REPORTS OF COMMITTEES Police Committee Report No. 100 Councillor Miller presented a report of the Police Committee in which the Committee respectfully submitted the following: A meeting of the Police Cowmittee was held on Wednesday, August 27, 1969 at 3:00 PoMo Those present were Chairman Miller, Reeve Buck, Councillor Stewart and Chief of Police Wm. Langman. Item 1 -Emergency No Parking Signs in the Bus Area -This was referred to next Monday's Council as regards to the No Emergency Signs would be difficult to erect as there is nothing to hang them on. Item 2-It was brought to the attention of the Police Committee that Norm's Lunch has now been sold to Tony's Catering from Toronto. The Manager of Tony's came into purchase a licence. He met all the requirements as far as the Town is concerned and as far as the Medical Officer of Health is concerned the Licence was granted. The Committee recommends that the balance of the money owing to the original owner should be repaid, approximately $60o00. Item 3 -Courses for Officers -It was pointed out to the Chief that as Councils' wishes were only one officer was to be away at one time, the Chief agrees with this and the first officer to be away would be constable Warren, who will be sent to school on October 14th to December 18th. The Committee feels that the 6 month probationary period here for Police Constable should not apply as Constable Warren has been with the Tovm for a year as a Cadet and Officer. Item 4 -Taxi Licence -The Committee was requested to iook over an application from Mr. Woods for a taxi licence. Everything being in order this licence was granted. It.em 5 -Literature re Dru&s -The Committee feit that this vms a great opportunity to acquaint the people of AUrora with the affects of drugs; how to counteract same; how to tell if your children are using drugs and the Committee recommends to Council that the literature be printed and circulated by mail and also that enough of them be on hand at the Rotary Trade Fair in the Town's booth and also that the Town request the Police Association of Aurora to participate in sameo Item 6 -Rules and Regulations -The Committee feel that it is time that Council went over the Rules and Regulations. The Committee recommends that the Mayor call a meeting of Council in Committee for this purposeo Item 7 -Parking Signs at the Community Centre -It was brought to the Committees' attention that the Community Centre road, this is the road that runs past the entrace of the Community Centre down into the lot, that the signs only go a short piece past the arena and then stop which constitutes a problem as far as the police are concerned. Down to the lot with the signs at either end with the arrows pointing in and other signs with arrows point in and out as recommended by the Police. REGULAR MEETING -4-SEPTEMBER 2, 1969 o Item 8 -Corner of Harrison and Edward Street -This matte r was brought up again and being as how Edward Street is going to be pave d and likely to become a r eal spee dway for some, the refore it i s r e commended to the Police Committee and the Police Committee concurs that Edw ard Street sign be e r e cted warning approaching traffic of an "S" curve, also that Ha rrison Stree t from Ed'\<rard to Wells b e mad e a one way streeto This wou ld eliminate the traffic hazard a t this cotner as anyone coming east on Harrison approaching Edwa rd must pull three quarters of the "VTaY to the inters e ction in order to see any traffic coming from the north o Th e Committee f ee ls this would eliminate any problems a ri sing at thi s corner until such time as the Engineer has a chance to survey same and make r ecomme nd a ti onso Back to Councilo The Committee also r ecommends that Mr o Reid b e asked to look for an alte rnate route at the corne r of Harrison and Edward, perhaps an e xtension of Berczy Stree t over to Connaught or Berczy Street down past the ~actory Equipment, continuation of Harrison Avenueo Thi s was brought up t o the Committee and the Committee concurs that Mro Reid should look at same and possibly r e-routing of traffico Item 9 - Te l e phone and Hydro Pol e s -Temperance and Re uben Sto -Th e Committee looked over the situation with r espect to t elephone and hydro poles b e ing situated on or v e ry close to the paved portion of the roadway and this was in answer to a complaint some time agoo Af t er due conside ration and taking into account the safety officer's r ecommendations, plus pictures taken of area the Committee r e comm ends tha t no action be taken at this timeo Item 10 -Traffic Li g hts Corner Yong e and We llington St -The Committee recommend s "Wa lk"and "Don't Walk" signs b e erected at this corner a s the ::-c is a problem here and this i s the r e commendation of the Safe ty Office r o The Committee concurs with thi s recomme ndationo Item 11 -Use of Own Car -The Committee r e comm ends that the Safety Offic e r b e a uthorized to use his own car to trave l back and forth to schools until such times as a n e w cruiser is r eceivedo It will be approximately 6 tO 7 we e ks o Th e Committee also recomme nds the usual amount b e a uthorized t o b e spe nt in this rega r do Item 12 -Uniforms -The Committee r ecomme nds that the uniforms be ordered immediately a nd that the Purchasing De partment be instructed in this r egardo Item 13 -Complaint r e Cade ts in Car -The Police Chie f has assured the Committee that the Cadets are in fact covered by compensation, the Committee r e comm ends that the Cade ts will b e allowed to tra v e l in the cruisers for training purposes while they a r e off dutyn they so desireo Subj e ct t o the Chief's discre tion, as the Committee fe e l it should not dampen in any way the enthusiasm of the se young peop l eo It is also r ecomme nded that the uniforms for the Ca d e ts b e o rde red at the same time as the Police uniforms as they probably won't be here until December and by that time the 6 month probationa ry p e riod will b e upo Item 14 -Breathalizer Operator -Th e Committee r e cognizes that the Officer they hired, Po Co Fordham is en expert breathalizer ope r a tor and as such should be utilized by this department rather tha n travelling to the OoPoP o off ice in Oak Ridges for that purposeo All the breath al izer equipment would be s e nt here by the Attorney General's Office at no cost to us o The only cost is approximat ely 40~ per person using this e quipment, which is a conside rabl e saving o v er the o ld policy of transporting the pri soner to the OoPoPo Oak Ridg es ' officeo REGULAR MEETING -5-SEPTEMBER 2, 1969o Item 15 -Police Secretary -It was brought to the Committee's attention that the Secretary was hired April 9, 1969 as Clerk 2, the Committee has been given to understand that the Police Chief is very pleased with her work therefore, the Committee r ecommend that she be promoted to Clerk lo Item 16 -Future Promotions to Serge ants -The Committee discussed at great length this situation and it is the recommendation of your Committee that .future promotions b e determined on a competitive basis o Same to be carried out by the advisors from the OoPoC o who will make their recommendations to us who they feel would be the best type of person for this jobo Item 17 -Taxi Fare Increase -Th e Committee went over the request from ~~e Aurora Taxi regarding the ir request for a raise in the f a r eo The Committee feels that Mro Barber should be requested to make his submission to th~ Town Treasurer who is in a better position to ascertain the profit margin than this Police Committee o Item 18 -School Crossing Guards -The Committee r e commends that the following ladies ~e appointed school crossing guards: Mrso Maude Hodgkinson, Mrso Joanne Farrow, Mrso Sheppard and Mrs o Louise Fawcetto Clause 1 -Carried 11 2 -Carried II 3 -Carried " 4 -Carried " 5 -Carried " 6 - The Committee recomme nds that Mayor Illingworth and Councillor Simmons be appointed to the Regional Animal Control Committee. Trent: CARRIED UNFINISHED BUSINESS Mr. Yarrow-Councillor Davis reporte d that the sewer connection to Mr. Yarrow'n Harriman Road property on Harriman road has collapsed on Town property. Davis: "Resolved that the Town Sup e rinte ndent be authorized to carry Henderson: out s ewer repairs on Town Property on Harriman Road at Mr. Yarrow's property line and that the seal of the Corporation be attached hereto."
