Davis: Henderson: "Resolved that the brief be referred to the Council in Committee for study and a report." CARRIED Mr. Peter Ardill appeared before Council to present his plans to remodel the front and side of his store. He requested permission for awnings on the Yonge Street frontage to project 30" over the street line and also for awning projections on the WellingtoriStreet side. Present were: Councillor Harris, W. Trent, and E. J. Henderson, Mayor R.A. Illingworth, C.H. Duncan, Roger Hunter and Gordon Brush. 1. Wimpey Homes Ltd. -Phase 2 -File T.21875 This plan has been circulated by the Department of Municipal Affairs to some agencies, however, the O.W.R.C. has advised the Department that the plan is premature because of servicing. The Committee recommends that wimpey Homes Ltd. be advised that further action on this plan be held pending the report and action on the Sewage Treatment Plant, 2. Nisbet Subdivision -File T,20593. The Area Services Branch has advised that some comments have been received from various departments and agencies, however, the Medical Off3:cer of Health has requested aldi tional soil reports and the Conservation Authority is still studying the plans. 3· Shields-Snow Subdivision -File T,21942. The Youthdale Residential Centre, does not appear to conform to the Zoning By-Law. 6. Letter 18-49 and 18-49A. Committee of Adjustment. The Committee of Adjustment has requested a policy on the severances of property in the rural areas of the Town. The Committee recommends. that the Area SerVices Branch be requested to submit recommendations for a basic policy. 7• Area Services Branch. The Committee recommends that copies of·the Committee's Reports, when approved by Council, be forwarded to the Area SerVices Branch. 8. F. Cousins -142 Temperance Street. The Committee members and Mr. Brush and Mr. Hunter have viewed the site at 142 Temperance Street. The Committee recommends that the request of Mr. Cousins to sever two lots off the rear of his property be referred to the Area Services Branch for study and a report. 9• Site Plan Approval Procedures. Nisbet Well Site The members of the Committee went to the property site and view same and :following the viewing reconvened in the Council Chambers. Grants The Committee recommends that the following grants as allocated in the 1971 Budget be paid: The Aurora Horticultural Society Dr. G. W. Williams Scholarships Santa alaus Parade Committee $200.00 $200.00 $150.00 -when winners are selected. The Committee further recommends that the amount of $750.00 be set aside to underwrite the expenses of the Aurora Safety Council of which $363-oo bas already been paid. The Committee recommends that the above amounts be approved and authorize the Treasurer to disburse the amounts. 3. Letter 19-32 Notice of Capital Expenditure Regarding the Town of .Markham kJ .• Jt '?<''- The Committee recommends that no objection be made to this cipital expenditure as it is within their c~pital budget forecast which was approved. 4. Solicitor's Account April 1st. To June 30TH. 1971. The Committee recommends that the Solicitor's Account in the amount of $1,047_..33 be approved for payment. 5. 1971 Tax Bills The Mayor showed the members of Council present the format of the 1971 tax bills Which will be us~d by our computer. 6. At 8:30 P,M, the Committee met with representatives of the Aurora Drama Workshop and the Aurora Musical Theatre Society. Members present from the Aurora Drama Workshop were Mr. G. Pierpoint, Mrs. Barb McGowan and Mrs. Rose Dyson. Members present from the Aurora Musical Theatre Society were Mr. T. Baker Pearce, Mrs. Norman Dover and Mr. 0. Liebgott. ·Following their presentation of a letter on June 28th. regarding a request for financial assistance to continue the occupancy of a building on the Subway Sideroad. The members present explained that their proposed use of the building the facilities which they hope to be able to put into the building and the organizations which might be able to make use of these facilities. Following the discussion and various questions and answers between the Committee members and the Executive present the delegation left the Council Chambers. .r~ [., REGULAR MEETING -9-SEPTEMBER 7TH, 1971 REPORTS OF COMMITTEES F1nance Committee Report No. 102 7. In consideration of the request of the Aurora Drama Workshop and Aurora Musical Theatre Society the Committee recommends that a grant in the amount of $250.00 be made for the year 1971 to the Aurora Drama Workshop based on the multiple uso of the facilities of the building on the north side of the Aurora Subway sideroad. The Committee further recommends that this matter be reviewed in 1972 and that any further consideration be based on the facts at that time. 8. Letter of reply from Mr/ c. Copland, Aurora Hy.dro, regarding underground servicing to the properties on the south side of Devins Drive. The Committee discussed this matter and the letter received from Wimpey Homes ltd. and the~ Bell Canada in conjunction with the above letter and recommend that ~e Clerk send a letter to Bell Canada, Engineering Department stating that the Subdivision Agreement with Wimpey Homes Ltd. requires that all services to these properties be underground and that Bell Canada Work this matter out with Wimpey Homes as· to whether the services are to be burined from the front of the properties or the rear of the properties, but that in any event these services are to te buried. 