1, The Committee recommends the acceptance of the memorandum as submitted,
and reviewed by the Committee and Area Services Branch, Principal Planner

Proposed nine ( 9)eatate-residential dwellings south of Ridge Road (Lot 73 Con W)
The plans have been circulated and replies have been obtained from the Ministry
of the Environment, Separate School Board and Hydro. Replies are still
forthcoming from the Municipal Engineer, Regional Engineer, Medical Officer
of Health and the South Lake Simcoe Conservation Authprity•

This proposal (Lots 82, 83, Concession 1E) is held in abeyance since the
development is premature, until the sewage plant capacity is increased,
2. Mat.jon Subdivision
Mr. G. Brush requested a Draft Plan of this property which would enable the
Department of the Environment (O.W.R.C.) to comment on this subdivision, The
following are the comments by the Area Services Branch re the difference
between the Master :?lan and the Draft Plan:
1. There are 65 proposed lots on the draft plan and 63 proposed lots on the
master plan. Wh~le the lot lines are different, there are no major changes
regarding the lot layout,
2, A small cul-de-sac (A Place) is added to the draft plan to service two
existing lots northeast of the proposal and which presently front onto
Bayview Ave. The remaining road pattemis the same on the two plans.

3. On the master plan a country club is shown on the western portion of the
site with the remaining area shown as open space. On the draft plan,
the entire open area (Block "B" -48 acres) is designated future
commercial-recreation. The country-club is not shown on the draft plan.
The Committee deplores these changes between the "Draft Plan" and "Master Pla ....
and recommends the acceptance of the "Technical Report" on the Master Plan
as submitted by the Area Services for$udy,
The Committee recommends that because there has been a road allowance deeded
to the Town at the southern boundary of the Jongeneel and Cook properties,
consideration be given to establishing this road as an intergral pa~t of the
road pattern of the Matjon Subdivision, thus eliminating the 'southerly accee.';
to Bayview Avenue as shown on the "Master Plan".
The Committee further recommends that no more work be allowed in road pattern
construction until a Subdivision Agreement has been signed.
3. Committee of Adjustment Submission B 26/72 Pt Lot 84 Con 1
The Committee recommends that as this application involves a "Land Use Change"
on the basis of the information received by the Committee of Adjustment, as
such land use change is within the jurisdiction of the Planning Board (CouncE.
therefore the application should be dealt with by the Council.
4. Committee of Adjustment Submission B 27/72 W% Lot 13 Con 2 Formerly Twp.
of Whitchurch
The Committee recommends the support of this application by Re-zoning a parcel
of land for each dwelling to "R-1 11 (200 ft. frontage and 2 acres are) by
amending the Whitchurch Zoning By-law #2083 (adopted by the Town of Aurora.)
5. Committee of Adjustment Submission A8/72 Lot 210 R.P. 475
Minor Variance requested in front ~ard set-backs, 14.80 ft. and 14.93 ft. as
opposed to the required 15ft set-back at time of construction (1964).
The Committee recommends the support of this application.
6. Ontario Building Code
The Committee recommends the Building Inspector study the new Ontario Buildil'c
Code when it is legalized!i' to determine if it upgrades the present 1970
N.B.C. sufficiently, and if not the Inspector will recommend to Council such
improved standards as deemed necessary.
7. The Committee recommends that the Clerk Administrator pe asked to present
report on the necessity for well planned and controlled development which is
essential for the economic stability of the Town of Aurora.

In order to avert a blight on the Town of Aurora, the Committee deems it an
imperative necessity to control the architectural design of the apartment
buildings and the town houses to be built by Delzotto and to enforce the
lot levies for all individual units, The Committee recommends that
such steps will be taken to safeguard the accomplishment of the suggested
necessities.

Councillor Stewart presented a report of the Parks & Recreation Committee

A meeting of the Parks & Recreation Committee was held on Tuesday,
December 12th, 1972 in the Board Room of the Community Centre,
Present were: Councillors N. Stewart, P, Miller; Members M, Dawson, B,
Blick, B. barley, F. Caruso, B. Orump and Recreation
Administrator E, Batson.
1. Parks Foreman, Elected Representative York County School Board,
Committee recommends that if Mr. Weller is required to attend meetings
during working hours that he be allowed to do so.
2, New Works Site
The Committee would recommend to Council that the Parks Department be given
space in the new works building and that they be included in the building
plans.
3. Ontario Recreation Society Conference
A letter was read from the Ontario Recreation Society re their Secontl fillnual
Conference January 24-27, 1973 at the Skyline Hotel in Toronto. The
Committee recommends that Recreation Co-.Ordinator, T. Anderson, attend
this conference at a cost of $25.00, Recreation Administrator E. Batson
is also recommended to attend on a separate day basis depending on
subjects of interest,
4. Committee Members Appointments
The sitting committee members were asked to relay their intentions to
Mr. Batson as to whether or not they would be willing to serve on the
Parks & Recreation Committee for the coming year. This information has
been relayed to Clerk Administrator, K.B. Rodger,

