Councillor Harris presented a report of the Planning and Development Committee
in which the Committee respectfully submitted the following:
A meeting of the Planning and Development Committee was held on Thursday
June 15th, 1972 at 8:00 p.m.
Present were: Councillors I, Harris, E.J. Henderson, W, Trent, and P, Miller
J.D. Reid, C.H. Duncan, A, Child & L.S. Grossman.
1 , Drainage :
A general discussion took place on the alternative of installing one arch

pipe to take care of the two creeks traversing the subdivision or providing
an open channel on the west side of the property and enclosing the east
creek in the storm seweron the north-south road, Mr. Child advised that
there is verylittle differencein cost between the two alternatives based on
the designs approved by the Conservation Authorities. Mr, Reid was of the
opinion that the design criteria regarding peakflow times for both alternatives
was exorbitant and offered to check with the Conservation Authorities on
this matter,
2, Revised Site Plan:
The Committee recommends that the revised plan of subdivision received from
the Ministry of Treasury, Economics and Intergovernmental Affairs in the
letter dated June 5th, 1972, be approvedsubject to the relocating of Block
"K", designated as the site for park administration, south of Block "G"
and that Block "G" be relocated adjacent to the south limits of the property
and that the Department be so advised.
3. Subdivision Agreement:
(a) Easements Purchase
The letter of comments from Mr. C,C, Johnston, Town Solicitor, was discussed
in detail and Clause 3-of his letter reamins.as the only point of dispute
between the representatives of the Owner and theCommittee, The Town Solicitor
has suggested a clause in the Subdivision Agreement to provide that no
building permits will be issued until the easement is purchased from
Sterling Drug rather than, as approved formerly by the Council, the
requirement that the easement must be purchased prior to the signing of the
Agreement,
The Committee recommends that in view of the Solicitor's opinion as outlined
in his letter of June 1st, 1972 that the Councilconsider this matter;
(b) Model Homes
The Subdivider desires the same authorization as: ··was granted to others
to build model units subject to the provision that no occupancy permits
will be granted until sewage treatment capacity is available.. The Committee
concurs with this request and recommends that the request be approved.
(c) Proposed Building locations:
The Subdivider proposed to build the 59 row house dwelling units on Blocks
"C" and "E" and would like to build the model units on a portion of Block "D"
Site plans waid have to be submitted for Council's approval and for a Site
Plan Agreement before any building permits could be issued.
(d) Consideration of Subdivision Agreement!
The Committee has completed negotiatbns of the Agreement and recommends
that the draft Subdivision Agreement be considered by the Council in Committre
The Committee further recommends that the owner and/or her representatives,
including her Solicitor, be invited to attend the•meeting when the Agreement
is being considered.

Mr. Grossman requested that the Ministry of Treasury, Economics
and Intergovernmental Affairs be adVised that the query on the Minister's
conditions of draft plan approval were premature and that only the
revised draft plan of subdivision is being concurred with by Council
subject to the modifications in Clause 2 of the report,

discussed this brief thoroughly and it's recommendations have been distributed
to Council under a separate report, dated June 15th.
2. Aurora Orhcards Homeowners' Association
Two representatives from this Association presentad a proposal forcleaning
up theSeparate School Site in the Aurora Heights area, The Committee
instructed Mr, E. Batson, together with mr D.Paleczny, to inpect the site,

3, Aurora Soccer Club
An invoice was received from the Aurora Soccer Club for materials used
in constructing goal posts in Fleury Park, The Committee recommends that
the $90,00 for material be paid,
4. Letter from R, Brethour, Principal, George Street School
Mr. Brethour stated that the recent clean-up·of the Town by his pupils
had raised $800,00 and he would like to use this money for the building
of unusual types of playground equipment at the rear of the school, Mr,
Brethour asked for assistance from·-'the Town in erecting this playground
equipment and also requested that a few trees be planted in this area for
shade and beau£ifying purposes, The Committee recommends that Council give
wholehearted support to this proposal,
5, Cleaning of Recreation Hockey·· ·Sweaters
It is recommended that the tender submitted by Aurora Cleaners for cleaning
and storage of Hockey Sweaters in the amount of $306,24 be accepted, The
Committee would bring to Council's attention the fact that this was not
the lowest tender, but the committee gave consideration to the fact that it
is a local company, who is always supporting organizations and teams in the
Town,
6, Rotary Park Bridge
(a)
Mr. E. Batson reported that the bridge over the creek in the north end of
Rotary Park is in poor condition and should be removed. The Committee
recommends to Council that the bridge be removed and that a storm sewer,
24" wide, already available, be placed on this spot and that a suitable
pathway be made over the culvert at the same time,
(b) The Committee also recommends that the hedge and stonewall at the rear
of the first house adjacent to Rotary Park be removed for easy access to the
Park for grass cutting purposes.

