Coun~jJ~ommittee Report No. 208 A meeting of the Council in Committee was held on l!'londay ,July 27, 1970 at 8:00 p.m. Present ~Jere: Mayor Illingworth, Reeve Buck, Deputy Reeve Trent, Councillor Davis, Councillor Henderson and Councillor-Miller and Town Engineer J. D. Reid. 1. ~rainage Problem at 18. Haida Dr. The Committee recommends that a storm sewer connectionbe installed from the main to the street line and that the owner be responsible for any work required on private property. 2. Air Conditioner The Committee discussed the Window air condition unit formerly used in the Council Chambers. The Committee recommends that this unit be installed in the upstairs Committee Room at the front of the Municipal Building. 3. W~-~,r.Reservoir Site The Committee was advised that the lands, including the proposed reservoir site, have been sold to George Wimpey Canada Ltd. The Committee recommends that a meeting be convened with George Wimpey Canada Ltd. as soon as possible to discuss this site. 4. Edward Street Reconstruction Contract The Committee discussed the W'Orkmanship of the contract and Mr. J.D. Reid advised that the contractor did the W"ork in accordance with the specifications. The Committee recommends that the payment certificate be paid. 5. Glass Drive Reconstruction Con~ Tne Committee discussed the reconstruction of Glass Drive ·~nth the Engineer and recommends that a letter be sent to Dagmar Construction Co. Ltd., advising that the Town Engineer will meet with t.hem and that the final payment certificate be held until a report is submitted by the Engineer. 6. Drainage Problem at 85 Aurora Heights Drive The Committee recommends that the Engineer meet with Mr~ Porter of 85 Aurora Heights Drive and submit a report on his recommendations to eliminate the drainage problem. 7. Ne~J High School -Building Permit The Committee recommends that the building permit be issued by Aurora and that the inspection be carried_out by Mr. A. Jubb. Report No. 208 Cont'd 8. ~nald Drive Extension The Committee recolllllends that a Resolution be prepared reqnestl.rtg the Minister of Highways to designate as a road allowance that portion of McDonald Drive between Wellington Street and Kennedy Street in accordance with Section 85 of the Highway Improvement Act. 9. Del Zotto Homes Lt.d. The Connnittee recommends that a letter be sent to Del Zotto .. Homes Ltd. advising that the Council is working with the York County Board of Education on the new High School and that application is being made to the Minis.ter of Highways to designate<·as a road allowance the extension of McDbnald Drive and therefore reqnest that they'mbmit definite plans of development for their site by August 14, 1970. 10. Pairtti!lg of Swimmi!lg Po.ol The Committee· recomme!lds: that a letter be sent: to Mr. Tulloch advising that the Council is not happy with his work and that 50% of the painting contract price be paid and the balance be held back until satiSfactory repairs have been made. 11. Kertt!.edy Stre<et West Reconstruction The Engineer will be submitting a report on the Kennedy Street reconstruction and McDonald Drive, making recommendations on the procedures to be followed to obtain Department of Highways approval to undertake the work. 12. ~dmlm Road Reconstruction The Committee recommends that the Engineer be authorized to proceed with the reconstruction of Baldwin Rd. as outlined in his report. 13 •. !3!£.J:i.;: Utilities -Excavations on Road All.owances The Cotnn;~ittee recommends that all of the Public Utilities be advised that a permit must be acqnired frq)ll the municipality prior to excavating on any road allowance in the Town of Aurora.'·. 14. Tyler Street -Retaining Wall The Committee recommends that the Engineer be authorized to make whatever temporar-; repairs are necessary to the stone retaining wall on the north side of Tyler Street, West of Mill Street. 15. Water Courses in Regencx Acres The Committee recommends that the Works Department be responsible for the maintenance of the water courses and that when the grass is cut that it must be raked up. The Committee recommends that the Solicitor be requested for a legal opinion as to~ether the Town is responsible for maintenance of water- courses that are in easements and not _owned by the Town. 17. Billin~ ... E~J-.!....!<l~~ The Committee recommends that the Sol±citor and Engineer prepare a revised easment agreement for the Bil"lings Well Property. 18. ~~ra Shopping Centre Department S..!£Le. The Committee recommends that the Planning Board be requested to prepare an amendment. to the Zoning £y-Law to permit a sixty foot setback from the centre line of Y6nge Street for the .proposed department store ~ the Aurora Shopping Centre. 