow bridge sign.

3. The Committee would request that the Region of York investigate
the feasibility of armoured metal guard rails on both sides, south
of the St. John's Sideroad, just south of the McLeod Farm.
4. The Committee would request that the Region of York investigate
the feasibility of armoured metal guard rails, on the east side
south of the Subway Sideroad.
5. The Committee would request that the Region of York investigate the
feasibility of signs to be erected at a suitable location indicating
that one is entering the Town of Aurora.
Concession 11
1. The Committee would request that the Region of York investigate the
feasibility of armoured metal guard rails north of the St. John's
Sideroad on both sides over the creek.
2. The Committee would requst that the Region of York investigate
the dangerous situation existing at the north west corner, north
of Wellington Street. The report indicates that this be strung
with cables and guard rails 40' apart and the Committee would
recommend that the necessary corrective action be taken as soon
as possible.
2(a) The Committee would request that the Region of York investigate the
dangerous situation existing at the narrow bridge south of Wellington
and would request narrow bridge signs be erected. The Committee
would recommend that the necessary corrective action be taken as
soon as possible.
3. The Committee would request that the Region of York investigate the
dangerous situation existing south of the Subway Sideroad, where
no cross road sign exists and that the same be erected.
4. The Committee would request that the Region of York investigate
the feasibility of a hidden intersection sign, south of the Subway
Sideroad.
5. The Committee would request that the Region of York investigate
the feasibility of an advance warning sign at the approach of the
steep hill.
6. The Committee would request that the Region of York investigate the
feasibility of a no heavy trucks sign south of York Sanitation.
7. The Committee would request that the Region of York investigate
the feasibility of a winding road sign.

8. The Committee would request that the Region of York investigate
the feasibility of a hiddenintersection sign.
9. The Committee would request that no further action be taken with
regard to a curve sign.
10. The Committee would request that the Region of York investigate
the dangerous situation existing north of the Bloomington Sideroad.
Subway Sideroad East
1. The Committee would request the erection of "Intersection .Ahead"
signs for the hidden intersection at the Subway Sideroad and the
3rd Concession.
1(a)The Committee would request that the Region of York investigate
the~asibility of a checkerboard sign opposite the Subway Sideroad
east.
2. The Committee would request that the Region of York investigate
the~asibility of cutting the bank front and back at the 3rd
Concession, south west corner.
3. The Committee would request the erection of a stop sign east and
west on the Subway Sideroad on the 3rd Concession, and further that
the Region of York Engineering Department investigate the
feasibility of same.
4. The Committee considered the request for improved guard rails west
of the 3rd Concession, indicating the present poles are too light
in construction. The Committeewo11ld recommend the Works Department
consider improvement of same and advise as to cost.
5. The Committee considered the request for a stop sign east and
west at the 2nd Concession and would recommend that the Region
of York consider thefeasibility of same.
6. The Committee considered the warning sign "Road Narrowir..g" at the
Subway Sideroad approaching Yonge Street, this would be facing
east where the curb starts. Also an advance warning sign for
the stop sign at Yonge Street in a suitable location.
The Committee felt that this matter could be resubmitted at a
further date.
7. The Committee considered the request for a guard rail on Little
Creek east of Yonge Street and would recommend that this Guard
Rail is not warranted at the present time.

St. John's Sideroad West
'1. The Committee considered the request for guard rails on the bridg.
over the creek, on both sides, west of the Anglican Conference
Centre. The Committee would recommend that this be amended to
read "Narrow Bridge" sign.
2. The Committee considered the request for a Warning Sign at the
St. John's Sideroad and Bathurst Street. The Committee would
recommend that a sign is not warranted at this location.
Bathurst Street
'1. r The Committee requests the Region of York to investigate the
feasibility of installing guard rails at 3 locations where they ar •.
required on the east side of Bathurst Street, south of Wellington
Street and north of the Subway Sideroad.
2. The Committee request that the Region of York investigate the
feasibility of installing a Hidden Intersection sign facing
south on the east side of Bathurst Street south of the Subway
Sideroad.
3. The Committee requeststhat the Region of York investigate the
feasibility of installing guard rails on the east side of
Bathurst Street south of the Subway Sideroad.
4. The Committee reques~that the Region of York investigate the
feasibility of having intersection illumination installed at
Bathurst Street and Welli~on Street West.
Bloomington Road East

of the 2nd Concession on the Bloomington Road.
4. The Committee requests the Region of York to investigate the
feasibility of installing intersection illumination at the
intersection of Yonge Street (Hwy '1'1) and the Bloomington Sideroar