for a grant to help offset last year's deficit until after the meeting to be

19. Re-classification -Works Employees:
The Committee recommends that Mr. Jim Ralph and Mr. Wm Bellar, having
completed their probationary periods and their work being satisfactory,
be classified from Category #1 to Category #2 effective July 1, 1972.
The Committee recommends that Mr, B, Hill, Town Mechanic, who has completed
his probationary period be confirmed as a permanent employee at the wage
rate of $4.05 per hour.
20. Region of York -Cost of Operation of Area Services Branch
The Committee recommends that an agreement be entered into between the Town
of Aurora and the Region of York for the provision of planning services
by the Area Services Branch and the sharingof costs with other participating
area municipalities on the basis of equalized assessment.
The Committee anticipates that the Towns' share will be approximately
$9,000,00 for 1972.
21, Resolution -Town of Markham
The Committee recommends that the Resolution of the Town of Markham regar1in[
the recent salary decision by the Regional Council be referred to the C09ncil
in Committee for consideration.
22. Region of York Levies
The Committee recommends that the Regional levies be paid on or before

2. Meeting with Town Engineer and Wimpey Homes Ltd
The Committee met with Mr, J.D. Reid to discuss various drainage problems
with Mr, D. Ennis of Wimpey Homes Ltd,
(a) Kemano Road -Drainage
Mr, Lloyd of Kemano Road was present for the discus$ion of· the :.drainage
problems along the rear of the properties on the north side of Kemano Road,
The Town Engineer and Wimpey Homes Ltd, are to submit a plan of proposal to
correct the drainage problems at the rear of the properties on the north
side of Kemano Road and the south side of Devins Drive,
The Committee recommends that the Town Engine~ p~epare a list of critical'
drainage areas including rear yard catch basin$ that will be maintained and
kept open by the Works Department,
(b) 20 Banff Drive-Drainage
Mr, Woodward of 20 Banff Drive was present and his drainage problems were
discussed with Mr, Ennis,
l~impey Homes Ltd. will be taking care of the side yard drainage problems
at this property and Mr. Woodward will be responsible for the rear portbn
of the rear yard,
(c) Drainage -Hill Drive
The drainage problems atthe rear of ~he lots on the west side of Hill
Drive between Orchard Heights Blvd, and Devins Drive will be corrected by
Wimpey by reshaping the lands west of the lots.
(d) Reservoir Road
The Committee recommends that the Town Superintnedent be advised that
maintaining the catch basins at the entrance to tJ::Ie Reservoir is c:r'itical.
The Town Engineer is having the roadway and ditches repaired where eroded,
(e) Drainage -Devins Dr, Public School .
The Committee recommends'.that, in view of the flooding that took place in
the Spring on the west side of the school site, the York County Board
of Education be requested to have dome type catch basin covers installed

(a) The Committee recommends that the Town Engineer examine the culverts
under Yonge Street: north of Mark Street, to determine thatthe elevation
of the swale is above the level of the Yonge Street culverts to avoid
pending,
(b) On-Site Supervision
The Committee discussed their concern for the installation of the under-
ground services in the Ashton-Dene Subdivision and the reasons for
requesting the Town Engineer to provide on-site supervision,
5. Whitestrip Subdivision
The Committee recommends that the Town Engineer check the original five
deficiency items and advise the subdivider, through·.the Town Solicitor
that if the work has been performed or is to be performed, the Bond will
be released,

of registering swales on title in future subdivisions eo that future owners
must leave the swales in their original shape,
7. Water Distribution Pumps
Mr. Reid advised that the contractor has inspected and adjusted the new

