1. Tecumseh Drive Sidewalk
The Committee recommends that the proposed sidewalk be proceeded
with as per the plans of 1966. This proposal was supported by
D. Lougheed of the Aurora Safety Council.

The Committee recommends that this report be referred back to the
next regular Council in Committee meeting June 25th. 1973.

Present were: Mayor E. Buck; Councillors: E. Henderson, D. Roberts,

1. The Committee recommended that a meeting be held with the Region
Officials to discuss J. D. Reid's report on the expansion of the
Aurora sewage plant on June 12th. 1973 at 7:00 p.m. in the Aurora
Council Chambers and requested representatives from local
industries to meet with Council in Committee at Victoria Hall at
8:30 p.m. This date will have to be confirmed.
2. Hamilton Severance -Committee of Adjustment.
The item was referred to Council in Committee by the Planning and
Development Committee Report No. 42 and the Committee would recommenr
that the matter could be considered for two lots but in keeping with
Town policy, as previously stated, the Committee would not recommend
or agree to, three lots being created and that it would require a
small plan of subdivision.
3. Proposed Commercial Site, S/W Corner of Yonge Street and Orchard
Heights Boulevard
The Committee were presented copies of the York Regional Area
Services Branch technical report.
The Committee would recommend that the Clerk-Administrator write a
letter requesting an appointment with Mr. Chang of the Department of
the Environment and also the Resources Manager of the South Lake
Simcoe Conservation Authority to discuss their flood-line coflOents
in this site and in general application throughout the Town._ A
meeting date has been suggested of June 26th, 1973 at 2:00 p.m.
4. Rotary Trade Fair
The Committee would recommend that the Town participate in the
Rotary Trade Fair and take a booth this coning fall.
5· Glass Drive Water-course.
The Committee recommend that the Town Superintendent proceed to install
the fence along the Glass Drive frontage and the westerly side of the
water-course following the stabilization of the banks.

Parks & Recreation Committee Report #47
Councillor Miller presented a Report of the Parks and Recreatbn Committee
in which the Committee respectfully submitted the following:
A meeting of the Aurora Parks & Recreation Committee was held in the
Board Room of the Community Centre on Wednesday May 23rd. 1973 at 8:00

Present Were: Councillors: W. Trent & G. Timpson; Members: M. Dawson
R. Harmon, P. Bailey, F. Caruso, B. Crunp, R. Blick,
B. Sorley, B. McGowan, G. Heptinstall, R. Hodgkinson and
Recreation Co-Ordinator, T. Anderson.
Delegations present were: Mrs. S. Rea, Mr. R. Copeland, Mr. J. Layton,
and Mr. E. Hill.
1. Yoga Classes
Mrs. S. Rea made a presentation in which she stated she would like to
instru9t a Yoga Class in Town beginning in September under the auspices
of the Parks & Recreation Committee. It appears at this time that the
undertaking will be financially self-sufficient.
The Committee recommend that a Yoga Class begin in Septenber 1973, and
that it be included as an Aurora Recreation Progra=e.
2. Ashton Dene Homeowners' Association
Mr. R. Copeland of this association reviewed the contents of the letter
from Mr. Davy in,conjunction with the Tennis Courts.
3. The Tennis C]_ub
Mr. J. Layton was invited by the Committee to discuss the several
complaints arising from the Ashton Dene Homeow.aers' Association regarding
noise from the tennis courts. After a very lengthy discussion the
Committee respectfully recommend the following items:
(a) That either a cedar hedge or Austrian pines be planted about 20ft.
north of and parallel to the north fence of the tennis courts to
help absorb some of the noise and to add to the beautification and
aesthetic values of the park.

(b) That some type of sound insulation be placed on the back of the
Tennis practice board to deaden the noise.
(c) That in view of the relatively low fees charged by the Parks and
Recreation Dept. to be a nember of the tennis club, that all user6
of the Tennis courts be nembers of the Aurora Tennis Club. This
will enable the Club to have better control over the usage of the
courts and will lead both to a decrease in the number of complaints
and an increase in revenues to the Town.
(d) That specifications be drawn up for a light tiner for the tennis
court lights, and then tenders be called. This will help to
eliminate the complaints regarding lights left on all night.
4. Aurora Minor Ball
Mr. E. Hill indicated that a successful year is anticipated and he
requested that certain ball diamonds be brought up to par. Mr. Hill
stressed how he and all members of the Association would appreciate
seeing Members of Council at ball games when they are free and able to
attend.
5. Aurora Senior Citizens
Mr. R. Hodgkinson reninded the Committee that Senior Citizens' Week is
approaching and that the Senior Citizens would appreciate assistance
fron the Recreation Departnent in planning a programme. The Committee
recommend that a programme sinilar to last year's programme be organized
by the Recreation Administrator.
6. Youth Centre, Dr. G. W. Willians Secondary School
In keeping with previous Council policy of running a Youth Centre at
this school be opened again this summer to operate from July 3rd. to
August 24th. '1973, Monday to Friday fron 4:00P.M. to '1'1:00 P.M., all
inclusive.
7. Hockey Sweaters
The Committee recommends that the hockey sweaters be cleaned, blocked and
stored as reconnended by the Recreation Co-Ordinator by the Aurora
Cleaners.

Planning and Development Committee Report #48
Councillor Davis presented a report of the Planning and Development
Committee in which the Coumittee respectfully submitted the following:
A meeting of the Planning and Development Comnittee was held on June
6th. '1973 at 7:00 P.M.
Present were: Councillors: W. Davis, E. Henderson & D. Roberts,
Mr. G. Brush, Principal Planner, Region of York,
Area Services Branch and Mr. R. Harrington Town Building
Inspector.
'1. Evermore Investments Ltd. (Mr. J. Laubelt) Part Lot '164, Plan 65R
(Old Arena Property)
Mr. Leo Mulder, construction supervisor for the owner appeared before
the Coumittee to see if Council would consider reducing the parking
requireuents for a 3 storey office building with stores on the
first floor. A Soils Report reveals the new building oust be
supported on piles, and this extra cost plus the extra cost of
enlarging the storm sewer, was the reason for the request by the
owner.
The Comnittee recomuends that the owner supply more information,
such as a new sketch of the proposed building and parking layout,
and the Committee would then study it further for recommendations
to Council.
2. 240'144 Investments Ltd. Subdivision
Mr. A. Child appeared before the Committee and reviewed the
drawings for final approval of a "Site Plan Agreement" for "Phase

Authority to site a dwelling on this 32 acre parcel, except for one
high point a long distance from the road. The local Health
Authorities will approve of a septic tank and tile bed system, sub-
ject to the permission from the South Lake Simcoe Conservation
Authority.
The Committee recommends no action be taken at present, pending
the proposed meeting in Toronto with the Ministry of Natural
Resources.
4. The Following Correspondence was received as Information
# 13-59, 13-88, 11-24 re Bancora Developments, N.W. Corner of
Yonge Street and Orchard Heights, enclosing sample By-laws for a
Site Plan Agreement on the subject property.
The Town Solicitor is reviewing these By-Laws.

and also designated Commercial on the Official Plan.
Owner wishes to rezone to Residential, and thus an Official Plan
