NINUTES OF THE 9\!l REGULAR MEETING OF THE COUNCIL HELD IN THE COUNCIL
CHAMBERS ON MONDAY, MAY 1st, 1972 AT 8:00 P.M.
PRESENT: Mayor R.A. Illingworth, Councillors Davis, Harris, Henderson,
Niller, Stewart, Trent and Williamson
Hayor Illingworth expressed Council's congratulations to four
students from Dr. G.W. Williams Secondary School whose exhibits
at the 1972 York County Science Fair as two of the best four;
Douglas Gourlay and Gary Brown, grade 11, an exhibit of a
biological experiment on neuron impulses, and Paul Jackson
and Harold Debling, grade 12, an exhibit of a physical science
experiment, a fuel~injected turbogasifier.

Council in Committee Report No. 186
Mayor Illingworth presented a report of the Council in Committee in which the
Committee respectfully submitted the following:

A meeting of the Council in Committee was held on Monday, April 24~, 1972
at 7:30 p.m.
All members of Council were present.
1. Aurora Drama WorkshO£!:
The Committee met with representatives of the Aurora Drama Workshop.
The building on the Subway Sideroad 1 which they are presently renting, was
discussed along with their financial situation, The Committee advised the
representati¥es that no definite information on the long term use of the
building could, at this time, be given. However, in a few weeks some answers
may be known.
2. Herskovits Subdivision:
The Committee met with Mrs. Herskavite, A, Child, T, Won and L. Grossman.
Mr. Won presented a revised plan for t~~ subdivision advising that the
requirements recently approved by Coundil had been achieved, Mr. Grossman
also advised that negotiations had been successfully concluded with
Sterling Drug Limited for the elimination of the easement. Mr. Grossman
requested Council's approval of the site plan and requested that a subdivision
agreement be prepared.
The Committee recommends that the site plan be approved subject to the
following conditions:
final approval by the Conservation Authority and Provincial
Department on the drainage; removal of the easement,
meeting all requirements of Town engineering specifications
and approval of engineering design plans by the Town
Engineer, and compliance with the zoning criteria.
3• Orchard Manor and Dr. Crowe's Apartments:
The Committee met with Bob Case, Conroy Dawson, Dr. Crowe and his Snlicitor.
Mr. Dawson presented the plans for the two developments and requested Council's
approval of the plans and the rezoning of the properties with the inclusion
of a clause in the amendments that building permits would not be applied
for or issued until such time as sewage capacity is available.
The Committee recommends that the opinion of the Town Solicitor be obtained
on a restrictive agreement and rezoning and just how binding such an
agreement would be on an owner and subsequent owners.
4. Bus Agreement:
The Committee studied the rough draft of the proposed bus agreement and the
Committee recommends that a further meeting of the Transportation Committee
with the bus operator be convened to discuss the agreement.

5· Ward System
The Committee considered the brief presented by the Aurora Orchards HomeownG
Association and recommends that no further action be taken at this time
as a ward systa~ is premature.
6. Tree on Ransom Street
The Committee considered a request from Mr. Charles on Ransom Street for the
removal of one of the two trees in front of his home. The Committee recommec
that approval be granted and that the tree be removed in conjunction with
the work being done by the Aurora Hydro relocating hydro poles at this
location.

Public Safety Committee Report No. 188
Councillor Williamson presented a report of the Public Safety Committee in
which the Committee respectfully submitted the following:
A Meeting of the Public Safety Committee was held on Monday, April 241!!1 1972
at 7:00 p.m.
Present were: Councillors J. Williamson, R. Simmons and P. Miller
Fire Chief Gord Burling was also in attendance.
1. The Committee met with representatives from Bell Canada-Mr. Ron
Murdock and Mr. Cliff Knowles.
The Committee was present for a demonstration of Bell-Boys and the
representatives are to furnish the Committe§ with more facts and figures
and a further report will be submitted to Council.
2. The dlerk has contacted Chief Crawford and we have ascertained that the
York Regional Police Department are willing to co-operate in accepting a
direct communication line between their office and the Newmarket Answering
Service, who handle our fire dispatChing, if immediate Police contact is
required for traffic control.

3. The Committee has authorized Fire Chief Gord Burling to attend the Ontari~
Fire Chiefs Seminar at Mississauga from Monday May 1st. to Th=sday, May
4~, 1972. The normal expenses be approved as this sum has been budgeted.

