for Permission, Submission No. A4/73) by Corner and Forgang, 47
Yon~e St., s., Auxra, Ontario, agents for Walter Harold Scott and
J. Marie Scott, P.O. Box 213, Aurora, Ontario, requesting a manor
variance re: part lot 4, plan 102, Town of Aurora, as described in
the subject application, the Committee of Adjustment, Town of Aurora,
has this day issued the following Decision.
DECISION: "THAT approval is granted consenting to the variance as
set out in the subject application."
Reasons for the Decision:
(1) There were no objections either written or verbal to the granting
of the variance.
(2) vJhile it may appear to be a larger variance than the Committee
would normally consider minor, the fact remains that there is an
existing variance on the lot with respect to frontage, and that
the requested variance actually improves the situation insofar
as the pertinent By-La-1,-1 is concerned.
(3) Adjacent properties have substantially less frontage in relation
to area than the property in the subject application.

DECISION: "THAT tentative approval is granted to this application
and the Committee of Adjustment, Town of Aurora, is
prepared to issue a final order consenting to the
conveyance as set out in the application upon compliance
with the CONDITIONS OF CONSENT as follows."
CONDITIONS OF CONSENT:
(1) THAT a strip of land 10 feet wide along the northerly boundary of
subject lot be deeded to the Regional Municipality of York for
road widening purposes and that the Regional Municipality of York
be provided with a good marketable title in fee simple free from

and practical disposition of the subject land.

Planning and Development Committee Report #58
Councillor Davis presented a report of the Planning and Development
Committee in which the Committee respectfully submitted the following:
A meeting of the Planning and Development Committee was held on
Monday July 9th. '1973 at 7:00 P.M.

Town Building Inspector.
'1. "Osborne" Severance C/A B'10/73 Pt. Lot '16 & '17 Con. '1'1'1 (forJ!ler

Mr. C. Osborne, owner and Mr. B. McWilliam proposed purchaser
of the severed lot appeared before the Committee.
The Committee recommends the Severance be approved subject to:
(A) An exception to the Whitchurch By-la;,T #2083 be prepared.
(B) Conditions to be spelled out such as:
(a) Minimum dwelling floor area to be '1300 sq. ft.
(b) Sideyards to be '12 foot minimum.
(c) Lot to be used for a single family dwelling only.
The usual Lot levy and road widening policies will also apply.
2. "Don Lewis" severance B7/73 C/A Corner of Berczy and Metcalfe St.
The Planning and Development Committee recommends that Committee
of Council reconsider the previous decision for the following
reasons:
('1) Two separate tax bills are now being paid by the owner for
the past 8 or '10 years ie. '1 "Commercial"
'1 "Residential"
(2) The lot now exists as non-conforming and also the 2 existing
buildings.
3. James Elder Farm: Subdivision Proposal by "Mustang Financinl
Corporation Ltd."
Appearing before the Committee were Mr. J. Service, President,
Mr. J. Elder, o•mer of farm, Mr. Ian Lamont Smith, Landscape
Architect and Mr. Nick Angellotti.
The Committee recommend that the proposal as presented be
referred to the Area ServiBs Branch for a Technical Report •

4. Piebrock Subdivision '\1!}2 Lot 11 Con. 111 formerl townshi of

Mr. Jim Hill reviewed the Technical Report as prepared by the
Area Services Branch.
The Committee concurs with the Area Services Report that this
proposal not be approved developed for "Estate Type Residential"
at this time.
5. "Lambert" Revised Plans (Old Arena Property Yonge Street South)
The Committee recommends the owner or agent be advised to appear
before Council in Committee to fully explain this proposal.
6. "Steenhorst Agreement", Part Lot 71 Con. 1 E (Bloomington Road)
The owners are preparing building plans for this site, and the
Town Solicitor has drafted an agreement to be signed by the owner
and the Town of Aurora, concerning the removal of a "mobile
trailer" from the property when the new building is habitable.
The Committee recommends this agreement be signed by both parties
and further recommends the amount of the bond be reduced to $500
from $1,000.
7. Letter 16-Mr. vJ. Robbins Part Lot 18 Cone. 111 Formerl

A Committee of Adjustment Severance was approved on this farm
recently, and the resulting frontage was 945 feet. The capital
lot levy of $700 plus $3 per foot in excess of 50 feet resultrs
in a large levy. The owner wishes to appeal this fee.
The Committee recommends all the lot levy fees be $700 per lot,
and further recommends the necessary By-law be passed.
8. Refund on Building Permit #72-284 Kenlea Court, Aurora

The owner Mr. Lawrence Marshall of Cedar Valley will not now be
building this residence and has asked for the permit fee to be
refunded ie. $108.
The Committee recommends that $50 of this fee be refunded, and the
permit cancelled.
The owner has purchased this 6.5 acre parcel in conjunction with
abutting property to the north of 51 acres ~ (Flaxton property)
and now wishes to sever 2, 100 foot lots therefrom.
The Committee considers this request as premature and recommends
that when the application is made to the Committee of Adjustment
that the To11m oppose it.

