Anderson and Associates Ltd., representing Doctor Crowe, 159 Yonge Street North, presented a proposal for a 64 suite apartment building on Doctor Crowe's property and a request for a re-zoning from Development to Apartment Residential." Trent: Miller: "Resolved that the presentation and plans be referred to the Plllnning and Development Committee for study and a report." CARRIED Miller: "Resolved that the 72 hour notice be waived and that representatives Williamson: from Mark Street and Catherine Avenue delegations be heard." CARRIED Mr. Burns of Mark Street advised that in his opinion a public meeting would clarify a number of questions that the residents had concerning the proposed subdivision by Wimpey Homes Ltd. M. Schellum of Catherine Avenue presented a brief on behalf of many of the residents on Catherine Avenue objecting to the proposed Wimpey Sub-division. Trent: "Resolved that a public meeting be held at Victoria Hall on Thursday, Henderson: July 29, 1971 at 8:30P.M. and that the engineer be requested to attend with engineering details of the proposed subdivision and that notices be sent to all property owners within 400 feet of the propose.O subdivision." CARRIED REPORTS OF COMMITTEES 1lafL~na and Development Committee Report No. 80 Councillor Harris presented a report of the Planning and Development Committee in Hhich the Conlllli ttee respectfully submitted the following: A meeting of the Planning and Development Committee was held on Tuesday, July 13th., at 8:00P.M. Matjohn Subdivision under consideration by the Regional Planning Board. 2. Westview Estates under consideration by the Regional Planning Board. 3. Ridge Road Subdivision under consideration by the Regional Planning Board. 4. The Committee recommends that the Regional Area Services be requested to prepare a comprehensive by-law including the new area of Aurora. This new by-lau Hould supersede the present By-laws of Aurora, King and Whitchurch. 5. The Committee recommends that the Brooklyn Court Development be referred to the Regional Planning Dept. for study. 6. The Committee noted that three modified plans for the Del Zotto Development ''mre received within the period of eleven days. All plans are under study by the Area Planning Branch. 7. Regency Drive Subdivision -The Committee recommends that the easterly building on the property be renovated to meet safety requirements and such work be carried out to tho satisfaction of the Town Engineer and the Building Inspector and that the owner assume cost of supervision work. This work to be completed within one (1) month of signing the agreement. The Committee further recommends that the building be entirely enclosed and remain unused until the Council authorizes eventual use of the building. It is recommended that an agreement be drawn up to stipulate the conditions required to permit the abrogration of the demolition order. 8. The Committee will meet on the Grimmett Property on Friday 16th. July 1971. M?~r's Report No. 81 Mayor Illingworth presented a report in which he respectfully submitted the following: At the Conservation Authority meeting on Thursday, July 15, 1971, the following items were discussed which may of interest. 1. -~~n Conservation Area Due to the long dry spell, it has not been possible to retain sufficient water behind the dam to bring the level of the water to a safe height, and as a result the area has not been opened to the Public. 2. 9reek Bank Stabilization -.Aurora The contract for engineering studies on the creek bank of Tannery Creek from Wellington Street to Yonge Street, as previou$1y approved by Council, has been awarded to Totten Sims Hubicki and .t.ssociates of Cobourg. \, "-~' ll:,TH. Land Adjacent to Lions Park The Authority in obtaining appraisal prices for land adjacent to Lions Park, Aurora, as it is understood that the Aurora Lions Club have offered to pay the Authority's share of the purchase. It is also understood that the Authority will enter into an agreement with the Town for the maintenance of such property as part of the parks system. t,. Sh~rds Property It is understood that the papers are now ready for signing between Mr. Sheppard and the Ontario Heritage Foundation regarding his 58 acre estate, and that further details will be available at that time. 5. Operation Sweep Municipalities were requested to contact the Authority if they had suitable projects for Operation Sweep. It is suggested that arrangements be made, if possible, to clean-up Tannery Creek from Wellington to Yonge Streets adjacent to Fleury Park and Memorial Park. ~-~ Trent: Miller: "Resolved that the report l:e accepted and that Mr. Fred Steers of Project Sweep be contacted regarding projects in the Aurora Area." Meyer's Report No. 82 Cont'd Although fire protection is a local responsibility, the above referenced letter uar referred to the Engineering Committee for study, and to make recommendations to local municipalities as to possible ways and means to provide fire dispatching service on a local, area or· regional basi so It is recommended that this item be included as a property item on the agenda for consideration by Council in Committee. 3. Police Building The Regional Solicitor reported that amendments to the Newmarket Official Plan and Zoning By-law are well under-way to permit the use of the Office Specialty building as a Police Headquarters but due to some problems in securing a clear title to the property, the offer to purchase has not yet been completed. 4. ~egional Fire Co-Ordinator Bill 102 includes the following: "The Regional Corporation shall appoint a Regional Fire Co-Ordinator who shall be responsible for the establishment of an emergency fire service plan and program for the Regional Area. 11 Although the proposed terms of reference appears to be suitable, because of a deep concern by the Volunteer firemen and Chiefs at a Mutual Aid meeting on Wednesday, July 14, 1971, a four week delay was obtained so that local Councils could discuos the proposed legislation. It is recommended that Council in Committee meet with representatives of the Fire Department as soon as possible to discuss the proposed legislation. 5. J~ronto Communter Rail Study Te~1ms of Reference were distributed for the Rail Study and further information will be presented at a later date. Mayor Illingworth in the Chair. Councillor Harris advised that he met with the executive of the Aurora Musical Society and the Aurora Drama Workshop on Friday, July 16, 1971. He felt that it would be advisable for a committee of council to meet with them and that it was rather urgent.
