area, presented a brief to the Council, on behalf of the residents, concerning
the construction vehicles going to and from the Ashton Dene Subdivision.

Planning and Development Committee Report #195
Councillor Harris presented a report of the Planning and Development Co~mittee
in which the Committee respectfully submitted the following:
A meeting of the Planning and Development Committee was held on ~esday, May
16l!l, 1972 at 8:00 p.m.
Present were: Councillors I. Harris; W. Trent; E.J. Henderson'.and W. Davis.
R.J. Harrington; J. Hill and C.H. Duncan.
1. Meeting with Mr. Stu Burnett:
Mr. Burnett discussed with the Committee his lot, recently severed from his farm,
on Bayview Avenue and his desire to build a house on the lot for his daughter.
The Committee recommends that legal advice be sought from the Town Solicitor
on whether or not a building permit could be issued and if a zoning by-law
amendment is required.
The Committee further recommends that the Solicitor be requested to comment on
the feasibility of imposing a minimum time limit as a condition of severance
e.g. five years in which a son or da~ghter or other relative could not sell a
parcel of land that is to be severed for a family relative under a farm operation.
2. R. Jennings Severance 1 Bathurst Street:
Copies of the pertaining By-laws and information received from the Town Solicitor
have been forwarded to the Committee of Adjustment for their consideration in the
application for severance by Mr. Jennings.
3. Commercial Buildings -22 toc<32 Yonge Street, South:
The Committee recommends that the letter from Mr. Harrington, Building Inspector,
on the fire damaged buildings on Yonge S±reet, and owned by Mr. T. McPherson and
Mr. R. Corner, be discussed by the Council for any further action deemed required.
4. Curb and Sidewalk Protection:
The Committee recommends that a by-law be prepared, for Council's consideration,
to provide for a deposit of cash or letter of credit by a property owner or
contr~otcr for protection of sidewalks and curbs wherever any building is to be
erected or other construction is to take place and that the cost of repairing any
sidewalk or curb damage be taken from the deposit.

5. Orsi Commercial Building:
The Building Permit for Mr. Orsi's commercial building on Yonge Street, north,
has expired and Mr. Orsi has made no attempt to comply with the requirements in
the Committee's previous Report No. 178, dated March 28!!!, 1972.
The Committee has directed the Building Inspector to send a registered letter to
Mr. Orsi advising that the permit has expired and further that hoarding around
the building must be erected and if not done so within the time limit required,
that the Council will be requested to pass the necessary by-law to erect the
hoarding and charge the cost of same on the property taxes.

Public Safety Committee Report No. 196
Councillor Williamson presented a report of the Public Safety Committee in which
the Committee respectfully submitted the following:
A meeting of the Public Safety Committee was held on May 17!!!, 1972 at 7:30 p.m.
Present were: Councillors Williamson, Miller and Simmons. Chief G. Burling and
R. Meyers.
1. Report #181
We recoomend this report be presented at next Council meeting with a change in the
number of units from 10 to 12.
2. Letter 8-16 from Aurora Safety Council, Recommend that Victoria and Mosley
Sts. be designated as a Fire route and parking be restricted on the north side
of Mosley Street for a distance of 100 ft. west of Victoria Street.
3. Letter 6-40, This is a copy of a letter from the Department of Justice to
Mr. R. Holmes who had asked if fire alarm connections to nursing homes were
compulsary. According to the Department of Labour they are not compulsary and
the Fire Chief felt that they should not be installedas there would be a great
number of false alarms -Information.
4. Letter 9-80,

This is in reply to a memo dated April 17!!!, 1972 from the Mayor
regarding alleged shortage of Fire Safety Equipment for our Fire

The Chief feels there is plenty for 99% of the fires, but the Committee recommends
the purchase of one (1) Scott Air Pak or M,S.A, Air Apparatus and one (1)
extra air bottle so we will be 100% protected.
5. Letter 9-17 from Mr. Ken Smith regarding placing school crossing gu~rds at
Banff Drive and Devins Drive. This was recommended in our report #140 dated
December 201!!, 1971. The guards are there and the lines are painted,

