Mr. B. Le Maitre on behalf of the delegation of residents from Kennedy Street
West presented copies of a written brief to Mayor Illingworth and the press.
Mr. Collins acted as spokesman for the delegation and read the delegations brief
on the proposed reconstruction of Kennedy Street West.

and the brief be referred to a future meeting and that an
investigation be made of the possibility of obtaining subsidies
from the Department of Transportation and Communication on a 22
foot curbed road with 5 foot sidewalks."

Planning and Development Committee Report No. 148
Councillor Harris presented a report of the Planning and Development Committee in
which the Committee respectfully submitted the following:
A meeting of the Planning and Development Committee was held on Tuesday, January
4!!!, 1972.
Present were: Councillors I. Harris, w. Trent and E.J. Henderson. R.J. Harrington
and C.H. Duncan. ·
1. Letter 30~16 re: T. Dea
The Committee reviewed the draft By-law prepared by the Area Services Branch to
amend the Zoning By-law for Mr. Dea's property on Dodie Street.
The Committee recommends that when the comments of the Town Solicitor are received
the By-law be considered by Council.
2. Letter 30-37 re: Brookland Ct. and Crowe Apartments.
The Committee recommends that Mr. C. Dawson of R.V. Anderson and Associates be
advised that the technical r~ports on both projects have not be recieved to date,
however, the reports are expected in the very near future and a meeting with Mr.
Dawson will be arranged.
3. Letter 30-44 R.J. Harrington.

4. Letter 30-22 Department of Municipal Affairs re: Shields-Snow
The Committee considered the copy of the letter from the Department of Municipal
Affairs to Shields-snow Ltd. in which the Department has advised that the
Department is with-holding approval as the proposed developmentis viewed as
premature at this time because of the Official Plan designation as "Rural" on the
lands and the necessity of improving and expanding the sewage treatment system.
The Committe recommends, therefore, that no further action be taken on the
proposed development at this time.
5· Letter -?1-19 re: By-laws #1992 and 2083 gf Whjtghurch.
The Committe.· recommends that the Clerk-Administrator determine if the Town of
Whitchurch-Stouffville has filed an application with the Ontario Municipal Board
for a further extension to the approval of By-laws #1992 and #2083 and, if not,
that the Town Solicitor take the necessary action to file an application on behalf
of Aurora for an extension of approval.
6. Letter 31-29 -York County Board of Education re: Old Park Holdings.
The Committee recommends that the Council concur with the request of the York
County Board of Education for the opportunity to reconsider their school
requirements if a land exchange should occur between Old Park Holdings Limited and
Ontario Housing Corporation and that the Board be advised.
z. Letter 31-32 -Gateway Plaza
The Committee is unable to proce8d further with the consideration of the proposal
to expand the Gateway Plaza on Wellington Street, West, until a decision is made
by the Conservation Authority and the Region of York on the pi~ing in of the
watercourse on the north side of Well~on St., West, and the proposed access
directly to Wellington Street. Letter 31-32 from Mac's Milk, endorsing the
additional access, has been recieved as information.
8. Mark Street and Catherine Crescent reconstrudtion
The· committee recommends that whereas the reconstruction of Mark Street and
Catherine Crescent is desirable if the Ashton-Dene subdivision proceeds, therefore
consideration should be given to providing funds in the 1972 budget and for the
Town Engineer to be authorized to prepare the necessary plans.
9. New Works Department Building.
The Committee recommends that, as the present Municipal Offices are crowded,
consideration be gi~en to providing additional office space in the new Works
Building.

Parks and gecreation Committee Report No. 150
Councillor Stewart presented a report of the Parks and Recreation Committee in
which the Committee respectfully submitted the following:
A meeting of the Parks" & Recreation Committee took place on Thursday, January 13,
1972 in tho Board Room of the Community Centre,
Present were: Councillors N. Stewart, P. Miller; Members B. Sorley 1 F. Caruso,

Manager E. Batson. By invi.tation: G. West, St. Andrew's College and
D. Skeljmose, Recreation Swimming Instructor,
1. Recreation Swimming Programme
In view of the fact that Slater's Swimming Pool is no longer available for the
Recreation Slfimming Programme the Committee met with M~. G. \Vest of St. Andrew's
College re the possibility of using their swimming pool ;for the next programme.
Mr. \Vest intimated that the Headmaster of St. Andrew's was· quite agreeable,
providing that he and the Committee could work our arrangements whereby the school 1 a
curriculum would not be disturbed.. Subject to confirmation, tb.e Swimming Progranm1e
will start January 24, 1972 and continue on until May 1st. inclu9ive.
The Corr.mittee recommends that Chairman, N. Stewart, and Mr. E. Batson discuss with ·:"
the bursar of SL i>ndrew' s College a rental fee.
2. Grey Cup Parade
After·--~c;;;-sidel·able.-discussion the Committee recommends to Council that a float
and marching contingents be entered in the Grey Cup Parade, but would .. point out
that this 1·1ould necessite.te total town involvement and, further, that·~ cost of up
to $5,000.00 could be involved, We feel that such participation wb"uld l;>e o;f great
benefit to the Town, but that the undertakingEh1uld not be the full responsibility
of the Parks & Recreation Committee,
3· !:1.J.egal Parking -Comu;uni ty Centre
The Coro:ni ttee have instructed the Community Centre Manager to have cards made up
intimating that parking in the area at the bottom of the ramp and extending out
to Aurora Heights Drive is strictly forbidden and tht these cards would be ~laced
en cars parked in this area for a period of 2 weeks from tonight; following this the
York Regional Police would be informed that strict adherence to the No ParKing
Signs in this area would be observed.
4. JU.~:r.tE.Jl.:Y:.stem -Communi tv Centre
The Community Centre Manager advised the Committee that the Aurora Safety Council had
paid the full amount of $304.08 for the installation of an alarm system for the "
north corridor doors and subsequent signs on all other exits. He pointed out to
the Committee that the Aurora Safety Council's only commitment to this venture was
$200,00 and the Committee recommends that Council write a letter to the Safety
Council thanking them for their co-operation and generosity.

