CARRIED REPORTS OF COMMITTEES Works Committee Report No. 229 Councillor Davis presented a report of the Works Committee in which the Committee respectfully submitted the following: As authori~ed by Council the Works Committee obtained a price for the repairing of the entrance ways to he Community Centre parking lot in an amount of $400.00 and work has been completed. Davis: "Resolved that the report of the Works Committee, dated October 19, Stewart~ 1970, re repairs to entrance ways at the Community Centre parking lot in the amount of $400.00 be accepted and the Seal of the Corporation be attached hereto." CARRIED Works Committee Report No. 230 Councillor Davis presented a report of the Works Committee in which the Committee respectfully submitted the follo~nng: A meeting of the Works Committee »as held on i1onday, October 26, 1970 at 0:00P.M. to interview applicants for the position of mechanic. Three (3) applicants were intervie~red by the members of the Works Committee with Nr. E. A. McGregor, also in attendance. The Committee reconnnends that l'lr. Douglas Ylaning.,ell be hired as a mechanic for a six month probationary period at the recommended salary. REGULAR MEETING -6-NOVEMBER 2, 1970. Works Committee Report No. 231 Cont'd A meeting of the Works Collllllittee was held on Monday, October 26, 1970 at 8:00 P.M, Present: Deputy Reeve Wm. Trent, Chairman; Vice Chairman Councillor Davis and Councillor Stewart, Member; and also Town Superintendent E. A. McGregor. The following matters "ere discussed: 1.-Stockpiling of Sand-Memo from E. A. McGregor The Committee would like to report that the stock piling of winter sand and salt is underway. Due to the increaoe in road ourfaces to be treated it is necessary to prepare more material. The Superintendent informed the Committee of a potential hazard. The distance between the hydro lines and the top of the surface is too close for safety. The Superintendent has requeoted pennission to rent a clam bucket to stock pile the material in another location. The Comm- ittee gave permission to rent the machine for 16 hours at $18.00 per hour. 2. Specifications for Tractor The Committee revie,-red the tender specs. for an industrial trc.ctor •·rith loader, the-5~200 pick up truck, the 10,000 G.v.w., platform truck, the 27,500 G.V.W. dump truck and the 160 h. p. grader. The Committee made minor corrections and changes and would recommend that invitational bids as well us the normal nelmpaper ads be let. 3. '--Complaint from Hiss Baldwin, Yonge and Mark Street, Drainage Problem The Superintendent reports that work has been actioned to correct the situation. The Committee recommends that the Clerk contact Miss Baldwin to ascertain if she is satisfied with the results. 4.. Letter 19-80 from G •.. E •. Gomme, Minister of Highways Letter from the Minister of Highways offering courses subsidized by the govern- ment. Mr. McGregor informed the Committee that no one in the Works Department wish to avail themselves of this opportunity. No action is therefore required. 5. Letter 18-34 from E. A. McGregor -Sewer· .. Back-up -47 Harrison Avenue The problem has been actioned. No further action required by Council. 6. Letter from J. D. Reid, Town Eng~neer The letter gives a summary of the "ork approved by the Department of High,vays for 1970 as follows: 1. Yonge Street Connecting Link -$30,680.00 2. Machell Street Storm Sewer -$2,500.00 3. Edward Street holdback-$2,700.00 4. Glass Drive hold back $4,000.00 Sub total $39,880.00. The total amount approved for subsidy is $222,310.00. CARRIED Council in ·committee Report No._m Councillor Henderson presented a report of the Council in Connnittee in ,,,hich the Committeee respectfully submitted the foll~ting: A meeting of the Council in Committee was held on Wednesday, October 28, 1970 at 8·:00 P.M. Present were: Reeve E. Buck, Deputy Reeve Trent, Councillor Davis, Harris, Henderson, Miller, Simmons & Stewart. 1. Water Reservoir: (a) Reservoir Site The Committee authorized Mr. J. D. Reid to meet Hith Wimpey Canada Ltd. to obtain a letter of intent to sell t.!Je site to the To~m. The Cormnittee recommends that if Mr. Reid is not successful in obtaining the letter of intent, that a meeting of the Council in Committee and Wimpey Canada Ltd. be held on Honday, November 2, 1970 at 7:00 P.M. The Committee also recommends that the Engineer's recommendation be accepted for the supply of the reservoir structure from Canada Gunite Ltd. 2. Water Improvement: Mr. Reid advised the Committee that the contract documents for the silica treatment of water to hold. the iron bacteria in suspension will be ready in about twu to three ~;eeko and that the treatment could be in operation by some time in March, 1971. 3. Kenn!ldy. Street West Reconstru~ The Committee recommends that the Engineer be authorized to call tenders immediately for the reconstruction of Kennedy Street West. 20TH. REGULAR MEETING -8-NOVEMBER 2, 1970. Qouncil in 'Connnittee Report No. 232 Cont'd 4. Sunnybrook Subdivision, Phase ~ The Committee was advised that the Performance Bond, in the amount of $20,000. of Whitestrip Construction Co. Ltd. is up for renewal on November 1, 1970 and that the Company has completed most of be deficiency list in the subdivision. The Committee reconnnends that Whitestrip Construction Co. Ltd. be required to maintain the performance bond until the eficiency ~mrk is totally completed. 5. Evermore Investments The Cornmi ttee met with l'ir. Brewin to discuss the proposal of Evermore Investments for the development of an apartment building on the rear portion of the old arena site. Nr. Bre,·rin advised that his client feels that his proposal for 52 suites is minimal for economic development of the site. The Connnittee recommends that consideration be given for an increase in units per acre density above the recommended 50 units per acres of the York County Planning Office provided that certain controls ana conditions ,.,ere agreed to and the s'igning of an agreement binding on the heirc, successors e.ncl assie;ns of the O'Wnero 6. Hotel Proposal, 82 Yon&e. Stree.t. North Mr. Clouter and Mr. Felcher presented more details on their proposal to build a hotel on Yonge Street North, immediately south of the A. & P. Plaza. ~tr. Clouter advised that it now appears possible for them to acquire additional property to the rear of their site, and their architect has re-designed the proposed building. The Committee recommends that the Planning Board study and make recommendations on the proposal. 7. ~ucation Equalization Factor The Committee authorized the Clerk to make a formal appeal on the equalization factor to the O.M.B. 8 •.
