P.EGULAR MEETING -7-MARCH 19th, 1973 REPORTS QE COMMITTEES Works Committee Report #23 Councillor Simmons presented a report of the Public Works Committee in which the C~mmittee respectfully submitted the following: A meeting of the Works Committee was held on Tuesday, March 7th, 1973 at 7:00 F.M, Present were: Cotincillor Simmons, Chairman, Councillor W. Davis, Vice Chairman, Member Councillor Trent, and Councillor Miller, also in attendance were E. A. McGregor, J. D. Reid, R. J. Harrington, Mr. Borgdorff, The Following matters were discussed: 1. 2. Letter 3-8 -J. D, Reid -Public Works Building -Project No, 310 The Committee feels that a building of 10,000 square feet including office space and one bay for Parks Department is the most practical size, The cost would be approximately $17,00 a square foot. The Armco building type seems to be the best fitted for this purpose. The building would be of aluminum construction. Sketch #2 of Mr. Reid's report -The Committee feels this is most practical, The Committee recommends that Mr. Reid present a more detailed plan to tho Committee, Letter 1-3 J. D. Reid -ilaterworks Imp~ovements -Project No. 63 The Committee recommends that no action be taken on this report until a further report is received from Jack Reid. 3. Letter 3-92 J. Anderson Road School The Committee recommends that Mr. Lloyd Casey be ruthorized to attend this school and the necessary expenses be allowed, REGULAR MEETING -8-MARCH 19th, 1973 REPORTS_QF COMMITTEES CONT'D 8. Letter 5-70 Overtime -Works and Water Departments -January, 1973 This letter was received as information. 9. The Committee woUld recommend that the necessary steps be taken to . alleviate the flooding conditions on Old Yonge Street between Choice Cut Up Chicken and St. Andrews Shell Station. The cost of this ditching would be between ~1,000 and 1,500. This wonk to be undertaken as soon as weather conditions permit. 10. Letter 2-33 s. Symington The Committee would recommend that no action be taken on this letter. CARRIED Special Committee Meeting #24 Councillor R. Simmons presented a report of the Meeting with representatives of Neighbouring Municipalities and Ontario Humane Society Representatives, in which the Committee respectfully submitted the following: A meeting was held on Thursday, March 8th, 1973 at 10:00 p.m. in the Council . Chambers with representatives from neighbouring municipal~ties and representat~vc from the Ontario Humane Society• Present were: Mr. Hughes and the Chief Controller from the Ontario Humane Society Aurera and representatives from Newmarket, King, Whitchurch-Stouffville and East Gwillimbury. Adscussion took place regarding the deficit in last years' Humane Society's Budget. Mr. Hughes requested that a 5 cent incr0ase per capita be recommended to the various Councils~ Your Committee member does not recommend this increase until a financial statemen·i· is.received for the year 197;:1. Pound Fees were also discussed and it was agreed that they were too low and that they should be raised, and the increased costs should be borne by the individuaJ~ who are the cause of the problems. It is recommended that the Pound Fees be raised to $10.00, they are now $5.00. This would necessitate a change in the By-law. It was also recommended that a ticketing program be started in Aurora as in all municipalities. The members present agreed that it is far better to ticket the individual rather than try to chase and run down dogs. It was recommended that the cost ofihe ticket program be borne by the Town. REGULAR MEETING -9-MARCH 19th, 1973 REPORTS OF COMHITTE;,:s CONT 1 D Due to yearly increased costs, it was discussed and recommended by the Committee that collection of Licence Fees on a door to door basis be a program that could bo started, Grants could be available for student initiatives, It is recommended that licence fees be raised so that again the cost would be borne by owners of the animals. The raise in price to be discussed in Committee, It was reported to the Committee that there is a By-law for the licencing of cats, how effective it would be could only be ascertained after studying the By-law, It is recommended that Council pass a resolution and forward same to the Province and Federal Governments asking that a separate building be built in our area for the purpose of handling quarantined animals, After much discussion by the Committee it is recommended by your member that in 1974 the Ontario Humane Society take overthe licencing of animals, It was stated by Mr, Hughes that he could forsee that due to the problems the municipalities are having in the collection of the tax the extra profit the Humane Society would receive would not necessitate an increase in the per capita grant, This would not only increase the service but provide more patrols through the increase in money received by the Society, All municipalities represented feel we are not getting the service required, in fact, all felt the service to be negligeable. Hopefully in 1973 there will be an additional vehicle available and extra staff which would also increase the service and hopefully start to solve a growing problem. All of the above recommendations will be discussed in Council in Committee. Brush of the Area Services Branch, concerning the new alignment of buildings as per tho recent mandamus, and pursuant to the discussion of this proposed development at a recent Council in Committee meeting, the Committee recommends that this Praposal and above-mentioned correspondence be referred to the next Council in Committee meeting. The Clerk-Administrator is further asked to contact the necessary personnel to attend, 9. Capital Contributions.fee schedule for Residential Development The Committee recommends the necessary By-law be passed adopting the schedule as approved by Council on Harch 6th, 1972: Single family zoning ( per dwelling unit) $700 Hul~ip~ zoning ( per dwelling unit) $700 and where no p~b£~arkland dedication is provided an additional $150 Apartment Zoning: "' ' 1 Bedroom, or bachelor suite 2 Bedroom dwelling unit ' 3 Bedroom dwelling unit $300 $400 $500 It is the wish of the committee that these rates apply to "Rural" development as well as Urban. 