8, Telemetering and Silica Treatment
Mr, Reid advised that the contractor is having difficulty in obtaining
the equipment ordered from the suppliers and that every bit of pressure
thatis possible is beingput on the suppliers,

A meeting of the Council in Committee was held on Monday June 19th, 1972
at 8:00 p,m,

Councillor Harris and Miller were attending the A.M.O
Convention in Ottawa.
The following items were discussed:
1, Industry Street
Item 29 of Public Works Committee report No, 193 as approved by Council
May 15th, 1972 as follows was reconsidered:
"The Committee does not recommend the paving of Industry Street, South
this year but does recommend a single surface treatment and chips for this
street.·,"
It was the opinion of the Engineer that the heavy truck traffic on this
road would cause the single surface treatment to deteriorate quicker than
on residential streets and it may not last out the year, He suggested that
Council consider a regrading of the street and asphalt paving,
It is recommended that Mr. Reid prepare specifications and approximate
costs for Council's consideration on June 26th, 1972,
2, Murray Drive
Reference is made to item 9 of Public Works Committee Report No, 193
as follows which was accepted by Council May 15th, 1972.
"The Committee recommends the re-surfacing of Murray Drive and prices
be obtained,"
(a) It is recommended that Mr, Reid prepare specificaUcns and approximate
costs for Council's consideration on June 26th, 1972.
(b) It is also recommended that Mr. Reid check with Miller Paving as to
when the road work at the corner of Murray Drive and Yonge Street will be
completed,
3, Baldwin Road
Reference is made to item 23 of Public Works Committee Report #193 as follows
which was acc.epted by Council May 15th, 1972,
"The Committee recommends the paving of Baldwin and tenders be asked for,"
It is recommended that Mr. Reid prepare specifications and approximate costs

4, Road Construction Costs
It is recommended that the Engineer and the Treasurer pnpare a joint report
as to planned road construction and maintenance projects as compared
to Budget approvals and that such report be available for Council's
consideration June 26th, 1972
5, Hawthorne Lane Subdivision
The Engineer r8ported that some complications had developed insofar as the
storm sewer easement across the Faudemer property in that a portion of the
east bank of the creek was owned by anotherproperty holder, who was not too

receptive to granting an easement, The Engineer had prepared an alternative
plan which KOuld place the storm sewer entirely on the Faudemer
property,
It is recommended that one final attempt be made tosecure an easement
from the adjacent property owner, and if this fails, authority be granted
for the Engineer to proceed with the alternative plans for the storm
sewer.
6, Road Needs Study
Reference is made to item 14 of PUblic Works Committee Report No, 193
as follows, which was aPProved by Council May 15th, 1972,
"The Committee recommends that Mr. Reid and Mr. Dawson be asked to attend
a Council in Committee meeting in regard to a road study,"
It is recommended that Mr. Reid arrange this meeting for the 10th or 24th
July, 1972
7. Golf Glen Subdivision
The Engineer reported that some items of the Golf Glen Subdivision agreement
had not yet been completed.
It is recommended that the Engineer prepare a final list of all deficiencies
and submit to Council, so that the bonding company may be advised prior
to the expiry date of the maintenance bond,
It is further recommended thatthe Engineer report on the drainage problem

8, Aurora Orchards Subdivision
It was noted that the subdivider had not yet taken action to correct any
of the listed deficiencies and it is recommended that the Engineer be
instructed to take action to ensure that these items are completed without
delay, It is further recommended that the E ngineer prepare a status
report for Council as to work completed and work outstanding for July 4th/72.
9, Change in Council Meeting Dates
As the July 1st, holiday will be taken July 3rd, 1972, it is recommended
that the regular Councilmeeting be held July4th, 1972 in accordance with
our procedural By-Law.
10, Machell Memorial Park
It is recommended that a letter be forwarded to Wimpey to ascertain what
action they plan to take to re-slope andre-sod, some areas of the west
and north bank at Machell Memorial Park,
11. Railings -Yonge St. North
Reference is made to item 22 of Public Works Committee Report #193, as
amended by Council May 15th, 1972 to the effect "that the Engineer check
with the Department of Transportation and Communicauon on requirements
of the railings. "
The Engineer reported that the railing was not part of the connecting link
agreement and that if railings were desired by Council, that the Town vlorks
Staff fabricate and erect the railings.

