PRESENT: Mayor Illin~;orth 1 Reeve E. Buck, Deputy Reeve W. Trent,
Councillor Davis, Harris, Henderson, Hiller and Ste~rart.
Constable Ted McClenny and the members of the Aurora Police Association
presented to the Council a portrait of William Langman, Police Chief of
Aurora for thirteen years, as a token of their appreciation and to
recognize his service to Aurora. ~~yor Illingworth accepted the portrait
on behalf of Council and expressed the Council's appreciation to the members
of the Aurora Police Association.
Mayor Illingworth presented a cheque to IYlr. Osborne, \<hose balloon ~1as declared
as second place winner in the July 1st. Balloon Race. His card was returned
frqm Groton, Connecticut.

On October 13, 1970, Mr. Earl Ste«art, representing the Chamber of Cownerce,
and I met with officials of the C.N. Toronto area to discuss the present
operation of their Servo-Centreo and future plans.
c •. N. plans to introduce on a national scale, a computer-based information centre
which will vastly alter traditional procedures for reporting and controlling
railway traffic. Ultimately it will provide shippers uith the most modern
transportation information service on the continent.
For the paet several months, Aurora has been served for express, freight and
car-loading by the Norto>m Servo-Centre located in Vaughan Tmmship. Although
the Aurora Station is not officially closed and an agent still available, little
or no business has been carried out at the station since the Nortwon Servo-
Centre was put into opera·tion.

-Providing appropriate information on established rates, also instantly on
request.
-Producing transportation performance forecasts of sufficient accuracy to
enable industry to reduce its stockpiles.

Servo-Centres are points where infozmation is fed into the central. computers
where it can be retrieved. A person who >mnts to tuilize the information. need
only telephone the Servo-Centre vi'i.th his request. Accordingly C.N. is arranging
a net,JOrk of toll-free lines throughout each Servo-Centre territory so that
persons living some distance from it ,,rl.ll be able to use its facilities freely.
Direct lines will also give communities, not at present having an open C.N.
agency, the Same ·information-advantages as those which do proneeosone nouo
It is the opinion of C.N, officials that in general, people have found it
easier to check the location of a freight car, ""press rates, or conduct other
business by telephone with a major centre which in ever-1 case 1dll be open longer
hours than has been justified at local points. It is pointed out that in many
cases the local egent often hnve, of necessity, performed the role of a middle-
man, as the agents now must telephone a larger centre themselves to order a car
or obtain the required infornw.tion. Servo-Centres and direct lines will
supersede many railway agency functions as are presently knovm. Servo-Centres
have resources for surpassing those available to any conventional agency ..
It is also pointed out that in some cases like Aurora, the local agent are left
l,·Tith little meaningful work to do., There is no intention to reduce se:;:ovice in
any community, but rather to improve it .. Arrangements ~·;ill continue, as a::e
presently in effect, for a local on-hand depot to be maintained where m:preso
parcels can be picked up, or left for handling by C.N. high<my vehicles. In
addition, mobile CoNo representatives '..rill be available to assist cus·i:omero in
making greater use of existing facilities.

With e"ception of Bradford, Newmarket and Leaaide, the C.N. plan to apply to
the transport board to officially close the other stations, including Aurora.
The three stations remaining open are for operational purposes only and vrl.ll
still use the facilities of the Servo-Centre.
It should be fully rea,lized that the Servo-Centre is primarily designed for the
handling of freight, carloads and express, although it ie possible that passenger
information will be available at some future date. The Aurora station hec not
been used for passenger traffic for some period of time •

The advent of some type of rail commuter service is not in the foreseeable
future and the present station <muld not be sui table for a colllllluter type
serviceo
If the Town of Aurora plans to prepare a case to oppose the C.N. in the closing
of the station, some definite information based on actual customer eA~erience
will be required. It will not be possible to depend on an historical, emotional
or other type appeal. Sometime in the past a survey was carried out vrith
local industries and little or no cause for complaint m>s received. Since b'lat
time the railway has improved its service, especially in the field of custom
and bonding facilities.
The C.N. officials have advised that "no changes to our service will be made
in any community without prior discussion with the community's leaders." As
you will recall, this was done over a year ago, ~Jhen thG Servo-Station was
just introduced. The service is not being changed in itself, Gxcept throuc;h more
ancl faster information, but the station is scheduled to close, if approved by
the Transport Board.. If considered necessary, repreaentativee of the C.H .. l;rill
speak to Council groups from industry, commerce, etc .. , to further outline the
available ,services ..

The Committee is. considering the request of the United Church to have the steps
on Tyler Street repaired, and a further report will be submitted.

The Committee considered the request of the United Church to have a tree
removed. The tree is on private property and the Committee recommends that the
United Church be advised that the Tm·m can not remove this tree.

The repairs to bring the Street s .. reeper up to top mechanical condition vrould be
extensive a.nd Sicard Equipment have estimated the cost between $3,000. and
$3,500. for the repairs. The Committee recommends that the present s~reeper
be traded-in on the purchace of another sweeper and that the moniec be ex·pendecl
from capital funds.

The Committee discussed the leaf equipment used by the Tm:-m of Oakville and the

an estimated cost of $2700.00, from capital funds.

The Committee concurs with the To~m Superintendent's recommendations on the
safety equipment required and recommend that the matter be referred to the
Water Resource9 Cormnittee for consideration and purchased from the we.te.r 1::1orL
funds.
7. Equipment Rental -Le.tter 21-3.
The Committee discussed the requirements for snow removal equipment neecied for
the 1970-71 winter season. The Town hao, with the repair of our present
grader, sufficient equipment to snow plowthe present streets, ho~1ever after
January 1st, the Committee does not know what equipment ~·rill be required to plo>J
the roads in the new areas and >~hether or not the new grader, if purchaoad and
received by January 1st, will be sufficient. Therefore the Committee
recommends that a grader be rented from Armitage Construction from January 1st,
1971 to the end of March at the rate of $650.00 per month standby and $15.00
per operating hour, including operator.

The Committee recommends that a letter be sent to Mr. Gibson, 35 Glass Dr.,
pointing out that the watercourse is on private property and that the Tm-m

The Town's Grader (Adams) requires repairs to the crankshaft and replacement
of the oil pump, cam shaft and drive eears. The coct of repairs is eoti~tcd
at $1250.00 to $1450.00 and the Committee recommends that the repairc be made.

A meeting of the Works Connnittee '·rae held on Nonday, October 26, 1970 at G:OO
P.M. to intervie" applicants for the position of Hechanic.
Three (3) applicants Here intervie1<ecl. by the members of the ~lorks Committee
with Mr. E. A. McGregor, also in attendance.
The Committee reconnnends that Nr. Douglas Hanningwell be hired as a l>iechanic
for a six month probationarj period at the recommended salary.
