Finance O:mnittee R3p:>rt No. 227
Councillor Stewart presented a rep:>rt of the Finance Comnittee in which the
camti.ttee respectfully sul::mitted the following:
A meeting of the Finance Ccmnittee was held on Wednesday August 9th, 1972 in the
Cbuncil Chambers at 8:00 P.M.
Present: Mayor Illingworth, Councillors Stewart and Davis;
1. Dale and cgnpany -Insurance Coverage -The COrnmi ttee reviewed the p:>licies
and WJU1d re~ the follcwiriCj:
a. Fire and extended coverage on all Municipal Buildings and properties including
oontents.
The Ccmnittee =ul.d reccmmend that the coverage be increased from $1,900,000.
by 10% to reflect the increased cost of building replacemant • It is
expected that this would increase the premium fran $7,516.60 to $8,268.26.
b. All Risk Policy on Contents and unlicenced equiJ:Illent
The Conmittee would reccrnnend that this coverage be increased by 10% to cover the
increased replacemant costs value at an actual premium increase from $900
to $990. The o:mnittee further reviewed the Group Accident Insurance Policy
6969407 and the premium of $ll2.50 and the Boiler Policy which has been re-
written in the anount $194.00.
2. Ccmnittee reviewed the p:>licies and renewals submitted by R3ed spaw Osler and
would recromend the follcwing:
a. Ccmprehensive Liability Policy 28-88-04 in the annual aJroUnt of $2,550.00.
b. The O::mnittee would recx:m:n:md the 3 D Bond in the increase coverage and
premium of $1,098.00.
c. The O::mnittee reviewed the Autaoobile Fleet coverage and would recarmend
the pranium in the anount of $3,125.00.
3. I£ltter 13-33 -The Ccmnittee reviewed the increased protection for the Youth
Involvemant Project in the amount of $600 which was endorsed on the Town's
Liability Policy at no extra cost in pranium. ·

4. Letter 15-9 -Association of Municipalities of Ontario
The O:>mrnittee reviewed the advice an the Application of Bell canada
and its increase in rates and would :recarmend that the Town pay our
per capita share in the amount of $100.00.
5. Letter 15-42 -Great 1\merican Insurance canpany addressed to Mr. Ivan D:miels,
I.O.O.F. Ledge
The O:>mrnittee would recamtend that Council advise the I.O.O.F. IIJdge that following
the review of this matter we feel that there can be no further action
taken by the 'Ibwn.
6. Letter 14-50 Treasurer of Ontario
This matter was referred by the Finance Ccrmli ttee to the Council in Ccmnittee
of the Whole for further consideration.
7. Letter 14-33 Wn. Johnson -Treasurer -Purchase of calculator
The O:>mrnittee reviewed the request of the Treasurer for the purchase of a
Friden Singer Calculator at an estimated cost of $425.00 plus 5% O.S.T.
and wo·-Td :r:?c-::rrrnend that this purchase be authorized.
8. Letter 13-13 -Vern Davies
The Ccrmlittee reviewed the offer, following the advertisaten.t of the pump
for sale an an as is basis and would rec::c:mrend approval of the quotation of
Mr. Vern Davies, R.R. 2 Stouffville for the purchase of the Byron Jackson
used pump a.-:td foot valve at the price quotation of $150.00
9. Letter 13-32
The O:>mrni ttee reviewed the letter from J.D. Reid and Associates regarding the
oost incu.>:red in testing of concrete cylinders for the sodium silicate tank
and would recamtend payment in the amount of $12.00.
10 Letter 12-13 m Region of York - 5 Year capital Expenditure Forecast
The O:>mrnittee reviewed the letter from the Region of York and would rec:::cmnend
that the Treasurer and the Clerk-1\drninistrator of the Town of Aurora meet with.
the <;hief Administrator Officer and Treasurer to discuss the proposed capital
expEi)tldi ture and future debt ratio as to assessmant and mill rate, and to make
a ~eport to the Municipal Council.
ll. Letter 12-57
The Com:nittee reviewed the Treasurer's Report regarding overtime incurred
in January, February and March 1972 and :recarmend acceptance of this report

12. Letter 12-69
The Ccmnittee reviEMed Mr. Hartley Consultants Ltd. offer to reviEM all
the insurance policies at a fee of $500.00 and the Ccmnittee would reccmrend
that at this t.i.Ire we did not feel that the services are :required but would keep
his letter on file for future reference.
13. Letter 12-85
The Ccmnittee reviEMed letter 12-85 fran the Aurora Hydro Comn. advisinJ of
an increase in street lighting costs and 1r.'OUld reccmnend acceptance of same as
infoDnation.
14. Contois Fund Donation
The Ccmnittee considered the natter of a donation to the Contois fund and
would recomnend that the anount of $50.00 as determined by the infoD!lal
poll be accepted and authorized.
15. Advertising -Aurora 'lbWn Map
The Ccmnittee would rec:atm:md that a full section ad, at a cost of $100 be
taken out in a nEM publication of the 1972 Town Map, a suitable advertisement
be worked out by tl1e Clerk's Office.

Councillor Harris presented a report of the Planning and Developnant Ccmnittee

A ~reeting of the Planning and Devleopment camd.ttee was called for Tuesday,
August 15th, 1972 at 8:00 P.M.
Present were: Councillor I. Harris, R. Hunter, R.J. Harrington, C.H. Duncan,
and although a quorum was not present and as Council has
directed that the proposed hotel by Mike Felcher Investments Ltd.
be brought forward therefore this is a minority report submitted
for Council's consideration.