12, Cracks -Sidewalk -Yonge and Centre Streets
Reference is made to the request of Councillor Harris May 1st, 1972 regardil,,
the above referred item,
The Engineer reported that this section of the sidewalk has been replaced
on two occasions and the cracking is not the fait ofthe contractor, but
butcaused by a drainage problem, He recommended that the Town Works Staff
repair the cracks in the sidewalk until the old section of sidewalk is
replaced,
It is recommended that the Town Superintendent be authorized to carry out
this repair work,
13, St, Andrews Court
Members of the Committee expressed continuing concern about the very poor
condition of the area, especially the amount ofmud and debris on the street
and the apparent lack of regard by Wimpey Officials in this matter in
spite of many requests.
The Engineer advised that he is not prepared to recommend to Council the
acceptance of the underground services until such time as conditbns
have been imporved, It is recommended that Wimpey and Morris & McKenzie
Ltd,, bonding agents, be so advised,
It is also recommended that"·the Engineer be authorized to use Town Works
Staff in conjunction with the Town Superintendent to clean up the area and
charge Wimpey accordingly,
14, Alcan
Reference is made to the visit to Alcan by the Engineer on May 12th, 1972
as per his report dated May 19th, 1972 (11-44), A second visit is to be
carried out in June to observe the pilot plant in operation and discuss
the preliminary results,
It is recommended that this visit be carried out as soon as possible
and a report besubmitted to Council,
15, Industrial ilaste By-Law
The Engineer advised that he had been unable to submit final figures for
the Industrial Waste By-Law until the automatic effluent sampler had been
delivered and was in operation,
It is recommended that the Engineer expedite the delivery of this Equipment.
It is also recommended that when received, samples be taken from all
industrial plants and a report be submitted as soon as possible, so that
the By-Law may be approved,
16, Agreement with Checkerbvaxrl Farms
The Engineer reported that he had supplied all the technical information to

It is recommended that the Clerk-Administrator expedite action to have
this agreement prepared for Council's consideration,
17. Surplus Equipment -Pollution Control Centre
The Engineer reports that the surplus equipment at the Pollution Control
Centre is old equipment and should be disposed of as scrap,
It is recommended that the Engineer be authorized to advertise the material
for sale on an "as is" basis,
18, Pollutech Report
It is recommended that Mr. Reid arrange for a representative of Pollutech
to meet with Council in Committee on July 10th or 24th, 1972, to discuss
the report on the Pollution Control Centre,
19. Flushing Water Mains
The Engineer reported that it is planned to flush all water mains within
theTown within the next few weeks and that some disruption of water service
may occur.
It is recommended that a schedule of times and areas be prepared and that
the Clerk-Administrator be authorized to advertise this information in the
local press prior to the flushing taking place,
20. Works Site
Reference is made to item 20 of Public Works Committee Report #193 as
approved by Council May 15th, 1972. "The Committee recommends that
basic work for the road and services to the Town Works property be started,"
(a) It is recommended that the Engineer prepare plans and approximate
costs for all services and submit to Council for consideration as soon as
possible,
(b) It is also recommended that members of Council and staf~ visit various
works building on Saturday, July 8th, 1972. The Clerk~Administrator
is to arrange with York Sanitation, City of Orillia and the Ministry of
Transportation and Communication, plus other areas, if known, and also to
investigate the chartering of a small bus for this purpose,
21. Brookland-Yonge Intersection
Until such time as final arrangements are made for traffic improvement in the
Dunning-Brookland Yonge area, it is recommended that the Town staff paint exit
and entrance lanes on Brookland in the same manner as at Murray Drive.
22, Harriman and Tyler
Reference is made to item 4 of Planning and Development Committee Report
#198 which was referred to Council in Committee by Council June 5th, 1972.
This report suggested that arrangements be made to obtain easements for
existing sanitary sewers and watermains that cross the Lumsden property in
the Harriman-Tyler area, Reference is also madeto a letter from the Town
Solicitor regarding the procedure to be taken to acquire the necessary road
allowance in this area,
It is recommended that the Town Engineer be authorized to engage a surveyor
to determine the exact measurements and quantity of land necessary and to
report to Cour.cil for further authorization.

