MINUTES OF THE EIGHTH REGULAR MEETING OF THE COUNCIL HELD IN THE COUNCIL
CHAMBERS ON MONDAY, APRIL 20, 1970 AT 6:00P.M.
PRESENT: Mayor R. A. Illingworth, Reeve E. Buck, Deputy Reeve W. Trent,
Councillors Davis, Harris, Henderson, Miller, Simmons & Stewart.
Mayor Illingworth expressed the Council's congratulations to Mr. Russell
Kuehl, Chairman, and the members of the Aurora Safety Council for placing
first in the National Carol Laine Safety Award.

Mayor Illingworth presented a report of the Finance Committee in which the
Committee respectfully submitted the following:
The Finance Committee met at 8:00 p.m. Tuesday, April

As previously advised and approved by Council, the Finance Committee met »ith
Mr. E. Hartley, Insurance Consultant, regarding a life insurance policy for
Town employees, and especially as stipulated in the Police Agreement.
The following were proposed as general guidelines for bbtairting the best
possible coverage for the most economical cost.
(a) Term life insurance for employees only in the amount of $10,000. with the
exception of employees over age 65, who will be insured for a maximum of
$1,000. only.
(b) The Town will pay 66-2/3% of the cost of the premium at an estimated
amount of $2,000~ per year. The employee will pay 33-1/3% of the cost of the
premium through a monthly pay deduction.
(c) A minimum of 75% of present employees on permanent staff must participate
in the policy and all future employees as they are taken on permanent staff
will participate as a condition of employment.
(d) The Town Clerk and the Insurance Consultant will provide an opportunity
for all insurance ompanies to submit prices, within the limited time available
and prepare a report and recommendations.
(e) It is recommended that Council accept the above referenced guidelines,
and, if approved, that the Police Association be advised accordingly.
2. Revie~T of 1969 Financial Statement
Pending the Auditor's Report of the Town's financial operations, your Committee
reviewed the 1969 Financial Statement as prepared by the Treasurer.

The Revenue surplus of $68,960. was due primarily to supplementary taxes and
increased subsidies and grants. Interest and tax penalties showed an
increase. It is interesting to note that our budget figure for dog licences
was $1,700.00 and the actual amount collected was $1, 704.00.

2. Reveiw of 1969 Financial Statement Cont'd
Expenditures were $62,830.00 over the budget figures, of which the increased
benefit for the Police Arbitration Award amount to $21,931.00. In addition,
tHe Police Department was $6,520. over its budget. Salaries and other
expenses in the general administration showed an increase of $2,227.00.
Pubiic Works accounts for an increase of $14,940. for roads subsidy item, but
this is partially offset by the increased subsidies shown under revenue. Roads
non-subsidy increased $2,767.00. Roadway cleaning increased $888.00 and
tree removal and planting $585.90•
Your Committee is of the opirtibn:th.,t it was in general a successful year for a
financial point of view and recommends that a vote of thanks be extended to
the Treasurer and Administrative Staff for their efficient work during the year.
3. SOLICITOR'S ACCOUNT
Your Committee reviewed the solicitor's account for the period of January 1, 1970
to March 31, 1970 in the amount of $855.80 and recommend its payment.
4. OVERTIME -STAFF
In a previous report, your Committee recommended 2 weeks pay in lieu of over-
time for .1969 for the Works and Parks Foreman. At that time we were not
aGivised that the P.C.C. Foreman had accumulated in excess of 90 hours overtime,
primarily due tothe reconstruction of the P.C.C. Your Committee, therefore
recommends that Mr. Carl Quantz receive two weeks pay in lieu of overtime for
1969.
5. EQUIPMENT MAINTENANCE
Reference is made to letters dated April 7, 1970 for Deputy Clerk re repairs
to Works Truck #1. Your Committee is concerned over what appears to be lack
of preventative maintenance on vehicles and believes that one of the reasons
may be that salt and corrosion, etc., is not removed from the truck on a
regular basis.
Therefore, your Committee recommends that the Works Committee expedite their
rsport onthe Sanfax Power Work Unit which was referred previously and that
they study and report on ways and means to ensure that trucks and equipment
are maintained in such a fashion that damage can be kept to a minimum.
6. LIGHTING OF WATER TOWER
Your Committee has reviewed the estimated cost of lighting the Aurora water
tower so that the name "Aurora" will be prominently displayed and the reasons
for the special type of lighting required.
It is recommended that the sum of $500.00 be authorized for this project, and
if approved that the Hydro be authorized to proceed.
7. E.D.P. INTERIM REPORT
The Treasurer reports that the progress of change in our data processing has
not advanced as originally contemplated. The new and extensive coding of all
categories has been completed and studies are still being carried out as to
the most suitable service available •

