DELEGATIONS
Mr. Peter Wilson addressed Council regarding their petition and expressed
their concern on safety and restrictions of motorized snow vehicle operation.
After Mr. Wilson's presentation Council passed the following resolution.
Miller: "Resolved that the third reading of By-Law 1864 be deferred and
Stewart: the matter of snowmobile-restrictions be referred to the Police
Committee for their consideration, and that the Police Committee
meet with representatives of the snowmobile club and the two
aelegates to try to work out a mutual agreement.n

The Clerk was requested to check the existing By-Law regarding motorized
vehicles in the Town parks with the Town solicitor.

Finance Committee Report No. 12~
Mayor Illingworth presented a report of the Finance Committee in which the
Committee respectfully submitted the following:
A meeting of the Finance Committee was held Wednesday, November 12, 1969 at
9:00.
Mayor Illingworth and Deputy Reeve Trent were present. Reeve Buck was
·attending a meeting at County Council. Councillor Harris was in attendance.
The following items were discussed:
1. Treasurer's Report to October 31, 1969.
Tax collections for 1969 amount to $1,751,500.00 or 94.25%. Prior year's
tax collections amounted to $54,868.00. Supplementary taxes added to the
roll amount to $40,765.46 of wh~ch the Town's share is $12,938.09.
We have paid 92.88% of our 1969 tax levies. Payments of $969,534.00 have
been made to the York County Board of Education with a balance of $74,016.00.
Payments of $30,703.00 to the Separate School Board with a balance of
$2,354.00. We have no current bank loands and sufficient working capital
is available for all planned expenditures. Information only.
2. Retirement of Town Employees -See Council Minutes of November 17/69.
3. Bell Canada Increase in Rates
Letter #7 of November 3, 1969 minutes. Your Committee feels that more
information is required before a recommendation can be made and suggest that
the Clerk be authorized to arrange a meeting between Bell Telephone and the
Finance Committee.
4. Miller Vowles -Insurance Claim
Letter 14 of November 3, 1969 minutes. Reference is made to a previous
report and .. minutss of Council dated October 20, which authorized payment of
an insurance claim to Mrs. S. Miller of $1,000. Unfortunately, your Committee
did not consider the inclusion of costs. It istherefore recommended that
legal costs of $100. be paid to clear this item.

study and report on this project, as requested by the Parks snd Recreation,
it is recommended that the Town Engineer be authorized to report on needs
and estimated costs so that it ri1ay be considered for 1970.

Letter 27 of Novemb<ar 3, 1969 minutes. Your Committee
Police Committee in the desirability of having traffic
and Dunning Avenue and recommend the following:

(a) That the Department of Transport be requested for authority to install
a vehicle trip activated light, as qell as a push•button for pedestrian use
at the intersection.
(b) That the Town Engineer prepare a report as to costs involved so that
it may be considered for 1970.
Pedestrian Signals -Yonge And Wellington Streets
Letter 27 of November 3, 1969 minutes. Your Committee recommends the purchase
and installation of a WALK/DONT WALK pedestrian traffic signal for the north
west traffic light at an approximate cost of $100.00 plus installation, and
the work be done at the same time as the work to repair the present red signal.
Your Committee also recommends that a letter be written to Aurora Hydro
to ascertain if they will, or have the required equipment to maintain the
operation of the traffic signals or if a private firm should b~A'etained.
8. Treasurer's Report
Letter 42 of November 3, 1969 minutes. Reference is made to Finance Committee
Report #107 paragraph (5) in which the Treasurer was to explore various data
processing methods. Information has now been received~that our Auditor is
considering the purchase of a computer. A further r~ort will be submitted.
Information only.
9. The Treasurer has suggested various methods to improve early tax
collections in an effort to reduce heavy interest rates for borrowing money
prior to collection of first installment of taxes, and also separate
collections for general and educational taxes. While the suggestions have
considerable merit, your Committee recommends that no change in the method
of the collection of taxes be considered for 1970 due to the anticipated tax
problems caused by re-assessment.
Your Committee also recommend that a letter be forwarded to the School Board
requelj,ting that they make every effort to have their budgets ready as early
as possible in 1970.

Letter 8 of October 20, 1969 and Treasurer's Report, J,.ette:t 4~43 of November 3,
1969. The York County Board of Education required submissions prior to
October 22, 1969. Your Committee has requested the. Cierk to advise Council
that the required action was taken and also the details bf the Aurora Public
School Board legal action and how this may affect the to\m. The C;l.erk has
also been req~ested to ascertain the total amourtt of cash sUrplus to be
credited to the Town arid when this will be actiotled.

13. Renovations to Council Chambers
Reference is made to Report 107 Paragraph 11, as recorded in minutes of
Council dated October 6, 1969. Your Committee studied various types of
carpeting as to approximate costs, but still require information as to
improvements in heating and costs for painting. It is hoped to have .the work
done during the latter part of December. A further report will be submitted.

Minutes of Council dated November 17, 1969 refers to our Solicitor's letter
dated November 11, 1969 to the Finance Committee regarding a correcting deed.