School. These signs have been erected,
8. Letter 8-55 from Aurora Safety Council. Suggestion re placing a sidewalk on
the north side of Wellington Street, w., from Haida Drive to McDonald Drive.
This is awaiting the widening of Wellington Street. Suggestion re placing of
guard rails on the bridge over the creek on Aurora Heights Drive. With regard
to snow from the A&P Plaza being piled on the sidewalk, the Committee recommends
that a letter be sent to the owner of the Plaza acquainting him with this situation
and requesting preventative action be taken next winter.
Suggestion re discontinuing parking on Aurora Heights Drive when special events
are held at the Community Centre. The Committee does not concur with this as it
is felt this parking is required for special events,
9. Letter 8-56 from the Aurora Safety Council. (1) Suggestion that we consider
the erection of 11 Stop11Signs at the intersection of Fairway Drive and Brookland
Avenue.
The Committee feels that there are not enough homes on Fairway Drive to warrant
the erection of a "Stop" SiS!l.• (2) Suggestion that we consider the erection of
"Stop" signs at the intersection of Navan Crescent and Boulding Drive.
We have already recommended in our Report #79 dated July ~. 1971, that such a
sign be erected, This was approved by Council. (3) Suggestion that in any
new subdivision being built in the Town of Aurora that it be compulsory for
sidewalks to be built on one side of every street. This is now the Town's policyo
10. Letter 8-57 from the Aurora Safety Council re an amendment to the Traffic
By-law to incorporate a "No left turn" at the corner of Irwin Avenue and Yonge
Street. This has been the subject of discussion many times over the past few
yearsmd the Committee do not recommend this action be taken.
11. Letter 7-48 from the Gateway Heights Ratepayers Association re enforcement
of speed limits and installation of traffic lights at Aurora Heights Drive and
Yonge Street. The Committee recommends that a copy of this letter be forwarded
to Police Chief Crawford for his comments and necessary action re the speeding.
It is expected that work will be started very shortly on the installation of the
traffic lights at Aurora Heights Drive and Yonge Street.

required at Banff and Kemano as the visibility is good and this corner is only

Drive and Banff. 3. Speed limit of 20 m.p.h. on streets without sidewalks -
the Council has no authority to do this.
16. Letter 3-74 from York County Board of Education re fire prevention. The
Committee regrets that even though we had received complaints that firemen were
not being permitted to enter the schools to give talks on fire prevention, no one
is willing or able to cite a particular instance or school.
17. In view of the conflicting stories which have been circulating around
regarding the Newmarket Answering Service being slow in -setting off fire alarm
after receiving telephone calls re fires, a spot check was made at the Answering
Service, and the check was made with the Police Department and the Aurora Fire
Department and these stories were proven to be false. The Committee feels,
in view of all the wrong criticism which has been made that this Council should
publicly express their confidence in the answering service.
18. Letter 7-15 from the Ontario Hydro re Installation of Street Lights at the
corner of Yonge Street and Vandorf Sideroad.
The Committee recommends that the Aurora Hydro be requested to install them lights
at a cost not to exceed $2,150.00 and that Aurora Hydro be requested to maintain
the installation and the annual cost of energy from Ontario Hydro wiilil be
approximately $51.00 per year.

Ltd,, Newmarket met wi:l;h this Committee and made a presentation re ll:easing the
necessary equipment, They followed this up with a letter, copy of which is

Should the Town purchase 12 units from either of the first mentioned companies
we would own them outright and should more modern and up-to-date equipment come
on the market, it would mean a further outlay of funds, whereas this would
not be the case if we were to lease them,
Your Committee therefor recommends that we enter into a three year contract with
Standard Business Services, Ltd., Newmarket, to lease 12 units of

Councillor Harris presented a report of the Planning and Development Cow~ttee

A meeting of the Planning and Development Committee was held on Friday, May 19!!1 1

Present were: Councillors I. Harris, w. Trent and E.J. Henderson of the Committee