Bloomington Road West
1. The Committee requests the Region of York to investigate the
feasibility of installing a "Hidden Intersection" sign on the
south side of the Bloomington Road west of Yonge Street east of
the Blue Hills Academy.
2. The Committee requests the Region of York to investigate the
feasibility of removing the dead elm trees on the Bloomington
Road east of Bathurst Street.
3. The Committee recommend no further action on this item as it is
not within the boundaries of the Towrr.of Aurora.
Wellington Street East and West (Aurora Sideroad)
1. The Committee requests the Region of York to investigate the
feasibility of stringing guard cables between the guard posts
located along this road both east and west of Yonge Street.
2. The Committee requests the Region of York to investigate the
feasibility of cutting back the bank on the south-east corner
of the 3rd Concession (Whitchurch) and the Aurora Sideroad East.
3. The Committee considered the improper positioning of guard rails on
Wellington Street West, from West of Yonge Street to Bathurst
Street. The Committee would recommend cables be strung to the
guard rails.

Committee of Adjustment Report # 71
In respect of application (Form 1, Application for Consent Submission
No. B6/73) by George and June Irene Kovar, for Consent to a
Conveyance re: part of lot 21, Concession'!, Town of Aurora, as
described in the subject application, the Committee of Adjustment,
Town of Aurora, has this day issued the following Decision.
DECISION: "That the application be denied."
Reasons for the Decision:
(1) That the solicitor for one of the adjacent owners raised serious
objections regarding the validity of the application and the
subsequent noticeof hearing because of the numerousand major
changes in data concerning the subject land which were presented
to the Committee for the first time at the hearing this evening.

Avenue, Aurora, Ontario, requesting a minor variance re: Part of Lot
14 & 1' .0" Reserve, Plan 246 & Part .of Parcel A;, Plan 36, Town of
Aurora, as described in the subject ~pplication, the Committee of
Adjustment, Town of Aurora, has this day issued the following Decisior
DECISION: "THAT the requested variance be allowed."
Reasons for the Decision:
(1) There were no objections either written or verbal to the granting
of the minor varianae.
(2) The Committee felt that the application was an extension of the
existing residential use of the area and is in accordance with
the provisions of the Official Plan of the Town of Aurora.
Committee of Adjustment Report # 73
In r~spect of application (Form 1, Avplication for Minor Variance or
For Permission, Submission No. A6/73) by Siegfried Iro, 102 Gurnett
St., Aurora, Ontario, requesting a minor variance re: part lot 7, Plan
#1B, Town of Aurora, as described in the subject application, the
Committee of Adjustment, Town of Aurora, has this day issued the follow
-ing Decision.
DECISION: "THAT the requested variance be allowed."
Reasons for the Decision:
(1) There were no objections either written or verbal to the granting
of the minor variance.
(2) The positioning of the proposed garage was discussed with the
applicant who was willing to meet with the Building Inspector
to determine the best location of the proposed structure.
(3) The Committee felt that the application was an extension of the
existing residential use of the area and is in accordance with the
provisions of the Official Plan of the Town of Aurora.

Mayor Buck presented a report of Council in Corrrnittee in which the Ccmnittee
respectfully submitted the following:
A meeting of Council in Corrrnittee was held in the Council Chambers on
!-bnday September lOth. 1973 at 8:00 P.M .
Present were: Mayor Buck, Councillors: Davis, Henderson, Roberts, S:irrmJns,
Stewart, Timpson and Trent.
l(a) Library Board
Council in Corrrnittee =uld recorrrnend to Council that the new Library
Building Conmittee be composed of, Councillors Stewart, Timpson and
S:innons, as Council Representatives.
(b) Hockey Ad.
Council in Corrrnittee also considered the application by Mr. Bruce
Butt~rth for the Aurora Hockey Association advertisement.
The cost of this advertisement will be $ 85.00 subject to Council's
approval.
2. Bancora Developnents
A Delegation representing Bancora Developnents Mr. S. Rodgers, Solicitor, met
with Council in Cammittee and presented a site plan for their consideration.
Present with Mr. Rodgers were Messrs. Taub, Bookman and Binder. Bancora
Developnents discussed their Site Plan and future construction and have left
copies of the Site Plan for Council's consideration.
3. Meeting with Region of York Area Services Branch
A meeting with the Region of York Area Services Branch was held with Mr.
G. Brush, Area Services Branch and Mr. J. Hill present. The Area Services
Branch presented a schedule plan to coincide with the Official Plan of the
Town of Aurora and population allocation. The priorities were discussed in
detail, which will becane part of our Official Plan document. Council in
Committee also requested that Mr. G. Brush consider the feasibility of a
Municipal Civic Complex.

