11 Larmont Street, Aurora, Ontario, for a variance, (rear yard) re:
part of lot 13, plan 68, Town of Aurora, as described in the subject
application, the Committee of Adjustment, Town of Aurora, has this
day issued the following Decision.
DECISION: "THAT the requested variance be denied."
REASONS FOR THE DECISION:
(1) The variance is not considered, in light of all the circumstances,
to be a minor one.
(2) It was the feeling of those members opposed to the application that
the well being of the community will generally be better served
by adherence to the requirements of the By-law where this is
practical. It was pointed out that there already exists at least
3 ~ariances in this particular property.
(3) The Committee felt that the above reasons out-weighed any
considerations given to the improvement of the quality of life
of the applicant were the application to be granted •

Mayor Buck presented a report of Council in Committee in which the
Committee respectfully submitted the following:
A meeting of Council in Committee was held on Monday May 14th. 1973
at 7:30P.M.
All members of Council present with the exception of Councillor Trent.
1 • 1973 Budget
The Committee would recommend adoption of the proposed 1973 Budget
as prepared for tax estimates and that pending final :i ?',ation of the
grant structure and the Regional Levy that the total estimatAA ann
By-Law be prepared for adoption at the earliest convenience.
2. Library addition
The Committee would request thE! Mayort.o ascertain the statl;ls of the
Archi teet's commitment to th.e p;roposed Library addition and would
further recommend that the Special Joint Committee of Council
members and Library BoaJ:,'d members be re-ipstituted to discuss the

3. Community Centre Board
The Committee would recommend that a resolution be presented to
the next Council meeting requesting authorization to re-institute
the Aurora Community Centre Board.
4. Seneca College -Revised reguest for reduced Water Facilities
The Committee would recommend that the Clerk advise Mr. C. P. Farr
that they feel that it is not practical to service the facilities
from the Aurora Municipal Water supply.
5. Service Clubs Entry Signs
The Committee would recommend that the Chamber of Commerce be
requested to organize the various Service Clubs to come up with
a uniform placement of sign locations on the Aurora Side Road,
in both east and west directions. One or two groups have
requested that their signs be installed and it is the feeling of
the Town and the Region of York that the signs should be grouped
to go in some sort of display.
6. Billings Well Property
The Committee would recommend that a trio.ngulm:-piece of land be
offered for sale to Mr. Merkur as requested, at the rear of the
Billings Well property with the following dimensions: approrloately
65 feet on the south boundary of the Billings Well property and
approximately 67 feet in width as shown on the attached sketch.
7. L.I.P. Building
The Committee considered the termination date of the L.I.P. Grant
and the possibility that the rear wall will not be completed by
May 31st. if they continue construction with concrete blocks.
However, the Committee would recommend that the construction be
continued with the use of concrete blocks and that .such extra
coBts as are incurred after May 31st. for labour be authorized if
extension on the grant is not given.
8. Office Accommodation
The Committee discussed office accommodation and would bear in mind
this information when meeting with the York County Board of
Education to discuss future use of Church Street School.
9. Convention Policy
The Committee would recommend that the Convention policy be
amended ~o permit the maximum of $50.00 per day for expenses and

Parks & Recreation Committee Report #45
Councillor Miller presented a report of the Parks & Recreation
Committee in which the committee respectfully submitted the following:
A meeting was held in the Board Room of the Community Center on
Saturday May 12th, -1973 at "10:00 a.m.
Present were: Councillors Miller, Trent and Timpson; Members M. Dawson
R. Harmon, M. Hepinstall, R. Hodgkinson, P. Bailey:

