CARRIED Mr. Findlay acted as spokesman for the delegation and expressed the residents' concern and fears on the increased taxes on their properties because of re-assessmento Mayor Illing;vorth advised that the Council is doing everything within its power to assist the residents in the problem of increased taxes because of re- assessment .. Council in Co!l'!llittee Report No. ···196 Mayor Illingworth presented .a report of .. the Council in Committee in which the Cowmittee respectfully submitted the following: The meeting of Council in Committee was held in the Council chambers at 7:15 P.M. on Monday, June 8, 1970. 1. Councillor Davis req~sts that a resolut.ion be brought into Council authorizing the ToWn Engineer to ... carry out immediate repairs to the Water Stand Pipe, the amount not to exceed $500.00. 2. Request from Universal Insulation regarding road servicing plans and _P~'::.:~~rance~ <?~:-. .. P>;:;a:,:.r:;.c=e.:.l.:;:s.:.•--'-------------------------- The Committee recommends tuat the Tmm Engineer meet with the representatives of Universal Insulation rega:-ding road n:oecifications and 'th~t an Agreement.be · prepared for the assumptioa of the servlces to the EngineE!r' s specifications and that any parcels to be div:1ed be severed as required through the Committee of Adjustment. 3. Council in Committee Report No. 196 Cont'd Illingworth: Trent: "Resolved that the report of Council in Committee /F196, dated June 8, 1970 be discussed item by item and accepted and the Seal of the Corporation be attached hereto." CARRIED Mayor's Report No. 197 Mayor Illingworth presented his report in which he respectfully submitted the following: In accordance with Council's direction in regards to letter 12-44 as recorded in Minutes of Council dated June 1, 1970, Mayor Illingworth attended the Whitch- church Committee of Adjustment on June 2, 1970 • . Mr• .Ray.Melboume, the owner of the land on the north side of Wellington Street, • .i:rmriediately east of the Tmm Limits requested authority to sever a lot 60• x 181"; c•this •lot ·is the first lot immediately east of the town limits • .Some concern was expressed about the entrance-way on to to Wellington Street and lack 'of services for such a small lot. However, the Coimlli.ttee 'of Adjustment had received letters from the Health Board and Toronto York Roads Commission with no objections to the severance. In•view of the above it is recommended that no further action be taken. · Illingworth: Trent: "Resolved that the report of Mayor Illirtgworth, Number 197, re Hhitchurch Committee of Adjustment meeting be accepted." CARRIED "Whereas· monies w·ere not specifically set aside in the Works Department Budget for the erection of .. parking regulatory signs for Yonge Street; "Therefore be it resolved that the necessary parking regulatory signs and the street name signs, where re,.·~ired, be purchased at a cost not to exceed $1,000.00 and that the cost of installation by the Aurora Works Department be over and above the purchase cost and that.the Seal of the Corpoo.atiori be attached hereto." D'Arcy McKeough on June 8, 1970, introduced Bill 102 being an Act to establish the Regional Municipality of York and the Bill received the first reading in the Legislature on the same day; And Whereas the Honourable W. D'Arcy McKeough has indicated that the southern boundary of too Region of York will be moved norther1y to an undertermiried location after the establishment of the York Region by B::.ll 102; And Whereas the Council considers i.t absolutely essential that the boundary between York Region and Metropolitan Toronto be settled prior to the establishmemt of the Region of York or of the boundaries of the Municipalities which will form part of the Regional Government; Now Therefore be and it i.e hereby resolved that the Council of the Corporation of the Town of Aurora that Bill 102 be referred forthwith to the Legal and Municipal B:i.ils Committee to enable the Municipal Councils to adequately comment on the effect of an undetermined southern boundary for the Region of York. CARRIED "Resolved that the Town Engineer be instructed to ineet with the York County Board of Education and to take immediate action to have the culvert and walkway, which is a safety hazard, at the end of Harriman Road, leading to the Senior Publ:i.c School; repaired and installed properly. 1' CARRIED Mayor Illingworth in the Chair. CARRIED By-Laws By-Law No• Buck: "That leave be given to introduce a By-Law to authorize the borrowing of $255,185.02 upon debentures towards part 1887 Davis: of the cost of the reconstruction of Yonge Street Connecting Link and that the same be now read a first time." CARRIED Miller: "That the By-Law now before the Council be read a second time and that the Trent: Council resolve itself into a Committee of the.·Whole for that purpose." CARRIED Second Reading approved in Open Council. Stewart: "That the By-Law now before the Council be read a third time this day Harris: and that Rule 22 of By-Law No. 1468 be suspended for that purpose. 11 CARRIED Trent: "That the third reading of the By•Law be taken as read." Miller: CARRIED NEW BUSINESS Councillor Davis gave Notice of Motion to support the County of York Resolution to have York County re-assessed by the Province.
