Police Committee Report No. 135
Councillor Miller presented a report of the Police Committee in which the
Committee respectfully submitted the following:
A meeting of the Police Committee was held on January 7, 1970 at 10:00 a.m.
Present were: Councillor Miller, Stewart, Harris & Chief of Police wm.
Langman.
1. Cadets -The Committee discussed with the Chief of Police the status of
the two cadets (R. McCulloch and w. Davis) and concur that they be put on

permanently as Cadets-Dispatchers. The Committee also recommends that
full uniforms be purchased. Requisition for-same attached.
2. Ontario Traffic Conference -The Committee recommends that membership be
retained in the Ontario Traffic Conference. Me,mbership fee is $25.00. -
Application form is attached.
3. Letter from the Aurora Safety Counci.lasking us to ascertain who is
responsible for replacing road markings•-The Committee recommends that the
Works Department be requested to comply with this request. ,,
4. Committee Report No. 130, dated December .8; 1969. A couple of items were
discussed with the Chief: Item 1 -Requirements of the Police Chief's
Secretary. The Committee Report states thl;lt she h not required to carry
out dispatching, matron or· other police dUtie~• The Committee feels that
this should be given further diocussion, as the Police Chief has-very definite
reasons where the opposite might be very beneficial to police efficiency
in some matters.
The Committee also recommends that no comparison should be made between the
duties of the secretary and that of the dispatchers.
5. Vandalism in the Parks -It has been brought to the Committee's attention
that there is a motion in the minutes requesting that signs be erected in
the parks advertising a reward for thearrest and conviction thereof of
anyone found damaging town property.
The Committee recommends that the s elicitor be requested to check the
legality of this motion, at his earliest convenience.
6. Parking in front of Libra!! -The Committee recommends that parallel
parking only be allowed and that it be included in the parking by-law now
being prepared.
7. Parking on Church Street and Victoria Street -The Committee recommends
that a letter be sent to the School Board requesting that they adhere to the
traffic by-laws in regards-to parking within the interestion. Many complaints
have been received regarding this, and that the Police Department is to enforce
the by-law. · ·
8. Aurora Safety Council Recommendation.,re Amber Lights -The Safety Council
recommends that amber street lights sho~id replace regular lights at all
intersections on Yonge Street and Wellington Street to enable motorists to
foresee approaching streets. ·
The Committee complies with this request and recommends that the Hydro
Department be requested to install same at their earliest convenience.

The Treasurer reported that this policy is most worthwhile and in keeping
with sound municipal financial procedures. On November 5, 1962, Council
enacted By-Law#1547 to provide a reserve fund for just such a purpose.
The By-Law is stili active but unfortunately the reserve fund is not.
Your committee and the Treasurer recommend the allotment
funds for this purpose· in the 1970 Budget .. estimates.

8. Arbitration Award -York County Board of Education -The report of the
Arbitration B.oard has been received atid th~ Tmm of Aurora has s. credit of
$87~ 205.d0 from the Aurora. Public School ilbard and $6,160.00 from theAurora
s.nd DistrictHigh School Board.
The Arbitrators recommend to th;, "York County Board of Educs.tion and to the
municipalities involved that considekation be. given to spreading the
surplus or deficit over a period of two or three years.
Your committee is of the opinion fhat,fhe surplus, insofar as it pertains
to the Public School Board, was causj>d. by· over taxation of the residents· of
Aurora in 1968 and insofar as po~~ibiej the citizens who were over taxed should
receive the benefit of the surpl1Js• th;,refore, it is recommended that the
York County Board of Education be advised that the Town of Aurora be credited
during 1970 for the reasons as stated•
9. Payment for Accul"l\\',lat~d Sick Credi.t Ol},.]l._etirement - A lawyer's letter
hs.s been received on behalf of a former employee regarding his entitlement
for payment of sick leave credits on retirement.
A Liaison Committee report dated June 5, 1967 provided for an attendance
credit on the basis of 1-1/2 days per month to a maximum of 180 days. This
recommendation followed the same general pattern as the agreement with the
Aurora. Police Association. It lvas subsequently learned that the recommend-
ation was in direct contravention to the Municipal Act which authorizes
payment of only 50'7. of accumulated sick crc<:its and the 1969 Police
Agreement was signed along these lines.
Your Committee recommends that the solicitor and the former employee be so
advised.
10. Conventions-Your Committee recommends that the Clerk preps.re a list
of all known conventions with date, location, etc., and circulate to all
members of Council and Department Heads.
11. Other items were discussed and a separate report will be submitted to
Council in Committee for further consideration.

Mayor Illingworth presented a report of the Cormnittee of the Whole in
which the Committee respectfully submitted the following:
A Council in Committee meeting was held on January 12, 1970 with all members
of Council present with the exception of Councillor W. Davis.
1. Aurora PlannimLJ3~rd Letter 4160 -Dec~mber 1, 1969 -The. Committee
recommend that this letter be referred back to the Planning Board for further
study and the Clerk supply the Planning Board >ri.th aletter of the various
comment·s of the reasons v1hy this property proposal does not comply with
By-Law 1863.

The Building and Development Committee met Friday, January 16, 1970 •

Preseti't: Reeve Buck, Councillors Harris and Miller, J. D. Reid -Town Engineer,
Mr. J. Blyth of Blyth Real Estate, representing the principals in
the George Street Subdivision and two of the principals involved.
1. The subject of discussion was the contention of the developer's engineer
that the s~bdivision might be adequate~y serviced without inclusion of storm
sewers. Every aspect was thoroughly considered including the possibility of
dry wells ofi;. the lots for the purpose of water conservation, possible effect
run-off of slmitary sewers during heavy rainstorms, possibility of rural
designation £6r. the area, a shallow. dip in the paving to allow downhill
channeling of ~ain water, esthetic appearance of lawns stretching to the edge
oftftle pavement.
The Committee fu'fther discussed the matter with the Engineer after the
delegation left. ..The unanimous conclusion was that there would be no
deviation from standl);rds of requirements set by the Town for the development
of subdivisions.
The Commi.ttee recommends that if Council accepts the conclusion, a letter
should be sent to M!• 3J•: Blyth informing him of the fact. .. .
2. A Plan submit;(~d.,by:~r .• J'• Lambert for a proposal of apartment-Commercial
development oxf ~h~, .bld arena prop~rty was previously submitted to the Town
Engineer for comments on the engin¢erihg aspects of servicing this lot. The

the area on the Plan set out as parking space.
Upon receipt of the specifications and contingent on approval by theTown
Engineer, the Committee will meet again to consider other aspects of the
