Planning and Development Committee Report No. 134

Councillor Harris presented a report of the Planning and Development Committee
in which the Committee respectfully submitted the following:
A meeting of the Planning rod Development Committee was held on Tuesday December
7, 1971 at 8:00 P.M.
Present were: Councillors I. Harris, w. Trent and E.J. Henderson, R.J. Harrington
and C. Duncan
1. Letter 29-45 re: Old Park Holdings
The York County Board of Education have advised that a school site is not
required in the subdivision proposed by Old Park Holdings.
2. Letter 29-44 re: Aurora Orchards Phase 2, T218?5
The York County Board of Education have advised that a school site is not required
in Phase 2 of Aurora Orch<rds B·lbdivision.
3· Letter 29-40 re: Official Plan Amendment No. 1
The Committee recommends that the report prepared by the Regional Planning Dept.
and approved by the Regional Council on the Matjon and Westview Estates
Subdivisions be considered by Council in Committee.

4. Letter 29-3 re: F. Cousins
The Committee recommends that as a copy of this letter has been forwarded to the
Committee of Adjustment, it be filed for future reference.
5• Letter 28-40 Shields-Snow
The Committee will be meeting with Shields-Snow at the Committee's first meetingi
January, as requested in their letter. ·
6. Letters 23-66 re: Eason Subdivision
The Committee recommends that the information, as recommended by the Town Engineel
in his letter 26-66, be obtained. The Committee will review the subdivision
agreement between the developer and King Township.
7. Letter 26-8 re: Avery Subdivision File 19T-22324
The Committee recommends that a copy of the completed D.M.A. questionnaire be
forwarded to Mr. A.S.M. Pound, Regional Planning Commissioner.
8. 1970 National Building Code
The Committee recommends that a By-law be prepared to adopt the 1970 National

Councillor Miller presented a report of the Parks and Recreation Committee in
which the committee respectfully submitted the following:

A ~eeting of the Parks & Recreation Committee took place on Tuesday, December
14, 1971 in the Board Room of the Community Centre.
( · Present were: Councillors N. Stewart, P. Miller and w. Trent; Members R. Blick,
B. Sorley, w. Crump, and Parks Foreman N. Weller and Community
Centre Manager, E. Batson. A delegation of three: R. Philbey,

C. Mulcahey, R. Loney, were in attendance to discuss the possibility
of forming a Town Youth Concert Band.
1. Proposed Aurora Youth Concert Band
Mr. Philbey made a presentation proposing the formation of an Aurora Youth Concert
Band. He stated that apprOXimately ?O students.~ere required with them coming
from King City and Dr. Williams High Schools. f.he sponsors have received permission
from the Board of Education to use their instruments for the proposed Band, until
such time as there is money to purchase their own. They have also received
tentative permission to use the School Music Room at Dr. Williams High School. The
delegation was of the opinion that they would need a grant of $500.00 for the
purchase of music scores and advertising, to get this project underway.
The Committee asked them to return in the near future with a firm budget proposal
and at that time the Committee would then make a recommendation to Council.
2. By-law re Trees
The Committee, after careful consideration, wishes to re-submit their proposal for
a by-law to prohibit the planting of these various types of trees in the Town of
Aurora;
Poplars, Silver Maple, Manitoba Maple, Willows, Chinese Elms.
3. Bantam Hockey Tournament
The Committee recommends the Town t9ke a full page advertisement in the Bantam
Hockey Tournament Programme at a cost of $35.00.
The question of rental charges forfue Bantam Hockey Tournament were also discussed
and the Committee recommends that as in past years, a rental fee of $580.00 plus
1o% of the gross gate, be charged to the Aurora Minor Hockey Association.
4. Jogging
The Committee has instructed the Community Centre Manager to permitncitizens to
use the promenade of the Community Centre for jogging -Mondays to ~hursday,
inclusive from 2:00 P.M. to 6:0C P.M. For information only.
5. Next Meeting
The Committee wishes to advise Council that in view of the Christmas and New Year
Holiday Season our next meeting will~e place on January 4, 1972 replacing the
meeting of December 28, 1971 ·

DECISION: "THAT tentative approval is granted to this application and the
Committee of Adjustment, Town of Aurora, is prepared to issue a final
order consenting to the severance as set out in the application, upon
compliance with CONDITIONS OF CONSENT as follows."
CONDITIONS OF CONSENT:
(1) THAT the applicant agrees to a single, or common, entrance with parcel #2
(as applied for in Submissi9n No, B-47) to Bayview Avenue, at a location
approved by the Commissioner of Engineering, Regional Municipality of York
' or his delegate, This entrance to be temproary pending construction of an

1. The subject of Hunting Licences in the .. new areas of Town was discussed and we
suggest that the Department of Lands and Forests at Maple be requested to

