the club's opposition to the removing of the baseball
backstop from Machell Memorial Park and to request that
the conditions of the baseball diamonds be improved for
next year,

Mayors's Report No. 117
Mayor Illingworth presented a report in which be respectfully submitted the
following:
The regular meeting of the South Lake Simcoe Conservation Authority was held
in the Department of Agriculture Offices in Newmarket, October 14~, 1971, at
7:30p.m.
The following items may be of interest:
1, At the request of the Township of Georgina Council, the Authority has carried
out negotiations for a considerable period of time to aaquire approximately 5.5
acres of lake front property at Willow Beach, Lake Simcoe,
The Finance and Planning Committee and the Conservation Area and Water Control
Committee recommended that the option be taken, for possible purchase in the
amount of $132,000,00 wi~h an additional $9,000,00 required for survey, interest,
legal and other costs, Fifty percent of the cost price, if approved, will be
paid by the Province, The Township of Georgina will pay 8~~ of the balance,
and the remaining 2~~ will be divided among all other participating municipalities
on~e same basis as administrative costs.
The costs for operation and maintenance have not yet been determined but it is
anticipated that they will be on the same basis as the purchase.
2. The Information, Education and Public Relations Committee advise that a
brochure is to be printed to provide information regarding the various
conservation areas.
A Conservation Award will again be available for school children at the next
Canadian National Spovtsmen's Show and all schools to be advised.

representatives of the Conservation Authority to obtain information regarding
the agreement insofar as it pertians to the Town of Aurora and what services or
facilities may be required,
4, An agrl'ement has been signed between Smith & Hilne, Architects, and the
AutAority f'or the design of an office building to be located in the Habel Davis
Conservation Area on Bayview Avenue. The approximate cost of the building is
$27,000,00 of which 50% will be paid by the Provi~ce,
5. Hr. William Arrowsmith, has been employed by the Authority on a part-time
basis as a Naturalist. Mr. Arrowsmith will be available approximately 100
days per year for groups of school children and other organizations who will
visit the conservation areas on a pre-arranged basis.
6, It is not anticipated that snowmobile trails will be available in the
conservation areas this winter due to the difficulties of supervision and
control. It is understood that the Regional Forest will have snowmobile trails,

quite complete, as minor changes had to be made in an effort to reduce the
cost. Details should be available in the very near future and it may be possible
to proceed on a Winter Works Project.
It is recommended that immediate action be taken to ascertain the ownership of
lands on the east side of the creek.

Finance Committee Report No. 125
Mayor Illin~1orth presented a report of the Finance Committee in which the
Committee respectfully submitted the following:
A meeting of the Finance Committee was held on Monday, October 25lli, 1971 at 7:15
p.m. All members of the Finance Committee were present,
1, The Committee considered the sheep evaluation respecting Mr, Cecil Taylor
and the Committee recommends that the amount of $105,00 be paid under the
provisions of the Dog Tax and Cattle, Sheep and Poultry Protection Amendment Act,
2, Letter from Gateway Heights
Rates to the Toronto Area,
The Committee recommends that a letter be sent to the Bell Canada Offices to
enquire what the rates would be if Aurora was to be included in a Toll Free
Calling Service,
3. The Committee cons~dered the damage to the vehicle driver Len Foster and
the Water Truck, The committee recommended no action be taken but that the
Town's Superintendent instuct all drivers regarding the safe-driving practices.
4. The I.B.M. Tape CopYing .Process
The Committee considered the letters from I.B.M. regc,rding this matter and the
matter has now been resolved regarding firms or boards requesting assessment
information.
5, The· Union· Agreement
The Committee were advised that the Union Agreement is being checked by the
Town's Solicitor and the Local·members of the Union Executive and the C.U.P,E.
rep. and should be very shortly ratified and signed,
6. Resolution from Richmond Hill re Bill 127 ~ Amendment to the Assessment Act,
The Committee studied this matter and while agreeing in principle with the basic
concern of Richmond Hill would recommend that a Resolution be prepared for
consideration by Council on Monday November 1st,
7. The Committee considered the communication from the Region of York regarding
the payment of Regional Levies and would recommend that the payment dates ,
suggested be accepted by Aurora,
8, 19?2. Tax payment dates.
The Committee considered information of the Treasurer regarding the proposed 1972
Tax dates and recommend that plans be made for the interim tax payments to be due
on February 25lli, March 31st, and May 26lli 1972 and that the final three
installments for the balance of the bill, be due on July 28!!>, September 29lli,
and October 27lli, 197!.

9. The Committee considered the letter from the Town of Whitby regarding their
Flood Storm Damage and would recommend that no action be taken thereon.