The Committee recommends that Council receive the Recreation Seminar Report

1. Lay Appointment to York United Appeal Study:
The Committee would recommend the name of Mrs. Annabelle Black as Aurora's
representative,
2, Task Force Ontario Hydro:
The Committee would recommend that Council re-endorse that Hydro remain
as a local utility entity and not as a Regional or Provincial function
and further that the Clerk advise the Region of Y0 rk, the Prime Minister
of Ontario, our local Member of Parliament of Council's feelings in this
regard.
3. Applications were discussed under the L.I.P. Program for repairs to
building occupied by the Drama Workshop, the water-course area in the
south end,
4. Municipal Winter Horks Incentive Program:
The Town's allocation has been set in the approximate amount of $11 1 000,00
and the application must be forwarded prior to January 15th, 1973, The

Committee would therefore recommend that the project we submitted to clean
the creek-bank areas and tree removal on rural road allowances and that
the necessary applications be forwarded for this purpose~
5•' Letter from Mrs. Bucking: Complaints -Ashton-Dene Housing.
This letter was referred to the Building Inspector to compile a list of
the types of housing defects complained of so that the matter can be
considered further at the next Council in Committee meeting.
6. Letter from B & M Communications:
The Committee would recommend that no action be taken on this matter as
the Town has not yet officially had the former Police Building turned
over to it and that at such time as the aerial becomes surplus equipment
it should be advertised for sale.
7. Private Drain and Catch-basin -the rear of the Devins Drive residence
on the Devins Drive School property:
The Committee would recommend that the Clerk-Administrator write, to York
County School Board outlining their responsibilities with regards to this
drain and to see that proper maintenance prevents the occurrence of flooding
which this area suffered in the winter of 1971-72.
8, The Committee also discussed the catch-basin and out-let which apparently
was graded over tharephalted by the contractor working for the York County
Board of Education in building the Devins Drive School and the Engineer
has been requested to meet with the School Board to discuss the rectification
of this matter, at their cost.
9. Rear-yard catch-basins' and drainage.
The Works Superintendent has been requested to give strict priority to
rear-yard catch-basins and drainage swales to see thatduring the winter
theser are kept in reasonable shape so that they may be immediately
opened ready for any Spring run-off to prevent any unnecessary flooding.
10, Wimpey Homes Ltd. Construction of Spruce Street Sidewalk:
The Committee discussed this matter and a letter written by Wimpey Homes Ltd.
requesting the delayed construction of the sidewalk and the Committee
would recommend that the sidewalk be constructed in the Spring of 1973
but would request that Wimpey's check further with the Town as to the
exact location prior to the installation.
11. Chamber of Commerce -request for grant 1972
With the further information supplied in the Chamber of Commerce letter
20-64, the Committee would recommend that a grant in the amount of
$500,00 be given to the Aurora Chamber of Commerce to assist them in their
1972 operation.

The Committee would recommend that an official intervention by the Town
of Aurora be placed in this matter and that we support the Association
of Municipalities of Ontario in objecting to this hearing on both A

The Committee would recommend that the sum of $500.00 be granted to the
Aurora and District Minor Hockey Association to assist them in the holding
of their Fourth Invitational Bantam Hockey To~ament to be held from
January 12th -14th, 1973.

Mayors Report -Ontario Hydro Installation #258
Mayor Illingworth presented a report on Ontario Hydro Installation in which
he respectfully submitted the following:
Reference is made to item 18 of Public Safety Committee Report #196 as
approved by Council 5th June 1972 as follows:
"Letter 7-15 from Ontario Hydro re installation of Street lights at the
corner of Yonge St. and Vandorf Sideroad. The Committee recommends that
the Aurora Hydro be requested to instal these lights at a cost not to
exceed $2 1 150.00 and that Aurora Hydro be requested to maintain the
installation and the annual cost of energy from Ontario Hydro will be
approximately $51.00 per year.
Reference is also made to a resolution of Council approved 8th August
1972 as follows:
"Resolved that the Ministry of Transportation and Communication be
requested to subsidize the installation of street lights proposed at
the intersection of Yonge St. and Vandorf Sideroad, such installation
to be done by Aurora Hydro Commission at a cost not to exceed $2,150.00
in accordance with plans and specifications prepared by Ontario Hydro
and further that we request subsidy approval on the annual energy cost
and maintenance of the installation,"
Following settlement of the Ontario Hydro strike, the installation was
made in accordance with~pproved specifications by Aurora Hydro, on November
23rd. 1972~
At the request of Ontario Hydro the following action is requested.
1. That a by-law be prepared to authorize the Town to enter into a
contract with Ontario Hydro for the lighting of certain streets within
the Town not presently serviced by Aurora Hydro,
2. That the Mayor and Clerk Administrator be authorized to execute the
contract as outlined in the by-law.
3. That the Treasurer be authorized to pay the sum of $50.60 yearly to
Ontario Hydro for energy used on submission of an invoice.
4. That the Aurora Hydro be requested to carry out regular maintenance
and lamp replacement on an "actual cost basis", or if this is not
possible, a resolution be prepared for Council's consideration as
requested by Ontario Hydro.