The Committee recommends that both Mr. E 0 .Batson and D. Patrick attend this seminar
with the proviso that adequate mpervision be maintained in their absence.

Members of the CommitteG volunteered their services should they be required during
this two days to assist supervision at the Community Centre.
6. [!,!!!£,1ifier -Community Centre
The Committee recommends that an invoice for $250.00 for Glen Mull:j.s for an
amplifier to replace one which burned out last year be paid. Mr. Batson pointed
out that even though it may have been possible to repeir, the cost may have been
~200,00. The present amplifier has been used by the Community Centre since June
1971 through the courtesy of Mr. Mullis and we feel that we should now take
possession of this piece of equipment.
7, Hinter Carnival
The-Community Centre Manager presented a temporary Winter Carnival Financial
Statement which showed an approximate loss of $199.00 ¥hich was well within the
budget figure of $1000.00. Some discussion took place regard:j.ng the Winter CarnivaJ.
Programme and the Committee is to inform Council that the Parks and Recreation
Committee is to re-evaluate the entire programme and make f¥rther recommendations
in the near future.

1. Meeting with Separate School Board and Wimpey Homes Limited
The Committee met with Mr. Hodge, Chairman, Mr. Laframbois, Business Administrator
Mr. O'Mahoney, Board Member and Mr. Leclaire, Solicitor of the York County Roman
Catholic Separate School Board and Mr. D. Ennis of Wimpey Homes Limited, to
discuss the proposed purchase of the school site in the Ashton-Dene subdivision.
The School Board and Wimpey Homes Ltd. have not been able to reach agreement· on
the purchase price, however, negotiations are continuing.
2. Kennedy St. W, Reconstruction
The Committee met with Mr. J.D, 'Reid and his associate Mr.. Paul Gleason to study
in detail the recor:.struction drawings and the effects on individual properties
and the questions raised at the Council Meeting of January 3rd, and for a general
discussion of the proposed reconstruction,
3• Population· of Aurora Forecast
The Committee recommends that the population forecast data prepared by the Clerk
for a population growth for Aurora .to 35.1 000 people by the year 2,000 be approved
and that a copy be forwarded to the ,Region of York as the Town's submissio~.
4. Mechanic
The Committee recommends that Mr· Bruce Hill, who has been assisting the Town as
mechanic since Mr. McMannin@'lell· resigned, be hired under the Town's normal
procedure of six month's probation~
5. New Vlorks Department Site.
The Committee recommends. 'that· the road and servicing plans for access to the new
Works Department Site b$ ap:~roved, and that the necessary surveying work be
carried out.

requested to hold an annual Free Rabies Clinic in
the Town of Aurora in the early fall of each year
or at some other suitable annual date."

1. WHEREAS the International Ice Hockey Federation
has been in Control of hockey players and leagues
for a long time~
2. AND WHEREAS many Canadian People are concerned
with the dictatorial attitude of its President,
and the inconsistency in the handling of Exhibition
Hockey games, in which our teams are asked to
participate, and where some t.eams are allowed
to play, while others are not.
3. AND WHERE/~ the rule governing Amatuer Hockey
Players appear to be a sham.
4. AND WHEREAS it's about time the Federal Government
stood up and told Mr. Ahearne that his services
were no longer required by our Countr,y.
5• Tm3REFORE BE IT RESOLVED that the Municipality of
the Corporation of the Town of Aurora, petition
the. Rt. Hon. John Munroe to institute proceedings
to study the feasibility of inviting the Top 6
hockey teams in the world, including Canada, to
this Country, and participate in a Tournament to
dl!lcide the Worlds Championship AND THAT the winner
of said Tournament be allowed to hold the
Championship in their Country the following year.
AND THAT the ~ hockey players in each Country
be allowed to participate.
·THAT copies of this resolution be forwarded to all
.Federal members of Parliament; and the Association
,6f Mayors and Reeves for their endorsement.

Consideration of Business for Which Notice has Been Given

WhEREAS it was apparent that during the recent
rabies outbreak that cats and other domestic
animals could not be controlled or governed
under existing legislation;
AND viHEREAS it is deemed desireable to regulate
domestic animals;
THEREFORE BE IT RESOLVED THAT:
THE Government be requested to study and
implement, if practicable, appropriate
legislation to allow municipalities to licence
and regulate other domestic animals than are
presently covered under the Dog Tax Livestock
and Poultry Protection Act.

initiate steps to ensure an educational tax reduction of up to $100,00 for
horne owners aged 70 or more.
Mr. K.B; Rodger, Clerk, advised that at the present ume a private bill would
have to be presented to the Ontario Legislature, however; if a sufficient number
of municipalities submit private bills, it is possible the Province may enact.
legislation to authorize the educational tax reduction for all municipalities,
The matter of application for a private bill if required is in the hands of the
Solicitor.