The Comraittee considered the matter and concur with the recommendations of the
Clerk-Administrator which will result in better calling privileges to the Town
number and also a lower cost.
11. Police Photo-Copy Machine.
The Committee considered the letter of the Town Solicitor regarding the status
of the machine and the agreement and would recommend that we obtain possession
of the Police Photo-Copy Machine, and that the action taken by the Solicitor
in terminating the lease be confirmed.
12. Communication from J.D. Reid regarding the Canada Gunite Payment Schedules
The Committee would recommend that the letter from J.D. Reid, dated October 18~,
1971, regarding paymemt schedules be accepted.
13. ·Letter from Stevenson, Kellogg Ltd.
The· Committee considered this matter of the offer of a Consulting Service and
would recommend that no action be taken thereon.
14. The M~icipal Employment Incentive Program -Letter dated October 21st, 1971

1. Polluteeh Report
The Counpil discussed the interim report on the Pollution Control Centre. J.D.Reid
and Geo~e Missingham were in attendance, The Committee recommends that the Town
Engineercbe authorized to discuss the implementation of Alternative 11 C11 with
Pollutech, Alternative "C" is based on the enforcement of the inil,ustrial waste
by-law,
2. Checkerboard Farms
The CommJ.l;tee recommends that the '!own Engineer and Solicitor be authorized to
prepare an agreement based·on the original criteria and that when.the agreement is
drafted 1 a meeting with Checkerboard Farms and the Council in Committee be convenedo'

2(A) The Committee further recommends that the OVIRC be kept advised, and that
a copy of the industrial waste by-law be sent to Excel Metalcraft for their
comme.nts,
3. O,W,H 1C. Report.
The, ,Committee recommends that the Town Engineer carry on with the preparation of
the sewer and water systems mapping.
The Committee further recommends. that the j!illgineer submit a report on a sewer
separation program, including in the report, the separations that'have been
carried out in the past five years and those sewers recommep.ded for spei'U'ation
within the next five years and that the O.W.R,C. be advised of the action taken.
4. Water Treatment.
The Committee recommends that the Town Engineer be authorized to procee~ with
the installation of the necessary equipment for silica treatment of the water
and that the Engineer contact and advise Sterling Drug Ltd.
5. Nisbet lvell.
The Committee recommends that the Clerk-Administrator check on the agreement or
authorization for the Aurora Highlands Golf Club to use the Nisbet Well and
also the details on the quit claim deed, dated 1964, for the Ransom Street
ea,sement.
6. J.P. Anthony & Son-George Street Subdivision.
The Committee recommends that the street name in this subdivision be "Hawthorn
Lane", The Committee recommends that a sidewalk on one side of the street
be required and that the sum of $7,200,00 in lieu of parkland be a requirement
of the subdivision agreement. The Committee further recommends that the
subdivision agreement be signed, subject to the prior approval of the Town
Engineer of the Schedules to the agreement.
7. Recreation Director's Resignation
The Committee recommends that the resignation of Mr. Barry Young as Recreation
Director be accepted and that Mr. Ernie Batson carry out the Recreation
Director's duties in the interim period, and that the York County School
Board be so advised.
8. Ashton Dene Subdivision.
The Committee recommends thqt the York County Separate School Board be advised
that whereas the Council has allowed three months for the negotiations of .the
purchase of the school site and whereas the Council is of the opinion that the
offer of the Board to Wimpey Homes Limited is too low~,.therefore the Council
is prepared to sign the subdivision agreement, following 14 days of the Clerk's
letter to the parties advising of Council's decision of this matter.

Qouncillor Williamson presented a report of the Public Safety Committee in
which the Committee respectfully submitted the following:
The Public Safety Committee me~ on Thursday, October 21st, 1971 at 7:30 p.m.
to discuss several matters.
The following were in attendance: Councillor J. Williamson .. Chairman,R. Simmons
Vice-Chairman and Mayor R. Illingworth.
1. A By-law of the Borough of North York to regulate parking of vehicles and
trailers in fire access routes, was thO!:Ioughly examined and discussed and it
is recommended that the Clerk-Administrator and the Town Solicitor prepare a
similar By-law with a £ew amendments for the Town of Aurbra.
;.. A By-law of the Borough of North York to control the speed of vehicles on
parking lots was discussed and it is recommended that the Clerk~~dministrator
· and the Town Solicitor prepare a similar By-law for the Town of Aurora.
3. A letter from the Exe~utive of the Aurora Co-Operative Nursing School re
"No Parking" Signs was read and it is recommended that the Town purch&se two
(2) movable ''No Parking" signs and tJ.at these be placed in front of the nursery
school each week day morning andaken awey at approximately 11:30 a.m. when all
the children have been picked up. It is further recommended that a letter be
sent to tP.e Region of York Board of Education, Church Stn Aurora advising
them of our action. ·.