104 Road Widening Policy The Committee recommends Council establish a policy for requesting land for road \;idening purposes from all Committee of Adjustment applications for severance as per the "Whitchurch Official Plan". Planned width of St, John 1 s Roacj, and the Vandorf Road to be 100 1 right-of-way, Therefore, the widenings required would be 17 1 each side, 'The Case Sideroad and the S~John's Road, west of Yonge Street are not spelled out in the King Official Plan as having any future planned width, 11. Policy The Committee was of the opinion that they did not have ample time for sufficient research in order to make recommendations. Batson and Mayor E. Buck. 1. York County Board of Education A letter was read from the York Cohnty Board of Education in which a request was made again for the use of the Parks Department services in caring for the grass at Regency Acres School during the 1973 summer season at a rate of $200.00. The Committee recommends to Council that this service be once again arranged. 2. Aurora Agricultural Society A letter was rend from the Aurora Agricultural Society requesting the use of the Aurora Community Centre main floor on Friday even:irig, Saturday and Sunday, June 8, 9, 10, 1973 for the usual ladies' exhibits and a new idea this year of an antique car show by Rothman's cigarettes. E. Batson stated that normally the ladies' exhibits were finished by 6PM Saturday evening, thus allowing a roller skating session on Saturday night; however, it was his opinion that with the rental charge of $450.00 for the entire weekend, plus the revenue from the canteens and the rental of $75.00 for the auditorium (to be used for a bar to be put on by the Rotary Club of Aurora) that conside~able profit could be foreseen over that of last year. The Committee recommends approval of the above for Council's consideration. 3. Recreation Facilities Some discussion took place in regarde to facilities in Town, in particular, the south end building now being renovated and the old police building. In view of the necessity for Recreation facilities in Aurora, the Committee recommends to Council that the matter of opening the old police building should be expediated. Committee of Adjustment Application -Crabtree -Kennedy St. W. Correspondence 6-18 and 6-89 The Committee would concur with the recommendations of the Planning and Development Committee that no objection would be raised provided that lot have a minimum of 100 foot frontage and that there be no variance in the boundary line because of the existing garage on the property, The Committee would further recommend that a letter containing the relevant facts as discussed by the Planning and Development Committee be delivered to the Committee of Adjustmprit prior to the hearing on Wednesday, March 14th, 1973, 8. Tecumseh Drive Sidewalk The Committee would recommend that the Clerk draw up proper petition forms to be signed by residents for the proposed construction of a Tecumseh Drive sidewalk and request the Gateway Heights Ratepayers Association to ascertain with the adjacent prpperty owners how many are in favour of such proposal. Following a previous presentation several letters were received from persons who were either concerned about the construction or opposed to such a sidewalk, and this would give an opportunity for persons to state their views and the petition forms should also state that plans are available for inspection at the Town Office. Fire Hall Antenna It has been checked that the proposed Fire Hall Antenna installation would cost an extra $100.00 to have it installed on the new addition rather · than the old addition and with this cost in mind it is recommended that the antenna be installed in the original location as called for in the Tender Quotation at the original cost. 12. Federal -Provincial Capital Projects Fund ,,, ' . '·'-< . The Committee considered the announcement by the Provincial Government of the Federal Plan and would recommend that the Mayor and Clerk Administ~ator prepare a list of projects which might be considered appropriate for such an undertaking. It is recommended that further details of these proposals be prepared for consideration late in April so that application might be made with full documentation prior to May 31st. 1973 for consideration by the Federal and Provincial authorities. Aurora Astros La crosse League A letter was read from Mr. H. Reynolds of the Aurora Astros Lacrosse League informing the Committee of their intentions to fold the club and not to use the Aurora Community Centre. Mr. Reynolds expressed his appreciation for the co-operation accorded him in the past two years. 2. Kiwanis Club of Aurora and Newmarket A letter was read from the Kiwanis Club of Aurora and Newmarket request- ing permission to use Fleury Park on Saturday, April 14th, for a Hoover Craft Demonstration and a Mutt Show during their annual Sportsman Show. The Committee recommends to Council that permission be granted with the prcviso that there be proper control of the crowds and care of the grounds. 3. Parks Department E. Batson stated that Parks Foreman N. Weiler requested the purchase of 20 ton of fertilizer for use this summerand further recommends that this be purchased from Bradford Fertilizer at $55.00 per ton, the same price as contracted last year. This sum has been budgeted for. E. Batson further stated that N. Weller wishes to plant 40 new trees this spring, ns he hns sufficient extra help available. The cost would be approximately $550.00. The Committee recommends to Council that these two items be implemented at its earliest convenience. 4. Hockey Mother's Association E. Batson reported that Hockey Mother's Association had asked for the same ice rental rate as has been assessed in past years; namely, $150.00 for Saturday, March 31st, the final day of their Aurora House League Tournament. All ice time used on Wednesday, March 28th; Thursday March 29th and Friday, March 30th will be paid for by the Aurora Minor Hockey Association.
