1. George Street Subdivision -Letter 24-7
J.P. Anthony & ~on~Constructio~Lta. has acquired the George Street Subdivision.
Mr. Anthony and Mr. Jack Blythe met briefly with the Committee and made
arrangements to hold a meeting on Friday October 8th at 2 P.M., with
Councillor I. Harris and J.D. Reid to discuss a draft subdivision agreement.
2. P.J. Avery -Subdivision
The Committee met with Mr. P.J. Avery and Mr. Ron Higgins to discuss the pro-
posed subdivision on the east side of Bathurst Street; Mr. Higgins presented
the draft plan and advised that he has made provisions in the plan for the
road widening of Bathurst Street.
The Committee recommends that the plan of subdivisimn be referred to
the Area Services Branch for study and a report.
3. Old Park Holdings T-21996
Mr. Higgins advised the Committee that the developer is in England and that
he is unable to proceed any further on this subdivision at this time
4. Development Projects Status Report
Mr. G, Brush gave a summary of the status of various projects that have
been referred to the Area Services Branch and a copy is attached to this
report.
5. P, Ardill
The Committee considered the request of Mr. Peter Ardill for permission to
install awnings on his store overhanging the sidewalk.
The Committee recommends that as awnings are not normally considered
a permanent fixture to a building, therefore permission be granted to Mr.
Ardill to install the awnings.

Planning and Development Committee Report No. 114
Councillor Harris presented a report of the Planning and Development Committee
in which the Committee respectfully submitted the following:
A meeting of the Planning and Development Committee was held on Friday,
October 8th, 1971 at 2:00 P.M.

(a) The Committee recommends that Wimpey Homes Ltd. be requested to remove
all of their advertising signs except for those that denote access by means
of Orchard Heights Blvd.
(b) The Committee furiher recommends that Wimpey Homes Ltd. be requested to
move their sales office from the Laurentide Drive location to their site
on Orchard Heights Blvd.
2. Access :Roads to Aurora Orchards Subdiyision
The Committee recommends that Banff Drive, Bigwin Drive, and Laurentide Drive
be paved and that the greater portion of the cost be borne by Wimpey Homes
Ltd.. This step is required because of the physical state of these roads
and as recompence to the property 01-mers on these roads for the three years
of hardship and inconvenience.
3, George Street Subdivision
Councillor Henderson excused himself from the meeting.
The draft subdivision agreement was discussed with Mr. J.P. Anthony and Mr,
Jack Blyth, Whe draft agreement is attached to this report for consideration
by the Council in Committee.

Councillor Stewart presented a report of the Parks and Recreation Committee

facing South,
2, Two lights be shining west, mounted on existing poles.
3. On the walkway through Machell Stre@t to Fleury Park, over the bridge.
3. Snow Blower
The Committee recommends thRt a snow bloweiF should be purchased but that the
cost is not to exceed $600,00 and that same be placed in the budget for next year,
4. Trovpy Case in Community Centre
The Committee recommends that the offer of the Minor Hockey Mothers' Association
to install a trophy case overlooking the ice surface, situated in the view lounge
be accepted and that a letter of appreciation be forwarded,

The Committee recommends the superintendent be instructed to have this hydrant
turned, to see if this will eliminate the problem,
2, The Committee recommends that a new truck and DHO sander be purchased and

3. The Committee recommends that an exhaust fan be installed in the compressor
room at the disposal plant,
4. Letter re, Culvert 4 Wenderly Drive
The Committee recommends that the additional 6 foot extension be allowed fan
this driveway and the ditching be carried out by the Town,
5, The Committee recommends that a Town employee must have served his
probationary period before he can be considered for time off as a fireman,
6. The Committee recommends that the Town advertise in the local papers for
a Town works man or men as needed,

The Committee recommends that the Engineer check into this and report back

Mayor Illingworth presented a report of the Transportation Committee in which
the Committee respectfully submitted the following

from the solicitors for the Aurora Bus Lines, a meeting of the Transportation
Committee was held at 8:30p.m. 12th October 1971, All members of the ?Committee
and Councillor p, Miller, ~!r. R. Farquharson and Mr, Wm, Errington Q.C. were in

