MINUTES OF THE NINETH REGULAR MEETING OF THE COUNCIL HELD IN THE COUNCIL CHAMBERS
ON MONDAY, MAY 4,1970 AT 8:00 P.M.
PRESENT: Mayor R. A. Illingworth, Reeve E. Buck, Deputy Reeve W. Trent,
Councillors Davis, Harris, Henderson, Miller, Simmons and Stewart.
Mayor Illingworth advised that there will be a meeting on Regional Government on
Wednesday, May 6, 1970.

ONTARIO HOUSING CORPORATION
Mr. Long, Mr. Philbrook and Mr. Warren of Ontario Housing Cqrporation appeared
before Council to present a further proposal on Senior Citiz~s Apartments.
There will be delays in proceeding with the Del Zotto proposal and subsequently
the Board of Directors of O.H.C. have approved the processing of the Wimpey Homes
Ltd. proposal for 22 units for senior citizens. Ontario Housing Corporation
. proposed proceeding with the 22 senior citizens units by Wimpey as soon as
possible and that the Del Zotto proposal will be developed later when the site is
ready.

"Resolved that following the receipt of the approval of the Board of
Directors of Ontario Housing Corporation and the subsequent presentation
to Council, the construction of twenty-two senior citizen units of
rental accommodation on a geared to income basis, in the Town of
Aurora by Wimpey Homes Limited be approved, it being understood that
the Town of Auro.ra would be responsible for seven and one-half per
cent ( 7-1/2%) of any operating loss."

Special Committee Report No. 184
Councillor Harris presented a report of the Special Committee in which the
Committee respectfully submitted the following:
Councillor Harris and Town Engineer, J. D. Reid, attended a meeting held on
Monday, April 27, 1970 at 11:30 A.M. with the Toronto and York Roads Commission.
Mr. Reid presented the Town's projected plans. It was ascertained that finances
have been set aside for county engineering in 1970 and the Commission hoped that
funds would be available for the widening of Wellington Street in 1971.

Henderson: meeting with Toronto and York Roads Commission, dated April 27,
1970 be accepted and that when the engineering plans have been
completed, that a meeting be held in Council in Committee to

3o MEETING WITH AURORA PARKS_AND RECREATION COMMITTEE
Council further met with representatives of the Aurora Parks and Recreation Comm.
namely, Chairman L. Keffer, Members J. Williamson, Ed. Kolotyliuk, Bob Blick,
A. Bell Secretary, Do Morris and Don Lewiso
The Municipal Council discussed with both Board and Commission the respective
duties following the split of jobs, effective May 1st, 1970, between the
Recreation Director and the Community Centre Manager.
It was agreed that each Board or Commission would be responsible for their own
staff member and they would directly contract and work under that Board or
Commission and that the Community Centre Board would make available to the
Recreation Committee the office space on the second floor, adjacent to the Community
Centre Auditoriumo Both the Community Centre Board and the Aurora Parks and
Recreation Committee discussed with Council draft terms of reference for their
respective Board and Committee and their duties thereunder, and will bring
further recommendations for discussion back to the Municipal Council.

3. Co~unitY Centre~apital Deficit.
The Committee reviewed the request of the Community Centre Board for the Council
to write-off the capital deficit of $5,520.97 for the Community Centre. The
Committee recommends that the capital deficit continue to be shown on the
financial statement for the Community Centre for the year 1970 and not be
written off as requested and that it be reviewed in 1971, if not met by increased
revenues from the Community Centre's operations.

Mayor Illingworth presented a report of the Finance Committee in which the
Committee respectfully submitted the following:
A meeting of the Finance Committee was held on Tuesday, April 21st, 1970.
The Finance Committee met following the Council in Committee meeting of April 21st
and would recommend that the Council let a contract to 3 Star Roofing Company
Limited, 464 Oak Street, Newmarket, Ontario, for the new roofing as specified
in their letter of March 11th, 1970 on the High Roof, the Lower Roof and the
insulation in the front protion of the building as recommended, in the total
amount of $1,081.90.

