Mayor Illingworth advised the Co1indl that Wimpey Homes Ltd. have arranged for a
tour of a town housing development arid a link housing development for Saturday,
February 20, 197t for the Council. '

Mr. Peter Ieraci appeared before Council to request a re-zoning of his property, on
the east side of Machell Avenue and north of the driveway entrance to the I.G.A.
parking lot, from apartment to cmrmerd.al. He presented a proposal to build a
beauty sa1on and barber shop facing onto the parking lot.

Special Transportation Committee Report No. 15
Mayor Illingworth presented a report of the Special Transportation Committee in which
the Committee respectfully submitted the following:
In accordance with the Terms of Reference authorized by Council, the Special
Transportation Committee met at 8:00 P.M. Thursday, February 4, 1971. All members
of the Committee were present.
Mrs. Merelyn Heble of E. & M. Taxi and Mr. Tom Glister of Able's Taxi were in
attendance.
The Committee had a very complete and frank discussion with the operators and as a
result have many items they wish to check out in greater detail, before making
recommendations to Council. However, it is quite evident that major changes should
be considered for By-law 1397.
A further report will be submitted.

Following review o£ the mol'l.thly accounts several items ~1ere discussed.
1. It is recommended that the Association of Ontario Mayors & Reeves invoice for
membership in the '/ear 1971 in the c\mount of $75.00 be approved for payment.
2. It is recommended that the Muscular Dystrophy Association of Canada be advised
that while their needs end purpose are recognized by the Aurora Council, it is not
recommended that a grant be paid at this time. However, it is suggested that the
Region of York consider a United Appeal type of scheme whereby associations such
· ..... as the Muscular Dystrophy Association might benefit from an overall scheme, and may
further qualify for a grant from that level of Municipal Government.
3. St. Andrew's Presbyterian Church Anniversary Year. It is recommended that an
appropriate basket of flowers be donated from the Town of Aurora to honour the lOOth.
Anniversary of the St. Andrew's Presbyterian Church in Aurora.
The details to be worked out in conjunction with Rev. H. W. McAVoy.

The Committee noted with satisfaction the reduction in temporary borrowing rates

As our present agreement is based on a population figure, a letter is recommended
to be sent to the Ontario Humane Society increasing the area of patrol in accordance
with the total new town populationo

Jews
As this request is similar to others considered by Council and is of a general nature
and not specifically of Aurora residents, the Committee recommends that no action
be taken on this matter at this time by the Aurorl' Councilo

It is recommended that the Town subscribe to the Aurora Chamber of Commerce to

12. Aurora Highlands -Company Membership
It is recommended that the Town of Aurora take out a membership in the amount of $60.00
for the year 1971.

Council in Committee Report No. 20
Mayor Illingworth presented a report of the Council in Committee in which the
Committee respectfully submitted the following:
A meeting of the Council in Committee was held on February 8, 1971 in the Council
Chambers at 27 Yonge Street South at 8:00 P.M.
All members of Council were present, except Councillor Simmons.
1.' Collis Leather Agreement
This matter was discussed at lengt~,and additional information was requested which
would be considered by Council in Committee at 7:45 on February 15, 1971.
2. Surveying Cost -Regional Waterworks
The Clerk advised that this invoice had been turned over to the Region of York to b<
considered by them for payment.
3. Disposal of Leaves
It was recommended that the recommendations of the 1970 Works Committee regarding
the purpose of the leaf collector be referred to the 1971 Budget and considered by
the 1971 Works Committee.
4. McConnell and Minichiello -Driveway
It is recommended that a copy of Mr. c. Johnston's, Town Solicitor, letter be
forwarded to Mr. McConnell stating that in our solicitor's opinion this is a privat~
matter and not under the jurisdiction of the Town.
5. Fall-time Engineer
It is recommended that the Works Committee study and report further on this matter.
',,> 6. Parklands and Subdivision Agreements
It is recommended that this matter be referred to the Finance Committee for further
study and report.
7. Safe Driver's Award Ban~e~
It is recommended that the attached list of drivers who have qualified for the
Safe Drivers' Award during the year 1970 be extended an invitation and that tickets
be purchased, including transportation, where necessary, and that a policy be
prepared for future years.
8. Clerk was requested to write a letter to the City of Kitchener to see if they
are still satisfied with the snowgate type plough, which they were using during
the year 1969-70 and further that a communication be written to Mr. J. Astill of
Deep River to enquire if any of his snow-type ploughs are used in this area.

