Finance Committee Report No. 154
Mayor Illingworth presented a report of the Finance Committee in which the
Committee respectfully submitted the following:

FINANCE COMMITTEE REPORT NO. 154 CONT 1 D
The Finance Committee met on Tuesday, February 17, 1970 at 8:00P.M. with
members, Mayor Illingworth and Deputy Reeve Trent present. Councillors
Davis and Harris and Treasurer Bill Johnson in attendance, The following
items were discussed:
(1) Interim Tax Billing
Reference is made to minutes of Council dated January 19, 1970 (page 6) in
which the Finance Committee were requested to study the possibilities of
prepayment of taxes and submit their recommendations to Council.
After a detailed discussion, it was agreed that a system of prepayment of
taxes similiar to that in effect in the City of Toronto, where a discount
rate of 6% was allowed, might not be in the best interests of the Town, as
many of the large tax-payers might pay the discount rate which could create
a hardship on the other tax-payers and also it was not considered that the
benefits wouldoutweigh the additional administrative work load required.
It was agreed that consideration should be given to an Interim Tax Levy
similiar to that in effect in East York. The interim tax levy would be three
installments for realty tax and one installment on business tax and based
on one h~lf of 1969 mill rates, A further tax bill for the balance of the
1970 levy will be issued after the mill rate has been set and the appropriate
By-Law passed, and will be collected in another three installments. It is
believed that this system will have the following benefits:
(a) Early collection of tax money will reduce bank borrowing and enable
the Town to pay the Board of Education and County levies without penalty.
(b) Assist the tax-payer in making tax payments in 6 installments instead
of three.
(c) Allow Council to prepare a more accurate and comprehensive budget.
It is therefore recommended:
(a) That the Treasurer prepare a report on the administrative problems that
may be involved and that such report be submitted to Council on March 2, 1970
in conjunction with this report.
(b) That Council give favourable consideration to a method of interim tax
billing for 1970.
2. Tax Penalty
Your Committee also studied the present system of tax penalties which is 1%
on current taxes and 1/2 of 1% on tax arrears. In view of the higher interest
rates, your Committee recommends a change in tax penalties to 1% on current
taxes and 3/4 of 1% on tax arrears.

3. RECONSTRUCTION -YONGE STREET PHASE 1
Letter 2-52 from Town Treasurer. In order to obtain the D.H.O. subsidy
amount and the OMB approval approving the project at a total estimated cost
of $516,571.31 of 1.1hich, the Town's share is $$3,826.63. The amount to be
debentured shall not exceed the net cost to the Town after deducting any
grants or contributions from the Province.
It is therefore recommended:
(a) That the Town Engineer submit a final cost fieure for Phase 1, so that
approval may be obtained from OMB to debenture the amount.
(b) That the cost of overages, if any, be determine d and approval be for the
Town's share, and such amount be included in the 1970 Five Year Forecast.
(c) That the Town Engineer estimate the total cost of Phase II and the
estimated cost of overages, if any and include in 1970 Five Year Forecast.
(d) That the overage for phase I and the estimated overage for Phase II be
included in the Five Year Forecast as Phase III and approval of D.H.O. be:'
obtained.
4. Five Year Forecast
The OMB have advised that the total quota for capital expenditure in 1970
will not be approved at an amount greater than that forecast in 1969 for
1970, or a total of $300,000.00.
Your Committee recommends that the Town Treasurer and Town Engineer prepare a
draft Five Year Forecast for submission to Council March 2, 1970 in
conjunction with this report, taking into consideration the following items:
Overage on Yonge Street Reconstruction
General Re-building Roads -Kennedy Street
Replacement of Storm and Sanitary Se1.rer
New Works Building
Repairs to Swimming pool
Additions to Water Works System
5. Land for Water Reservoir -North End
Your Committee reco!llL>ends that immediate action be taken to acquire the
necessary land for proposed >~ater reservoir at the north end of Town.
Subsequent to this meeting, arrangements were made for the Town Engineer and
Solicitor to meet with the land owner and commence negotiations and submit
a report to Council in Committee as soon as possible,
6. 1970 Police Contract
Reference Letter 1-41 and letter 4-20 from the Aurora Police Association re
1970 Contract. A brief discussion took place and general terms of sulary
and other benefits determined for presentation to a meeting of Council in
Committee and Police Association to be held Wednesday, February 18, 1970.
A separate report will be presented on this item.

7. Staff Overtime
Reference letter 2-41 from Town Superintendent re Staff Overtime. It is
noted that the >later Foreman has accummulated 112 hours overtime in 1969. The
total amount of overtime by the Parks Foreman was not included in this report,
but it is believed to be in a like amount. Based on arrangements that were
in effect with the Police Department during 1969, it is recommended that the
Water Foreman and the Parks Foreman be granted a payment equivalent to two
weeks pay in lieu of overtime in 1969 and that adequate arrangements be made
for 1970.
8. Town Employees
During discussions re staff salaries and overtime, the question came up
regarding other employees such as at the Community Centre and Recreation
Committee. With various bodies determining salaries and other benefits
it was felt by your Committee that variances could occur •~hich could have an
adverse effect on other employees. Therefore, your Committee recommends that
all employees of the Community Centre, the Recreation Committee and any
other Town Sponsored bodies be considered Town Employees, so that salary
schedules and fringe benefits may be standardized,
It is also rec.ommended that if this policy is adopted by Council that all
Town appointed bodies be so advised and requested to submit their recommend-
ations as to salaries to Council for approval.
9. Alterations to Council Chambers & Town Office
Reference is made to Minutes of Council dated January 5, 1970 (Page 7) re
prices for new heating equipment for Council Chambers and rooms above
Chambers.. A very detailed report has been received from the Clerk re a
heating and air conditioning system. After various studies it has been
recommended that we consider a heat pump system which will provide heat and
cooling and reduce noise to a minimum.
After considerable study, your Committee recommends that the Clerk,Treasurer,
and Building Inspector prepare a detailed report of proposed alterations
to Town Office, including partitioning and repairs to floor and obtain
estimated costs.
It is also recommended that tenders or invitational bids be called for
alterations as outlined above, new heating and air conditioning system,
painting of Council Chambers and entrance hall and·new floor covering not
to exceed a total cost of $7,500.00 and that such cost be included in the
1970 Budget.
10. Bodfish Estate
Reference is made to letter 3-11 and 3-12 and· previous correspondence re
lot levy on severance of property.
Your Committee reco~~ends that we support the decision of the Committee of
Adjustment and that our Solicitor be instructed to advise the Solicitor
for the Bodfish estate to this effect and take whatever legal action as may
be required to collect payment of lot levy.

11. ~§.'lt for Accumulative Sick leave Credit on Retirement
Reference is made to Item 9 of Report 136 and letter 4-49 from Mr. Top
McPherson re S. Barraddell. Your Committee recommen~ that a copy of By-Law
1539 dated September 17, 1962 be forwarded to Mr. McPberson, in which no
requirement is set out re payment of accumulated sick credits on retirement,
and that no further action be taken in regards to this natter.
Your Committee also recommends that the Clerk be authorized to contact other
municipalities in regards to their policy or by-law regarding payment of
accumulated sick credits and that this subject be further· reported on after
survey.
12. Arbitration -Board of Education
Letters 4-18 and 4-19. Reference is made to Report 136 ($) and Report 150 (4).
Your Committee recommends that a letter be forwarded to the Department of.
Education, the York County School Boardx,. the Department of Municipal Affairs,
our local member of Parliament, to the Association of Mayors & Reeves and
the Town and Village Section of the O.M.A, restating our recommendation as.
outlined in Report 136.
