DELEGATIONS Miss Mary Gibson of the Beta Sigma Phi presented a brief on behalf of the Sorority recommending that Council give consideration to some form of promotiona: or advertising using products from local industry; for example, leather boolane.rkc or pins made of aluminum, pencils, matches or bumper stickers, etc. Miller: "Resolved that the brief be referred to the Finance Committee for Henderson: study and a report." CARRIED Mr. Don Ennis of Wimpey Homes Limited presented two alternative plans for town housing on Block M on the south side of Orchard Heights Blvd., Aurora. Williamson: "Resolved that the plans be referred to the Planning and Development Miller: Committee and that the Committee meet with Mr. Ennis for an on site inspection as soon as possibleo" CARRIED Mr. Dusty Nicklas, representing Matjon Properties Limited presented a draft plan of subdivision for two acre estate lots located north of the C.F.R.B. Side- road between Yonge Street and Bayview Avenue. The plan proposes seventy-five lots with one block of land fronting on Yonge Street for possible future commercial development and two other parcels in which the developer has no definite:.plans for development at this time. CtillRIED REPORTS OF COMMITTEES Public Safety Committee Report No. 31 Councillor Williamson presented Report No. 31 which had been tabled at the meeting of Council held on March 29, 1971 with the request that Clauses 1 and 2 be held in abeyance for further study by the Committee. The Public Safety Committee met at 7:00 p.m. Monday, March 22, 1971 to discuss various itemso · All members were present as well as Councillor Harris. 1. It is recommended that a pedestrian control light be installed on the north east corner of Wellington Street and Yonge Street similar to the one on the north west corner. (Referred back to Committee) 2. It is recommended that a delayed green light be installed on the north east and south east corners of Wellington and Yonge Streets also the necessary pedestrian control lights. REGULAR MEETING -13-APRIL 5, 197L P~anning and Development Committee Report No. 34 Cont'd 1. Proposed Subdivision on.Ridge Road The Committee met with Mr. J. Bentley to discuss his proposed subdivision on the south side of Ridge Road. Mr. Bentley has 19.4 acres and his proposal calls for eight lots of approximately two acres each and one lot being approximately one acre in size. The Committee will be studying this proposal further and, in particular, the by-laws of .the Township of King and how they apply to this proposal. 2. Office Building ,. .. 136 Yonge. Street North The Committee has dtily noted that;no action has occurred on the part of the builder, F. Orsi·Construction Limited, since Mr. Jubb placed a "stop work order" on the construction of the office building at 136 Yonge Street North and revoked Building Permit Nun\bers 2820 and 2914 on February 18, 1971. 3. Mount Pi%;sh Chllrch Mr. Harry Smith on the Church Trustees for MOunt Pigash has advised Councillor Harris that a chllrch mission organization has approached the Trustees on acquiring the Church and the request has been forwarded to the Church Presbytery for consideration. Mr. Smith is to advise Councillor Harris of the decision by the·Church Presbytery on the Church Nission•s request. Harris: "Resolved that the report of the Planning and Development Committee Henderson: 4ft34 be discussed item by item and accepted." CARRIED Special Committee Report No. 35 Councillor Miller presented a report of the Special Committee in which the Committee respectfully submitted the following: The Committee would like to advise that there is a Sherman Tank being made available at Canadian Forces Base Borden to the Town of Aurora. The cost of ensuring the safety of the tank, closing of all openings, etc. \muld be $500.00. The Committee therefore recommend that consideration be given to purchase the Sherman Tank at a cost of $500.00. A base for the tank must be available prior to the arrival of the tank. The Committee suggests that the Works Department be requested to erect the base, the cost of which the Committee understands is very nominal• The Committee has an opened mind as to the location of where the tank would be situated. CARRIED Councillor Harris in the Chair. Transportation Committee Report No. 36 Mayor Illingworth presented a report of the Transportation Committee in which the Committee respectfully submitted the following: A meeting of the Transportation Committee was called for 8:00 P.M. on Thursday, April 1, 1971. Councillor Trent was on vacation and Councillor Williamson had a prior commitment. As arrangements had been made for Mr. Farquharson to attend, the meeting was held with Mayor Illingworth in attendance. 1. Aurora Bus Lines Mr. Farquharson, of the Aurora Bus Lines, is most anxious to obtain new equipment but does not want to commit himself without some assurance from the Town of his rights to operate. In July, 1970, an application was made to the Town to obtain a franchise, but no action was taken at that time, due to the forthcoming Regiona:. Government. The Town Solicitor advises that the Municipal Act contemplates three basis situations: (a) A l1unicipal Council has the pm•er to license, resulate and govern owners and drivers of buses. The by-law can provide for the collection of rates or farce, for the limitation of the number of buses used or any classes thereof. (b) A Municipality may establish and operate its o~m system. (c) A Municipal Council, subject to the Municipal Franchise Act, may enter into an asreement with any person for a period not exceeding ten years for granting the exclusive right to maintain and operate buses for the conveyance of passengers in a defined area of the municipality. Mr. Farquharson has operated a bus service in Aurora for the past four years without a written agreement and has not received a subsidy or any financial or other consideration from the Town. Therefore it is recommended that the Transportation Committee prepare a draft by-law in accordance with Section 395 of the Municipal Act (item (a) above) and that such By-law be submitted to Council and Mr. Farquharson for consideratiu: 2. It is recommended that Council endorse the stand taken by the Retail Merchants Association and that a copy of their letter and Council's endorsation be forwarded to Go Transit officialso 5. M~eting with Go Transit Officials It is recomn1ended that a meeting be convened with officials of Go Transit at a mutually agreeable date to review the operation of Go Transit and discuss future plans. 6. With the exception of elected members of Council,the award is open to all Citizens of the Town of Aurora, 16 years of age and over. 2. Nominations for candidates may be made by an individual citizen, a group of citizens and/or a Town organization. 3. Nominations for candidates shall include a brief, but detailed, synopsis of the activities of the candidate in theTown of Aurora which would qualify the applicant for consideration as Citizen of the Year. l,. The selection of the Citizen of the Year shall be based on the nominations received and the information contained in the nomination. 5. Judging will be based on the all-round activities of a community nature, rather than one specific item, and the opinion of the judges will be final. 6. Maintenance -Municipal Building Start at $104.00 weekly with a $6.00 weekly increase for 3 years to a maximum of $122.00. School crossing guards will receive pay for Statutory holidays during the school year. (c) All staff will normally retire at age 65, but may on a mutual agreement basis and approved by Council, be granted a year to year extension until age 70 when retirement is mandatory.