(b) That a section be included to cover clothing, as follows:
(1) It is recommended that safety shoes be supplied to all employees
of the Works Department, as soon as possible after commencement
of employment, and the cost divided 50-50 bet~1ee"l the Town and the
employee.
(2) It is recommended that two shirts, three pair of trousers and
one pair of coveralls per year be provided by the Town. It is
also recommended tWit a study be carried out re a parka, or some
type of outer clothing for winter wear.
(c) That ;the employees be authorized to form a Liaison Committee, who can meet
with•fhe Liaison Committee of Council from time to time on matters of
mutual interest.
(d) That such other items as Group Insurance, Statutory Holidays, Annual

Mayor Illingworth presented a report of the Council in Committee in which the
Committee respectfully submitted the following:
A meeting of Council in Committee was held on Monday, April 13th. 1970 at
8:00 p.m. in the Council Chambers.
All members of Council were present.
1. Representatives of the Holland Valley Conservation AUthority, Mr. L.
Willson, Chairman and Mr. D. Sterritt, Resources Manager, gave to the
Municipal Council an explanation of the Holland Valley Conservation Authority
Budget, particularly as it affects the cnpital projects. The Committee

cost of flood line maping,which is to be completed within the next 2 weeks to
one month,and the Committee further recommends that the Town study various
lands within the town limits as possible flood land and future purchases and
where extreme improvements could be affected to prevent further erosion to
stream banks and water course.
2. Representatives from Kinney Shoes, Mr. Herriott and Mr. Spencer, addressed
Council regarding their proposal, east of Yonge Street South at the location of
the extension of Murray Drive. The Committee recommends that the proposed
servicing plan and site diagrams be referred to the Engineer and the Traffic
Sefety Officer for comments, and further that the comments, when received, be
referred to our Town Solicitor for opinion and following that, the To~~ Council
review their statements and supply an answer to the Committee of Adjustment.
Inany event, an Agreement is to be drawn up satisfactory to the Town.
3. Wimpey Homes Ltd. -Multiple Family Site Proposal for Block "J". The
Committee met with Mr. D. Ennis and D. Simms of Wimpey Homes Limited regarding
a draft proposal of Link Type Housing rather than multiple family apartments
on their Block J. The Committee agreed that further details would be
necessary but that the Committee would be willing to look into the matter
further upon further presentation by Wimpey Homes Ltd. in this regard.
4. Uniform Building Standards-Building Inspector's Letter 6-42, was read
and discussed by Council in Committee and the Committee recommend that the
letter and its contents be forwarded to the Department as requested, endorsing
a uniform building code throughout Ontario •

' 2. Meeting with Representatives Jrom the Ontario Housing Corporation
Representatives of the Senior Citi:Zens Group were present at the Council
Chambers when Mr. Beesley explained lri detail the reasons for the action
given the. procedure that has led up to this point and their hopes that the
project w6uld get off the grouhd as sobri as possible •
Various questions were asked by representatives of the Senior Citizens group
and the matters were clarified as to its present position.
3. Representatives from Del Zotto Homes Ltd. regarding the Senior Citizens
Building and Their Porposed Land of Development.
The representative was Mr. D. Seaward. Following discussion with rerresent-
atives of the Ontario Housing Corporation and representative, Mr. Seaward,
the Committee recommends that Council request extra land to be set aside in
the vicinity of the Del Zotto Senior Citizen site to provide for further expansion
of Senior Citizens Residential units. It is recommended that at least an extra
2 acres be set aside.
4. Servicing Costs and Feasibility of Services Between the Proposed New High
School, the Del Zotto Property and the Extension of McDonald Avenue.
The Committee recommends that Mr. J. Reid our Town Engineer met with Mr. Del
Zotto's e-ngineer regarding the feasibility of services and of arriving at
proposed costs and solutions as to the servicing of the McDonald Avenue
extension. Following this, further meetings will be held with representatives
of the School Board.
At this point in the meeting Councillor Stewart left and Councillor Walt Davis
joined the. meeting.
5. 'Collis Leather Agreement
The Agreement proposal was read in Committee and accepted in principle and the
Committee further recommends that a meeting now be held with Collis Leather
representatives on this matter.
6. The Committee recommends that the Finance Committee meet with representatives
of the Works Employees this Saturday at 9:00 a.m. in the Council Chambers for
further discussion.
7. The Committee recommends that Council authorize the pruning of trees and
tree trimming in the amount of $2,000. in the 1970 Budget.

of the Holland Valley Conservation Authority regarding capital costs in the
1970 Budget.
