ON MONDAY, OCTOBER 2nd, 1972 AT 8:00P.M.
PRESENT: Councillors Davis, Harris, Henderson, Miller, Simmons, Stewart, Trent,
and Williamson.
Mr. K.B. Rodger, Clerk-Administr@tor called the meeting to order and
requested the Council to appoint a Chairman in the Mayor's absence.

Council in Committee Report No. 237
Councillor Williamson presented a report of the Council in Committee in
which the Committee respectfully submitted the following:
A meeting of the Council in Committee was held on Monday, September 25th, 1972 at
8:00 P.M.
Present were: Mayor R.A· Illingworth, Councillors: Davis, Harris, Henderson, Miller,
Simmons, Stewart, Trent and Williamson.
1. McMahon Park Building:
The Committee met with repr~sentatives of the Aurora Lions .Club. (D. Glass, J. Chapman
N. Weller) ; Aurora Tennis Club (G. Knowles) and Aurora Lawn Bowling Club (W. Morris)
Mr. Glass advised the Committee that the Aurora Lions Club has approved a
contribution of $7,500.00 towards the cost of a new building. in McMahon Park.
The Committee recommends that the Council give approval in principle to the
project and that the offer of the Aurora Lions Club be matched by the Town,
plus any grants that might be available. The Committee 'further recommends that
a special committee be formed to investigate allffipects of the project including
designs and costs and that the special committee be comprised of the three members
of Council serving on the Parks and Recreation Committee and one representative
from each of the following groups: Aurora Lions Club, Tennis Club, Lawn Bowling
Club and the Senior Citizens Club.
2. Parks~ Recreation Committee Vacancy
The Committee considered the four applicatons received from citizens desiring to
seriTe on the Parks and Recreation Committee and recommends that this matter be
considered further by Council in Committee,

3. Faudemer Easement:
The Comm~ttee recommends that the Town Solicitor reword the Faudemer Easement for
Council's further consideration and approval•
4, Wimpey Homes ~
The Committee met with Mr. Colin Bennell and Mr, Keith Hansen of Wimpey Homes Ltd,
to discuss the deficiencies and problems in the Aurora Orchards Subdivision, the
Link Villas Subdivision and ,·Ashton Dene Subdivision as well as the resodding of the
bank in Machell Memorial Park. Mr. Bennell assured the Committee that all of the
deficiencies and unfinished work, including the resodding in the Park, would be
completed by October 10th, 19?2.
5o Community Centre ~ Machine
The Committee recommends that the Council agree in principle to the acquisition of
a new ice machine forthe Community Centre and that the Parks and Recreation Committee
obtain further details on the problems foreseen at the meeting or further considerah
by the Council in Committee.
6, (a) Roadway Standards
The Committee met with Mr. J.D. Reid and discussed the difference in pavement widths
on Catherine Crescent, Mark Street and the roadways within the Ashton Dene Subdivisj
The Committee was advised that Mark Street and Catherine Crescent have been
reconstructed as thirty-foot roadways compared to twenty-eight foot roadways
in the subdivision.
6 (b) The Committee recommends that the Council adopt the policy that all future
residential roads be twenty-eight feet from face of curb to face of curb where
traffic flows are below 1000 vehicles per day,
?. Waterworks Improvements:
The Committee recommends that the invoice of Wood-Towndrow Ltd. in the amount of
$19 1 4?5.45 be paid.
8, Savin Photo-Copier
The Committee recommends that the balance of the lease on the Savin Photo-Copier be
bought outright,
9. Temperance Street
The Committee recommends that the Works Department be authorized to erect the
necessary "No Parking" signs on Temperance Street in accordance with By-Law Nq,
186?.

Planning and Development Committee Report No, 235
Councillor Harris presented a report of the Planning and Development Committee in
which the Committee respectfully submitted the following:
A meeting of the Planning and Development Committee was held on Tuesday, September
19th, 1972 at 8:00 p.m.
Present were: Councillors I. Harris, W. Trent, R.J. Harrington and C.H. Duncan.
1. Woodoor gg..
Mr. Harrington was approached by Mr. Campbell of Woodoor Ltd. with sketches for
an expansion of his plant. Mr. Campbell was invited to meet with the Committee to
discuss the problems of expansion.
Mr. Campbell met with the Committee and stated that the present building is too small
and that an addition is required at the front, fronting on Industry Street, for
storage and shipping facilities and an office above.
The Zoning By-Law requirements, however, severely restrict any expansion and the
Committee therefore recommends that the Coupcil in Committee meet with Mr. Bampbell
as soon as possible. A sketch of the site and addition is attached to this report,
2. Committee of Adjustment -Severance B14/72 -Duckworth:
The Committee considered letters 19-45 and 19-50 from the Committee of Adjustment
requesting comments on the application for severance by Mr, Duckworth for one of
his two houses on the third concession, The Committee has referred this application
to the Town Solicitor for his ppinion and comments.
3. Committee of Adjustment -Severance B-38 (1971) Hamilton:
A recent survey of the total patoel owned by Nrs. Hamilton and showing the existing
house and parcel to be severed is required before the Committee can make recommendations
on this application.
The Committee has requested the Building Inspector to advise the Committee of
Adjustment of the need for the survey and to also contact the Town Solicitor for
his comments on the application.
4. Committee of Adjustment -Variance A6/72 Ashton Dene
The Committee considered the application for minor variance for the new house on
lot 13, Plan N1457, on Mark Street. The Committee recommends that no objection be
made to this application for minor variance,
5, Wimpey Block "N'' -Letter 18-76
The Committee considered the letter from Nr, Pound requesting the Town's comments
on the proposed town-housin[l; project for Block "N".

Public Safety Committee Report No, 236
Councillor Williamson presented a report of the Public Safety Committee
in which the Committee respectfully submitted the following:
A meeting of the Public Safety Committee was held at 8:00P.M. on Thursday,
Septemper 14th, 1972 with all members present. The following officers of the
Aurora Fire Department were also present: Chief Gord Burling: s. Patrick, D. Patrick
E, Eveleigh and S, Wilson. Several matters were~scussed and the following
recommendations are made:
1, Cost to be ascertained to erect a second floor on old firehall and install large
doors in back wall of hall,
2, Invitational bids be called for to supply a 60' -1211 face guyed Tower, complete
with 10' mast section, proper antenna, 100' -·Y." low loss downlead complete with
type n female connectors and 1 -10' jumpercable terminated with UHF male and
type n female connectors, completely installed and the removal of the old tower

from the roof and relocation of the present TV antenna into the new tower with a
new 300 ohm downlead.
3. A service man from La France be asked to check the pumps on the fire trucks.
4. The Town mechanic to provide protective maintenance for the fire trucks and to
test drive them semi-monthly.
5. Council to send a letter or a resolution to Queen's Park recommending that the
Provincial Government enact legislation making it compulsory to have fire walls
in shopping plazas or centres.
6. A memo from the Fire Chief to the Clerk-Admin~strator re the apartment building
90 Temperance Street was discussed and the Committee agreed with the action
taken.
7, Fire reports for the months of July and August were checked and approved,
8, Letter from Town Solicitor re regulating the number of hours that garbage
containers could be placed on the street prior to collection, and after, was
discussed at some length and Committee recommends no actionThe taken.