1. In July 1970, a letter 16-17 was received fromMr, Farquharson requesting a
franchise to operate a bus service within the Town of Aurora, ~ue to the
forthcoming transition to Regional Government, the limited informat~on
available, and the lack of sufficient time, it was not possible to carry out a
feasibility study and report to Council so that the franchise question could
be included in the October election,
2. On 19th December, as a result of a conversation with Mr, Farquharson,
additional information was obtained and the Town Solicitor was requested to
advise regarding the legal aspects of granting a franchise,
J, A detailed report was received from the Solicitor dated 2nd February 1971,
Unfortunately due to other commitments there was a delay in holding a Trans-
portation Commi~ee meeting until 1st April 1971 and Report #36 was adopted
by Council 5th April 1971, Which recommended that a draft By-law in accordance
with Section 395 of the Municipal Act be prepared,
4, A letter 6-53 dated 1st March 1971 was received from the Department of
Highways Transit Planning Office suggesting a Transit Study £or Aurora, Report
#36 recommended that the Department of Highways be requested to carry out a
transit study as outlined,
5, Considerable delay was experienced in setting up a meeting with representat-
ives of the Transit ~lanning Office to discuss the terms of reference for the
study, The meeting was held 19th August 1971 and reported to Council in
Report #96, 30th August 1971. Based on the information received it was the
opinion of the Committee and the representatives of the Transit Rlanning Office
."that a Utilization study was not 1;arranted at this time, as standard for a
municipality our size, especially when no subsidy was paid by the municipality,"
Mr. Errington reviewed the operation of the .Aurora Bus Lines in its 4 year
operation in Aurora, During this period the Bus Lines have had a deficit for
3 years and a small surplus last year.
On the average day 120-140 adults are carried and 100 students, As of 1st
August 1971, the fare structure is 25 cents for Adults, 20 cents for students,
15 cents for children over 5 years of age,
The Aurora Bus Lines employe· 5 drivers on a part-time basis. The equipment
consists of one 1959 bus and one 1965 bus, The route provides service on the
west side of Town, primarily in the north and south ends of Town. No service
is available at the present time on the east side of Town.
In order to carry on with the present service or to extend the routes and
provide a better service, new equipment is required, It is not economically
possible to finance new equipment under the existing method of operation, In
addition, at least one full time driver should be bn staff.

Mr, Errington advised that Mr, Farquarhson was no longer thinking in terms of
a franchise operation but would prefer an agreement withfue Town, similar~~)
that carried out in several other minicipalities, ~e agreement would in
effect be that the Town operate the Bus Lines in accordance with paragraph 88
(a) of Section 379 (1) of the Municipal Act,and contract the actual operation
of the service to the present operation, ·
Detailed financial arrangements could be discussed providing Council approved
the submission of the Aurora Bus Lines in principle, bearing in mind that the
Province will pay a subsidy of up to 50% of all operatimg deficits,
Mr. Errington requested the Committee to consider ttvo primary objectives,
(a) The need for a bus service,
(b) Approval in principle to carry out a detaile(i financial study of proposed
operations under Section 88 (aY
Your Committee revaewed the above referenced objectives and recommended as
follows:
(a) That a definite need exists for a local bus service in the Town of Aurora,
(b) ~at the Committee be authorized to carry out a detailed financial study
of present and proposed operations, including the transportation of Senior
Citizens at a reduced rate, and make recommendation to Council, and that when
and if approved a draft~reement be prepared for Council's consideration,

1. Meeting with Parks and Recreation Committee
Council in Committee met with the Parks and Recreation Committee and discussed
the Terms of Reference of the operations as requested in the Parks and Recreati
report adopted by Council on August 30, 1971. Further copies of the Terms of
Reference will be given to the members for their guidance and further
consideration.
2. Hunting Regulations
The Committee would recommend that resident hunting be allowed in the new
annexed areas of the Townships of King and Whitchurch and that appropriate
steps be considered by Council to~ing this into force.
3. Fire Dispatching Service
Council in Committee recommend that the Public Safety Committee study the
feasibility and the estimate of cost of operating an Aurora dispatching service
4. Objection to Lambert's Rezoning
The Committee recommend that copies of the objections be forwarded to Mr.
Lambert's Solicitor and that Mr. Brewin be requested to meet at his earliest
convenience, with a view to resolving the objections.
6. Subdivision Agreement South End
The Committeo recommends that the 30 day period for approval of the Subdivision
Agreement for draft plan approval be extended at Council's pleasure and that
the Subdividira be so adsased.
7• Block "J" St. Andrews Court
, I
The Committee recommends that the street in Block J be named St. Andrews Court
rather than College Court as shown on the draft plan of subdivision.
