MINUTES OF THE 13th. REGULAR MEETING OF THE COUNCIL HELD IN THE COUNCIL CHAMBERS

Mayor Illingworth stated that on behalf. of the citizens of Aurora
we extend our congratulations to the crew_ of AJl!>llo Xl for landing
the first man on the moon. -
Mayor Illingworth expressed congratulations to Mr. McGregor and the
staff of the Waterworks Department for the excellent demonstration
of a new method of cleaning water mains.

is obtained."

Mayor Illingworth presented a report of the Committee of the W11ole in which
the Committee respectfully submitted the following:
#83: In accordance with minutes of Council dated 9 June, 1969, a
meeting was arrang2d by Council in Committee with Mr .. Lambert at
9.15 P.M. 8 July, 1969. The following members of Council were present,
Mayor Illingworth, Deputy Reeve Trent, Councillors ::D.vis, Henderson,
Harris and Stewart.
1. Prior to meeting with Mr. Lambert, and due to the urgent nature of
the business, Council in Committee met with Mr. Charles Copeland,
Manager Aurora Hydro re the Stop. l~ork order wh:i.ch had been
authorized by Council 7 July, 1969. Mr. Copeland advised that
to put the serviceo underground, the cost for material would be
approximately $22,500.00 plus 1ahor and there would be a 10-12
week delay in obtaining the material, as compared to a material
coat of $2,500.00 plus labor _and materials on hand. While there
is no doubt that underground services were desireable, it was felt
that it would be unfair to all concerned to insist upon underground
services at this time, as no mention was made of requiring this
service previously and the extra cost and delay in time was not
warranted. Although it was a decision of Council that authorized
the Stop Work order, due to the urgency of the work, it was
unaminously agreed by the Members of Coucil present that
Mr. Copeland be authori·zed to proceed and that Council would be
requested to ratify their decision at the next Council meeting.
2. Mr. Lambert was c:·:ised that Council was agreeable to receiving
a site plan for the proposed apartment building based on 50 suites
to the acre, so that a height by-law could he prepared. However,
Mr. Lambert was most adamant that he had been authorized to build at
a much higher density .,_ •:. failed to produce any evidence to
support his claim, and ""s quite abusive to members of Council.

is 50 suites to the acre and that this Council llill be willing

1. Prior to the meeting with the Chief of Police, a review of all Tenders for the
5 ton Truck was carried out. During the previous Council Meeting the tender of
International Harvester had been accepted at a cost of $6;025.00. However, in
checking the tender it was noted that they had not included the Sales Tax which
was a requirement. In reviewing the tenders, it was ~greed that the tender should be
awarded to Lawton Brothers at a cost of $6,978.75.
Council is requested to ratify the change in purchase.
2. The Chief of Police joined the meetirlg and the general administrations and
operation of the Police Department was reviewed in an effort to determine
the causes of recent resignations from the Depal'i:ment, During the discussion
it became evident that lines or communication be~ween Council and the Department
caused some misunderstanding due to change ih Council Members and Committee
Members. Therefore, it is recommended that the following action be approved
and copies forwarded to ali eofiEerhed.
1. All in~trtictions, changes in pdlicy etcr 1 as approved by Council
are to be rorwatded to the CHief ~f Police by th~ Clerk in writing
as soon as possthie after the act~on has beeh approved.
2. All'geheral cbrrespOhdence, reports etc. emanating from the Police
Department for Ct>lmcils information or action are to be forw~rded to
the Clerk. In the event of some special report or correspondence of
a classified natUre, the head of the Municipaiity is to be contacted
for direction.
3. All Sergeants are to be considered as Field Officers and are to be
assigned to shifts as per the men, and except when required for some
special circumstances are to work the same shift hours as the men.
4. A shift schedule, as prepared by the Chief of Po'l!ice, is to be
forwarded to the Clerk on a regular basis.
5. The Police Committee are to expedite their review of ·the Rules and
Regulations of the Department and submit their recommendations to
Council as soon as possible,.
6. Without restricting the Chief of Police in assignment of manpower,
every effort is to be made that Probationary Officers and Cadefs ·
without Basic Police Training are not assigned .. Patrol.Car duties
without adequate supervision.

7. Other than Basic Police Training, all Officers who are serving
their probationary period are not to be assigned to training courses.
8. Except under special circumstances, only one member of the Department
is to be assigned to a training course at any one time.
9. Unless insurance coverage is assured in writing, Dispatchers and I or
other personnel are not to be assigned duties in a Patrol Car.
10. Reports, filing and other administration duties required of Field
Officers of the Department is to be kept to a minimum and as required
by the Police Act and local Departmental rules and regulations.

Present were: Mayor Illingworth, Chairman, Reeve Buck and Councillor Davis.
Items of discussion were various matters referred to the Committee.
1. York County Board of Education 1969 School Board Levies
The Committee recommends the Treasurer's recommendation on the payment of
1969 school board levies. This would involve the payment of the portion
of taxes collected for school purposes over the total collections to that
installment period and that as each installment is collected the portioned
monies be turned over to the School Board with final adjustments being
made by December 15, 1969.
lA. Separate School Board request for 1969 Tax Levies
The Committee recommends the same collection installment percentage
as the York County Board of Education with final adjustments being made
by December 15, 1969.

The Committee studied this resolution and after consideration recommends
that we do not endorse this resolution.
With reference to the triangular parcel of land at the south end of
Aurora and west of Yonge St. and the dispute regarding ownership of
this land it is this Committee's recommendation that the Finance
Committee meet with the Finance Committee of King TWp. to dietuss
this matter further.

