Mr. Smith to report on the results of the election to the Youth Council.
Mr. Smith introduced each of the members of the Youth Council as follows:·
M~yor Steven Ostik, Reeve Sharon Brown, Deputy Reeve Jamie Thomson,
Councillors Fred Cousins, Patricia Hutchins, Dave Van Nostrand, Kim Wilson,
Ailan Picola and Susan Dawson.
Mayor Illingworth stated that the Council is to meet with the Minister of
Municipal Affairs on Friday, November 14, 1969 to discuss Regional Government.
Mayor Illingworth advised that Dagmar Construction is to have a standby
crew available on Sundays.
Stewart: "Resolved that a letter of appreciationbe sent to Armitage
Henderson: Construction for their assistance on Sunday in grading Yonge
Street."

Mr. Mcintosh, Foreht Crescent, appeared as a delegation re his claim for damaged
clothing caused by the water.
Mayor Illingworth advised Mr. Mcintosh that the Town can not accept liability
since the Town has tried to do everything in its power to correct the problem
and has not been negligent.

Mayor Illingworth presented a report of the Spetial Connnittee in which the
Co~ittee respectfully submits the following:
Reference is made to a letter received from the Ontario Humane Society as
shown in Council Minutes August 25, 1969 regarding a Regional Animal Control
Connni ttee. Minutes of' Council of September 2, 1969 appointed Mayor
Illingworth and Councillor Simmons to this Committee.
A meeting was held <;>n September 16, 1969 with r,epresentatives of all
municipalities invo1ved in this area and Mr. To Hughes and members of the
North York Branch of the Humane Society. Mr. Hughes presented the views of
the Humane Society and their objections to Bill 194.
It was agreedat this meeting that the Humane Society would carry on for an
indefinite period with a 60 day cancellation clause until such time as Bill
194 was proclaimed, but that it may be necessary to increase the per capita
rate from 35 cents to 50 cents.
The Ontario Humane Society would submit an audited statement ofrevehUe arid
expense to each municipality. The municipalities would request a meeting with
the Minister of Agriculture to discuss Bill 194.
The meeting with the Minister of Agriculture was held October 14, 1969 arid
Bill 194 was reviewed in detail and the reasons for the Bill outlined. The
Minister also stated that the Bill was discussed fully with elected
officials of the Humane Society prior to its prepatation.
A copy of the Bill and the Minister's statement is attached. It is suggested
that special attention be given to Section 22 of the Act.
The Special Committee will meet again in the near future to discuss the
presentation made by the Humane Society on September 16 and with the Minister
on October 14, and a further report and recommendations will be made at that
timeo

At the request of several groups,~nd iQ~ividual teenagers, who were concerned
about not having any place to gather, Jo get them off the street, an informal
meeting was convened on Wednes#ay; October 22, 1969 so that the teenagers
could present their ideas and suggestion~. The meeting was held in Victoria
Hall and was attended by over 80 l:eeni,.\~ets, Also in attendance was Reeve
Buck, Councillor Harris and repri;>!lent!'tives of the Recreation Conunittee and
teaching staff of Dr. G. w. Wiiliams Secondary School.

The Clerk has been requested to advise if it is possible to arrange for the
teenagers to use Victoria Hall every Friday or Saturday on a trial basis, so

costs for some empty conunercial buildings in Town as a temporary measure.
When the above referenced information is available, recommendations will be
submitted to Council for their consideration.

for the Town to consider acceptance bf the Subdivision.

7. Watercourses -.Regency Acres -The Engiti,eer is to submit a report on the
two watercourses with'' his recommendations. for 1970 Budget c"nsideration.
8. Industry Street Alignment -The lirtgineer advised that Toronto and York
· Roads Commission has scheduled the reconstruction of Wellington Street East
for 1972 and that the Town should recorlstrUct the underground services on
Wellington and adjust the aligrunent of tndu!ltry Street North and South at
that time.
The Committee recommends that the Engirleer be authorized to check on the
subsidies available for·:i:he proposed work and to report further on this work.

be authorized to pr.epa:rl' the plane and specifications for the reconstruction
of Kennedy Street West fo:r 1970.

12. D.H.O. Type Sander -The Committee recommends that D.H.O. sander be
rented from Armitage Construction from November 1, 1969 to March 31, 1970

Mayor Illingworth presented a report of the Liaison Committee in which the
Committee respectfully submitted the following:
A meeting of the Liaison Committee was held on Tuesday, October 21, 1969.
Present were: Mayor Illingworth, Reeve Buck, Deputy Reeve Trent, also present
Councillors Harris and Stewart and K. B. Rodger, Clerk.