Reference is made to Council in Committee Report No. 12 (Item 4) as recorded in
Minutes of Council dated February 1, 1971 regarding Police Contract -Cleaning
· Aliowance.
Arrangements have l1een made to forward a cheque in the amount of $6.00 to all
officers covered by the contract for the period October 15, 1969 to January 31, 1970,
as previously agreed to by the 1970 Council and the Association.
A review of petty cash vouchers for the cleaning allowance for the remainder of
1970 has been carried out and the following payments were made for cleaning:

Planning & Development Committee Report No. 17 Cont'd
The Committee recommends that a letter be sent to Mr. T. Won requesting a copy of
an agreement between the owner and Mr. McClenny or alternatively, a letter from
Mr. McClenny agreeing to the diversion of the creek from his property.
The Committee considers that the design of the slopes along the south and north
walls of the underground garage are too steep at a 1 : 1 slope and recommend that
the slopes be reduced to a 2 : 1 ratio.
5. Subdivision Developnieht Policy,
The Committee recommends that in view of the serious situation of the capacity of
the sewage plant, that all proposed plans of residential development outside of the
core of the Town be deemed premature. Estate type residential developments on two
acres or more that will be serviced by private disposal systems (septic tanks) '1111

6. Proposed Amendment Number 1 to the Official Plan of the Township of Whitchurc~
The Committee discussed the proposed Amendment No. 1 to the Official Plan of the
Township of Whitchurch and has no objection to estate type development on lands as
sho•m in the amendment. The Committee recommendo that the Council consider the.
proposed amendment and if approved, that the necessary by-law be prepared.
7. Planning Services
The Committee recommends that the planning facilities of the Region of York Planning
Office be used by the Town of Aurora.
8. 1971 Estimates
The Committee has considered the 1971 estimates for the Building Department and
Committee recommends that the estimates be forwarded to the Treasurer.

3. Waterwor~ Improvements
The Committee discussed letter 3-6 from J. D. Reid recommending the major alterations
to the north pumping station including the installation of the new pumps, and
Clause 6 of letter 3-41 and Clause 5 of Report 243 (70).
The Committee recommends that the engineer be authorized toobtain firm proposals
as recommended in his report for the installation of the pumps as soon as possible
and, if necessary, that provisions be made for the addition of the silicon treatment
as a second phase of the contract.
4. Warble Fly Inspector -Letter 3-51
The Committee recommends that the Provincial Statute requirements be checked and if
the appointment of a Warble Fly Inspector is not mandatory, that no action be taken
at this time.
5. Sewage Treatment Plant
The Committee considered letter 1-6 from the Ontario Water Resources Commission
recommending improvements to the facilities at the Sewage Treatment Plant.
The Committee recommends that the report be implemented and that the Town Engineer
be authorized and requested to prepare the necessary designs and to submit them to
the Council as soon as possible.

The Committee recommends that a letter be .sent to Mi. Edwards advising that the
Town can not accept liability for the damages to his garbage cans.
7. Dunham ~res. and Huron Crt. -Letter 1-34
The Committee discussed the problem of the erosion of the parcels of Town-o~med
land between Dunham Cres. and Fleury Park and between Huron Crt. and Fleury Park.
The Town Engineer estimates the cost at $5,000. to take corrective measures.
The Committee recommends that the Engineer determine if subsidies are available
and the Co~~ittee will inspect these lands in the spring.
8. Letter 2-25 - 8 Hammond Drive
The Town Superintendent advised the Committee that this matter has been taken care of.
9. Letter 2~34-Salt and Sanding
The Committee recommends that the present system of mixing one part of salt and ten
parts of sand and the sanding of all roads, including rural roads, continue as is.
10. ~tter 2-35 -Sidewalk Snow Ploughing on Yonge Street
The Committee is satisfied with the present method and no other action is recommended •
11. Letter :OL-24 -Model Builders (Aurora) Ltd.
The Committee discussed the letter from Model Builders who objected to the additional
charges for the sewer connection to Alcan Ltd. The Committee is of the opinion that
the additional charges are in order and recommend that copies of the sewer connection
By-law be sent to Model Builders and Alcan Ltd. pointing out the costs for
commercial sewer connectionso
12. Letter 3-27 -Number 1 Gasoline
The Commiltee recommends that tenders be called for the supply of Number 1 Gasoline
and for diesel fuel.
13. Letter 3-28 Trench Inspector
The Committee recommends that Mr. L. Casey be appointed Trench Inspector for the
Town of Aurora.
14. Letter 3-41 Haulage of Sludge
The Committee recommends that it be determined that the Region of York has applied f~
and received approval of the haulage and disposal of sludge from the Sewage Treatment
Plant.

15., Weed Inspector
The 'co~ittee recommends that on account of the enlargement of the Town and the large
rural !iteaa that advertisements be placed in the local papers for the position of
Weed Inspector.
The Committee also recommends that a letter of appreE!ation be sent to Mr. T" Newton
on the excellent job he did last year as Weed Inspector.
16. Tree Roots Blocking Main Sewers
Whereas the main sewers on Gurnett Street and Cousins are badly choked by tree roots,
therefore the C6mmittee recommends that any legal way be investigated to have the
two weeping willow trees on the east side of Gurnett Street at Cousins Drive removed.
The Committee also recommends that consideration be given to the removal of all
weeping willow ,trees and soft maple trees on Town property (boulevards) and that
if possible, a by-law be prepared prohibiting the planting of these trees.
17. Snow Ploughing
The Committee recommends that after the roads have been initially ploughed and
the sidewalks have been cleared, thattbe Bombardier and Tractors be employed to
open up private driveway entrances that have been blocked by the snowploughing
equipment.
18. Mobile Radios
The Committee recommends that firm quotations be obtained for the supply and
installation of a base radio station and five mobile radios based on the speci-
fications of the Region of York Engineering Department and capable of two frequency
system.