9o Radio Equipment -Works Vehicles The Committee reviewed the Tenders as ~repared and submitted by the Purchasing Agent and would recommend that Tenders be called based on the draft tender forms prepared by the Purchasing Agent. The Committee further recommends that a letter be written to the Region of York requesting permission to install a radio antenna on the water tower at the south end of Town. 10. Photocopier Aurora Police Station The Committee recommends that this matter regarding the balance of payments owing under the Contract of the Savrin photo-copier which has been and continues to be located in the Aurora Police Station be referred to the Solciitor for opinion and a::tion. 11. Aurora Astros The Committee considered the presentation made by the Aurora Astros following their completion of the past season and at this time the Committee would recommend that ng action be taken but that consideration be given to the Aurora Astros Lacrosse Club when booking arrangements or contracts are considered with the Comm- unity Centre for the 1971-72 season. il REGULAR MEETING -10-SEPTEMBER 7TH,1971 REPORTS OF COMMITTEES CONT'D Financ_EJ_9_<:>~t_t~.!'_HePQr_t_!!9..!_~ 12. Aurora Day Nursery The Committee would recommend that a letter be written to the York Regional Council expressing the Anr<wa. Bunn Flooding -And Letter 18-73 The Committee considered further the information given by Mr. Bunn at a previous meeting that some flooding was continueing onto the property following the reconstruction of Yonge St. N. and that they considered damage to their property caused by a valve being opened a second time which they claim caused further damage to the dwelling, in the way of flooding. The Committee further considered the reply of the Works Superintendent and the Water Foreman as contained in ~ correspondence 18-73 and feel that~ this report indicates in the workman's statement that no additional water was discharged onto this property when the valve was op.;.~ed the second time. The Committee further discussed and various members of the Committee have viewed the property since the~revious meeting during heavy rain storms and have found that no water drainage problem exists following the reconstructiin that affec.ts this property adversily. The Committeefurtherwcommends that a copy of letter 18-73 be forwarded to Hr. Bunn for his information. 14. Letter Received From Workmen's Compensation Board Advising that as of August 1, 1971 that volunteer firemen are eligable to have in- surance coverage under the Compensation Act increased to $9,000. was considered and the Committee therefore recommends that the Clerk advise the Workmen's Compensation Board that the coverage for the Aurora Volunteer Firemen should be increased to $9,000 per annum. Present were: Mayor Illingworth, Councillors Harris, Davis, Williamson, Trent. 1. Aurora Astro Lacrosse Club Al Aston and Harry Reynolds reviewed the 1st. year of operation and difficulties. ~hey requested Council to consider supporting minor lacrosse in Aurora. The Committee-recommend that this matter be referred to the Finance Committee for consideration. 2. Letter From Del Zotto Homes The Committee suggested that clauses 1 and 2 of the attached~eement be re-· drafted in accordance with the Solicitor's recommendation dated August 12th. 1971 and further that reference to depth of the Sanitary Sewer be deleted from the~eement, as the Town cannot state that all of the Company's lands will be able to use the sewer on a gravity basis. Markur be req)lested to provide a security guard or someone to direct traffic during the construction at the Aurora Shopping Centre." CARRIED "Resolved that the 72 hour Notice be waived and that Mr .• Bishop be heard as a delegation." CARRIED Mr. Bishop presented a brief and advised the Council that the residents in phase 2 of Golf Glen Subdivision in Fairway Drive and Murray Drive are opposed to the construction of sidewalks at this time. Harris: Simmons: "Resolved that the terms of the subdivision agreement be complied with and that the sidewalk be installed and that the subdivider understand that he would be held responsible for any damage to landscaping and improvements." That the Council of the Town of Aurora in consideration of the objections raised and in consideration of the matters and petitions brought forward by the objectors, and the views expressed at a Public Meeting held on July 29th. 1971. at which time the project was fully explained by Council, and all of the objectors given an opportunity to ask questions and in consideration of all matters of good planning and of the use of this land the Council recommends that the Clerk be authorized to file application with the Ontario Municipal Board for approval of By-law 1920, and that the position of the Council of the Town of Aurora on the letters of objections be stated as follows: 1. THAT, the letters of objection do not relate directly to the Zoning contained in By-law 1920 but do pertain more to the use of the land as a housing subdivision. 2. THAT, the letters of objection appear to be more concerned with the increase of traffic which will pass on their local roads and whereas in good planning these roads are deemed to be appropriate access roads for ingress and egress of this Subdivision.
