Councillor Harris presented a report of the Planning and Development Committee in
which the Committee respectfully submitted the following:
The Committee met with representatives of Mrs. Herskovits on Friday, April 28!!!, 1972
at 1:30 p.m. with Councillors Harris, Henderson, Miller and Stewart, R.J. Harrington
R. Hunter and C.H. Duncan present, to discuss a draft subdivision agreeme~t.
A further meeting of the Committee was held on Thursday May 4!!!, 1972 at 1:30 p.m.

The Committee has prepared a draft agreement which has been considered by both the
Committee and the representatives of the owner. Agreement has been reached on most
of the clauses and the agreement is to be referred to the Town Solicitor and to
Mr. A, Grossman, solicitor for the owner, for initial cheaking and comments back
to the Committee,
The following points have been raised and the Committee recommends that the Council
±n Committee consider these:
1, Request of Mr. Grossman for a clause in the Agreement to the effect that a
condition of the Agreement will be the purchase of the railway siding easement by
treowner.
2. The Committee recommends that the Owner shall extend and pay the full co~t of the
following sewers: ·
(a) Watermain to be extended south on Yonge Street from Murray Drive.
(b) Watermain to be extended from Lee Gate to the subdivision to compmete looping.
(c) Sanitary Sewer from subdivision to be connected into sanitary sewer on Davis
Road. ·
(d) Construct de-accleration and acceleration lanes on the west side of Yonge Street
at entrance road to the subdivision.
(e) Reconstruct existing radway along south iimits of the subdivision to Lee Gate
OJmplete with asphalt paved road and curbs,
3. Mr. Won advised that the Conservation Authority is not satisfied with the sizing
of the culvert under Davis Road and has requested that the :culvert be replaced
with a culvert of the same capacity as required in the subdivision and as a
requirement of enclosing the open watercourse completely to Davis Road,
Mr. Grossman requests that the cost of replacing this cUlvert to be borne by
the Towno
4, Mr. Grossman has requested that negotiations be entered into for the purchase
by the Town of .the existing building in the south-west corner of the Subdivision
presently being used by the Aurora Drama Workshop,

Councillor Harris presented a report of the Planning and Development Committee in
which the Committee respectfully submitted the following:

Ashton Dene Subdivision:
Wimpey Homes Ltd. have raised the level of the road allowance for the continuation
of Spruce Street north from Mark Street as required and consequently they have
had to raise the level of the properties to the west of the road allowance.
The Committee recommends that after Wimpey has sodded the filled areas on the
private property that they be required to plant a five foot cedar hedge on the
west side of the road allowance to afford some privacy to the present residenceo

1. The Committee recommends an oil treatment for gravel roads as suggested by
Mr. McGregor.
2. Letter from Mr. R. Cousins: The committee recommends treatment and chip be
applied to Banff Drive for this year and consideration for paving in 1973•
Mr. Cousins other suggestions should go to the Safety Committee for considerat:'.'
3. Regional Engineering re: Calcium brine. The request in regards to regional
roads will be carried out.
4. Letter from Thompson Funeral Service re Storm sewer: The Committee recommends
that consideration be given to this request when Wellington St. E. is
reconstructed and that Mr. Thompson be so advised.
5. Paving marking equipment: The Committee recommends the purchase of a Kelly
Creswell Model C striper at a cost of$ 1,145.00.
6. Mr. Dillon re roads need study: The Committee feels our Engineer has this in
hand at this time.
7. Mr. McGregor re Street Sweeper: The Committee recommends new bucket springs
be purchased and repairs be made right away. The Committee also feels that th-e
rental of a flusher not be made at this time.
8. Mr. McGregor re drainage of f'ural roads: The Committee recommends the reshapli .. ,;
of bad slopes is to be carried out as soon as weather permits.
9. The Committee recommends the resurfacing of Murray Drive and prices be obtainc..
10. Re: R. Ozon -Centre Street: The Committee feels the problem was created by
the people themselves and the answer as told to us is to lower their own
driveway.
11. The Committee recommends the single surface ~eatment of various streets be
carried out and that tenders be called.
12. Overtime: The Committee discussed the overtime with Mr. McGregor and overtime
will be cut to the minimum.
13. D.T.C. Supplementary: The Committee recommends a supplementary By-law be
prepared and be submitted to the department right awayj
14. J.D. Reid re road program study: The Committee recommends that Mr. Reid and l:
Dawson be asked to attend a Council in Committee meeting in regards to a road
study. ·

