Police Committee .Report No. 160
Councillor Miller presented a report of the Police Committee in which the
Committee respectfully submitted the following:
A meeting of the Police Committee was held on Thursday, March 12, 1970 at 4:30
PQMo -
Present: Councillor Miller, Councillor Stm•art and Reeve Buck.
1. Police Vehicle -Safety Vehicle
The Committee feels that this vehicle should be used for the purpose for which
it was purchased, to replace the van donated by the Aurora JayCees and should
·not be used as a replacement for cruisers unless in an emergency.
2. Telephone Poles
The Committee is studying its comments in previous Committee report, but
recommend that a letter be sent to the Bell Telephone Company for their comments.
3. Phones in Park
The Committee considered the request of the Tennis Club re phones in parks, and
the Committee would like to point out that the cost and also the probable
vandalism of same would rule out this request.
4. Survey -Wellington and Haida Carried out by Toronto & York Roads Comm.
Letter advising that a manual survey was carried out at the intersection of
Wellington St. West and Haida Drive on September 16, 1969, and advising the
traffic does not warrant traffic signals. The Committee concurs with this report.
5. By-Law #1695 -Restrict Commercial Vehicles Parking on Residential Property
A letter was received from C. c. Johnston, Town Solicitor, re By-Law 1695
and advising that an amending By-Law should be passed to cover the lack of a
penalty clause in By-Law 1695. The Committee concurs with this.
6. Police Chief Langman -Request to Attend Seminar,March 31st to April 3rd.
Chief Langman will be attending a Chief's Seminar at the Police College from
March 31st. to April 3rd, 1970. The Committee concurs with this.

7. Retirement Dinner
The Committee recommends that Chief Langman be allowed to attend a retirement
dinner in Fort Erie and the necessary expenses be allowed.
8. Department's Strength Requirements
Inaccordance with Council's direction that the Comihittee study the Clerk's
report re department strength requirements the Collllllittee seeks specific direct-
ion with regards to the applications on hand.
9. No ~arking Signs
Re the "No Parking" signs at the York County Board.of Education, the Colilltlittee
recommends that a letter be sent to them indicating that a Parking By-Law is
being prepared and requesting that they remove such signs.
10. Ontario Traffic Conference
·The Committee recommends that the 4 names to place on the mailing list be as
follows:

11. Safety Council Recommendation -Yellow Lines
Safety Council Recommendations re yellow lines. The Committee recommend, no
action be taken until the connecting link is finished and Wellington Street
reconstruction is completed.

The betting shops are operating within the requirements of the present legis-
lation and no action is required.

Deputy Reeve Trent presented a report of the Works Committee in which the
Committee respectfully submitted the following:
A meeting of the Works Committee was held on Thursday, March 12, 1970 at
8:00 P.M.
Present ,.,ere: Deputy Reeve Trent; Councillor Davis and Councillor Stewart.
1. Letter from Ontario Good RoadS:Association, dated February 26, 1970,
announcing the 1970 "C.S. Anderson" School. Due to the limited number of
applicants to be admitted this year, the Committee gave authority to the
Clerk to submit the registration tee of $50.00 for Mr. E. A. McGregor.
2. Letter 5-40 from Department of Agriculture, dated February 16, 1970.
The Committee would recommend that a by-law be prepared and that the name
of T. Newton be inserted as Weed Inspector for the 1970 season.
3. Letter from C. H. Duncan, Deputy Clerk, dated February 25, 1970 re
Works Truck #3. The body on number 3 truck is in poor condition due to
corrosion and requires extensive repairs. A list of repairs was prepared
and the vehicle was submitted to three repair shops for quotations:
1. Aurora Auto Body
2. Lawton Bros. Ltd.
3. Ken Arnold

The Committee would recommend that the contract go to Aurora Auto Body for
$629.06.
4. Memo from E. A. McGregor, Town Superintendent, dated February 20, 1970
re "One Day Surface Treatment Seminar". Mr. R. E. Dawson, District
Municipal Engineer for D.H.O. submitted an invitation for an employee to be
named to attend this one day seminar. Mr. McGregor has submitted the name
of H. Rolling. The Committee would recommend that Mr. Rolling be allowed
to attend and that we provide transportation costs.
5. The Committee are pleased to bring to Council's attention that the
Balance Sh<2et report for the period ending December 31, 1969 is favourable
under By-Laws 1837-69 and 1839-69. We were allowed to spend a total of
$166,500.00 for subsidized road maintenance and construction which consisted
of Edward Street and Glass Drive for the year 1969. The final total spent
was $159,584. This amount does not include Yonge St. which is under a
separate agrecmento

Council in Committee met with Mro Ro Case and Mro Ko Rodgers regarding the
proposed development on Yonge Street North" The Committee recommends that the
Planning Board further consider this development fer apartment use only,
with 1 to 3 service type shops located on the main floor and not extensive
commercialo
It is also realized that part of the procedure,if this proposal is to go for-
ward, is that an amendment will be required to the Official Plan to change
the designation from Commercial to Residential"

addressed Council regarding interviews which had been held regarding further
Assistant Recreation Directorso
As the work term for Mro Jan Devantier will expire April 30, 1970, Mro
Keffer and Mrso Co Shoniker were conducting further. interviews for further
Assistant Recreation Director prospects"
During their interviews they encountered an application -Mro Barry Young -
a graduate of Centennial College, who will have obtained his Class B Certi-
ficate and be available for full time employment effective May 1, 1970o
The Committee, 1n reviewing the applicant's qualifications and recommendations
of the Aurora Recreation Committee, recommend that Council hire Mro Bo
Young on the normal 6 month probationary period at $7,000 per annum, plus the
normal car allowance and fringe benefits, as Recreation Director"
The Committee further recommends that the policy changes of Council,as required,
be brought forward for discussion and. action, and the terms of reference
be written for the position of Recreation Director and Community Centre
Manager as will be cf£cccted and that these be dra~m up and approved by