23, Reconstruction Wellington Street, West
The Engineer reported that underground servicing plans are just about
complete for the proposed reconstruction of Wellington Street, West
and will be submitted to Council for consideration in the near future,
It is understood, subject to the necessary approval, that construction will
be planned by the Region in 1973.
24, Gouges in Pavement
It is recommended that the Town Engineer and the Town SUperintendent
investigate and report on the gouges in the pavement at Orchard Heights
and Hill Drive, the Whitestrip area and at Murray .and Devlin Place,
25, Technical Report #22 -Orchard Manor
Reference is made to item 1 'of P]anning and Development Committee report #198
which was accepted qy Council .June 5th, 1972 and item 3 of Council in Committee
Report #186 as approved by Council May 1st, 1972.
The Committee reviewed the Technical 'Report in detail and recommends that
the re-zoning of the area be considered premature at this time and that
the recommendatimn of the Area Services Branch be adopted and the owner be

recommendation of the Area Services Branch be adopted and the owner so
advised.
28. Report on Swimming Pool
The Co~~ittee was most concerned about the negligent manner in which the
Swimming Pool was left for the winter months and recommends that the Parks
and Recreation Committee and the Recreation Administrator assume responsibilty
to ensure that corrective action is taken,
It is also recommended that the proposed rates and hours as submitted by
the Recreation Administrator be adopted.

1, Draft Agxeement:
The Draft Agreement as prepared by the Solicitor wasreviewed and the
following changes are recommended:
(a) Para. 11, Add additional sentence as follows: "After two years the
rate of 65 cents per mile may be re-negotiated, providing that either party
gives sixty (60) days notice in writing requesting such actbn."
This provision was included in the original terms but deleted in the Draft
Agreement at it was felt to be superfluous and re-instated at the request
of the operator,
(b) Add new raragraph 18 .as follows: "The Operator shall have the exciusive
rightsfor internal bus transportation within the Town of Aurora. Internal
transportatbn is defined as when a passenger is picked up and dropped off
within the Town limits,"
(c) Paragraph 18 and 19 in Draft Agreement to be renumbered 19 and 20
respectively,
2. Routes:
In accordance with paragraph 1 of the Draft Agreement, it is recommended
that a resoluti&n be presented to Council as follows:
"Resolved that the route of the Aurora Bus Lines will be the same as that
previously carried out by the Operator with theexception that the route that
services the Senior Citizens Home be re-routed via Church Street, Victoria
and Wellington, so that Victoria Hall and tbe Library may be served,"
Be it further resolvedthat a review of the routes for winter operation be
carried out by the Tranportation Committee prior to the 15th October, 1972.
3. Schedules
In accordance with paragraph 1 of the Draft Agreement, it is recommended that
a resolution be presented to Council as follows:
"Resolved that the schedule of the Aurora Bus Lines will be the same as· .that
previously carried out by the Ope±ator.
Be it further resolved that a review of·:the routes for winter operation be
carried out by the Transportation Committee prior to the 15th October, 1972.
4. Town Representative:
(a) In accordance with paragraph 7 of the Draft Agreement, it is recommended
that C, Duncan, Deputy Clerk be designated·.as the Town Representative to
receive the sealed fare qoxes.
(b) In accordance with paragraph 8 of the Draft Agreement, itis recommended
that C, Duncan, Deputy-Clerk, or an employee designated by the Clerk-
Administrator at the request of the Deputy-Clerk be responsible for the
counting of fares collected.
(c) It is recommended that the Clerk-Administrator investigate and report
on the purchase of a Change Counter for this and other Town uses.
5. Bus Stops
Some discussion took place regarding the placing of Bus Stops in various areas
of the Town. This action was considered premature at this time until more
experience with the bus routes was obtained. Therefore, it is recommended
that no action be taken at this time.
6, Provincial Apuroval
As stated in Report #194, as approved by Council May 15th, 1972 it is
