Special Report #1 Proposed Hydro Transmission Line
Reference is made to a letter (23-42) from the Solandt Commission which was
brought to Council's attention on November 20th, 1972 and the following
resolution passed -
"Resolved that the Council members note the date of the information
hearing."
The following is an extract of a report of the Region of York Planning
Committee which,was approved by the Regional Council on December 28th, 1972
5. PROPOSED TRANSMISSION LINE.
THE PLANNING COMMITTEE RECOM~iliNDS THE ADOPTION OF THE FOLLOWING REPORT, DECEMBER
20th, 1972, FROM THE COMMISSIONER OF PLANNING.
"At its meeting on November 15th, 1972, the Planning Committee directed that
a representative of the Planning Department attend a meeting to be held by the
Soldandt Commission to initiate the· preparation of an expanded study of possible
routea for the Nanticoke to Pickering overhead hydro transmission line.
The first meeting under the directio~ of Bruce Howlett was held on December 7th,
at Queen's Park. The meeting was essentially an introductory session in which
Mr. Howlett was introduced, his appointment explained, and the implication of
his activities discussed. The names and addresses of all who attended were
recorded. Announcements regarding further meetings and/or organization of the
Howlett enquiry will be sent by mail •.
At the meeting the following was indicated!
1. The time for the Howlett enquiry would be about 6 to 8 months.
2. Howlett intends to use a system termed "Open Planning" which appears to be
a series of public meetings where all aspects of the route selection mn be
discussed. He further indicated that this method was relatively untried
as regards transmission route selection so he could not forec2st what the
results would bo or whether thoy would even be beneficial.

3, How the·~tudy would be conducted, the number of meetins, their time and their
location, were yet to be determined, It was intended to keep the schedule
flexible and accommodate the varying needs of the interested individuals,
This could mean day or night meetings in different localitites and so on,
4, The study had taken as given fact that the 500 KV line was required by Hydro
abd the need for such a transmission line was not open to question,
5, The study would approach the route selection through an analysis of the
total environment. This would include mapping and discussion of landforms,
land uses, vegetation, hydrology, architectural appreciation and any other
aspect that appears pertinent,
It is recommended that a representative of the Planning Department be directed
to attend such further meetings as may be necessary to safeguard the interest
of the Region of Y0 rk insofar as they relate to proposed overhead transmission
line.''

Special Committee Report #2 -Christmas Residential Lighting Contest
Reference is made to the following resolutions approved by Council November 20th,
1972.
"Resolved that the Christmas Residential Lighting Contest be carried
out similar to 1971,"
"Resolved that the Christmas Lighting Trophy be re-named the Illtyd Harris
Trophy for Annual Competition for the best residential lighting,"
A Committee was named by the Mayor as follows:

The Committee further recommends that some consideration mould be given to
designating different conditions for urban housing and rural housing insofar as
Christmas residential lighting is concerned,
A complete tour of the Town was carried out by the Committee during the period
December 15th, 1972 and January 5th, as stipulated in the rules of the contest.

Mayor R. A. Illingworth presented a report of the Councillors-Elect in which
the Committee respectfully submitted the following:
A meeting was held on Monday December 11th, 1972 at 7:30 F.!;!.
1. Inaugural Program:
The Committee set the date of the Inaugural for January 3rd, 1973.
2. The Committee discussed the seating at the Council table and decided that
seating would be in order of poll as in the past Council,
3. The Committee discussed the matter of a second signing authority in lieu
of the Mayor and would recommend that Councillor Evelyn Buck be the signing
authority on behalf of the Town and a proper resolution be brought in to this
effect,
4. Discussion took place regarding the Chairman of the Committee of the Whole
for Reports and this matter was to be further discussed at the next meeting,

Mayor Illingworth presented a report of the Striking Committee in which the

A meeting of the Striking Committee was held on Saturday, December 16th, 1972
at 9:30 A.M.

as detailed in Section 244 of the Municipal Act;
NOW THEREFORE BE IT RESOLVED:
THftT the Town Solicitor be authorized to investigate
and report to Ccuncil .on an appeal to the Courts to
have the By-laws quashed and further that the Ministry
of Treasury, Economics and Intergovernmental Affairs
be advised that Council of the Town of Aurora does
object to the passing of these By-laws and would strongly