1. Negotiation of Draft Subdivision Agreements:
The Committee recmmmends the continuation of the manner in which draft subdivision
agreements have been prepared and discussed by the Committee with all subdivision
developers. That is either party may at any time during the preparatory stages
of a draft agreement discuss and suggest any items deemed pertinent to the
agreement. It is not a pre-requisite that both parties have to be present at
such times as consideration is given to changes to an agreement or additions
are thought of and considered by either party, however, any ch~es and/or
additions shall be offered for consideration and discussion by both parties
before being finalized in an agreement.
It is further recommended, as formerly, that both the Committee and the developer
may have such advisory staff, legal council, and others present at meetings of
the Planning and Development Committee during the consideration of a draft
subdivision agreement as may be deemed required by the respective parties.
2. Herskovits Subdivision:
The Committee met with Mr. A.-Child and Mr. A. Grossman. The re-typed draft
agreement was gone through in detail and discussed along with the written comments
submitted by Mr. Grossman.
Agreement has been reached on most of the clauses of the draft agreement and the
Committee is hopeful that one more meeting with the Owner shall finish the draft
agreement which will then be submitted to Council for consideration.

1. Crowe and Case Apartments -Technical Reports:
The Committee recommends that the Council in Committee study the technical reports
on the two proposed apartment developments by Robert Case and Associates and
Dr. Crowe.
2. Toronto Dominion Bank Site:
The Committee recommends that a letter be sent to the Toronto Dominion Bank
requesting that, if they do not intend to build this year on thEir property at
Yonge St. and Wellington St., the site be tidied up and if possible, sodded.
3. Gurnett St. Apartment:
Mr. Lambert of Evermore Investments Ltd. has made an application to the Committee
of Adjustment for a severance of the apartment site from the commercial portion
(Submission No. B11/72) and the Committee has no recommendations to make as the
parcel to be severed conforms in area to the requirements of By-Law No. 1928 which
zoned the lands. r
Mr. Lambert, however, has also applied for minor variances to By-law No. 1928
(Submission No A4/72) to reduce the requirements for underground parking from
44 parking spaces to 25 parking spaces with the balance of 35 as surface parking
which will also result in a decrease of the open landscaped area. The Committee
recommends that the Council submit an objection to the application for minor
variance as the result of the approval of the application will be to downgrade
the standards for this site approved by the Council at the time of passing By-law
#1928.
4. Hillview Road Services:
The existing services extending from the end of Hillview Road to Harriman Road
are located on private property and easements were never obtained. The Committee
recommends that a letter be sent to Mr. Lumsden requesting easements for the
existing sanitary sewer and watermain that crosses through his property.

The Committee has scheduled a meeting for Tuesday, June 61!!, 1972 with representatives
of the Area Services Branch to discuss the appendices and the goals and objectives
to the new Official Plan being prepared. This is a very important meeting and
the Committee recommends that as many me~bers of Council as possible attend the
meeting.

1. New Slides for Town Parks
The Committee recommends that the slides be placed: (a) in Confederation Park,

2. Grass Cutting Machine
The Committee recommends that the Town Tender for a 5-gang grass cutting machine
and that the Purchasing Agent, co-operate with the Recreation Administrator,
as to specifications. This machine has been budgetednr.
3. Senior Citizens' Week
The Committee requ~ets that June 18 -25, 1972 be declared Senior Citizens'
Week in the Town of Aurora and that they authorize the spending of $225.00 to
carry out the Senior Citizens' Week programme.
4. Art Show
The Committee would bring to Councils' attention the fact that the Art Show held
on May 12, 13 and 14!!J, 1972 was a tremendous success and that special thanks
should be extended to Mr. M. Dawson, Mrs. B. Sorley, Mrs. D. Eplett and Mrs. D.
McClure for their excellent work and co-operation.

