(·'• ·, MINUTES OF THE TENTH REGULAR MEETING OF THE COUNCIL IN THE COUNCIL CHAMBERS ON TUESDAY, MAY 19, 1970 AT 8:00 P.l1. PRESENT: Mayor R. A. Illingworth, Reeve E. Buck, Deputy Reeve W. Trent, Councillors Davis, Harris, Henderson, Miller, Simmons & Stewart. Mayor Illingworth advised the Council that Mayor Lex Mackenzie, past member of the Ontario Legislative Assembly and Honourary Mayor of the Town of Aurora, had passed away last week. Mayor Illingworth requested that members of Council wishing to attend the Ontario Mu.~icipal Association Convention in Ottawa from August 16th. to 19th., 1970 advise the Clerk. Mayor Illingworth advised that a meeting is to be held on May 27, 1970 at the Finch Campus of S·~-~->><:a College to discuss the applications for the location of a second campus and those wishing to attend are to advise the Clerk. CARRIED REPORTS OF COMMITTEES Police ~mmittee Report No. 188 Councillor Miller presented a report of the Police Committee in which the Committee reapcctfully submitted the following: A meeting of the Police Committee vas held on Monday, May 4, 1970 at 7:00P.M. Present were: Chairman Councillor Miller, Mayor R. Illingworth, member and Councillor Harris. The following matters were discussed: 1. Taxi Licence The Committee reviewed the application for a Taxi licence for a Mr. Frank McVeigh and concur with Chief Wm. Langman that it be approved. 2. Police Uniforms The Committee recommends that when an Officer is hired the first uniform be purchased immediately and the second uniform be purchased after completion of the probationary period. 3. Car Wa"ehes -.Police Cruisers The Committee studied this matter and would recommend that a contract be entered into with the Temperance Street Car Wash which would entail the following: · Three cruisers to be washed twice each week, or oftener, if necessary, and to be thoroughly cleaned inside and out once every two weeks, or oftener, if necessary. Letter from George Street School Crossing Guards -re Parking Situation - Tyler Street The Committee concurs with this letter and also concurs with the recommendations of the Traffic Safety Officer and recommend that "No Parking" signs "Here to Corner" as covered in our Traffic By..,Law be erected immediately and the Works Department be so advised. The Committee also recommends that the Traffic Safety Officer be in attendance at the erection of all traffic signs. 5. Traffic Signs -Public Library -and Brookland .Avenue The Committee recommends that as soon as the Trhffic By-Law is approved by the Departkent of Transport the proper signs re the above be erected immediately. 6. Letter of April 7, 1970 from Chief Langman-Re Second Hand and Antique Shop~s---------------------------------------------------------- The Committee recommends that all Second Hand Shops in the municipality be advised that we are contemplating drafting a by-law governing second hand shops and we would appreciate any comments they may have before such a by-law becomes final. 7. Portable ~gen Unit The Committee recommends that a portable oxygen unit be purchased and placed in the patrol car for use in emergencies. 8. Canadian Safety Council Conference The Committee recommends that Councillor Stewart be authorized to attend the Canadian Safety Council Conference in Fredericton, New Brunswick, May 24th, 25th, 26th and 27, 1970 and the necessary expenses be allowed. CARRIED Services Committee Report No. 1.89 Councillor Stewart presented a report of the Services Committee in which the Committee respectfully submitted the following: /-·-· REGULAR MEETING -6-MAY 19, 1970. Services Committee Report No. 189 Cont'd A Meeting of the Services Committee ~as held on Tuesday, May 5, 1970 in the Council Chambers: Present were: Councillors Stewart, Simmons and Harris and, Reg. Whiten, Omar Khasimissa, Ron Mills and Lawrence Hutchinson, Members of the Aurora Merchants Association. 1. Traffic Control The representatives expressed general satisfaction with the new parking by-laws in the Town but suggested. that the traffic must be controlled. The Committee recommends that a survey should be made again on the desirability of lights at Dunriing Avenue and Aurora Heights Drive. 2. Parking Enforceme~ The Committee recommends the parking jot dt the rear of the Municipal Building and at Stedman's should be 2 hour parking with police enforcement. The parking lot adjacent to Temperance Street should be unrestricted as regards to number of hours of parking. 