1. Old Police Building:
Members of the Cmmittee toured the Old Police Building prior to the camri.ttee
meeting. The Cmmittee directed the J:eputy Clerk to have the windcws and doors
secured on the building :i.nm€diately.
The o::romittee recx:mrends that representatives of the Aurora Historical Society
be invited to meet with the COuncil in Ccrnni.ttee to discuss the use of the
building and that the Society members be given an opportunity to tour the building
prior to the meeting.
2. Aurora Tigers:
The Camri.ttee met with Mr. Bruce ButteJ:WOrth, Mr. Russell Campbell, Mr. Iorri
Buckland and Mr. Larry Keffer of the Aurora Tigers Junior "A" Hockey Club.
Mr. ButteJ:WOrth presented a brief in 'l.hich the Club advises that they are
satisfied with the allotted ice time, hcwever, request further cons.i.deration of
the rates.
3. Ontario Humane Society:
The Clerk Administrator was directed to oontact the Ontario Humane Society to
dete.Imine if the Society was interested in purchasing lot 8 on Mary Street, at
the current market value.
4. New WOrks Building:
The Ccmnittee recorrmends that the Town Engineer and Town Superintendent prepare
a layout of floor sp:~a; and design for the New WOrks J:epart:rrEnt Building based
en the minimum requiranents of the J:epart:ment and that a site plan be also
prepared.
5. Herskovits Subdivision:
(a) Schedule "D"
The Ccmnittee reccmnends that the report of J.D. Reid & Associates dated August

17. Naming of the Town Park:
The Committee recommends that the Town Park be renamed Mosley Park in honour
of the donor.
18. Aurora Soccer Club:
The Committee recommends that Councillor N. Stewart and E. Batson be authorized
to investigate the feasibility of a suitable reception for the visiting Aurora,
Illinois Soccer Club and report back to the Council.
19. Roads Need Study Committee:
The Committee recommends that a Roads Need Study Committee be appointed, comprising
the Works Committee, Mayor, Town Superintendent and two representatives of the
Ministry of Transportation and Communication.
20. Checkerboard Farms Ltd. Agreement:
The Committee recommends that Checkerboard Farms Ltd. be advised that as the
Agreement must be consistent with the proposed industrial sewage waste by-law,
therefore the comments ~de by Checkerboard Farms Ltd. can not be acceptable
under the terms of the Agreement as the 'regulations will be enforced by an
industrial sewage waste by-law.
21. Water Courses -Regency Subdivision:
The Committee recommends approval in principle to the improvements to the head
walls on both sides of the watercourse culvert under Glass Drive as a winter
works project and that the Engineer and Clerk-Administrator provide more details on
the project.
22. Murray Drive:
The Committee recommends that the Town Engineer determine from the Town Superinten-
dent if the curbs on Murray Drive can be repaired by the Works Departrr.ent and if
this is not feasible, then to obtain a cost of doing the work from the sub-contractor
installing the concrete curbs on the Catherine Crescent.
23. Sterling Drug Ltd:
~~he-Committee recommends that the contribution offered by Sterling Drug Ltd. towards
the cost of the silicate treatment be accepted with thanks and that a letter of
appreciation be sent to the Company.
24. Tecumseh Drive Sidewalk:
The Town Engineer is to submit a report on costs and details of constructing a
sidewalk on Tecumseh Drive as requested in the recent petition.

Councillor Harris presented the following report as chairman of the Fact Finding
Committee:
Present were: Councillor I. Harris, Mr. K.B. Rodger, Solicitor w. Bailey,
Mr. Ivan Daniels and Councillor N. Stewart unavoidab).y absent
until the last few minutes of the meeting.
The following salient facts were ascertained:
1. Letter from Mr. Daniels August 26th, 1963 1 making "application to purchase the
parcel of land situated on the east side of Aurora Heights Drive and the creek
bed.''
2. May 4th, 1964 Works Committee Minutes -
Councillor Child "I was up to see Ivan -goes over to 4 or 5 poles on guard
rails just short of large culvert."
Councillor Patrick "I was there too."
3. May 4th, 1964 Property Committee Report.
Councillors Jor.es, Williamson and Simmons.
The Committee recommended that the Town -owned property directly behind Ivan
Daniels be sold to Ivan Daniels if satisfactory arrangements may be made for
it's purchase.
4. May 4th, 1964 Council Minutes
Resolution moved by Jones, seconded by Simmons.
"Resolved that the report of the Property Committee reland behind Ivan Daniels
property be approved and the seal of the Corporation be attached hereto,"
The following discussion took place:
Chairman question to Mr. Daniels:
"Did you at any time, prior to the survey, expect to receive one inch of
land on the west side of the creek, ?11
Mr. Daniels reply: "No",
Mr. Bailey interjected: "The Council goofed,"
Mr. Bailey also stated that if action had been taken within five years, the
Court could have set aside the deed because of the acknowledged mistake by
the Town ~s stated by his client.
The Chairman stated that it was possible that the Council would pay the same
amount for the additional property acquired by mistake as he payed for the
entire property namely $125.00.
At no time was the term moral obligation used with regards to returning the
property acquired by a Council "Goof".

Regional Council, objected very vehemently to the
Regional Planner by passing the Regional Council and
going directly to Queen's Park with new plans from
sub-dividers;
AND VIHEREAS the majority of Regional Councillors

on his stand;
THEREFORE be it resolved that this Council go on record
as supporting the position our Mayor took and a copy
of this resolution be sent to the Regional Chairman;

feels very strongly that the members of Regional
Council are not accepting their responsibility when
