CHAMBERS ON MONDAY, SEPTEMBER 15TH, 1969 AT 8:00 P.M.
Present: Mayor R. A. Illingworth, Deputy Reeve W. Trent, Councillors Davis,
Harris, Henderson Miller, Simmons and Stewart.
Mayor Illingworth advised that Reeve Buck is attending a Planning Conference
in St. Johns, Newfoundland.
Mayor Illingworth presented to James Spragg a To~Tn Crest and a set of Town
cuff links for his outstanding achievements with the National Y6uth Orchestra
and for being the youngest player selected at Switzerland to the special one
hundred piece orchestra.
Mayor Illingwortll introduced Glen Arbeau, Assistant Recreation Director to
·Council.
Stewart: "Resolved that letters of appreciatiort be serlt to the Rotary Club
Miller: for their successful Trade Yair, and to the Chamber of Commerce for

Mayor Illingworth advised of a joint meeting of the Councils of the Central
York County Municipalities on September 24, 1969 to discuss Regional Govern-
mento
Mayor Illingworth requested that a letter be sent to Mr. Jim Elder, Grand
Champion for 1969, and Captain of the Canadian Equestrian Team and the other
members of the team selected to represent Canada.
Mayor Illingworth read a letter from the A & .W Drive-In thanking the Police
Department for the efficient handling of a recent problem.
COMMITTEE REPORTS
Works Committee Report No. 101
Deputy Reeve Trent presented a report of the Works Committee in which the
Committee respectfully submitted the following:
The Works Committee met on Wednesday, September lOth, 1969 at 7:30 P.M.
Present were:-Chairman Deputy Reeve Trent, Councillors Davis and Ste~rart and
E. A. McGregor.
1. The Committee reviewed the tender forms for a 5 ton truck and the Deputy
Clerk has been instruc·ted to submit the tenders for bidding. The tenders
close the .26th. of September and a meeting will be called to open the tenders
at that time.
2. The Committee received a memo from Mr. A. E. McGregor as follows:
"The decision of the Council to hire a mechanic for part time has proved a
tremendous aid re maintenance of equipment, labour costs and preventive mainten-
anceo

The Commit·tee would recommend that the Treasurer prepare a comparison of
costs to see if thetehas been savings.
3. The Committee received a letter from Mr. M. Wiedemann, proprietor, of
the Graystones reque.s1:ing a curb along the t:tocrth side of his property. This
would coincide with a .paving project of .the lot adjace.t:tt to Royal Road.
Th,e Committee W01,lld recommend that a letter be sent to Mr. Wiedemann explaining
Councils' posi.tion, however, the Council w0uld have no objections to the
oWiler installi.ng temporary curbs subj act to the Town Superintendent 1 s
approval of location.
4. The Committee. discussed snow removal from sidewalks. The Committee ~6u1d
recotinnend that the Cotihcil implement a sidewalk snow.removal program on,ti trial
basis this winter. The Committee recommenc:ls that Mr. :£. A. McGregor obtl\in
pr:i.ces for the ren1:"1 of equipment for this operation and also the cost'bf
contracting the work out for comparison purposes.
5. The Committee discussed the removal of snow frbm Mtintcipal Parking 1ots and
would recommend to Council that this operation he tip to contract and that
MJ,-. McGregor prepare a list of the lots to be done and a tender form indicating
hollrlY rate and standby time be prepared.
6. The Committee read the letters referring to a drainage complaint at 55 Davis
Rd. and would ask that costs for th,is project be prepared and forwarded to the
Committee so that they may pr.epare a report regarding this problem.
7. Letter from the Trinity Anglican dated August 21, 1969 asking the where-
abouts of a sign that was hanging at the. c;:orner of Churc;:h and Yonge Street.
Mr. McGregor has no knowledge of where this sign might be. The Committee would
recommend that a letter be submitted to Dagml'l,r Construction enquiring if they
know the whereabouts of the sign.
8. Letter from Mr. G. Phillips, 27 Catherine.Cres., re drainage problem. The
Committee wou+d suggest that this matter should be investigated by the Engineer
and the Town Superintendent and a report be prepared by them for Council.
9. Letter from Miss Ruth Rose, Aurora Heights Dr. re drainage problem. The
Committee would recommend that the Engineer contac;:t Miss Rose to view the
problem and report back to Council.
10. Letter from H. F. Gilbert, 138 Temperance St. re drainage problem. The
Committee have been advised by Mr. McGregor that his situation has been
rectified.
11. Letter from G. Cady, 60 Cousins Dr. re cars coming around the corner too
fast. The Committee would recommend to Council that this is a police matter.
12. Letter from the Clerk re snow removal equipment as advertised by
Newmarket Supply Co. The Committee >~auld recommend that Mr. McGregor and the
Committee be allowed to make arrangements to view this piec;:e of equipment
so that we might report to Council our findings.

