Ontario Housing Corporation require a letter from the Clerk advising that Council .would have a favourable view to the amendment provided that all other requirement' that might be required were met. DEVELOPMENT COMMITTEE REPORT NO. 71 Councillor Harris presented a report of the Planning and Development Cormnittee in l<hich the Committee respectfully submitted the following: . A meeting of the Planning and Development· Cormnittee was held on Tuesday, June 15, 1971 at 8:00 P.M. Present were: Councillor. I. Harris, Chairman; Councillor W. Trent, Vice-Chairman, and Councillor E. J. Henderson, Member and C. H. Duncan. 1. Mike Felcher Investments·Ltd. The. Cormnitte<> me.t with Mr.· Mike Felcher, Mr. Boris Lebedinsky, Architect, Mr. Bernie Goldstein ;md Mr. Coulter to discuss the proposal to develop a motor-inn on the property at 82 Yo:nge Street North. The propo$al .is for fifty guest rooms, a dining room, luncheon room, lounge ancl meeting rooms. ·There would be underground parking for 36 cars and surface parking for 23 cars for a total of 59 parking spaces. The Cormnittee recormnends the approval of the proposed motor..:inn development and feels that· the rezoning of the property from apartment to cormnercial is in the best interest of the community. The Cormnittee also recommends that the necessary amendment to the Zoning By-law by site plan by-law be prepared. 2. ~age Treatment Plant and Water Supply The Ontario Water Resources Commission, by its restrictions on the Sewage Treatment Plant, is severely affecting development in the Town of Aurora and the Committee therefore strongly recommends that the meeting with the Q.W.R.C. to discuss the se\<age treatment plant facilities, be convened immediately in order that definite plans for improvements can be made. The Committee further recormnends that a report be prepared by the Engineer on the water supply capacity that will be available for development \<ithin the water distribution areas of Town. i.- 12TH. REGULAR MEETING -7-JUNE 21, 1971. PLANNING AND DEVELOPMENT COMMITTEE REPORT NO. 71 CONT'D 3. Mr. J. Bierman The Committee met with Mr. J. Bierman to discuss his building permit applicatio~ for the west side of Machell Avenue. In view of the location of the property within the floodplain, the Committee reluctantly recommends that the permit for the apartment building be granted to Hr. J. Bierman. However, the Committee wishes to advise Council that the plans for th::_ · building show one apartment unit on the basement floor level. The basement floor level is at approximately 833.5 feet. The creek bed is 826.1 and the top of th~ creek bank is 831.0 and the parking lot at the rear wall of the building is 833.0 feet, therefore the Committee recommends that a rider be added to the building permit to absolve the Town from any responsibility or any liability of any kind in the event of flooding af this property. t,. The Committee met with Mr. Don Ennis to discuss the Link Housing on Block "J" and a further meeting will be held to discuss the development further. 5. .Town Planning Institute Convention The Committee recommends that Councillor Trent be authorized to attend the Annual Convention of the Town Planning Institute in Ottawa from July 4th. to 561 .. , 1971. PLANNING AND DEVELOPMENT COMMITTEE REPORT NO. 76 CONT 1 D The Committee met With Mr. Don Ennis and Mr. Joe Giddons of Wimpey Homes Ltd. to discuss Block "J", the Link Villa Development. The Zoning By-law Amendment has been prepared for Council's consideration. The Committee recommends that the attached draft subdivision agreement be con- sidered by Council in Committee. A draft site plan agreement is being prepared and will i!De submitted to the Council in Committee at the time the subdivision agreement is being considered. Harris: "Resolved that Planning and Development Committee Report No. 76 be Henderson: accepted. 11 · CARRIED PUBLIC WORKS COMMITTEE REPORT NO. 75 Councillor Davis presented a report of the Public Works Committee in which the Committee respectfully submitted the following: The Public Works Committee met at 7:30 P.M. on Thursday, June 3, 197lo All members of the Committee were present and Mayor Illingworth, Councillor Trent and Town Superintendent MacGregor, in attendance. The following areas.were inspected: \,: •. .. 1. Easement from Jasper Drive into Fleury Park -This easement appears to be well U$ed for pedestrian traffic from the housing to the north to the core area of the Town. Some doubt was expressed about the boundaries of Block B and Block C of the Kelner property and the northern boundary limit of the park property. Your Committee recommends as follows: (a) A site plan. be prepared with th<c, property limits of Blocks B and C, the ease- ment .and parkland to be clearly shown~ (b) The entranceway to the easement from Jasper Drive to be bridged for easier access, the easement graded and a 6 foot wide walkway prepared with the sides sodded or planted with some type of shrubbery, and that it be maintained in conjunction with the parkland. · (c) Based on the findings of sub-para. (a) above, the pathway be extended across . the parkland to Wellir1gton Street on the south. 