Liaison Committee Repor.t No. 127 (a)
Mayor Illingworth presented a report of the Liaison Committee· in which the
Committee respectfully submitted the following:
Police Department
1. Vehicles -The present cruiser has approximately 30,000 miles and should be
replaced in the Fali of 1970. The hew.uhiliarked car should be considered for
use as the marked ctjliser .in appl:oxlrtia.tei}l 1 year •. 'l'he station wagon is still
in good condition and shouid riotrequir~ teplaci.ng during 1970, however the
usee to which this vehicle are to DE! put should be determined. Therefore,
it is recommended that the Police Comniittee carry out a study of the use and
servicing of the police vehicle and submit a report to Council.
2. ,.Radios -Present police channels in this area are almost saturated and
there is a need for correetive action. 'l'he Chiefs of Police for this area
are carrying out a study': of the problems and will report in the near future.
The report will also include the use of .hand-held radios. It is recommended
that the Police Committee maintain liaison with the Chief of Police on this
matter and report to Council when information becomes available.
3. Phpto .and Fingerprinting Section -The photo and fingerprinting section
is now at a workable leve.l and no enlargement of the present program is
planried.
4. Rules and·Procedures -To be discussed by Council in Committee as soon
as possible'. ·
5. Local By-Laws -Local By-Laws are to be enforced as required and if .there
is any comment by the Courts as to the content or the intent of a. By-law it
is to be reported to Council so .that corrective action may be taken as
required. It is recommended that a .policy directive be prepared on this
item and submitted to Council for approval.
6. Overtime -.Call Backs -The Police Agreement. was reviewed, especially
as it pertained to Overtime and Ca11 Back. Without affecting the efficiency and
the operation of the Department, all overtime and call back is to be kept
to a minimum and a monthly report is to be submitted to Council. It is
recommended that a Policy Directive be prepared on this item and submitted
to Council for approval.
7. Staff Meeting -The necessity for a staff meeting of all staff was
discussed, ss this required overtime and/or call back. The Committee felt
that it was not necessary to hold a monthly staff meeting with all personnel
and that shift meetings could be held, if required. It is recommended that
the Chief of Police be advised that staff meetings are to be held only when
previously authorized by Council or when such meetings do not incur overtime
or call back expenses.

8. Cl,eaning of Un.iforms -In accordance with the Police Agreement, the
Chief tlf Polict:o is authorized to detail the Police Officers to have their
'uniforiilll cleaned at a cleaner of Council's choice, as may be required. It
is rec6lmnended that the Chief.of Police submit a monthly report to Council
of the 'Officer concerned and that a poticy directive be prepared on this
item ant! submitted to Council f6t ap~rovnl.
9. Uniforms -With regard to the type of. uniforms to be worn, the Committee
were adVised that the Chiefs or Police were endeavouring to standardize a
police ~niform artd a report would be ~b~~tted in the near future. It is
recommended that the Police Committee' be authorized to maintain liaison with
the Chief of Police on this matter arid report to Council when information is
available.
10. De£ensive Pfiv.ins Course -11l i:s recommended that the Chief of Police
detail all officers who can b., spared frOm duty to take the Defensive Driving
Course sponsored by the Aurora Safety Col,incil and the cost of such course .
shall be paid by the Town. No othet exp"P,ses including overtime or caii back
are to be involved. It is r<i!CO~erided tha:t the Chief of Pt>lice submit names
of Officers concerned to Council.
11. Arms Training -The 1968 report of}he Ontarib Police Corttrni~sion ':lith
r'lgards to Firearms Training should be implemented as out1iried in the teport.
It is recommended that the Purchasing Department obtain cbsts of a 22 target
pistol in a heavy frame.

The Committee recommend that the Zoning be left as is and no action be takeno
2o Item 2 -By-Law #1863
(a) The Committee recommend that a clause be added to By-Law 1863 to cover
provisions of a building damaged by fire:
"Notwithstanding the provisions of this by-law none of the provisions of
· 'this By-1\'W shall apply to prevent the replacement, without complying with
the·requirements of this by-law respecting gross floor area, landscaped open
space and lot li!'e setbacks, of .a private detached or semi detached dwelling
house or: two family dwelling house on a lot of record, in case of destruction,
or damage to the ,extent at least of fifty (50) per cent of the value of the
building before damage, by fire, explosion, windstorm or Act of God, provided
the new building is located in the same position relative to the lot lines as
and does not exceed the size of the former buildingo"
(b) The Committee recommend that the Council pass a resolution as a guide
to staff.in the negotiation of apartment site plans as to all fees and
specifications to be accepted in a site plan approvalo
(c) The Committee recommend that Council pass a By-Law under provisions of
the Municipal Act imposing a water and sewer rate on multiple suite buiidingso
(d) The Commitf'ie recommend to Council that with above specific exceptions
the Council adopt the position as outlined in County of York Planning Office
Report re letter of 'objection to By-Law Number 1863 and furthe'r that the Clerk
be authorized to advise the Ontario Municipal Board of the Council's
decision so that a hearing date may be set upo
