CARRIED REGULAR MEETING REPORTS OF COMMITTEES. -7- Planning and Development Committee Report #34 .APRIL 16th. 1973 Councillor Walt Davis presented a report of the Planning and Development Committe~ in which the Committee respectfully submitted the following: A meeting of the Planning and Development Committee was held on April 11th. 1973 at 7:00 P.M. Present were: Councillors W. Davis, D. Roberts and E. Henderson. Mr. J. Hill Planner from the Region of York, Area Services Branch. R. Harrington, Town of A~ora Building Inspector. 1. Frank Bub -Rezoning, Part Lot 86, R.P. 246, E. Side Yonge St. North Mr. F. Bub, owner of the 10 acre parcel, and his solicitor Mr. L. Falk appeared to discuss the rezoning of the said parcel from "D" Development to "C" Commercial. The Official Plan designates th.e property as Commercial. As the property has some topographical problems in relation to the creek, the Committee recommended that the owner approach the Sout~ Lake Simcoe Conservation Authority prior to returning to a future Planning and Development Committee meeting. 2. Bancora Developments Ltd. Rezoning Pt. Lot 83, R.P.#246, N.\<1. Horner Orchard Heights Blvd. and Yonge Street. Mr. Bookman of Bancora Developments and his solicitor, Mr. S. Rogers appeared, also Mr. G. Taub, solicitor for the prospective purchaser and developer, appeared accompanied by one of the principles of the company, Mr. S. Stanford (Wintergreen Construction). The owner's solicitor and the purchaser's solicitor presented their views opposing a "Site Plan Agreement" as part of the "Rezoning By- Law". The purchaser's solicitor, Mr. G. Taub, will be forwarding to the Town some examples of By-Laws for typical Rezonings which would stipulate the entering into a Site Plan Agreement only prior to the issuance of any Building Permits; all the foregoing would be registered on title. 3. J. Bentley Subdivision -Ridge Road West: Mr. J. Bentley appeared to obtain the Committee's opinion of erecting now, his own residence on the proposed subdivision. He agreed with the Committee's opinion that this might prejudice the future alignment of the lot lines in said subdivision. 4. The following correspondence was received as information: #9-2: Ministry of Treasury and Economics and Inter~overnmental Affairs re Nisbet Subdivision Lot 14. Con. 1 1. The Committee recommends the Clerk be contacted to see if the conditions as stated have been fulfilled, with the intent of inviting the owner to the next Planning and Development Committee Meeting. COMMITTEES CONT' D #3-55: Parker and Swayze, Solicitors: A proposed draft of a Rezoning By-law for Matjon properties File T- 23434, to a "Rural Estate First Density Zone" (RR2) #9-33: See recommendation from Committee meeting o~ March 14th, 1973 no objections at this time. #9-48: Application to Committee of Adjustment B4tl (formerly Township of King), South side of Wellington Mr. and Mrs. Scott -owners. Lot 4, Plan 102, Street, W., Proposed re-adjusting of property line of two adjoining parcels owned by the same family. As the Plot Plan is very vague, the Committee recommends a clearer copy be presented for the next Planning and Development Committee meeting. #9-52: Area Services Branch Princip~l Planner Mr. G. Brush. Recommendation that "Recommendation #9 of the Te.chnical Report on the Matjon Subdivision" be revised so that a "Site Plan" is not necessary for all lots in the proposed subdivision, only the more difficult ones - steep slopes, heavily wooded etc. The Committee concurs with this recommendation, and thus recommends a letter be sent to the Plans Administration Branch, the Ministry of Treasury, Economics and Intergovernmental Affairs, advising of the Town's agreement to this revision. 9-27: Mr. J. Melnick, solicitor for the owners of Gateway Plaza, Wellington Street, W. The Committee recommnds this proposal be held in abeyance until such a need arises, and further recommends that the Town so advise Mr. Melnick. 9-45: Mr. C. Bugslag, Senior Planner, Official Plans Section, Plans Administration Branch. Cousins property on"Right.-of-Way", South Side Kennedy St. W.: Letter states that in the writers opinion, an amendment to the Aurora Official Plan is necessary for the implementing of an amendment to the Zoning By-law #1973-72 as the subject property fronts on a "Right-of -Way." 9-64: Mr. J. Hill, Planner, Area Services Branch-re: enclosing 5 copies of Brief on the Status Report, Toronto Centred Region Town of Aurora. EXtra Plan, 9-10: 9-38: re: O.M.B. See minutes of March 14th. 1973 Planning and Development Committee meeting. 9-28: Application from owner of 27 Machell Avenue. re: rezoning of property from "Apartment" zoning to "Commercial" to permit the operation of "Commercial" business on property - 2 stores (Mr. N. Ieraci -owner). As this proposal was presented a few years ago, the Committee recommends as before, that as the owner needs more parking area, written permission be received from the abutting I.G.A •. Store to permit this necessary parking. Letter from Minist Registering of Plan Commercial Relations re: the e Subdivision, Kenn.edy St. W.) Letters from Clerk, Mr. K. B. Rodger, to Committee of Adjustment: 1. A1/73 -rear yard variance at 1 Larmont Street, (Council does not object to application). · 2. B3/73 -Crabtree severance, Kennedy Street, W. re: Council's opinion regarding property line, frontage and lot levies to be charged. 