10. Letter 16--4-re "Bancora Developments" from Mr. Stewart Rogers
Solicitor for Osler, Hoskin and Harcourt.
The Committee recommends that Mro Stewart Rogers be informed
that we are st~ll awaiting replies from our Solicitor and Area
Services Branch regarding the typical draft By-Laws that he recently
submitted.
11. Letter 15-29 re Bancora Developments from Rose, Perisko & Arnold
Solicitors

The Committee recommends the same letter as is being sent to Mro
S. Rogers, also be sent to this firm, attention of Mro Gerald
Taub.
The Committee recommends that Area Services Branch be asked to
prepare the requested Zoning By-law amendment, and further
recommends that the lot levies, and road requirements be
resolved for this subdivision.
13. The following correspondence was received as Information
15-30 from the Ministry of Treasury, Economics & Intergovernmental
Affairs re final drawings of the 240144 Investments Limited
Subdivision.
14-26 from the Ministry of Treasury, Economics & Intergovernmental
Affairs re approval of "Westview Estates Subdivision" for 8
Lots instead of 7.
16-12 from the Region of York Clerk, Mr. Robert Vernon re
recommendations for Councils consideration re the Matjon Subdivision
(which were previously adopted by Council.)
15-18 Mr. James Service re appearing at Planning & Development
Committee to present a plan of Subdivision for the "Elder Farm"
Yonge Street South, Aurora"
15-7 South Lake Simcoe Conservation Authority re MacLaren 1970
Flood Plain Mapping.
14-27 Mr. Wm. Bailey, Solicitor, enclosing a deed for land granted by

Meeting at the L.I.P. Building on the Subway Sideroad.
Present: Mayor E. Buck; Councillors Davis, Simmons and Timpson.
Also Present:
Deputy-Clerk Whitchurch,Don Russell and Harry Shaw.
The group toured the building and a discussion was held about the
next step in progress.
At the present time there is substantial work to be done before the
building can be considered useable. Jobs that should not be
considered to be accomplished by a volunteer force are:
Extension of se1•1er pipes beyond the building to a point for future
link-up with services.
Drainage tile to be placed around the foundations.
Glazing of windows on the south-east side of the building.
Installation of the furnace in the back section of the building.

It was agreed by the Committee to recommend to Council that funds
be made available to carry out this work"
On site, there are substantial materials to be used for completion
of the project"
A further meeting was held on the same evening cetween the same four
Council members and two representatives of the Aurora Theatre Society,
Harry Shaw and Barbara McGowan"
A discussion was held about potential co-operation between the groups
who wish to have use of the building and the Town"
Council has already agreed that the building to be utilized to its'
best potential, it should be shared by groups with similar and
compatible interests"
To that end, a proposal for an Arts Foundation was considered"
The group present agreed that such a foundation might be the best
method of distributing space and time in the building and also
revenue so
It was agreed to recommend to Council that inquiries be made to
determine the best structure to meet the requirements"
In the ~eantime, the Committee authorized Harry Shaw, Vice-President
of the Theatre Society to organize a volunteer work force of
skilled and unskilled, using the materials on hand and ordered to
proceed with completion of the project of renovation"
Though much work is still to be done, much has already been
accomplished"
The Committee reports confidence the new facility will greatly expand
the cultural recreation program of the Towno

Parks and Recreation Committee Report # 59
Councillor Miller presented a Report of the Parks & Recreation
Committee in which the Committee respectfully submitted the following:
A meeting of the Aurora Parks & Recreation Committee was held on
Tuesday, July 10th. at 8:00 P.M. in the Board Room of the Community
Centre.
Present were: Councillor Miller, Trent and Timpson; Members M.
Dawson, B. McGowan, F. Caruso, B. Harmon, B. Sorley,
M. Heptinstall, B. Crump; Recreation Administrator
E. Batson and Recreation Co-Ordinator T. Anderson.
1. In reference to the possible take-over of the 9 and 10 year old
Recreation Hockey group by the Aurora Minor Hockey Association,
Council requested a list of equipment necessary for replacement.
Recreation Director, T. Anderson, reports that there are 12 sets
of sweaters (approximately 18 in each set) in good condition and
.~uitablo for pJay in the 1973-74 season. There are also 4 sets
of goal keepers' pads; 4 chest protectors, the preceding equipment
is some 3 years old and has a present value of approximately
$500.00. New masks and goal gloves will be required for next
season (approxi~ate cost of this equipment would be $150.00).
For Council's information ••• a set of sweaters, crested and numbered
would run approximately $100.00.
2. E. Batson metioned the possibility of the Salem Rebels Hockey Club,
a farm team of the Los Angeles Sharks, and new W.H.A. entry,
having their training camp at the Aurora Community Centre from
September 28th to October 10th inclusive. The Club would require
3 ~ hours of ice time daily and one or two evenings for exhibition
games. The finalization of an agreement is entirely dependent
upon suitable accommodation, which could pose a problem with no
motel available in Aurora.
3. The Rates Committee is to meet on 1rlednesday, August 1, to study
ice time rates and make recommendation to Council on same.

4. Chairman P. Miller reported on the Ontario Arena's Association
Convention held in Kingston on Jur1e 22, 23 and 24th. P. Miller,
G. Timpson, and E. Batson attended this Convention which was most
sucessful. P. Miller attended the seminar on Concession; G.
Timpson, the seminar on Rates and E. Batson, on new events.
The report includes suggestions which could be assimilated in the
Community Centre operations.
5. The Committee recommends to Council that the outstanding invoice
for Lewiscraft for theamount of $549.84 be paid.
6. The Art Show Committee held a meeting prior to this meeting and
is to come up with several new suggestions for the 1974 show to
be held May 3,4,5, jS74.
7. Council's Reguest reLighting Estimate for Fleury Park
The Committee wishes to advise that Recreation Co-Ordinator Mr.
Tom Anderson met with Hydro Manager Mr. C. Copland and discussed
the lighting of Fleury Park.
Mr. Copland advised that estimated minimum cost to completely
light the field as required would be $20,000.