Parks and Recreation Committee Report No. 201
Councillor Stewart presented a report of the Parks and Recreation Committee in
which the Committee respectfully submitted the following:
A meeting of the Parks & Recreation Committee was held on Saturday, May 27, 1972
at 10:00 A.M. in the Board Room of the Community Centre.
Present were: Councillors N. Stewart, P. Miller, W. Trent; Members M. Dawson,
B. Sorley, B. Blick and Councillor I. Harris.
1. South Lake Simcoe Conservation Authority-A letter was read from the South
Lake Simcoe Conservation Authority regarding the cleaning of creeks, road sides,
dump sites, etc., n;eer a student work programme entitled "Project Sweep". The
Committee recommends to Council that a list of areas requiring clean-up; if such
fr<en €:i£t, be compiled, by the Recreation Administrator and Town Superintendent
and forwarded to the Conservation Authority at an early date.
2. Aurora Tigers Hockey Club - A letter from the Aurora Tigers was read
regarding a meeting with Council to discuss rates for the forthcoming hockey
season 1972-73• Representatives have been invited to attend the June 131!! meeting
of the Committee and to make a formal presentation. The Parks & Recreation
Committee willstudy their proposal and forward it's recommendations to Council
immediately following this meeting.
3· Memo from Mayor Illingworth -Re Wading Pools -The Recreation Administrator
informed the Committee that he had been in contact with the Recreation Director
of Newmarket in re~ards to cost of wqding pools for the parks. In his opinion,
it was too costly a project to be undertaken by the Town and the Committee fully
endorses his opinion.
4. Aurora Horticultural Society -The Committee received a request from the
Aurora Horticultural Society for the planting of trees and flower boxes on the
curb sides, on Yonge Street. The Committee wholly endorses such a project and
asks permission for the Society to go ahead with it's plans. The Committee
further suggests that the Recreation Administrator, in co-operation with Parks
Foreman N. Weller, submit a prepared list of proposed sites for the planting of
theze trees and flower boxes for Council's consideration.

Public Safety Committee Report No. 202
Councillor Williamson presented a report of the Public Safety Committee in which
the Committee respectfully submitted the following:
The Public Safety Committee met at 8:00 p.m. on Thursday June 1st, 1972 with
Councillors Williamson, Simmons and Miller present. In addition, Messrs. R.
Homes, R. Myers and Fire Chief G. Burling were in attendance, A letter from the
Fire Chief to the Clerk-Administrator regarding false alarms coming from the
Holmes Electrical system on the board in the Fire Hall was discussed.
1, Two alarms from Slater Lumber Co., the first on December 23rd, 1971 at a cost
of $130.00 and the second on January, 18lh, 1972 at a cost of $136.00, These
alarms were both caused by frozen pipes in the sprinkler system• The Town of
Whitchurch-Stouffville has been billed for both fires.

2, One alarm from the I,G,A, at a cost of $130,00, They were doing repairs to
the sprinkler system and phoned the answering service, The girl told them to go
ahead as she did not know it would ring in the alarm on the board. She was told
subse~uently that all similar requests in the future were to be referred to the
Fire Chief for clearance.
3. ~hree false alarms from Universal Insulations -the first on March 28!!!, 1972
at a cost of $100,00, they phoned the Fire Chief to say they were going to have
an alarm test and he shut off their alarm. J\n hour later they phoned back and said
·they were all through and he turned the ~larm back on, fnen they tested again and
set the alarm off,
The second on May 20!!!, 1972 at 7:55 a.m. at a cost of $104,00, They could not
find what cuased this.
The third on May 21st, 1972 at 8:15A.M. at a cost of $112,00, This time the
Chief talked to the manager and found that the pressure had dropped in the
sprinkler system.
4. Three false alarms from Granny's Tarts. The first on April 29!!!, 1972 at a
cost of $160,00,
The second on May 28!!!, 1972 at 1:09 p.m. at a cost of $96,00.
The third on May 28!!!, 1972 at 2:23 p.m. at a cost of $96.00,
All three apparently were cuased by the sprinkler system, on May 29!!!, 1~72 1 the
Chief checked with the management and the pressure sys':em vr·>::i•up and he could not
account for why the alarms would go off,
Your Committee feels that where it can meproven that these false alarms were
caused by megligence or faulty sprinkler or fire detecting equipment, the company
concerned should be billed.
It is further recommended that our Solicitor be asked to draft a letter outlining
it is the responsibility of firms, companies or institutions to ensure their fire
detecting equipment is functioning properly and they will be held responsible
for any false alarms and will be billed for same. ~·~o letter is to be sent
to all fims, companies, institutions, etc, in the Town of Aurora who are connected
to a fire protection system.

