PRESENT: Mayor R. A. Illingworth, Councillors Davis, Harris, Henderson, Miller,
Stewart, Trent and Williamson.
Mayor Illingworth advised Council that Mr. Lambert Willson has been elected
Chairman of the South Lake Simcoe Conservation Authority.

"Resolved that a letter of appreciation and congratulations be sent to
theAurora Minor Hockey Association on the success of their Bantam
Hockey Tournament."

DELEGATIONS
Mr. Colin Bennell of Wimpey Homes Ltd. presented a proposal for a link housing
development on Block "J", Plan Ml210 on the north side of Orchard Heights Blvd.
The proposal calls for 61 units.

Planning and Development Committee for further study and a report."

Mr. Thomas Won representing Mrs, Herskovits, who was present, presented a
modified plan for the proposed apartment building on Mill Street. The building
is to be half the height of the building from the side property lines in
accordance to the Zoning By-Law. The lot area, as determined by survey, is
1.3456 acres and the proposal is now for 81 apartment units.

Mr. Lambert Willson, Chairman.of the South Lake Simcoe Conservation Authority,.
advised the Council that the Authority is proposing to enlarge its jurisdiction
to include the areas draining to Lake Simcoe between the present Authority's
limits and Beaverton. This area is presently not in any Authority, and that
the approval of the municipalities who are members of the South Lake Simcoe
Conservation Authority is required.

Conservation Authority to increase the area under its jurisdiction

to undertake i". the. creek . stali>diZation between Auto.ra Heights Drive and Yonge
Street. The tota:i cost is .estimated at $14iOOO.OO of which the senior levels
of government will contribUte 55% and that the Authority artd Aurora wili each
pay 50% of the remaintng 45% of the total cost. Aurora's share would amount to
.$3,150.00 approximately.

Mr, Joseph Smith of Cherry Construction Co, Ltd, was present to discuss the
final revised draft plan of subdivision, as approved by the Community J'lanning
Branch and the addit:l_onal conditions of approval required by the l'linister of ·
Municipal Affairs,
The Committee recommends that the final draft plan rrf the Cherry Subdivision,
dated December 29th, 1970, be approved and that the conditions of dra.:f't plan
approval required by the Minister be accepted,
The Committee recommends that the Committee be authorized 'to prepare a draft
subdivision agreement with Cherry Censtructicm Ltd,,
The Committee recommends that the Council give consideration to the proposed
street names in the draft plan of subdivision and in particular, to Catherine
Crescent,

request of a franchise, This may include meetings with the operator
and the legal opinion of the Town Solicitor,
), To study and report on the operation of the local Taxi serVice, This may
include meetings with the owner/cperator, .
4, To study and report on alternate methods of commuting travel service and
arrangements,
5: Meetings will be carried out in the same manner as Standing Committees
and every member of Council will be adVised of the date, time and place
of meeting and the agenda,
6, Unless otherwise authorized by Council, the Special Transportation Committee
will be disbanded when the final report has been submitted to Council on
items 1-4 inclusive.

would be held Thursday, January 28, 1971 at 8&00P,M. in· the Scott Central
School, Sandford, Ontario, to discuss the proposed enlargement of the South
Lake Simcoe Conservation Authority,
It is requested that Council provide some directi.on as to recommended action,

It was interesting to note that the Dtrector of the Conse±yation Authorities
Branch encouraged the appointe!ls to co_p.iii.ilt their respective Councils on
proposed changes, · ·
Considerable discussion took pJ.ace r~ai:ding the resolution pf the fo:r'mer
lh v. ciA. re flood plain control as outiined .in their letter bf December 16 I
1970, The Autho:r.'ity was, advisf.ld th?-t. the Town of Aurora had tabled the
resolution until auch t~in~ as the McLa::i:·eri repo;r:t is made available to the
municipality and a.mEi.etlng has been convened with the constiltants to discuss
the report, !t is quite apparent that the Authority is adalnil.nt in pushing
this flood plain cbntrol plan through as quickly as possible,
!t is hoped that the final report and the meeting Will be arranged in the
near future, but no definite date is available,
It is recommended that Council advise the Authority that they are not prepared
to support the resolution until such time as the report is available for study
and after the meeting with the consultant~ and if need be, will oppose the
resolution until such time as this info~tion is available,
The consultants have proposed a further study of the Holland River.
It is recommended that Council advise the Authority that no actil n be taken
on this until the first study has been approved and adopted.
Mr. Lambert Willson will attend Council on January 18, 1971 to outline the
planned program for streambank improvement in the Town of Aurora, as haf! been
prev~ously requested, ·