2. A letter from the Aurora Safety Council making several suggestions was read
and the following recommendations are made -·
(a) Aurora Heights and Haida Dr. -hedge obstructing view -recommend removal
or lowering.
(b) George and Tyler Streets -hedge obstructing view. -This hedge has been
trimmed back some distance from the corner and as Tyler St. is a Stop Street
we feel no action is required.
(c) Kennedy St. East and Wells St. -hedge obstructing view -At the time of
writing this report, there is no he~ge there. However, there is a hedge at
the corner of Metcalfe St. and Wells St. •hich does obstruct the view and it
is recommended that this hedge be ~ither lowered or removed.
(d) Spruce &>t. and Centre St. -hedge obstructing view. -vie recommend that this
hedge be lowered.
(e) Cousins Dr. and Yonge St. -Por;table sign on Imperial Oil Service Station
lot obstructing view. We recommend that the operator of this station be
requeste.d to conform to the s;Lgn By-law.
(f) Ransom. st. and Temperance st. corner intersection .,. we recommend that a curve
sign he erected on the North side of Ransom St.
(g) Banff and Devins and Banff and Laurentide -the matter of school crossings
and •guards at these two corners was discussed with the Principal of Devins Dr
Public School and it is recommended that this be implemented and also the
prop~r metal signs desigp'ating school area be erected and the necessary
warning signs be painte~ on the roadway.
(h) The subject of the t:r:af;fic lights at Aurora Heights and Yonge St. ':'lld .
Wellington and Yonge St. will be dealt with in a further ~eport wh~ch w~ll

between Victoria and Yonge Sts., should be given priority for snow removal
as this is the.main fire route,
(c) It was agreed to by all, present that should someone in the Lake Wilcox
area telephone the Aurora.Fire Department in error when there was a fire
there, that our men would answer the call and advise the Richmond Hill Fire
Department that they were on thetr way, We all felt that we should not
jeopardize a lif~ or lives over the fact that we might not get paid f6r the
call. ·
(d) Memo from the Mayor re a letter ;from Holmes Electric regarding a fire
alarm system from Nursing H~mes, Hospitals or other buildings for direct
connection to fire halls, fhe ehief informs us that 3 such institutimns

The purpose of the meeting was to condu~t a local imput as far ap comments and
recommendations based on the legislative Committee Report which is known as the
Fourth Report of the Select Committee on Election Laws dated Ap:;il 1st, 1971,

For-convenience purposes we are enclosing herewith photo-stat copy of the
summary of the recommendations contained in the Fourth Report.
Discussion on Clauses
Clause 4 -Discussion took place regarding the numeration required for the
Voters List and although there are pros and cons .-the general majority favoured
election polling lists to be prepared by numeration.
Clause 5 -There was considerable expression of opinion in favour of & three
(3) year term but not a majority, by any means, The problems with the
provisions of this section would be working in the first two year term for those
now on a single term or a three year term and also a problem wi~h going to a
3 year term would be that many municipalities in Ontario are st~ll on a 1 year
term and it would be too drastic a change to go from a 1 year term to a 3 year
term.
Clause 6 -The group present recommended that the time between Nomination and
Election be 14 days instead of 21 days and as a result would recommend that
Clause 6 be changed and that fuere is not a need or a requirement to have an
Advance Poll so far in advance of Polling Day as provided by Clause 6. The group
would recommend that Friday and Saturday prior to election day be advance poll ·
days.
Clause 8 -Considerable discussion took place regarding the interpretation of
Clause 8 and the provisions that would flow from same but no definite consensus
was derived from the meeting.
Clause 9 -The group basically agreed with the provisions of Clause 9 that the
disqualification of candidates be generally less restrictive but the majority
present recommended that a Candidates taxes be paid.
Clause 10 -Considerable discussion took place on Clause 10 and 11 and by almost
unanimous count it was felt by those present that any vacancy whether falling
in a non election year or during an election year should be filled by Council
appointment or in a case of a vacancy on a School Board by the Trustees of the
School_ Board and not to call 'a new election (by-election to fill the vacancy).
The other recommendation made by the group present when asked by the Chair for
an expression of opinion was that Federal and Provincial Members of Parliament
should be excluded from holding Municipal Office.
All most unanimous decision was given by the. group present that when revisions
where made to the Municipal Act that a new Act should be made containing the
provisions of Municipal elections within the Muuicinal Act; !llld that tb<'l now·'

CONCLUSIONS OF MEETING
Mr. Baybrook the Chairman of the meeting and the Minister of Municipal Affairs,
the Honourable Dalton Bales was present during part of the discussion expressed
the thanks of those present and the imput which the participation and put into
their study and analysis of the provisions of the Fourth Report and they
expressed that the feelings and understanding of the group present in Toronto
was vory similar to those they had experienced in the other 6 areas of the
Province,
It was stated by the Minister that it is hoped that a new draft of the provisions
will be prepared and that it will be introduced into the Session in Feburary
1972 and that after First or Second reading it can be again printed, circulated
and local comments be requested from area municipalities and both elected and
appointed officials prior to third reading, Further comments or briefs are
still welcome at this point and it is the Governments hope to have this new Act
brought into Law before the Elections in December of 1972.