3. Off Street Parking Signs & lots The Committee recommends that the same type of parking signs as used in Toronto, a sign which is widely recognized, should be used in the Town of Aurora. These signs should be placed as follows: 1. Victoria Street and Mosley Street 2. Yonge Street and Wellington Street 3. Victoria & Wellington St. South 4. Temperance Street and Wellington Street 5. Tyler and Yonge Streets 6. Mosley and Yonge Street.s 7. Tyler and Temperance Streets 8. Opposite all parking lots The Committee also recommends that the entrance to the Town should be marked with alarge sign stating "Watch for Parking" and the appropriate parking sign displayed. The Committee also recommends that the rear of the Municipal Building and Stedman's parking lots be cleaned up and the parking lot adjacent to Temperance Street should be graded. 4. Marking of Yorge Street The Committee recommends that car length parking lines should be marked on Yonge Street and that these lines should be from the lights at Wellington Street South on the West Side to Case Real Estate and from the lights at Wellington Street south on the East Side to the Wool Shop. Committee No. 189 re and accepted, as amended." Mayor Illingworth presented a report of the Council in Committee in which the Committee respectfully submitted the following: A meeting of the Council in Committee was held on Wednesday, May 13, 1970 at 8:00 P.M. All members of Council were present. Present from the Department of Municipal Affairs were: Mr. J. R. Picherack, Municipal Research Branch; Miss D. H. McRobb, Municipal Finance Branch; Mr. J. K. McAully, Municipal Accounting Branch; Mr. T. W. McEachern, Municipal Organization and Administrative Branch, and Mr. R. Bailey, Law Branch. A lengthy discussion was held on the effects of Regional Government on the Town of Aurora. The Committee expressed the co~cern of the Council that the west boundary of Aurora should be at least a quarter mile west of Bathurst Street and that Aurora's representation on the Regional Council should be two members. Elections The Committee recommends that since the use of the ward system of election is optional, that the election of members to the new council be by general vote, and not by wards, for this election. The Committee was advised that the Extended Franchise By-Law previously passed by the Aurora Council will apply to the areas being added to the Town. The last revised voters' list will be used, but revision will be permitted at the polls and the Returning Officer will have all the powers of a judge to make the necessary revisions. The siz.e of the new Council is optional and the Committee recommends that the new Council be composed of a Mayor and eight Councillors. Water Supply and Sewage Treatment Plants The Committee expressed their objection to the existing water supply facilities and the sewage treatment plant being a Regional responsibility, but there would be no objection to regional control of new facilities that served more than one municipality. CAllRIED REGULAR MEETING -8"' MAY 19, 1970. Council in Commit tee Report No. 191 · Mayor Illingworth presented a report of the. Council itt Committee in which the Committee respectfully submitted the following: A meeting of the Council in Colllillittee was held on Thursday, May 14, l970 at 8:00 P.M. . All members of Council were present except Councillor Simmons. 1. Budgets Police Department: The Committee recommends that the alterations to the Police Building and the purchase of new cruisers be deleted from the Police Department Budget. The Committee recommends that an unmarked car be leased from June 1, 1970 to December 31, 1970 and that Cruiser #859 be sold. ~u~n Control Centre The Committee recommends that $6,000.00 be deleted from the Budget for one additional man. Parks & Recreation Commi~ The Committee recommends that the $1500.00 for the heating of the swimming pool be deleted fromtheParks & Recreation Committee's budget and that the heating be included in the capital expenditure for swimming pool repairs. Water Reservoir The Committee recommends that the original plans for the new water reservoir in the north west qudrant of the Town be proceeded with. 2. Mechanic The Committee recommends that a full time mechanic be obtained and that the hours of work shall be such that he works part of the normal hours of work and after the Works Yard has closed for the day; for example -12:00 noon to 8:00 P.M. 3. Damage Revi~w Board The Committee recommends that a special Damage Review Board be set up for each incident, if required. 4. ~ Superi~dent's Vehicle The Committee recommends that no action be taken on procuring another Works Department vehicle, in order for the superintendent's vehicle to be freed for his use, until all the required vehicles can be tendered for and that application be made to the Department of Municipal Affairs for approval of Capital Expenditures for equipment. 5. Taxi Operator's Licence The Committee recommends that the applicatiort by Mr. David Steeve to establish and operate a taxi service be approved.