Council in Committee met at 10:30 P.M. on Tuesday, April 28, 1970 with all members
present, except Councillor R. Simmons.
Reference is made to Finance Committee Report 176, Item 10, dated April 20, 1970
which is as follows:
"Your Committee has reviewed all salary schedules and will submit its report
and recommendations to Council in Committee."
1. Pension -James Goulding
The present arrangmcnts for a pension to Mr. James Goulding, former Town Employee
is $55.00 which was arranged in July·l, 1959. In addition, the telephone charges
h~ve been included in the Works Department accounts for some time and is believed
to be a supplem~t t0 the pension.
Your Committee recommends that the pension arrangement be reviewed and allowance
made for increased cost of living, etc. and that consideration be given to making
other arrangements regarding the telephone account.
2. Crossing Guards
Your Committee recommends that no change be made in the salary arrangements for
the four school crossing guards for 1970 and that the salary of $25.00 per week be
continued.
3. Clerks
Your Committee recommends that Staff Policy #2, dated February 16, 1970 be amended
as follows:
Para. 5: Add new salary schedule.
"The s'alary schedule will be reviewed yearly and the cost of living and economic
conditions taken into consideration. The salary sch .. dule for 1970 is as follows:
Grade 1 -Start at $63.00 per week with a $6.00 per week increase each year for
3 years to $81.00.
Grade 2 -Start at $74.00 per week with a $6.00 per week increase each year for
3 years to $92.00.
Grade 3 -Start at $85.00 per week with a $6.00 per week increase each year
for 3 years to $103.00.

The yearly-increase is not automatic but subject to the recommendations of the
Department Head, and is based on the first of the month following the anniversary
date of when the employee is employed or confirmed to permanent staff and
approved by the Finance Committee.

The Regular hours of work are from 8:30 a.m. to 5:00 p.m. daily and a 37-1/2 hour

the Tot Park on the north side of Aurora Heights Driveo The Committee suggests
that the Playground equipment proposed by the Opti-Mrso Club be put by the
big oak tree in the park and the Committee further would agree to the addition
of further equipment in future years by the Opti -Mrso Club who hope to make it
a continuing projecto

The Committee recommends that an agreement be prepared to use Mrs. Taylor's land
as she has suggested and that the deeds for the land be obtained when available.

Members of the Aurora Agriculture Society were present -Mr. H, Ferguson,
Mr. R. Edgar, Mr. A. Connor and Mr. B. Armstrong.
The Committee recommends that Coun~il let invitational bids for the tiiing o£ the
Wimpey Park Lands and the tenders to be inspected by the engineer and .the Parks
Development Committee when received and that application be made for the 50%
grant which is available.
The Committee also recommends that an agreement be made between the Town of
Aurora and the Agricultural Society for the continuance of annual use of .the
park--the Society to prepare a copy of the agreement for Council's consideration.
The Committee further recommends that a meeting be held in July to discuss
further plans and consideration of the agriculture society's use of this park.

9. Representatives -Holland Valley Conservation Authority
Mro Lambert Wilson and Mro Derek Stirritt -Representatives of the Holland Valley
Conservation Authority stated they were in favour of the tiling of the north end
park and that they were further willi~g to sit down andtalk at any time to discuss
further development of this park.
The Committee recommend that dollowing their discussion of bank stablization
of the creek banks in the Town of Aurora that the Council apply to the Holl.and
Valley Conservation Authority requesting a survey to be made by the Holland
Valley Conservation Authority this year for consideration of work to be done

can help to correct or prevent bank erosion.

Councillor Henderson presented a report of the Fire Committee in which the Committee
respectfully submitted the following:
A joint Fire Committee meeting with King and Whitchurch Twps. fire committees was
held on Tuesday, April 21st. 1970 at 8:00 PoM. in the Aurora Council Chamberso

After a lengthy discussion regarding the Fire Water Truck, it was mutually
agreed that: The Aurora Council accept the water truck that was offered to the
Aurora Fire Committee in 1968o It is understood that any repairs to be under-
taken were to be paid for by King and Whitchurch Townships.
This truck is to be in operation until our next meeting in September 1970.
At this next meeting future arrangements and possibly new agreement will be madeo

Reeve Buck in the Chair.
Mayor Illingworth gave Notice of Motion to amend By-Law 1482 to prohibit the
sale of"fire crackers" and to restrict the sale of fireworks to persons age
sixteen and over and to require that a permit be obtained by any organization
to hold fireworks displays.
Deputy Reeve Trent gave Notice of Motion to prepare a by-law to declare golden
rod and burdock as noxious weeds.
Deputy Reeve Trent gave Notice of Motion to expropriate lands adjoining the east
side of tlie Aurora Heights Park.
Councillor Davis gave Notice of Motion that the Fire Department be permitted to
flush the watermains.
Surface Treated Roads -Dusty Condition
Deputy Reeve Trent advised that the Town Superintendent will be submitting a report
on the surface treated roads and the dusty conditions.
Councillor Miller gave Notice of Motion that the Town of Aurora purchase the
Aurora Railway Station, if closed and offered for sale.
