CARRIED REGULAR MEETING -6-DECEMBER 6, 1971 DELEGATIONS CONT 1D Mr. Jack Blyth requested that Council reconsider the amount of money in lieu of park land required for the George Street Subdivision and that the Town pay for the portion of the easement and sanitary sewers outside the limits of the subdivision. CARRIED REPORTS OF COMMITTEES Planning and Development Committee Report No. 132 Councillor Harris presented a report of the Planning and Development Committee in which the Committee respectfully submitted the following: A meeting of the Planning and Development Committee was held on Tuesday, November 30~1 1971 at 8:00p.m. Present were: Councillors, I. Harris and E.J. Henderson. G. Brush1 R. Hunter, R. Harrington and C.H. Duncan 1. Matjon Properties Ltd. The Committee met with Mr. J. Jongeneel and Mr. D. Micklas regarding Mr. Jongeneel 1 s application before the Committee of Adjustment for a severance of t~o lots on the west side of Bayview. The Official Plan Amendment no. 1 to the Whitchurch Planning Area, recently approved by Council, permits two acre estate type lots on lots 71 and 72, Concession 1, Whitchurch. The provisions of the Amendment, however, provide that estate lots shall be created by "Registered Plan of $!lbdivision Only" and that all lots created must front on an internal road. The first. restriction can be modified by deleting the wor(I "only'; at the time of consideration f>r approval of the Amendment by the Minister, if the Council and Region of York request the change, The Committee recommends that the Committee of Adjustment be advised that the requested severances would be looked upon favourably from a planning point of view subject to the following conditions: (a) That a zoning by-law amendment be processed to permit two acre estate lots on these lands. (b) That a road allowance, subject to the Town Engineers and Councils approval, be deeded to the Town, west of Bayview Avenue across the southerly frontage of the two lots to be severed, (o) That the two lots have frontage on the new road allowance. (d) That an agreement be entered into between the owner and the Town and regis- tered on title that the owner shall construct the road and any services deemed required on the new road allowance, and at the owner's expense, to the satisfaction of the Town Engineer and Council at such time as Council shall det.ermine. c REGULAR MEETING -7-DECEMBER 6, 1971 REPORTS OF COMMITTEES CONT'D 2. Regency Drive Development. The Committee met with Mr. T, Won and Mr. A. Child. Mr. Won presented town house designs for four models and a site plan indication where the various models would be located. The Committee recommends that the plans of the proposed town house units be presented to Council. 3. Mike Felcher -Proposed Hotel The Committee has received the technical report prepared by the Area Services Branch on the porposed, Hotel, and the !'f<!C'l·t is under study. The Committe'; recommends that a copy of the letter from Mr. G. Brueh, regarding the Regional Solicitors comments on processing zoning by-law amendments at this time, be forwarded to Mr, l}_elcher for his information. 4. Wimpey Homes Limited -Block "M" The Committee considered the technical report prepared by the Area Services Branch on the proposed condominium town housing project on Block ''M", The Committee recommend3 that the technical report be considered by Council in Committee. 5. Trio Restaurant The owneJSof the Trio Restaurant have submitted preliminary drawings to the Building Inspector for renovations and expansion of their business. The Committee recommends that the plans be referred to the Council in Committee for consideration. 6. Mr. Eric Eveleigh, 97 Connaught Avenue. Mr. Eveleigh has applied for a building permit for an addition to the south side of his home. The house is on·the .. south east corner of Connaught Avenue and Edward Street. The house encroaches on the side yard requirement, on the Edward Street side, as a legal non-conforming encroachment. Tbe proposed addition would continue this encroachment. The Committee recommends approval of this application for a permit. 7• ·H,O.M.E. Development. (a) · The Committee recommends that Mr. W, Hodgson, M.L.A. be requested to arrange a meeting between officials of Ontario Housing Corporation and Mr. Paul Amis of Old Park Holdings to negotiate an exchange of lands, with Town representative£, in attendance, (b) The Committee.further recommen~that Ontario Housing Corporation be advised that this Council recognizes the need for lower cost single family homes in Aurora. CARRIED Special Committee -Winter Carnival, Report No. 133 Councillor Stewart presented a report of the Special Committee -Winter Carnival in which the Committee respectfully submitted the following report: The Committee wishes to advise Council that the Winter Carnival scheduling of events is progressing favourably. A great many events are taking place as in the past years and several new events have been added. Many civic groups have been asked to participate. For the first time there will be an Essay Contest for the School chil.dren on "Why I like to Live in Aurora." Dr. Williams High School and St. Andrew's College students will be taking part and competing in such events as hockey and snow sculpturing. As soon as the schedule of events is confirmed and completed a copy will be forwarded to all concerned and to Council. For Colll;,cil's information the members of the Committee are: Mrs. M.
