Police Committee Report No. 202
Councillor Miller presented a report of the Police Committee in which the
Committee respectfully submitted the following:
A meeting of the Police Committee was held on Thursday, July 9th, 1970 at 7:00

Present were: Chairman Councillor Miller and Member R. Illingworth
1. Uniforms
Due to a misunderstanding the summer uniforms of two police officers were not
purchased when the original order was placed. Therefore, the Committee
recommends that two summer uniforms be purchased for P. c. Mitchell and P. C.
MacDonald.
2. Letter Safety Council re Haida and McDonald Drive
(a) Painting of pedestrian crossing lines across McDonald Dr. joining the
sidewalk on Haida Drive. The Committee concur with this recommendation but
suggest that the Safety Officer check other streets which might be in need of
painting.
(b) Painting of 18" stop line on McDonald -The Cpmmittee concurs with this
recommendation.
(c) Improve Lighting -The Committee concurs with this recommendation and
suggests that a letter be sent to the Aurora Hydro requesting their co-operation.

3. Constable Lowell McClenny's letter of May 6, 1970 requesting purchase of
shoulder flashes so he ~ight send them to collectors.
The Committee recolllmend that Where possible., Constable McClenny should use shoulder
flashes from old shirts and would also recommend that if a sufficient number of
flashes is not available that a supply of up to a maXimum of 25 per year be
purchased.
4. Additional Cadet
The Committee recommends that no action be taken ln this regard as it is only a
short time until Regional Government takes over.

A meeting of the Parks.Development Committee was held on July 16, 1970 with
all members of the Committee and N. Weller, present. The Committee toured the
Wimpey Park, Golf Glen Park and Cousins Park.
1. 0/impey Park
The Committee recommends that the. Works Department work in conjunction with the
Parks.Department Foreman to slope the creek banks in Wimpey Park and that b'le
excess top soil be utilized for the banks at the Community Centre andthat if
any •top soil is left over from the Community Centre, that it be sold to t.h··:
Lions Club for use at the Lions Park at the swimming pool.
The Colllmittee·recommends that the water service at Wimpey Park be moved toward
the.parking lot.
2 •. Golf Glen Park
The Committee considered the request from the resident of 88 Murray Drive for
the removal of dangerous trees from the Golf Glen Park.
The Committee feels that there are five or six trees in the Park that are
dangerous and one tree in particular, although still alive, is rotted at the
base and is badly cracked and needs to be removed immediately.
The requested replacemc~t of the survey stakes at the Golf Glen Park has still
not been done by the subdivider.
3. Cousins .Park
Richmond Hill Tree Serv.:..:o did some private work earlier this year and in the
process left deep ruts in Cousins Park. The Company did not repair the damage
satisfactorily and the Committee recommends that the Works Department put in a
couple of loads of top soil to level the ground.

4. Wimpey Park Seeding
The Committee recommends that invitational bids be called for the supply of
seed for twelve acres of park land at the approximate rate of one hundred pounds
of seed per acre and that the bids be received within three week's time.
5. Confederation Park
The Committee recommends that the large:r water service be installed this year
in accordance with the recommendations submitted last year.
6. Parks Department Vehicle
The Committee recommends that a tender be called for the supply of a 3/4 ton
truck for the Parks Department and that the monies be expended from Capital funds.

1. Kozak Property Dispute
The Committee recommends that the Town Solicitor take whatever action is
necessary to obtain the property in question and to keep Council advised of

2. Letter from Mr. Pengelly -King TOt<nship
A.letter was received from Mr. Pengelly-King Twp. comploirting of the waste
dumping from the Aurora Sewage Plant on .farm fields in King Twp.

The Committee recommends that the Clerk write to Mr. Pengally advising him of the'
Departmental approval received and from all reports it would appear that this is
the.best method of utilizing the wastes, which are inert material, fully digested,
through be sewage disposal method, being dumped on farm fields and being disc
harrowed into the ground in accordance with the Public Health Regulations.

Mayor Illingworth presented a report of the Council in Committee in which the
Committee respectfully submitted the following:
A meeting of Council in Committee was held on Monday, July 13, 1970 at 7:40 P.M.
All members were present with the exception of Deputy Reeve Trent, Councillor
Harris and Councillor Stewart.
lo .. Meeting with Mr. Phinriemore and Nr. Phinnemore Sr. regarding their property
on the south side of the hlrora Sideroad in King Twp. Complaints regarding the
amount of garbage being dumped on Mr. Phinnemore's property were registered, and
the steps he has taken to try and .clean tha area up. The Clerk was authorized
to contact Mr. D. Sterritt to determine what action has been taken in regard to
his land .by the Holland Valley Conservation Authority. It was noted that. Mr.

2. Meeting with Mr. David Merkur and Mr. Ao. Merkur. Mr. Merkur advised that ·
the development plans of a Depar'tlllental type store are still in hope!l and that
they will keep Council advised of their progress. Further discussion too~< p:'.::.ce
of the Billings Welt Easement and Council in Co1t111ittee reco~IU~~ended that this
be studied further and when revised, forwarded to Mr. Merkur for their consider-
ation.
3. Caretaker -MuniciQal Build~ With the retf,rement of Mr. H. Squibb, the
Council in Committee recommend that a fulltime c£\tetaker be hired who will be
responsible for the Municipal Building maintenance and Victoria Hall and that an
advertisement be placed in the local papers.
4. Agricultural Society -Agreement. It is recommended that the Town Solicitor
check over the Agreement suggested by the Aurora Agricultural Society for a 20
year term and that it be so worded that the Society will have the use of the
Park for the Annual Horse Show and such other days as approved by the Municipal
council.
5. Letter from Mr. & Mrs~larke -Patrick Driv~'
The Committee recommends that no action be taken on this matter ns it is a civil
affair and outside the Council's j urisdication.

6. Assessment Adjustments -Discussions took place regarding the formula of
relating the old assessments and new assessments and, in particular with respect
to new assessments in Golf Glen Phase 2 and the Wimpey Subdivision, upon which
no comparison can be made from 1970 assessment to the previous year.
The Committee recommends therefore to omit these properties from the assessment
formula under Bill 142.
7. Committee Structures for 1971 The Committee recommends that further dis-
cussion take place on this matter, when all members of Council are present.
8. Queen's Hoter-Toronto~Dominion Realty Ltd. The Committee recommends that
if and when the Queen's Hotel site is developed that the Public Parking be
studied.
9. New High School -Request from York County Board of Education for Building
Permit
The Committee recommends that the Finance Committee of the Aurora Council meet
with representatives of the King Twp. Council to discuss this matter.
10. United Appeal Study. The Committee recommends that no action be taken on this
matter at this time.
11. Vacuum Cleaner -Municipal. Buildin_g. The Committee recommends that a vacuum
cleaner be purchased at an approximate cost of $125.00.

assent on June 26th, 1970;
And therefore be it resolved that the Corporation of the Town
of Aurora hereby authorizes the Treasurer to pay the sum of
$93,365.00 to the York County Board of Education in accordance
with its requisition."