The Public Safety Committee will be meeting with the Fire Chief and Holmes E~ectric
to discuss the numerous false alarms.
2, Future of Hydro in Aurora
The Committee recommends that Council supports the opinion thatijrdro should remain
a local responsibility, and that letters be sent to Ontario Hydro, the Minister
responsible for Ontario Hydro, and Mr. W, Hodgson, M.L.A. expressing the ·
Council's opinion and support of the Aurora Hydro -Electric Commission remaining
as an entity responsible for hydro service for all of Aurora,
3. July 1st. Celebrations -Store Closing
The Committee recommend that the stores be required to close on July 1st. as in
previous years with the exception that coin-operated laundries and car-washes
may remain open where no employees are in attendance,
The Committee further recommends that appropriate ads be placed in the local
newspapers and that the Regional Police be notified,
4. Grey Gup Parade
The Committee recommends that, as there has been little or no co~ity involvement
to date for the entering of a float in the 1972 Grey Cup, no further action be
taken on eniering a float.
5. Ashton Dene Subdivision
(a) The Committee recommends that the Subdivision Agreement with Wimpey Homes
ltd, be amended in regards to construction vehicle access to the subdivision,
The Agreement provides that Mark Street is to be used only during the construction
of the model homes, Tenders have been called for the reconstruction of Catherine
Crescent and it will be necessary for the construction vehicles to use Mark Street
during part of the construction of Catherine Crescent,
(b) The Committee recommends that a letter be sent to Wimpey Homes Ltd, advising
that it is their responsibility to keep the access roads clean and control the
dust and that if they fail to do so, the Town will do it and charge them with the
cost.
The Committee further recommends that Wimpey Homes Ltd. be requested to refrain
from starting and, or operating their heavy construction equirment before 7:00
a.m. or after 9:00 p.m.

The Committee recommends that the Town Engineer be advised that the Council is
not satisfied with the drainage at the rear of the ~ouses on Kemano Road and
the rear of the houses adjacent to the east limits of Devins Dr. Public School
and that he submit a report within ten days,
The Committee further recommends that a meeting of the Committee be held on June
12lli 1 1972 at 8:30p.m., with the Engineer, representatives of Wimpey Homes Ltd,,

Yonge St. s., advising that the building is more than fifty percent (50%) damaged
and therefore must be demolished, The lot is too narrow to rebuild on as it does
not conform to the requirements of By-law 1863 and therefore the Committee
recommends that the o~mer be invited to meet with the Committee to discuss the
property.

The Committee recommends that the Town Engineer submit a report for the meeting on
June 12lli, on the present status of the telemetering, pumps, auxiliary pumps, and
silica treatment,

The Committee recommends that the Town Engineer submit a report for the June 12lli

The Committee recommends that the matter of a By-alw Enforcement Officer be held
in obeyance until further information is received on standardization of local

12. Ralston Purina Agreement
The Committee recommends that the agreement with Ralston Purina be prepared as
quickly as possible and to include limits on gallonage and B.O.D. per day,

The Committee recommends that no action@ mken on this matter.
14. Senior Citizens Apartments
The Committee recommends that, as the Council has read the articles in the local
newspapers on the possible withdrawal of Wimpey Homes Ltd. from the contract
for the proposed Senior Citizens apartments, and no official notice has been
given to the Town, Council therefore hopes that they would take no action to
withdraw as the hearing date has now been$t.
15. Art Show
The Committee has received the financial statements for the Art Show and extends
congratulations to the Parks and Recreation Committee and all the people who
participated in the Show.
16. Parks and Recreation Committee
The Committee recommends that the resignation of Mr. Larry Keffer be accepted with
regret and that a letter of appreciation@ sent to Mr. Keffer for his year's of
service to Recreation,

The Committee recommends that the Aurora L i v' 1S Club be authorized to proceed
with their project of building an addition of a kitchen to the Club House,
to be turned over to the Town, upon completion, in ~kMahcn Park and that, when
completed, the Parks and Recreation Committee meet with the Lawn Bowling Club and
the Tennis Club.