Item "1:
Chairman P. Miller invited representatives of the Aurora Minor Hockey
Assoc. to attendthe meeting. The delegation included Mr. W. Russell,
President of A.l'1~H.A., Mr. R. Brooks and J'1r. J. McQueston. The purpose
of the meeting.was to ascertain if A.M.H.A. was still interested in
assumi~g fesponsibility for the nine and ten year old hockey players
presentlywith the Town sponsered recreation hockey program. After
lengthy discussion it was indicated by the President he was not certain
at this time, however, they would discuss the possibility at their next
meeting and inform the Committee of their decision after that meetin§
Item 2:
A verbal report was given by T. Anderson. The 1972-73 hockey program
for nine and ten year old boys involved two hundred and seven boys.
The registration fee was seven dollars and fiftlf cents giving a total
of one thousand five hundred and fifty two dollars and fifty cents
($1,552.50). The cost of ice time was Three thousand nine hundred
and sixty dollars. ($3,960.00). This would indicate a deficite of two
thousand four hundred and seven dollars and fifty cents ($2,407.50)."
This amount was subsidized by the Council. T. Anderson says that a
staff recommendation to raise the fees up two dollars and fifty cents
will be made soon, in a report to the Committee. He also indicates
there will be a staff recommendation to raise ice time by an equal
amount. A Sub Committee was struck by Chairman P. Miller, to report
back to the Committee with recommendations for the 1973-74 schedules
and rates for ice time. The Sub Committee is Chairman, W. Trent; Vice
Chairman, G. Timpson; and J'1r. R. Harmon.

T. Anderson is to report back to the Committee on the following
subjects:-
(a) Cost of the installation of a timer switch for the lights at the
Tennis Courts in McMahon Park.
(b) The cost of repairing the lights and erecting standards for the
lights in front of the Community Center.
(c) Investigate the possibility of using the Community Center floor for
Tennis Courts.
When these several reports are available the Committee will submit them
to Council for their consideration.
Item 4
Cha~rman P. Miller struck a Sub Committee to inspect recreational building
that belong to the Town. Their purpose is to report from time to time
on the condition of the buildings, to investigate complain~s about
conditions and make recommendations in their report back to the Committee.
Members of the Sub Committee are Chairman G. Timpson, M. Hepinstall, P.
Baily, and R. Hodgkinson.
Item 5

A letter from the Ashton Dene Homeowners Assoc. requesting better controJ
of the tennis courts in McMahon Park. This complaint will be discussed
with the tennis club when we meet with them. A report to Council will
be submitted.
Item 7
A letter from the Aurora High School asking permission to use the tennie
courts free ii?!McMal;lpn Park, Monday to Fridays, from 2:30p.m. to 3:00
p.m. from May 14th t.o June 8th. A letter has been forwarded by the
Committee grartting permission.
Item 8
A letter from Mr. G. Thompson, instructor for the Aurora sponsored Judo
program, requesting permission to beaome independent of the Aurora

Parks & Recreation. The Club would be known as the Aurora Budotan
Judo Club. The Committee felt it is desirable to have organizations
assume the responsibility for programs. The Judo program has been
self sufficient for the last couple of years. The Committee would
recommend that Mr. G. ThompsoiBrequest be granted.
Item 9
A letter was received from Mr. L. Shiner applying for space at the
new center at the South end of Town. The Committee decided to insert
an ad in the local press advising those people that might be interested
that space will be available in the South end building. Mr. Shiner
will be so advised that his application is under consideration.
Item '10
The Committee recommends that a "N.AME THE PARK .liND BUILDING" contest
for school children be held for the new area in the South end.
Item '1'1
As a result of a talk given at the '11th Annual Art Show, by the
judicator P. Summerskill, interest has been generated to form an
Arts Council in Aurora. Mrs. M. Morrow has indicated she would be
interested in helping to form such an organization. T. Anderson is
to contact Mrs. Morrow to offer the assistance of the Parks and
Recreation Committee.
Item '12
The Committee recolll!llends that N. Weller, ParksForeman, make the
necessary alterations in RotaryPark to facilitate grass cutting.
The Committee also recommend.that the present bridge in Rotary Park
be replaced bya Suitable culvert. Mr. Weller to obtain the correct
size from l"ll.'. J. D. Reid, Town Engineer. ·

The Committee recommended approval of Mr. E. Batson's request to attenc
the Arena Manager's Convention inKingston Ontario from June 22nd to the
24th. His expenses to be :paid out of his annual convention allowance.