Liaison Committee No. 120 Coht'd
The meeting was called for the purpose of clari':fyirt~ some i terns and terms
following the arbitration award by His Honour Judge Reynolds.
Items of discussion and agreement reached at above noted meeting on items,
which were not decided by His Honour Judge Reynolds or on ~ich any
administrative problems were created within the terms or decisions of His Honour
at the Arbitration Hearing.
1. $ervice Pay -To be calculated and paid on the 1st. pay day prior to
December 15th. each year.
2. Overtime -To overcome the admihiMtratl.'\/'e ~roblelil with this item the
Association has agreed to accept 2 ~eeks salary in lieu of overtime. This would
apply to any officer who has worked for the 12 months in 1969. Any officer
having less than 12 months service in 1969 would be paid on a pro rate basis
for the number of months served.
3. Statutory Days-To be paid by 1st~ p~y dayptier to December 15th, 1969.
4 •. Court Appearances -Effective October ~sf~ flll.y ori fi.ew basis $10.00 for
each appearance or option of 4 hours. , Th:t~ :1.8 to be either time off mpnthly
or to be paid monthly. Cannot be carried forward and time off is at the
discretion of Chief of Police and subject to the exigencies of the service.
5. Use of Private Automobiles -New rate to be effective October 15, 1969 and
to be paid when submitted on proper forms.
6. Meal Allowance after 10 Continuous Working HPurs.-Effective October 15,
1969.
7. Cleaning of Uniforms -Purchasing Agent to investigate prices for pants,
tunic, storm coat.
8. In-Course Training -Officers attending O.P.C •. during 1969 will. receive
new rate or if already attended will receive adjustment effective Jan. 1,
1969.
9. Police Association -Annual Convention - 4 days pay to a.llow attendance
at a new salary rate for up to 2 accredited dele;gates.
10. Civilian Dispatcher -3rd. Class -As no allowance was arbitrated fpr
a 3rd •. class dispatcher, it is recPmmended that refere;nce tP 3rd. class
dispatcher be deleted frPm agreement and length pf se:.C,vice requirements be
adjusted for 1st. and 2nd. class dispatchers accPrdingly.
In future it is recPmmended that the following be paid semi-annually -June
.15th and December 15th.

3. SNowmobiles
The Committee recommend that snowmobiles be .b.anned on the following streets:
Yonge Street -out of bounds to snowmobiles south of Aurora Heights D;rive
to Murray Drive in.cluding any soft shoulde:J;"B or sidewalks.
Wellington Street out of bounds between Temperance Street and Victoria St.
Murray Drive out of Bounds between Davis Road and Yonge Street
Aurora Heights Drive out of Bounds between L~urentide Ave •. and Yonge St.
Right angle crossing permitted.
The Committee also recommends that the Pa.rks Superintendent formulate a trail
through Fleury Park, Aurora Heights Drive Park, Welli.rtgton Street West
Park, Confederation Park for the use of snowmobiles and that the same be marked
as snowmobile trails. Snowmobiles shall be banned ill all other parks unless
otherwise posted.
·The Committee recommend that a by-law be drawn up by the Solicitor and. that
a suggested penalty clause shall be a fine of not less than $5.00 nor more
than$300.00.

The Conunittee held s meeting on October 27th, 1969 in this regard. Mr. G.
Cady was in attendance. The Conunittee r.econunends that the Town Superintendent
be authorized to appropriate 3-4 cUrbs ttbm the Conununity Centre end place,
and along with two reflector markers, siong the damaged ares.
7. Police Secretary
The Committee respectfully request that the Finance Committee go over the
recommendations made by the Police Committee re Police Secretary salary,
once more and s salary increase be given in view· of the recent arbitration
award.

Councillor Stewart presented a report of the Special Committee in which the
Committee respectfully submitted the followingi
REGULAR MEETING -13-NOV. 3, 1969
The Special Committee, composed of representatives' from the various clubs and
organizations in Aurora, has had three successful,ffieetings in which the
preliminary arrangements have been made for a Sarita Claus Parade.
The Santa Claus Parade will be held on Saturday, November 22nd, 1969 in the
afternoon.
The Town of Nevnnarket is having their parade ,on the same day, in the morning
and arrangc~ents are being made to use some of the same bands for both
parades.