19. Dam.?c.ae_!~~in -Glass Drive The Committee recommends that the operator of the back hoe submit a r_eport on the damages to the gas main on Glass Drive. 20. ~ssessment and Tax Levy Legi'!!.atign The Committee discussed the proposed resolution of the Legislation and By-La-.19 Committee of the County of York and recommend that the resolution be endorsed regarding the rejection of Bills 1l>2 and 1l:-3, and support the request for a Special Bill for York County. The Committee also recommends that a check be made with the Assessment Department to determine the assessment basis for the new homes in Phase 2 of Golf Glen and Wimpey Subdivisions. 21. War Memorial Board The Committee recommends that Mr. A. J. MacGregor, Mr. E. Dailey and Mr. A. E. Graves be appointed to the War Memorial Board. Works Committee Report No~ 211 Deputy Reeve Trent presented a report -of the Works Committee in which the Committee respectfully submitted. the following: A meeting of the Works Committee was held :on Thursday, July 30, 1970 at 8:00 P.M. Prestmt were: Deputy Reeve Trent, Councillor Davis, Councillor Stewart and Works Superintendent E. A. McGregor. 1. The cleaning of catch basins has been completed. 2. The Committe.e received two letters; -one from E. A. McGregor, dated May 15, 1970, describing a sidewalk sweeper and another letter from Don Glass Building Maintenance offering the services of his mechanical sweeper to clean some of the sidewalks. The Committee will conduct further meetings to ascertain data so •1e can prepare a recommendation :fbr Council's .;perusal. 3. The_ Committee are in receipt of a letter signed by ~ B. Rodger, dated June 3, 1970, addressed_ to Mr. Sproule at 8 Baldwin Rd., indicating that the Works_ Committee are in receipt of a report re Baldwin Road from our Engineer. The Committee have asked several times to have all letters and reports forwarded so that they might deal with the matters contained in the letters and reports. We are still waiting for this report. However, due to the situation that exists on Baldwin Avenue, the Committee took it upon themselves to obtain an estimate to remove the material to a depth of approximately 3 feet and replace this with D.H.O. specified Granular "A" and "B", and a surface treatment of calcium. This surface would suffice until next spring when we could give it a final treatment of chips. The Committee recommend'that the Superintendent be allo•red up to $4,000.00 to complete the final phase of this work. 4. Memo to Clerk, dated May 22, 1970 from E. A. McGregor. Reporting that there has been no flooding in the Holman & Glass Drive area. The superintendent asks permission to discontinue taking the pump to this area, as has been the policy in the past. The Committee would recommend ·that he discontinue this policy. 5. Letter 6-63 re Extension of Pipe Arch Culverts. This subject was discussed by Council at budget time. The Committee would advise this letter has already been considered by Council. 6. Letter 3.-27 from York Telecommunications re Radio System. The Committee recommends no further action. 7. Letter 5-68 from C. H. Duncan re Sanfax Industries. REGULAR -9-AUGUST 4, 1970. Report No. 211 Cont'd 8 •. Letter 6-17 from E. A. McGregor re Shift Work Schedules. Shift arrangements have been working satisfactorily from the last 5 months. 9. Letter 6-18 from E. A. McGregor re Snowmobile suit for G. Atkinson. The money is in the budget for this item and no action is required by Council. 10. The Committee would recommend that tenders be let for a 1/2 ton, 1 ton and 5 ton truck for the Works Department, as recommendEd at Budget time. These trucks are to adhere to the Town specifications. 11. The Committee would recommend that a tractor to replace the Ford be authorized. The Committee would like to shop around and obtain the best price for the machine that will be sufficient to do the job. 12. The superintendent asks for direction re dumping of snou this winter. Tl1e Committee recommends that the Superintendent investigate areas for snow dumping and report to Council. CARRIED Police Committee Report No. 209 Pursuant to Council's instructions letter no. 14-48, Council Meeting of July 6, 1970 and letter no. 15-39, Council Meeting of July 20, 1970, have been referred to Council in Committee for further discussion. REGULAR -10-AUGUST 4, 1970. !