Councillor Harris presented a report of the Planning and Development Committee in

Mrs. D, Herskovits, A. Child and T. Won met with the Committee. Mr. Won
presented site plan drawings for the town housing portion of the development.
The Committee recommend& that the site plans be referred to the Area Services
Branch;;'
2. Royal Canadian Legion, Aurora Branch
Norm Perkin of the Aurora Legion Branch discussed the proposed rezoning of the
site for the new Legion with the Committee, Mr. Perkin advised that 1he Legion
is proceeding with an application to the Committee of Adjustment f!<lr a severance of
the property.
The Committee recommends th~t a letter be sent to the Committee of Adju~ment
advising that the Council will look favourably upon an application for the
severance.
3. Matjon Properties Ltd,
Dusty Mieklae, consulting engineer~ met with the Committee. He advised that both
the Conservation Authority and the o.w.R.C. are doing ground water source area
studies and these reports, when completed, will de~ermine whether or not the
Matjon subdivision can be developed. Mr. Micklas is preparing a revised draft
plan for the subdivision,
The Committee recommends that the revised site planj when received, be referred
to 'the Area Services Branch.

A meeting of the Planning and Development Committee was held on Tuesday, November
9~, 1971, at 8:00p~~-

1.. Projected Growth of Aurora.
The Area Services Branch have prepared a !-Summary of development proposals with
projected population figures for each d!lJ7elo:pment.
The total projected population increase from the plans submitted is 15,260 persons.

2. Senior Citizens Apartment
The Committee considered the technical report prepared by the Area Services Branch
on the senior citizans apartment. In."OI'der for the remaining portion of Block
"M" to be developed, it will be necessa.Ij to re-allocate the allocated population
growth.
The Committee rAcommends that, if Wimpey Homes Ltd. desire to proceed with the
development of :Block "M" ahead of T1tl502 (Chercy Subdivision), Wimpey Homes Ltd.
submit a letter requesting the tr:msfer of the allotted 230 persons to Block 11 M11 o
The Committee recommends that the recommendations of the Area Services Branch
in their tecr.Jtimel report on the senior citizens apartment be approved.
(a) That details be obtained from, the developer on the type of recreational
facilities which will be provided.
(b) !hat the developer be required to enter into a site plan agreement prior to
the ·passing of a Zoning By-law amendment.
(c) That the developer agrees in writing to satisfy all the requirements,
financial and otherwi56 of the Town of Aurora.
(d) That approval be conditional on the availability of water supply and sewage
treatment facilities.
(e) That the developer meet all the requirements of the Town's consulting
engineer.
(f) That the ground floor of both buildings be constructed at the same elevation,
if possible.
The Committee further recommends that a By-law to amend the Zoning By-law be
prepared for the senior citizens apartment.

3. Wimpey Homes Ltd. Block ''M" Town Housing
The Committee reviewed the site plan drawings for the condominium town housing on
Block "M". Mr 0 Hunter recommended to the Committee that they meet with Mr. Ennis
of Wimpey Homes Ltd. to discuss the site plans. The Committee concurs and Mr.
Ennis will be invited to attend the next meeting of the Committee.
4. Industrial Wastes
The Committee recommends that the Council in Co-ttee meet with the various
industries in Town to discuss ways and means of alleviating the overloading of
the Pollution Control Centre and that the first ll)eeting be held on the second
Monday in December.
5· Letter 24-B. Miss P. Howden
Miss Howden is seeking information on the building of a second residence on her
farm. Mr. Harrington will write and advise Miss Howden of the building and
zoning provisions and restrictions.
6. Letter 26-4 Application Forms for Zonin(ii and Official Plan Amendments

The Committee considered the draft application form prepared by the Area Services
Branch and recommends that the application forms te approved, and that the
schedule of fees recently approved by C9uncil be appendixed to the application.
7• Fred Cousins, 142 Temperance Street
The Committee recommends that when the requirements of the Council in Committee
Report 9n this matter are met, that the Area Services Branch prepare an
amendment for an exception to the Zoning By-law.
8. Under8 ~ound Services
Whereas subdividers in Aurora are required to construct all services underground,
therefore the Committee recommends that the Aurora Hydro-Electric Commission be
advised that hydro transformers in all new subdivisions should be in underground
vaults. The Committee further recommends that Bell Canada be advised that all
telephone equipment in new subdivisions be underground.

