The Finance Committee met April 6, 1971 with all members in attendance, as
outlined in Report #39o
Finance Committee Report 192 was approved by Council June 2, 1970 and a copy
forwarded to Collis Leather at that timeo Letters vmre received from Collis
Leather dated December 21 and December 28, 1970, serial number 1-9 and l-10
and referred to the Finance Committeeo However~ this subject was discussed
at a Council in Committee meeting on February 8, 1971 as reocreded in Report

It Has agreed that some corrective action should be taken as outlined in
Collis Leather letter dated December 28, 1970 and the Treasurer was requested
to prepare net costso
Net costs for the period prior to the enlargement of the plant, and during
·which the operation of the plant was reasonnbly static except for normal
increases of costs of goods and services are as follows:

In 1969, the first year of operation of the enlarged plant, the actual 1/3 cost
chargeable to Collis was $14,255o03 less 1/3 of Choice Cut-Up Chicken costs or
a net of $12, 169o 68o A breakd01m of what costs should be charged to the
operation of the old plant before modification and the enlarged plant is
virtually impossibleo Therefore it is assumed that the average over the period
1963-1968 will have increased by 5 percent or $409o85 and it is recommended that
the total cost chargeable to Collis Leather for 1969 should be $8606o84 ($8196o99
plus $409o85) which will give them a credit of $3562o8Lfo
For 1970, estimating a further increase of 5 percent for costs of goods and
service, it is recommended that Collis Leather be billed $8606o84 plus 5%, or
a total of $9,037ol8o
For 1971, estimating a further increaoe of 5% for costs of goods and service,
bearing in mind the Regional Government charge of 15% for supervision, it in
recommended that Collis Leather be billed $9,037ol8, plus 5% or a total of
$9,489o04o
The above referenced payments are for operating costs only and have no effect on
the agreement as to Collis' share of the capital costsc
For 1972, it is planned that a Sewer R~te By-law will be in effect and further
consideration to the remainin8 years of the agreement can be given at that timeo
It is also recommended that if this report is accepted by Council, that the
Treasurer be authorized to advise Collis Leather accordinglyo

Reference is made to the resolution ns recorded in the minutes of Council dated
March 15, 1971, requesting the Province to include this municipality in the
1971 Employment-Incentive Program., It was subsequently learned that in those
n.reas 'i'Jherc there is a Regional Government, the Regional Government has first
call on the Provincial subsidyo In a letter dated April 7, 1971, the Region
of York advised that "the type of work outlined in the plan applies more to
the jurisdiction of area municipalities than to the Region" Area municipalities
also have a better kno·wledge of conditions and situations that would be aided by
this plan11 o The full entitlement of the Region is bdng distributed to the
area municipalities and Aurora's share is $12,~,20o00 as determined by the
Department of Municipal Affairs,

The Committee realized the economical necessity ofdbtaining additional induct-

Councillor Stewart presented a report of the Parks & Recreation Committee
in which the Committee respectfully submitted the following:
L meeting of the Aurora Parks & Recreation Committee was held on Tuesday,
l•pril 13, 1971.
Present were: Councillors Stewart, Miller, Trent, Mro Fo Caruso, Mro Ro Blick,
Mr. L Keffer, Mrs. M. Dawson, Mayor Illingworth, Councillor Harris, N. Hcllc,r,
B. Young and E. Batson.
The bllowing matters were discussed:
t-1. Aurora Tennis Club
The Committee has had several meetings with the lmrora Tennis Club and they
have expressed the desire to become e.. part of the Aurora Parks & Recreation
Committee. They have proposed a schedule of fees as follows: Juniors -$L:-.OO,
Seniors-$7.00, Ceuples-$12.00, Family-$15.00. They uould turn these
fees over to the Parks & Recreation Cormnittcc and in addition hand over their
bank balance of approximately $800. They in co-operation vJith the Recreation
Director vmuld set up a schedule oi fimcs when the courts vmuld be available
to them. The Committee therefore recommends that the Council approve the
acccptnnce of the Aurora Tennis Club as part of Parks & Rccr2ation and that
Tenders for the repair of the Tennis Courts be advertiscdo
2. ~ccreation Banguet
Tho Corrnni ttcc recommends tf:_~....,t instead of a Recreation Bc.nquet which has been
held in the past years a social evening be held in the nurora Community Centre
on Hednesday, Nay 26. That all volunteer loaders of Recreation program beo
in vi ted to meet together nnd ;;i th CounciL The Commi ttce would therefore
request the sum of $350.00 be approved for this eveningo
3. Full Time Secretary
It is now apparent that there is a need for a full time secretary and the
Committee therefore asks Councilts approval of this appointment and that }1rso
Co Daines, presently acting part-time secretary, be given first opportunity
for the position.
It is also suggested that tvm line telephone systems b<: installed under the
present number of the Community Centre -727-4522 -and that the Recreation
Director's office be brought under this systemo

The Committee recommends that the, sum of $650. be approved as expenses for
the Aurora Art Show. It is hoped that this sum will be recovered by admission
charges to the Hine and Cheese party and the Art Showo

the creek-bed in a suitable location north of the former Champman property