4. Letter from Messrs: Russell and Shaw re: McMahon Park Building
Council in Committee received a report from Messrs. Russell and
Shaw re: changes to the Park Building at McMahon Park.
Additional Blocks, footings, drain pipe, elbows and piers were
required at this site. Additional cost will be$ 1,259.00.
Council in Committee would recommend to Council the approval of

5. L~ter from Taylor's Faels # 19-39
Council in Committee recieved a letter from Taylor's Fuels,
Aurora, indicating a price increase on the supply of Premium
Gasoline and Diesel Fuel. Taylor's Fuels have indicated, due
to the uncertainty of the price situation they cannot quote a firm
price for the above products at thE time.
Council in Committee wuld recommend to Council that Tenders be
prepared for the above gasoline and diesel fuel.
6. Letter from E. Dawne Jubb M.D.
Council in Committee read a letter from Miss E. Dawne Jubb M.D.
acknowledging her fathers past association with the Town as a
Building Inspector and indicating the picture of her father will
be made available to the Town.
Council in Committee recommend to Council, as this was a gift presc
to the Town Staff, that this picture be placed in the Town Office.

Council in Committee received a letter from the Auroran Holdings
Company, Downwiew Ontario, on behalf of Mrs. Dody Herskovits,
indicating the donation of chairs, an Smm film projector and
screen, ping pong table and record player, ~uld be presented to
the Town in the near future. Mayor E. Buck will discuss with Mrs.
Herskovits in the near future the type of chairs which will be
available for the L.I.P. Building

Works Committee Report # 75
Councillor Simmons presented a Report of the Works Committee in which
the Committee respectfully submitted the following:
A meeting of the Works Committee was held in the Council Chambers
on September 13th. 1973.
Present were: Councillor R. Simmons, W. Davis and W. Trent. Mr. J.
D. Reid -Town Engineer and Mr. E. A. McGregor -Town
Superintendent.
1. Letter 15-13: Public Works Building
' ' It is requested that the plans for the new works building be
submitted to Council and that Tenders be prepared as soon as
possible. It is understood that there still has not been received
from the O.M.B. approval for monies requested.
2. Letter 17-81: Drainage Problem-26 Kemano Road
Mr. J. D. Reid reports that this is now a civil matter between
property owners -one property being built up higher than the
next door neighbours. Members of .the Works Committee will inspect
further with Mr. J. Reid.
3. Reguest for Culvert -Mrs. Sokolowski:
The Committee recommends that this request be approved.
4. Letter 17-83: Mr. Harry Squibb re: joint Sanitary Service

The Committee recommends that the owners of 95 Metcalfe Street
be advised that their sewer will be cut-off and that the Town
will install services to their property line and will connect when
theirs is ready.

The Committee recommends that a letter be sent to 39 Kennedy
Street W. as requested.
7. The Committee recommends that a letter be sent to Wimpey Homes
Ltd. re snow-ploughing of roads that if the top coat of paving
is not done this year on their unassumed roads, any damage done to
the snow ploughs, due to the height of the man holes in the
Ashton Dene Subdivision, Wimpey will be charged for costs for
repairs to snow ploughs.
8. Paving Aurora Heights Drive
Miller Paving will re-pave the road this year and charge the
Municipality in January? ·

Mayor Buck presented a report of the Finance Connittee in which the

'1. The Connittee reviewed the revised Bus Schedule and connents and
a further report will be issued in this ragard.
2. Employee Pension
The Connittee would reconnend that a Pension be granted for the
retired Librarian, Miss Marjorie Andrews, together with the
Ol'1ER's Pension which has been granted, in the amount of a total·
of $ '100.00 per month and would further reconnend that pension
amounts as instituted by Connittee Report # '19'1 and By-Law # '1896
-70 be increased in the total amount p~yable in pensions to
employees James Goulding, Harry Squibb and Marjorie Andrews in the
amount of $ '100.00 permonth, retroactive to January '1st. '1973.
The Connittee would further reconnend that a By-law be prepared
to activate this request if approved by Council.
