Counci1 in Committee Report #220
Mayor R.A. Illingworth presented a Report of Council in Committee in which the
Committee respectfully submitted the following:
A Counci1 in Committee meeting was held at 8:00 p.m., July 11, 1972 with
Mayor Illingworth, Councillors, Davis, Miller, Simmons, Stewart, Trent and
Williamson present. Mr. T. Hughes, General Manager of the Ontario Humane
Society was in attendance.
A review of all correspondence leading up to the meeting was carried out
by the Chairman. Mr. T. Hughes reviewed the financial operations of the
York County Shelter and exp1ained the deficit of $41,634.37 for 1971, and an
overall deficit of $237,000. for the Province. He also out1ined the additional
costs of $15,500. required for rabies control during 1971.
In a general discussion, it was agreed that there were three methods in which
canine control could be carried out.
(a) As .is, with Ontario Humane: Society carrying out enforcement and shelter
activities subject to suitable financial agreement.
(b) The municipalities carry out enforcement and the Humane Society carry
out shelter activities.
(c) The municipalities take over a11 activities and make suitable arrangements
with the Society for the use of the she1ter.
Unless preventive action is carried out by the Federal Government, it is
anticipated that another rabies outbreak will take place this year.
Based on the discussion the Committee makes the following recommendations:
1. That a new Agreement be prepared with the Ontario Humane Society to provide
Canine Contro1.and enforcement for the Town of Aurora at a per capita
cost of .60¢ effective 1 January, 1972.
2. That consideration be given to·a by-law to licence and contro1 cats.
3. That a 1etter be written to the Region requesting the Region to initiate
action with the Federal Government to construct a Federal quarantine animal
pound in the Region of York.

4. That a letter be written to the Region requesting the· Region to initiate
action with the Federal Government to make rabies vaccine readily available
at no charge and to hold an animal rabies clinic in all area municipalities
of tie Region.
5. That a letter be written to the Council of Newmarket, East Gwillimbury,
Whitchurch and King requesting the appointment of two representatives to
a Special Animal Control Committee to review the rates and activities of the
Ontario Hpmane Society and to meet with the Society in October, 1972 to
discuss rates and plans for 1973•

Public Safety Committee Report #221
Councillor Williamson presented a Report of the Public Safety Committee in
which the Committee respectfully submitted the following:
A meeting of the Public Safety Committee was held at 9:00 A.M. Saturday
July 8, 1972 in the Council Chambers to discuss the Uniform Traffic By-Law
and referred matters.
All members were present:
1. The Uniform Traffic By-Law was examined thoroughly and the Committee feels
it is excellent and recommend acceptance of it. However, we do have a few
suggestions.
Paragraph 1(e) would like interpretation of the word "driveway".
Paragraph 9(2) make notation "not applicable to Aurora."
Paragraph 18 Why? shouldn't this be by age?
Paragraph 19(1) (b) Make notation "not applicable to Aurora."
Paragraph 19(5) (b) Make notation "not applicable to Aurora."
Paragraph 22(f) Make notation "not applicable to Aurora."
The Committee suggests that Chief Crawford be asked if he could prepare a set
of standard regulations for bicycles.

Fire Chief Burling re Mutual Aid meeting in~e Fire Hall on July 12th.
Councillor Miller will represent the Fire Committee as Councillors Simmons
and Williamson will be negotiating with C.U.P.E.

Dated June 14~ re Traffic at Glass Drive and Seaton Drive.
The Committee looked at this situation and find that cars have been cutting
the corner but because of a ditch they cannot trespass on private property.
No recommendation at this time.
6. Letter 13=29 -Aurora Co-Operative Nursi~g)School

Regarding parking signs in front of Nursery School. Those are pa.-table signs
as it was felt that permanent signs should not be erected aa this would
prevent people from parking while attending Church.
This was the recommendation of our Committee which was endorsed by Council.

It is recommended that a certified copy of this By-Law be forwarded to
Chief Crawford.
8. Monthly Fire Report for May -12-27
This was checked and our Committee recommend acceptance.
9. Letter Holmes Electric -12-22
False Fire alarms. This was reported.upon in our Report #202.
The Committee recommends that a letter be sent to Fire Chief Gord Burling
instructing him to check with the businesses concerned to insure they have
a proper maintenance program.