15. Letter A. Closs re sewer blockage: The Committee recommends the town dig
this sewer up to determine the cause of the blockage and if caused by
construction that Dagmar be charged for all damages.
16. Department of Labour re Safety and Trench Acts: The Department of Labour has
taken over the trenoh inspection and we will not need our own now.
17, O.W.R.c. re chlorination Workshop: The Committee recommends that Mr. G,
Longhurst attend this workshop and that all necessary expenses be allowed.
18. The Committee recommends a meeting with J.D. Reid in regards to sewage
analysis and that a testing program be set up as soon as possible,
19. Dangerous trees Wallington Street East: As these trees are on private
property and the town has no program of tree removal on private property the
Committee recommends that the Public Trustees Office be informed the trees
are their responsiblity and that they are liable for damage on public or
private property.
20, The Committee recommends that basic work for the road and services to the
town works property be started.
21, The Committee recommends a decision be made in regards to a new works
building as soon as possible,
22. The Committee recommends the Works Dept. install railings along new bridges
on Yonge St. North.
23, The Committee recommends the paving of Baldwin and tenders be asked for.
24. The Committee recommends that Mr. Reid be asked to look into the improvement
of Edwards St. between Harrison and Metcalfe St.
25. The Committee recommends a program be carried out in replacing of old 211 and
2}1," watermains and the looping of watermains. The Committee also recommends
that section of watermains along Wells St. and Kennedy St. East be replaced
and looped right away.
26. Tlie·: Committee recommends that Mr. Rodger and Mr. Johnson recommend to Council
of action to be taken in regards to the Regional water supply and sewage
services study report,
27. Report # 172 (13) re retaining wall -The Committee still recommends the
removal of this wall to ground level.
28. The Committee recommends that Mr. McGregor be allowed to attend the Canadian
Good Roads in October and convention expenses be allowed.

2. Meeting with C.U.P.E. representatives:
Mr. L. Foster, Mr. N. Weller, Mr. W. McGirr and Mr. Wright of C.U.P.E. local
1359, along with Mr .• J, Bird met with the Committee to present t~eir request
of clauses to be negotiated in the new union contract. The Committee advised
the union representatives of the additional contract clauses that the Council
wishes to negotiate on and that a further meeting will be held on 24!!! of May,
1972.

Transportation Committee Report No. 194
Mayor Illingworth presented a report of the Transportation Committee in which
the Committee respectfully submitted the following:
A meeting of the Transportation Committee was held at 8:00 p.m. Wednesday, May
10!!!, 1972.
Present were: Mayor R.A. Illingworth, Councillor W. Trent and Councillor E.
Henderson. R. Farquharson of the Aurora Bus Lines was in attendance.
Reference was made to item 1 of Finance Committee Report # 177 which was submitted
to Council March 20!!!, 1972, and reads as follows:
"The Committee considered the submission of Cossar, Hector, Payne regarding the
proposed agreement for the Aurora Bus Lines and would recommend approval in
principle of entering into a five year agreement with the Aurora Bus Lines and
would recommend that an agreement be prepared for Council in Committee's consideratio:
with the mileage cost to be reviewed after two years operation."
The Report was amended and approved as follows: "that an agreement be prepared fo"·
Council in Committee's consideration."
Reference is also made to item 4 of Council in Committee Report #186 which was
accepted by Council May 1st. 1972 as follows:
"The Committee studied the rough draft of the proposed bus agreement and the
Committee recommends that a further meeting of the Transportation Committee with
the bus operator be convened to discuss the ag~eement."

The propaed agreement was discussed in detail and the following amendments are
recommended:
(1) Paragraph 3 "The Operator shall charge the following:tares:

(2) Paragraph 6 · "The Operator shall, at his cost, print and distribute schedules
and supply to the Town such number of timetables as may from time to time be
requested by the Town but not exceeding 5000 in any one year."
(3) Paragraph 9 "The Town, shall, at the end of each calendar month, make
calculation of the fare received for such calendar month and shall on, or before
the 10lli day of the next month, give to the Operator a statement of such fare
received."
(4) Paragraph 10 "The Operator, shall, at the end of each month, prepare and
submit before the 10!ll day of the month following, a statement of the miles
operated dluring the month."
(5) Paragraph 11

Operator shall be entitled to review 65 cents per mile, subject to any
mutually agreed revision after two years of operation, paid by the receipts
of all cash fares plus any difference between such 65 cents per mile and the
fares received to a maximum of $ 5,000,00, This Agreement shall remain in
full force and effect until July 1977, unless otherwise terminated or amended
pursuant to the Agreement and thereafter until replaced by subsequent
Agreement or terminated by either party giving 60 days written notice to that
effect,"
(9) Paragraph 20 "The Transportation Committee of Council will be the liaison
and supervisory Committee on all matters pertaining to the operation of the
Aurora Bus Lines subject to the approval of Council."

(10) "Subject to the above-referenced amendments being approved by Council, it is
recommended that the Town Solicitor prepare an agreement based on the approve~
recommendation of Council."
(11) "It is further recommended that the Transportation Committee and Recreation
Administrator meet with the Operator to discuss proposed routes and time
schedules and also carry out further studies regarding Dial-a-Bus Service."
(12) "It is further ~ecommended that a copy of the signed agreement be forwarded
to the Minister of Transportation and Communication as outlined in their
letter dated October 271!!, 1971.
(13) "The formula for provincial assistance as outlined by the Minister of
Transportation and Communication in the Legislature April 171!!, 1972, was
reviewed .• "

1. With the exception of elected members of Council

2. Nominations for candidates may be made by an
individual citizen, a group of citizens and/or
a Town organization.
3. Nominations for candidates shall include a
brief, but detailed, synopsis of the activities
of the candidate in the Town of Aurora which
would qualify the applicant for consideration
as Citizen of the Year.
4. The selection of the Citizen of the Year shall
be based on the nominations received and the
information contained in the nomination.