... 13. Mr. McGresor brought to the attention of the COIIIDittee the increased
, coste of water and sewer connections. Mr. McGresor reCOIIIDended that the
price be raised to $200.00 and $200.00 for residential connections. The
Committee would recOIIIDend that Council prepare the necessary by-law to
make this change.
14. The Committee are in receipt of a memo from Mr. McGregor re D.H.O.
Hopper box and sander and chassis sanding efficiency would increase approx.
50~. Material should decrease approx. 30~ due to the control application
of sand and salt. Maintenance should drop approx. 80~. Labour coats will
definitely be a favourable figure. Bad weather does not cause clogging
in the hopper nor the spreader, nor wo.rn gear to contend with. The above
mentioned is subsidized by the D.H.O. at $~.35 per hour. This request was
also placed in the 1969-1970 Budget. The sanding equipment can be removed
off the chaaaia and replaced by a dump box. Leas than one day, using 2 men
to do the work required. This gives the town another truck for sgmmer work.
Newmarket are now using two D.H.O. sanders with great aucceaa. The C011111ittee
would recommend that this piece of equipment be obtained.
15. The COIIIIIittee received a framed certificate denoting membership in
the Canadian Good Roads Association and would recommend that it be hung in
the buaineaa office to be viewed by all.

the proposed Historical Society purchase of historical items up the maximum
amount of $500.00.
4. It was further recommended that the Finance Committee come up with a tender
policy for use in the Town of Aurora.

were in attendance, and members of the Planning Board p,s follows: Mr •.. D. Hill,
Chairman; W. Fry, A. Child and G. Morgen. Holland Valley. Conservation Authority
representatives were L. Willson, Chairman and .D. Stirritt. Also .present were
T. McPherson, Mr. Collins and Mr. Seward and Mr. Miklas representing the
developers and owners; a Mr. Morton, Mr. Nickle and Mr. F. Terry representing
the interested ratepayers, Clerk K. B. Rodger and C. H. Duncan, Deputy Clerk.
The Mayor called the meeting to order at 8:00 P.M. and gave a resume of the
property transactions of approximately 30 acres from the original time of C.B.C.
ownership. Mr. Milas described their proposed subdivision for the property ·
which indicates 43 single family lots, 41 semi detached lots, 3.6 acres of
apartment sites and 3.8 acres of multiple family dwelling sites.
The Holland Valley Conservation Authority gave their opinions that at this
point and on the infbrmation available to them they were unable to advise
their requirements and needs of conversation lands as shown on the Town Official
Plan.
The PlanningBoard commented that more infotntatinn is needed before a final
decision can be made at this time and reference was made to their one decision
that they have deemed the plpn premature.
In summary the Mayor conclude1 thatthere appears to be three choices for the
future of this property.
1. to leave the property as i~ is
2. to purchase some of the propett~, either by Hie 1'own or the C~nservati~n
Authority.
3. or to comprise on a developll\<)nt proposal as it affects all parties.
It was further decided at the meeting that the Chisolm-McLaren report is needed
and the conservation resources manager Mr, b. Stei:ritt is to advise the
Clerk when this report will be a~.iilable aM if any addition cost will be

ail parties to discuss this matter further.

owned by and proposed for development by the Andersons. ·
It was suggested that they would need a final grade plan and a basement elevatio~
plan before they· could comment on their opiniqn on this property. It was

and the Holland Valley Conservation Authority g'e't together on this matter
and make a further report to Counqil.
3. Mr. Lambert Willson, Chairman of the Holland Valley Conservation Authority
expressed to Council their feelin~s that there should be no more filling in
on flood plain lands untilthe McLa~en report is received.
4. Mr. J. Reid, in discussing the capacity of the sewage disposal plant
indicated to Council. that there will be a report in February of 1970 on the
present and future·sewage disposal capacity. ·