3. re: Council's new policy regarding lot levies and road allowance widenings. Letter from Mrs. Marchment, 18 Irwin Avenue. Property zoned "A" Apartment. Owner wishes to construct an addition to the single family residence thereon. As per the Town solicitor's opinion, an application to the Committee of Adjustment is necessary to permit this addition. The Committee therefore recommends the Town of Aurora not oppose this necessary application to the Committee of Adjustment when it is presented. 5. The Building Inspector reviewed the list of BUilding Permits issued in the Town over the past few months. CARRIED REGULAR MEETING -10-.APRIL 16th. 1973 REFORTS OF C01'1MITTEE CONT' D Council in Committee Report #35 Mayor Buck presented a report of the Council in Committee in which the Committee respectfully submitted the following: A meeting of Council in Committee was held on Tuesday, April 3rd. 1973 at 7:30 P.M. Present were: Mayor E. Buck, Councillors: Davis, Henderson, Miller Simmons, Timpson. Also present were: Mr. R. Thomson, Solicitor. Mr. G. Brush, Area Services Branch. Mr. J. D. Reid, Engineer Mr. K. B. Rodger, Clerk-Administrator. Mr. R. Harrington, Building Inspector. 1. Spruce Street Sidewalk: The Committee met on location to inspect the proposed Spruce Street Sidewalk and following such inspection, would recommend that the Spruce Street Sidewalk be constructed immediately adjacent to the concre curb and gutter which will also .preserve the existing trees. 2. South Lake Simcoe Conservation Authority: Mr. J. Gosnell spoke to Council in Committee regarding a proposal to obtain price quotations to carry out further mapping and flood- line study of the source areas which were not covered in the 1970 McLaren Report. 3. Site-Plan development consideration -General Policy: Council in Committee discussed various aims, purposes and objectives in the consideration of any development with regard to Site-Plan Proposals. 4. T and H Motors: Council in Committee considered the matter from the above-noted and a letter of opinion from Strathy, Archibald, Seagram and Cole and would recommend that the Building Inspector deal with the request in the normal manner. 5. Committee of Adjustment -Sub. A1/73 -Dawson. The Committee considered this matter and the content of the letter of March 26th, and would recommend that no objectbn be raised in the above noted application and that Councillor w. Davis be authorized to attend a hearing regarding any other pertinent details. Davis: Buck: "Resolved that Council in Committee Report #35 dated April 3rd. be discussed item by item and accepted." APril 4th. 1973 at 8:00tp.m. Present were: Mayor E. Buck, Councillors: W. Davis, E. Henderson, D. Roberts, R. Simmons, W. Trent. Also present were: Mr. G. Brush, Area Services Branch Mr. J. Hill, Planner, Region of York The Committee considered the draft goals and objectives of the Official Plan and the Committee would recommend that the offer to the Region of York -Lot 8 -Plan 535 -be withdrawn as a potential site for a Day Care Nursery building. The meeting adjourned at 10:20 p.m. Roberts: Buck: "Resolved that Council in Committee Report #36, re the Official Plan be accepted." CARRIED Parks & Recreation Committee Report #37 Councillor P. Miller presented a report of the Parks & Recreation Committee in which the Committee respectfully submitted the following: A meeting of the Parks & Recreation Committee was held on Tuesday, April 10, 1973 at 8:00 P.M. in the Board Room of the Community Centre. Present were: Councillors P. Miller, G. Timpson, W. Trent; Members Dawson, Caruso, Harmon, Bailey, McGowan, Heptinstall. Delegations: Aurora Minor Hockey Association -President B. Blair, J. Fitzsimmons, J. McQueston. 1. Aurora Minor Hockey Association-A delegation appeared before the Commit~ee suggesting that the Recreation Hockey age group 9 and 10 years of age be transferred to the jurisdiction of the Minor Hockey Association. The Committee is to have a special meeting to discuss this matter. 2. Playground Equipment -The Committee recommends that the playground equipment budget be altered to cover the purchase of equipment for the next three years, amounting to approximately $4,000.00. Repairs and Replacements, Community Centre -The Committee recommends that repairs to the base boards, the lobby tiles, south arena eXit and emergency lights, as budgeted, be approved by Council. 4. National Association of Concessionairs -The Committee recommends that E. Batson attend the one day meeting of this Association at a cost of $12.50 registration fee. CARRIED "Resolved that the Town of Aurora requests the South Lake Simcoe Conservation Authority to arrange for the submission of proposals by three consulting firms for the purpose of outlining all details and costs in association with a fill and floodline study for that portion of the Town not covered in the 1970 REGULAR MEETING -13-APRIL 16th. 1973 CONSIDERATION OF BUSINESS CONT'D Davis Road Watercourse MacLarens Report. AND FURTHER it is understood that such a Study will not be undertaken until such time as approval is granted by the Town of Aurora and the Regional Municipality of York."