2. Easement from Dunham Crescent into Fleury Park -This easement is in very poor condition and requires considerable rehabilitation. The slope is badly erroded and there is a large open culvert and pond at the bottom. Doubt was also expressed about the actual boundaries of the easement, the ownership of the lands to the east and the limits of the parkj.and. Your Committee recommends as follows: (a) That a site plan be prepared with the property limits clearly shown, including the property to the east of the easement. 12TH. PUBLIC WORKS COMMITTEE REPORT NO. 75 CONT•D (b) It is not believed that this will be used as an access to the park, except in winter months by the children, but there is an urgent need to stop the erosion. (c) That the entranceway to the easement be cleaned up and properly maintained. The entranceway has a manhole in the centre of the pathway and another manhole presents a hazard further along the path. An open ditch from the school yard crosses the pathway and this is filled with concrete blocks which could be dangerous to children. Your Committee recommends the following: (a) That a site plan be prepared with the property limits clearly shown. (b) That the entranceway be bridged from Huron Court to provide easier access, the easement graded and a 6 foot wide walkway prepared with the sides sodded or planted with some type of shrubbery, and that it be maintained in conjunction with the parkland. (c) That the manole in the pathway be lowered or the pathway raised. (d) That the open drainage ditch be graded and sides cut back so that the area can be cut with the mower. (e) That the area north and east of the drainage ditch be included with the park- land and cut with the mower. 4. Easement from Boulding Drive to Haida -This is a drainage easement only and appears to be in reasonably good condition. It is recommended that the Town Superintendent arrange for periodic inspection to ensure that the drainage area is maintained and no fill or obstructions allowed. 5. Inspection of Roadways in Wimpey Area -The roadways in the Wimpey area have not been maintained in a satisfactory condition and large quantities of dirt and debris are on the road and being carried into the storm sewers. This situation has been brought to the attention of Wimpey Officials and corrective action taken. 6. Inspection of 44 Mill Street -Many complaints have been received regarding the condition of the roadway and the sidewalk, and the very steep ramp· for access to the property. A separate recommendation for corrective action has been submitted to Council. 7. C~L IN COMMITTEE REPORT NO. 72 Mayor Illing<<orth presented a Report of the Council in Committee in which the Committee respectfully submitted the following: A meeting of the Council in Committee was held on Wednesday, June 9th, 1971 at 7:30 P.M. to inspect the above ground services in the Whitestrip Subdivision. Mayor Illingworth, Councillors Harris, Davis, Henderson and Town Engineer, J. D. Reid, present. After inspecting the area,. the Committee recommends the following: (a) That the Town Engineer mark other areas for replacement as indicated during the tour of inspection, (2) That the sidewalks and curbs so marked by the inspection be replaced. (3) That the hairline cracks in the sidewalks be treated as outlined by the Engineer, (4) That the curbing, illich is not marked for replacement, be trimmed or the side~ralk edges filled to eliminate the variations in level. (5) That p.avement borings be taken in !pecified areas to determine the type and amount of fill and asphalt and a separate report be submitted on this item. (6) That a cash settlement be made as determined by the Engineer, to be held for future use re water services that have not been completed. CITIZEN OF THE YEAR COMMITTEE,REPORT NO. 73 Mayor IllingWorth presented a report of the Citizen of the Year Committee in which the Committee respectfully submitted the following: The Citizen of the Year Committee met at 7:30 P.M., June 16; 1971 with all members pre sen to A total of 13 nominations were received for nine nominees. After careful deliveration, a Citizen of the Year was named by the unanimous choice of the Committee. The name of the appointee will be made during the July 1st. activities. The Committee would like to express their opinion that the Town of Aurora is most fortunate to have so many well qualified citizens fot nomination of this award. All were most deserving. Mayor Illingworth, Councillors Harris, Stewart, Davis and Trent lfere present. The Committee met with representatives of the York County Separate School Board and later in the evening with representatives of Wimpey Homes Ltd. regarding the school site in the subdivision. It is understood that both parties will re-new negotiations for the sale and purchase of the school site, and that Council will be kept advised of the progress of such negotiations.