4. A letter dated September 29Th, 1971 from the Department of Transport and
Communications re Traffic Signal ~ Intersection of Yonge St. and Aurora Heights
Drive was read and discussed. It is rec.ommended that -
(a) approval for the signal at Aurora Heights Drive and Yonge Street be applied
for as outlined on Page 2 of the above mentioned letter.
(b) implementation be held in abey~ce until we have received and examined Mr.
Ireland's report.
5o A letter from Bell Canada re costs of a system to alert firemen was
thoroughly discussed and it was recommended that consi.deration be given to:
(a) The Town of Aurora operate its' own Fire Dispatdhing service.
(b) The board presently in the old Police building be moved to the Fire Hall
and ll10.ro be contacted re cost of moving same.
(c) The Town acl.vertise for four (4) cl.ispatchers.

Avenue, St. Jphn's Sideroad, Vandorf Sideroad and Leslie Street, be set at

7, As several compl~nts have been received re the tintidiness around the
Caulfied garage, which is behind and East of the old I.G.A. building, it
is recommended that the Clerk -Administrator send a letter to the people
operating the garage and request them to clean up the mess.

The Committee met with Mr. Ron Meyer, of the Newmarket Telephone Answering
Service who outlined the system they have which may be of assistance to the
Town in answering fire calls and also all town ni~ht emergency calls, Works,
roads, water,. etc.
It would appear with the Newmarket Telephone Answering Service the Town would
be able to maintain the same telephone number with the telephone answering
service being responsible for answering and actioning all fire calls and other
Town service complaints of tJ;te Works, Roads, Water nature and to take.messages
on apy other matters.
The estimated cost of this service including siren keys, would be approximately
$4,ooo. per year.
The Committee therefore recommends that this system be activated and that the
necessary arrangements be made and that the Fire Chief, Glerk-Administrator
meet with representatives of the Bell Canada and.the Newmarket Telephone
Answering Service to detail the necessary ··changes and to bring back the detailed
costs and all changes required for adoption of the system by December 1st, 1971.

Present were: Councillors I. Harris, w. Trent and E.J. Henderson, Mayor Richard

1. T21846 -Mrs. D. Herskovits -Regency Drive Development.

Minist~r's conditions were discussed. Mr. Won advised that the owner has several
possible designs for tovmhouses under consideration. Mr. Won will have the site
plan drawings and the Engineering drawings completed within the next few days •
. The Committee recommends, that the Town Solicitor investigate means of guaranteeing
that the multiple family .designated blocks in the plan of subdivision File No.
T-21846 a_re developed as a condominium by the owner or subsequent owners, and
that the Solicitor's advice be sought to ensure this course of action when
drafting the subdivision agreement.

be granted, and that the Town >4ll assume maintenance of the walls after
assumption of the above-ground services of the subdivision by the Town,

The Committee considered the application of E.L. Ruddy Co, Ltd. for a roof

1. Mr, Wodzinski informed the Committee that the Aurera Minor Soccer had just
received its charter and, therefore, must break away from the control of the
Senior Association, He requested that Minor Soccer become part of Aurora's
Recreation for next year, It is also recommended that Council approve pop and
hot dogs for tpe Minor Soccer Picnic to be held ,on Saturday, October 30, at a
cost ff approximately $100.00 as in :past years,

The Committee discussed a letter from Mr. B, Hyland requesting rental of the ice
surface, dressing rooms, referee's room and first aid area, for a period of 8
fr 9 weeks during July and August at $1,000,00 per week, The Committee recommends
that no action be taken in this matter due to expense involved and loss of revenue,
In addition, it was felt that because this was an out of town organization
it would not be fair to deprive the citizens of Aurora of the use of the
Community Centre,
3. Kiwanis Sportsman Show
The. Committee wishes to adv:ise Council that it has approved the Sportsman Shew

The Committee wishes to advise Council of the termination of this programme

help if required, subject to Budget breakdown, and iri ·accordance with Town
Policy,
6, Recreation Director
The Committee requests permission to study the role of any future Recreation
Director that would be engaged in tho Town of Aur~ra bearing .in mind that
such· recommendation would be given after. due consideration of the existing grant

Henderson: WHEREAS, the passing of Bill 127 an Amendment mo the
Assessment Act has caused much local concern as to the
effect on Municipalities;
AND WHEREAS, it has shifted the burden of much of the
work load to the Municipal Council and its' staffs;
NOW THEREFORE BE IT RESOLVED:
(1) THAT the Town of Aurora convey to the Provincial
Government its concern at the total lack of
consultation with Municipal representatives prior
to the drafting and introduction of the legisla-
tion;
(2) THAT Legislation be chanaged to require the
assessment commissioner to send notices, answer
enquiries etc, 1
(3) THAT Legislation be changed to have the assessment
roll returned and revised annually as heretofore
with the exception of the freezing of values;
(4) TEL'T in future, amendments to Municipal Acts that
all instructions issued by the Department, should
be founded upon the competent authority of a
statute or regulation and not just be memorandum.
AND BE IT FURTHER RESOLVED:

Communications has approved subsidy allocations