Planning and Development Committee Report No. 187
Councillor Harris presented a report of the Planning and Development Committee
in which the Committee respectfully submitted the following:
A meeting of the Planning and Development Committee was held on ~esday,
April 25~, 1972 at 8:00.p.m.
Present were: Councillors I. Harris; E. Henderson and W, Trent.
R.J. Harrington; C.H. Duncan; R. Hunter and J. Hill.
Mr. Hunter introduced Mr. Hill to the Committee. Mr. Hill has joined the
Area Services Branch staff.
1. Wimpey Homes Ltd. -Block 11 M11
Mr. Don Ennis presented a modified plan for the Town-housing project on Block ,.,,.
uMu.
The Committee recommends that, as the Council has approved the proposed
development on Block 11 M" as a pilot project for condominiums, and as the
revised site plan drawings dated April 12~, 1972 meet with the requirements
approved by Council in Committee, Report No. 180, the revised site plans be
approved for development. The Committee further recommends that, if the
revised site plans are approved by ~uncil, the Department of Municipal Affairs
questionnaire be completed and·returned to the Department along with a set
of the plans.
2. Mr. J. Bentley
The Committee met with Mr. Bentley to discuss his proposed estate lot
subdivision on Ridge Road.
Mr. Bentley was advised that because of the problems that have occurred in
trying to get the Official Plan Amendment No. 1. to the Whitchurch Official
Plan approved, it would be better to wait and see what happens to the
Amendment and if approval is received, to give further study to his proposal
and, if acceptable, to include it in the new Official Plan being prepared for
the Town. Mr. Bentley was satisfied with this procedure.

3. Herskovits Subdivision
The Committee studied the revised plan and recommends that if the Council is
satisfied with the division of blocks for town-housing development, including
the residential block on the west side of Dody Crescent, which differs from
the original draft plan submitted to the Department of Municipal Affairs, the
owner be advised to submit the revised draft plan of subdivision to the
Minister for his approval of the specifications which is a necessary step
required prior to the signing of a subdivision agreement,
The Committee also recommends that the street names for this subdivision be
considered and recommends as suggestions, the following names:
Greenlane Crescent and Henderson Drive
4. T. Vahderloo
The Committee has received a draft site plan prepared by Mr. Vanderlob for
his greenhouse business on Wellington Street East. The Committee recommends
that the plan be referred to the Area Services Branch for study and recom-
mendations.
5. Fire Damaged Stores on Yonge Stre~t
Mr. McPherson has met with the Building Inspector for preliminary discussions
on what can and should be done for his building at 22 Yonge street, South,
A further report will be submitted after Mr. Harrington has completed a
comprehensive inspection of the building and Mr. McPherson has had'an
opportunity to comlider various alternatives.
The· small Btore adjacent to ·Mr. McPherson 1 s building, and where the fire
started, is owned by Mr. Corner, The Committee recommends that the Council
in Committee give consideration to the provision of a walkway through to the ' ~
rear parking lot a:s·the· property is only approximately ten feet wide,
6, Devins Drive Public School
The permanent railing along the top of the sloped area in the Devins Drive .
School y rd, as promised by the Director of Education, has not been installed
The Committee is very concerned with the safety of the children and recommends
that a letter be sent to the York County Board of Education stressing the
necessity for the railing~· · ··
7• Zoning By-Law Amendment
The Area Services branch is preparing a draft zoning by-law amendment for
multiple family and apartment developments. There are several provisions
in By-law 1863 that need further clarification and other provisions required
to provide better control over multiple family and apartment developments •

The Committee recommends that when the draft amendment is received, it be
considered by the Council in Committee.
8. Report on Development Control
The Ontario Law Reform Commission has recently completed a study of the law
relating to Community planning and land use in Ontario, and as a result,
has made recommendations and drafted a bill to amend the Planning Act.
The proposed legislation would allow municipalities to enter into site
p~an agreements for multiple family and apartment developments and make
the agreements binding on owners, and subject to the provisions of the
Registry Act, any and all subse~uent owners of the land.
The Committee recommends that the recommendations of the 9ntario Law Reform
Commission be endorsed and that a letter be sent to the Honourable D'Arcy
McKeough, Treasurer of Ontario, advising of the Council's endorsation of the
draft bill to amend the Planning Act.

1. Aurora Minor Soccer Association
Mr. T. Bland, representative of the Aurora Minor Soccer Association, was
questioned as to the published statement that receipts from the Soccerthon
would be used for erection of lights in Fleury Park. Mr. Bland stated that
this was a suggestion of the Kiwanis Club and that all receipts would be
turned over to said Club for possible action of this proposal which,
incidentally, had not come to the attention of the Parks & Recreation
Committee.
Mr. Bland's appearance before the Committee was in reference to the possib-
ility of laying out three smaller Soccer fields in Machell Park for use
by juniors only. He stated that the existing Soccer fields were of full
size and the youngsters had great difficulty in playing inside the lines-
laid d~wn.
It was moved that Councillor P. Miller, Parks Foreman N. Weller and Community
Centre Manager E. Batson examine Machell Park and report back to the Committee
as to the feasibility of such project.
CoUncillor P, Miller assumed the Chair, as Chairman N. Stewart was called
away on other business.

4. Letter from Aurora Civitan Club -re Use of Machell Park for Polo Match
The Aurora Civitan Club requests permission to use Machell Park for a Polo
Match on June 18, 1972. The Committee recommends that if the park is in
good solid condition, to be confirmed by Parks Foreman N. Weller, the request
be granted, However, the match is to be restricted to the jumping area of
the Horse Bhow only and no cars will be allowed into Machell Park proper.