6. Design for Development -This matter was held over for further discussion
in Cimmittee.
7. Dale and Co. Ltd. -Advising that they would like to use the Adjusters with
the firm name of Morden and Hel.«ig for all claims t'li th the exception
of large claims under our Fire or All Risks Losses and their Boiler
and Accident locccs. A claim is not to be handled by Morden and Heiwig
will be dealt with directly by Dale and Co. Ltd., The Finance Committee
recommend that we concur with this arrangement of Morden and Hedwig
doing all adjusting on Fire or All Risk Losses under $3,000. and that
Dale and Co. do all other adjusting directly themselves.
8. Morden and Helwig Ltd. Insurance Adjusters -Report on damage claim of
May s;'f969-under our liability policy. Information only.
9. Resolution -Town of Fort Erie -Regarding permission to investigate tax
monies and therr-dispersements. The Finance Committee have studied
this resolution and recommend no action be taken.
10. Benefit Insurance Consultants -Letters were received from C.E. Kench
Ltd. and Professional Plan Insurance Agencies Ltd. offering their
service to carry out a survey of the Town Benefits as it affects
our Group Medical and possibly Life coverages. The Committee have
studied these matters and would recommend that Charles E. Kench and
Associates Ltd., Employee Benefit Plan Consultants and Actuaries,
120 Adelaide St. W., Toronto, be authorized to carry out a study and
to make a report to this Council at a cost not to exceed $400.00
for this service. The firm of Charles A. Kench & Associates Ltd., is the
consultant firm recommended by Mr. E. Hartley who carried out
our general insura~·ice review ..

adjustors recommendation in the amount of $750. provided the
necessary release is signed.

Water Resources Report 4fo84 cont 1 d.
The following were present: Councillor Davis, Councillor Henderson, and Mayor
Illingworth of the Water Resources Committee, Ur. Doherty and Mr. George Morris
of Checkerboard Farms, Mr. Austin Reid of Jack Reid Associates, Mr. George
Missingham of Ontario Water Resources Commission, Deputy Reeve Trent and
Councillors Harris and Stewart.
The agreement signed with the Town by Choace Cut Up Chicken permitted a
daily discharge of 52,000 imperial gallons, no~ exceeding 300 milligrams per litre
5. day B 0 D or 350 MG/1 suspended solids. However, the waste flow is approximately
120,000 daily with suspended solids in the order of 500 to 700 MG/1.
Mr. Doherty advised that Checkerboard Farms Ltd. were willing to spend
.. ·. a reasonable amount to install some type of primary treatment-plant to reduce the ?:;',~.BOD factor, but would require assurance regarding the quantity of' waste that
could be discharged to the Town Plant. Mr. Doherty stated that they would
require a minimum of 200.000 gallons d-:lily.
After considerable discussion, it was agreed that Council in Committee would
meet with the Town Engineer and Officials of O.W.R.C. and decide the maximum
amount of waste that could be accepted by the Town Sewage System for
Checkerboard Farms Ltd.
This information be forwarded as soon as possible to Mr. Doherty, so that
a further meeting could be arranged to discuss what action was planned by
Checkerboard Farms Ltd.
If this report is accepted by Council, it is recommended that the Mayor
convene a meeting as soon as possible.

Councillor Stewart presented a report of the Police Committee in which the
Committee respectfully submitted the following:
A neeting of the Police Committee was held on Thursday July 17, at 12.30 p.m.
Present were, Councillors Miller, Stewart, Harris, Reeve Buck and Chief of

I The meeting was e~lled to receive applications for the position of Police
' Constables. The Coihroittee recommends that only men with previous police
experience be interviewed. Interviews to take place on Saturday July 19, 1969
at 10.00 a.m. Only 3 ~plications with previous police experience were received.
The recommendations o£ 1the Police Committee re these interviews will be presented
in another report. ·

Councillor Stewart presented a report of the Police Committee in which the
Committee respectfully submitted the following:
A meeting of the Police Committee was held on Saturday July 19, 1969 at 10.00 a.m.
Present were: Councillors Miller, Stewart, Reeve Buck, Concillor Harris & Chief
of Police William Langman.
The meeting was called to interview applicants for the position of Police Constables.
After due consideration the Committee recommends that Mr. William Fordham and
Mr. Orin B. Patterson be hired as First Class Constables with a one year
probationary period.
Stewart: "Resolved that the report of the Police Committee, dated

Water Resources -Report #89
Councillor Davie presented a report of the Water Resources Committee in which
the Committee respectfully submitted the following:
Following the Council in Committee meeting held Monday July 14, 1969, information
was received from the Police Department that the Telemeter Equipment indicated
the water level in the tank had reached a very low level. Early Tuesday morning
a check was made with the Town Superintendant and this confirmed the situation.
In spite of all pumps in operation, the level of water in the tank could not be
maintained.
A telephone poll was made to Members of the Water Resources Committee and
some of the Members of Council and it was agreed to take immediate action to
impose the Water Restriction By-law effective immediately, and an advertisement
was placed in the local paper and a flyer was circulated to all homes.
In addition, the Police Department gave excellent co-operation in requesting
citizens to conserve water.
Council is requested to ratify the decision of the Water Resources Committee
to impose the Water Restriction By-law.
Davis: "Resolved that the report of the Water Resources Colllnittee
Henderson: dated July 21, 1969, be accepted."