_i.E._ance £ommittee Report No. 210 Mayor Illing~rorth presented a report of the Finance Committee in which the Committee respectfully submitted the following: The Finance Commit.tee met at 8:00 P.M. on Tuesday, July 28, 1970. Mayor Illingworth and Reeve Buck were present. The following items were dis- cussed. · 1. ~i£}tor 1 s Account-April 1 1 t~J~e 30, 1970 {Ref. 15-9) Your Committee reviewed the account and found all items in order. It is recommended that the account in the total amount of $1590.50 be paid and that the fee of $925.00 regarding the Zoning By-Law be charged against the special account set up for that purpose. 2. Dep~. of Education -Arbitration Award (Ref. 14-60) In view of the passage of Bill 152 and the resolution passed by Council July 20, 1970, it is recommended that no further action be taken at this time but that the Clerk _bring forward this letter in January 1971. 3. Dale & ComE_any Insurance {Ref. 14-41) This letter was discussed .and although the Committee has no objection to ·recommending to Council thst we accept the insurance premium for the entrance signs, there was some doubt as to the coverage and the premium and this item has been held in abeyance for further information. 4. Complaint re Interim Tax Bill (Ref. 14-24) Your Committee has every sympathy with the w-riter of the letter and all other citizens who have complained about the payment of the interim bill without knowing wi1at their total tax payment will be. Your Committee feels that adequate publicity has been given to the reasons and the necessity for the interim _tax bill, and that Council had the authority to do so under the Municipal Act. However, it is recommended that the Clerk write to the respective citizens and outline the circumstances involved. 5. Cleaning Police Station and Victoria Hall (Re. 14-2) Your Committee noted that the maintenance service formerly operated by Mr. M. Barton is now operated by Mr. D. Glass. Your Committee recommends that the previous agreement regarding the Police Station remain in effect until December 31, 1970, or until such time as a policy has been set by the Regional Government regarding operation of Police Departments. Telephone (Ref. 14-~) Your Committee feels that it is not in a position to determine if the requested increase is justified or not, and recommends that a letter be for- warded to the Association of Mayors and Reeves and the Ontario Municipal Association to ascertain if they plan·to take any action in this regard. 7. ~heirship CORDC (Ref. 13-20) While your Committee has no strong objection to the concept of the Regional Development Councils, it is felt that only limited benefits can be obtained by re-joining CORDC at this time and recommend that no action betaken for the balance of the year, and it be left to future councils to take any further action that may be required at that time. 8. B.ankers Security -Fiscal Agent (Ref ••. Hl Your Committee reviewed the ·letter from Bankers Securities of Canada recommend- ing the appointment of a Fiscal· Agent and our past experiences in borrowing money. Your Committee feels that we have obtained excellent advice from our Treasurer, and that any additional benefits that might be obtained by appointing a Fiscal Agentwould·not warrant the cost involved. Therefore, your Committee recommends that no action be taken regarding the appointment of a Fiscal Agent. 9. T1"!_e_l!~ni.ciEal Amen9Inent Act #3, 1.22Q. Your Committee reviewed the amendment to the Municipal Act &<d the Minister's covering statement regarding local municipalties under 20,000 population. The amendment provides that such municipalities will be able to sell to the "Ontario Improvement Corporation, instalment debenture issued for any municipal purpose. It is the opinion of the Committee that this procedure ·may be useful, especially if a small debenture is considered, and it is recommended that the Treasurer investigate this method of borrowing money, if and when required. 10. Terms of Reference -Community Ceritr~~Re~_14-25) Your Committee recommends that.it take no further action regarding Terms of Reference for the Community Centre until such time as Council in Committee decides on a policy re Boards and Committees. 11. Aurora War Memorial Board Whenconsidering recent appointments to the Aurora War Memorial Board, it was learned that the only income the Board has is the interest on investments held by the Board in Trust. Your Committee recOmmends that an annual gqmt of $200.00 be made available to the Board and that they be authorized to submit requisitions to the Town for purchases for goods or services up to that amount • 15TH. It is noted that there has not been an increase since 1963, and that their audi-tor's study revealed the cost is apparoximately 53 cents per bill; your Committee recommends that we accept the rate of 50 cents per bill, effective September 1, 1970, as requested.
