Henderson: CARRIED REGULAR MEETING -11-NOVEJVIBER 20th, 1972 REPORTS OF COMMITTEES CONT'D Committee of Adjustment Report #248 In respect of application (Form 1, Submission No. A7/72) for Minor Variance or for Permission,'i~by John D. Carter on behalf of Wimpey H0 mes Limited, 80 North Queen St., Toronto 18, Ontario, re Lot 35, Plan M-1457, Town of Aurora, as fully described in the subject application, the Committee of Adjustment, Town of Aurora has this day issued the following Decision. DECISION: "THAT tentative approval is granted to this applicatim and the Committee of Adjustment, Town of Aurora, is prepared to issue a final order consenting to the variance as set out infue application, upon compliance with CONDITION OF CONSENT as follows." CONDITION OF CONSENT: (1) THAT the surveyor forward a letter to the Planning Committee of Council, Town of Aurora, with a copy to the Secretary-Treasurer, Committee of Adjustment, Town of Au~ra, of explanation as to the cause of the surveyor's error resulting in the variance. This letter is also to contain the surveyor's recommendations to the Planning Committee of Council as to the proper procedure for the Town's Building Inspector to adequately check dimensions during the early course of construction so as to elininate such errors in the future. Reasons for the Decision: (1) There were no objections either written or verbal to the granting of the variance. (2) The Committee was strongly of the opinion that the function of the Building Inspector~ if properly performed, could virtually eliminate errors of this nature. The Committee would point out that the cost to the tax payer of correcting such errors through the Committee of Adjustment is many, many times the cost of having the Building Isspector conduct a proper check of procud ures during the early stages of construction. Considerable discussion took place from various members of Council regarding their jurisdiction and statements made as part of the Decision of this report, which are completely out of order. Present were: Councillor P. Miller, member, Councillor R. Simmons, member and Councillor VI, Trent, member The Committee viewed four sites which are presently under consideration. J~other meeting will take place· on Monday, November 20th, 1972 at 12:30 P.M. with Dr. J. Slingerland, Commissioner of the Health and Sociam Services Department. A further report will be submitted as an addendum to this report. A decision must be made one way or another by December 31st. 1972 to qualify under the Winter Works Program. Miller: Simmons: "Resolved that the Report of the Special Day Care Nursery Committee dated November 16, 1972 Number 249 be accepted. CARRIED Special Day Care Nursery Committee Rep~ #254 Councillor Harris presented a report of the Special Day Care Nursery Committee in which the Committee respectfully submitted the following: The Committee met on Monday, November 20th, 1972 at 12:30 P.M. Present were: Councillor Harris, Miller & Simmons. Also present were Dr. Slingerland, Commissioner of Health and Social Services and Mrs. Stokes. The Committee along with Dr, Slingerland and Mrs. Stokes, viewed land sites ?nd would recommend that Lot N0 , 8, Plan 535 be turned over to the Region of Yor~ for a Day Care Nursery Centre. · Miller: Simmons: "Resolved that the Report of the Special Day Care ~·ursery Cornrn:i, ttee dated November 20, 1972 #254 be accepted," CARRIED .. ,.,,, REGULAR MEETING -13-NOVEMBER 20th, 1972 REPORTS OF COMMITTEES CONT'D Miller: Simmons: "Resolved that the Council of the Town of Aurora deed Lot 8 Plan 535 to the Region of York for the construction of a Day Care Centre and if approved: BE IT FURTHER RESOLVED THAT: The Town Solicitor, Area Services Branch and Clerk take all necessary steps to determine any rezoning required and to prepare for Council's conside~ation necessary documentation to transfer the Deed and any Zoning changes required. CARRIED Public Safety Committee Report #250 Councillor Williamson presented a report of the Public Safety Committee in which the Committee respectfully submitted the following: A meeting of the Public Safety Committee was held at 7:'00 p.m. on Thursday, 9th of November, 1972 Present: Councillors J. Williamson, Councillor Simmons. Several items were discussed. 1. Phone call from Mr. W. R Taylor, Hilldale Drive re no street light at the intersection of Hilldale Drive and Wellington Street West, was read • The Committee viewed this location and recommend that a street light be installed and the street sign be replaced. In the meanwhile, some sort of reflective material should be put on the street sign post. 2. The Committee recommendsfuat amber lights replace the present lights at the corner of all streets intersecting with Yonge Street and with Wellington Street, with the exception of those streets where traffic signals are installed. This is a safety factor. 3o Consideration be given to up-dating the street lighting on Yonge Street. 4. Parking regulations on Temperance Street were looked at and the Committee feel that they are too restrictive and recommend parking be permitted on the east side from in front of No. 95 Tyler Street and on the west side from No. 100 to Reuben Street, and that the Parking By-law be amended. 5. Fire Report for the month of October 1972, was examined and accepted. CARRIED Special Animal Control Committee Report #251 · Coundillor Williamson presented a report of the Special Animai Control Committee in which the Committee respectfully submitted the following: A meeting of the Special Animal Control Committee was held at 8:00 P.M. Wednesday November 15th, 1972 with the following present: Mayor Gladys Rolling and Councillor R. Chapman of East Gwillimbury; Councillor Betty Van Nostrand of Whitchurch-Stouffville, Councillors E. Farr and W. Steele of Newmarket and Councillors N. Stewart and J. Williamson of Aurora. No one was present from King. Councillor J. Williamson was elected Chairman. Weller attend an Ontario Government P<;>.sticides Seminar on January 16, 17, 1973 The Aurora Parks & Recreation Committee requested N. Weller to do his best to have outdoor rinks ready for Christmas, depending entirely on weather. conditions. 