1. Mr. F. Cousins, 142 TemPerance StDeet
The Committe met with Mr. D. Glass, and Mr. F, Cousins to discuss the report of
the Area Services Branch on the ~equested rezoning of 142 Temperance Street to
permit the creation of two lots fronting on a private road.
The Committee recomma~ds that consideration of one lot be given and that the Town
Solicitor be requested to check on,the 'four points raised in the ~port on the
services and roadway.
The Committee further recommends that the Area Services Branch prepare a by-law
to amend the Zoning by-law for an exceptiqn ,to the by-law fo;r this site and that
the Town Engineer check and report on th,e servicing capacity of the existing
services on the private roadway.
2. Youth Appreciatio:n,Week

The Committee authorized the placing of an ad. in the local press to proclaim the
week of November 8!!! to 15!b as Youth Appreciation Week in conjunction with the
Optimists International,
3. Machell Memorial Park
The Committee,recommends that Wimpey Homes Limited be advised to hold off sodding
of tJ;le slopes in the Park until the Spring but prior to May 1st, 1972, weather

Works and Water Foremen.
The Commit;tee rec9mmends that the wages of the Works and Water Foremen not
covered in the Bargaining Unit be increased -effective January 1st, 1971 to
Glen Longhurst -Water Foreman -$4.50 per hour.
Lloyd Casey -Works Foreman -ll4.30 per hour.
5. Severance Polic;y-
The Committee recommends that the ~raft severance policy prepared by the Area
Services Branch be approved with the amendment that if an application for
sf!verance if> for more than two lots, that the applicant make application, by
way of a plan of subdivisiol'l, to Council.

6. Separate School Site -Aurora Orchards
The Committee recommends that the Parks Department be authorized to cut the grass
at the school site and maintain as an unofficial park provided that the school
board arranges to have the site cleaned up and graded in a manner that
maintenance can be carried out.

The Committee recommends that the Town Engineer make recommendations on possible
capital projects, e.g. sewer separation, that could qualify for winter works.
8, Westview Subdivision
The Committee recommends that the requirement for roadways in estate residential
subdivision be asphalt paved roadways, twenty-two feet wide, with sodded ditches.
The Committee recommends that the recommendation of the Town Engineer on culverts·
in the Westview Subdivision be accepted and that the Engineer also check on the
requirement for guard rails.
The Committee further recommends that the same policy, as in the other subaivision
be adopted to previae snow ploughing services in the Westview subdivision. ·
9. Traffic Lights at Dunnin~ and Yonge
The Committee recommends that this matter be re-activated and that a meeting with
the Minister be r@quested through our local M.L.A, and that the back up material
and study report be made available.
10. Flood Plain Mappin~ Report
The Committee recommends that an evening be set aside for Council in Committee
to consider the Flood Plain Mapping and land fill.
11. Facilities for Mechanic.
The Committee authorized N. Weller, Parks Foreman, D, McManaingwell, Mechanic
and c. Duncan, Deputy Clerk to study possible facilities for a garage area for
the Mechanic and submit a report to Council by November 15~.
12, Widenin~ of Yonge St. and Murray Dr.
The Committee recommends thd approval of the widening of Yonge Street and Murray
Drive as per the submission from D. Merkur and the~otation from Miller Paving
Ltd.
13. Del Zotto
The Committee recommends that the Town Solicitor contact the Solicitor for Del
Zotto to determine the status of the proposed agreement.

14. Lambert Apartment
~ne Committee recommends that the Zoning By-law Amendment for the proposed
apartment on durnett St. be forwarded to the Ontario Municipal B?ard.
15. Community Centre Doors
The Committee recommends that a letter be sent to the A~rora Safety Council
advising that the north doors at the Centre have been completed and an alarm
installed and that the appreciation of Council be expressed.
16. Mobile Radios
The Committee authorized the ope~·. of the tenders for. the radio communication
system on Friday, November 12!!!, 1971 at 2:00 p.m. ·.·
17. LionsPark
The Committee recommends that the Town Solicitor follow up on an agreement between
the York County Board of Education and the Town for.Lions Park.
18. Kennedy St. E.
The Committee has been advised that a check at the Registry Office shows a road
allowance from Grunett Street east to the existing portion of Kennedy St. E., east
of the creek. The Committee recommends that no further action be taken.
19. Library Building Committee
The Library Board has appJ:fht~a three of its 111embers to a special Library Building
Committee to study the expansion of the library building. The Committee recommends
that Councillor Harris, Miller and Williamson be appointed to the special Committee.
20. Staff Holidays
The Committee recommends that Friday, December 24!!!, Monday, December 27!!! and Friday
December 31st, 1971 be declared as holidays for the Town staff in lieu of Christmas
Boxing Day and New Year's being on weekends.