CounciL in Committee Report #222
Mayor R.A. Illingworth presented a Report of Council in Committee in which
the Committee respectfully submitted the following:
A meeting of the Council in Committee was held in the Aurora Council Chambers
on Monday, July 10th, 1972.
Present were: Mayor Illingworth, Councillors, Davis, Henderson, Miller, Simmons
Stewart, Trent and Williamson.
1. Roads Needs Study
Mr. R. Dawson, Mr. B. Osborne, representatives of the Deptartment of Transportatior
and Communication, Mr. J.D. Reid and Mr. E.A. McGregor attended for this part
of the discussion. Mr. Dawson and Mr. Osborne outlined the main reasons for
the i:study is to consider the expansion of the present Town boundaries and its
roads needs and secondly that with the decreased amount of subsidy dollars
available for municipalities the municipality must prove to the Minister of
Transportation and Communication how and where the monies must be spent for
roads maintenance and construction. At the present time with the spending
limits an allocations are only made far approximately 20% of the municipalities
needs and following a roads needs study one can count an receiving 100% of
the maintenance needs and can determine the priority items of the available
·.... construction monies. The Committee was also informed that 75% of the cost

of the study is subsidized by the Minister of Transportation and Communications.
The Committee considering all factors following the presence of the above
noted discussed the matter further and would recommend that Council participate
in a study and a resolution be prepared far Council's consideration at the
next meeting.
2. School Board Lease
Council in Committee would recommend that the York County Board of Education
be granted a renewal of lease on a one year basis with a one year option at
the annual rental of $3,000 per annum provided that all building improvements
presently in the building at the Church St. SchooLwith the exception of the
addition of twa portables be left at the termination of the Agreement and the
Clerk Administrator be authorized to discuss the details with the York
County Board of Education staff and to prepare an Agreement for Council's
consideration.
3. 2ender • Fire Hall Renovations
Council in Committee reviewed the tender for the Fire Hall renovations and
would refer the same to the Building Inspector for further consideration
and report.
4. The Committee reviewed the Treasurer's report for the first 6 months regarding
the cash position and financial report and would recommend that the report be
received.

5· The Committee further considered repairs to the Community Centre north doors·
and have authorized Model Builders Ltd. to repair the doors with a moveable
mullion at a complete cost of $408.00.
6. Trees Within Road Allowance -Hawthorne Lane Subdivision
The Committee would recommend that Hr. l'ieller study the trees which will be
available for moving and to report on the suggested cost and locations where
these trees might be utilized by the Town.
7. Tyler Street Hill Embankment
The Committee discussed this matter further and would recommend that the Town
Superintendent study this matter and make recommendations to the Works
Commi.ttee for immediate action in this area.
8. The Committee considered a letter from ~lr. A. Merkur and Sons regarding the
highway sign to be located south of the Murray Drive Shopping Centre and would
recommend that this proposal not be approved. The Committee felt that there
is already a sign at the intersection of Murray Drive advising that Shopping
Patrons heading north on Yonge St. should enter at the Murray Drive location
and they are not in favour of having any signs on the right shoulder of the
roadway on Yonge St. south of the Hurray Drive intersection.
9~· The Committee considered a letter from the Building Inspector:
(a) proposed sign -Trio Restaurant -The Committee would recommend that the
Building Inspector advise on the location of the sign with reference

will further be considered by Council.
(b) Swimming Pools -we would recommend that the Building Inspector prepare
the draft by-law to be considered by Council in Committee in early
September.
10. Dangerous condition -Orsi Office Building -The Committee considered the
Building Inspector's comments and letter regarding this building and
would recommend that the Solicitor and Building Inspector take whatever
action is necessary to enforce and to ensure that the safety of this
building is immediately taken care of.
11. The Committee considered the Solicitor's letter of comments on the
Hawthorne Lane Subdivision Agreement and the irrevokeable letter of
credit and would recommend that subject to the concurrance of the Town
Solicitor .and Engineer of the final wording that the Subdivision Agreement
be amended to accept a letter of credit rather than a performance bond as
referred to in the wording of the subdivision agreement.

on the north side of the park on a trial basis to be located 4 to 5 feet
apart to prevent vehicles from driving onto the park grounds.
Lion's Hard Surface Proposal
The Committee would recommend that the Lion's Project Committee representatives
be invited to meet with Council in Committee to discuss their proposal
further.
14. Report of the Committee of Council on a Tour of the Proposed Works Building
The Committee would recommend that the Engineer, the Town Superintendent and
the Building Inspector attend at the Orillia Public Works Building and York
Sanitation Building and also the International Harvester Building, Newmarket,
to determine in more detail the building costs and the specification details
for a proposed Works Building for the Town of Aurora.
15. The Committee reviewed the Agreement proposal for the C.U.P.E. Agreement and
would recommend that the Negotiating Committee present this offer to the
Bargaining Committee for presentation to the membership. Negotiations have
proceeded well and have concluded almost all items with the exception in
this offer. It is hoped that the conclusion of the discussion will be
reached in a very short time and a fullEport will be made on the proposed
agreement.