2. Drum Majorettes The Drum Majorettes, partially sponsored by Aurora Lions .Club and stillmder the jurisdiction of the Aurora Parks & Recreation Committee, require bqots .for parades. The total sum required is approximately $300.00. N. Weller has obtained $250.00 from the Aurora Lions Club and would ask that Aurora Parks & Recreation Committee donate the balance of $50.00. The Aurora Parks & Recreation Commi·ttee therefore recommend to Council that the sum of $50.00 be aJ.located to the Purchase of.boots for the Drum Majorettes. 3. Bantam Soccer Team Mr, T. Bl111td forwarded a letter to the Aurora Parks & Recreation Committee stating that the Bantam Soccer Team had won the District Championship, but that the League had no funds for the purchase of crests or trophies and inquired if the Town of Aurora Parks & Recreation Committee could do anything in this respect·. It was the unanimous opinion of the members present that as other 'organizations and teams had raised money for sucn purposes through draws etc., they could see no reason why the Bantam Soccer Team could not do the same. CARRIED I ~ REGULAR MEETING -16-NOVEMBER ~Oth, 1972 REPORTS OF COMMITTEES CONT'D Council in Committee Report #252 Mayor Illingworth presented a report of the Council in Committee in which the Committee respectfully submitted the following: A meeting of Council in Committee was held on Monday November 13th, 1972 at 8:00 P.M. Present were: Mayor R. A. Illingworth, Councillors: D~vis, Harris, Henderson Miller, Simmons, Stewart, Trent and Williamson Present also: Mr. R. Thomson, Town Solicitor, Mr. J. D. Reid, Town Engineer, Mr. Roy Harrington, Building Inspector and Mr. K. B. Rodger Clerk-Administrator. 1. Council in Committee discussed with the Engineer and Town Solicitor the existing easement over the Orsi lands to service the Ashton-Dene Subdivision, the proposed concrete storm sewer and other matters pertmining to same. The Committee would recommend that agreement in principle be given to enclosing the watercourse within a storm sewer pipe provided certain conditions are met and the Town Solicitor was to arrange this oetween Ahston Dene Subdivision and Nobledale ConstructionLtd. The easement which is to be granted is to be reworded to the satisfaction of the Town Solicitor and the Council and Council would recommend that theesement be 30 ft. in width. The Solicitor will report back on this following negotiations. 2. The Committee then met with Mr. Colin Bennell of Wimpey Homes Ltd. and informed him of Council in Committee's decision regardingthe storm sewer pipe in the Orsi easement and also discussed the housing deficiencies which have been noted ~articularly due to the sub-trades in the Ashton Dene Subdivision. Council requests that the Building Inspector to follow very closely the housing deficiencies and Mr. Bennell assured Council that better liaison would be carried out between their officials and the sub-trades in supervision. 3. 240144 Investments Ltd. -Landscape Plans for Blocks C and E: The Committee met with Mr. T. 11/on, Mrs. D. Herskovits and Mr. Rosen representing 240144 InvestmentsLtd. Council in Committee examined the proposed site plans which were to show landscapinG and noted deficiencies in details, in particular that Lombardy Poplars would be placed along the entire northern boundary of the Blocks C and E -10 to 12 ft. in height and 5 to 6 ft. apart: Norway Maples 8 to 10 ft. in height 2-1/4" caliper, spaced 35ft. apart as noted on the plan: Austrian Pines were to be placed as per plan each to be 5ft. in height and Biroh trees to be 12ft. in height and clumps of two or three to be planted together as per plan. 4. Aurora Drama Workshop Building: Council in Committee made an offer to 240144 Investments Ltd. that they would offer to waive outstanding taxes on the existing building and property, not to exceed $1 1 500 for the building which is existing on this property and which could be used as a Community Building. ,,. ::: ' REGULJ,R MEETING -17-NOVEMBER 20th, 1972 REPORTS OF COMMITTEES CONT'D 5. Jongeneel -Lee -Cook Propevty Council in Committee discussed tbis matter and the relevant correspondence pertaining to same and the Town Solicitor was instructed to send the attached letter containing all the pertinent details and recommendations of the Council in Committee meeting of this dnte, to Mr. Cook and his solicitor to state the position of the Council of the Town of Aurora on this property. Letter 23-55 be be discussed further by Council in Committee. 6. Road Names 240144 Investments Ltd. Council in Committee directed that the names of the roadways in the subdivision be named Henderson Drive-the roadway from Yonge Street to the Western boundries of the subdivision and the crescent road to be named Poplar Crescent. The Committee further directed that the Clerk-Administrator advise the choice of names to the Region of Y rk and to request the Smrveyor to made the necessary changes on the plan prior £o the registration of the plan of subdivision. 7• Victoria Hall The Clerk was requested to prepare a Tender for plywood underlay and a new floor surface in the Victoria Hall. 8. D~y Care Centre -Land Site Council in Committee suggested that a special Committee be set-up for the purpose of looking into Land Sites and to meet with Dr. Slingerland regarding the land requirements of a Day-Care Centre Council in Committee appointed, namely, Councillor Miller, Councillor Simmons, Councillor Harris, Councillor Trent. 9. The Parks Staff were authorized to remove any dead elm trees on Aurora roads and the rural roads which are not part of the tree removal tender and as their works schedule permits. 10. The Committee would recommend that the Church Street School Lease be signed by the Mayor and Clerk as prepared.
