COMMITTEE REPORTS Building & Development Committee Report No. 11{' . ' :, ·;· Reeve Buck presented a report of the Building & Dev~lopment Committee in which the Committee respectfully presented the following: '' ,' 'i Committee met June 5, 1969. Present were Reeve BUck, Councillors Harris and Miller. A grand tour was undertaken: 1. Property of Cobblestone Nursing Home was inspected. Mr. Jubb, Building Inspector; Mr. Starkey, owner and Mr. Dol, o)litd~t, were present. It was established that if the frame garage on the t)roperty, a hedge and a three foot grass verge were eliminated there would be sufficient room for five parking spaces, plus driveway access to same. In accordance with Council's views the owner ~a~ directed that this would be necessary in order to obtain permission to b\iil(\. The matter was then put into the hands of the Building Inspector. 2. Property of Aurora TanK and 'Weldihg Co. thi; owner escorted the Committee 0 n an inspection of his plant and site. He outlined his plans for expansion. 3~ Venetiah Blind Company. The Cortttnittee, woi! directed, by Council some weeks past to look into this project and report back. We took the site into our tour. We found a lovely home under construction in a most attractive setting. The owner himself was working on the construction and he conducted us on a tour of the property. There are three small work areas in the basement, plus toilet facilities. The garage will be in use during the day as a further work area. There will be no employees other than the owner himself. At this beginning stage of his business activity, the owner explained, rental of business premises, plus mortgage for residential accommodation, is beyond his financial capacity. In the Committee's opinion this type of development in this area should not have been permitted. However, it was and no further action can be recommended. We can only hope that this business will expand and the Town will eventually receive the benefit of favourable ossessment revenue from this property. The Committee returned to the Council Chambers to discuss the following: '1. Aurora Tank and Welding proposal. The Committee studied thezoning by-law with referenceto requirements for industrial lots. It is recommended to Council that unless the owner acquires additional property that the proposed expansion would not be permitted on this site. 2. The Agreement to be prepared between the Town and Dorbank Investments. Concern was expressed about the time lag between the Engineer starting work on the survey and specifications and expenditure i,nvolved and an Agreement being signed. Without a fulltime solicitor in attendance these matters cannot be attended to overnight. The Clerk was directed to inform the solicitor of the urgency of the situation. A further Committee Meeting was called for Tuesday, June lOth with Mr. Reid, the Town Engineer, requested to~tend. REGULAR MEETING -6-JUNE 16, 1969. CARRIED Mr. Otton, Solicitor for Aurora Tank & Weid;l.ng, appeared as a delegate to request Council to coi\sider a three foot·side yard for the proposed addition to the owner's building on Industry Street and to amend the Zoning By~ Law to permit the reduced sideyard. CARRIED Building & Development Committee Report No. 15 !. t- Reeve Buck presented a report of the Building and Development Committee in which the COIIDDittee respectfully submitted the following: The COIIDDittee met with Councillor Harris, Reeve Buck, Mr. Reid -the Town Engineer - and Mr. Rogers, Town Clerk, in attendance. 1. A draft Agreement prepared by the solicitor was discussed. The Clerk informed the Coi!DDittee that the solicitor was by no means satisfied that every angle had been covered in the Agreement. This was the first Agreement of its kind he had drawn up and he urged the Committee to add or revise where they saw fit. Mr. Reid expressed serious cocnern wih the Town committing itself to~enditurea in an estimated amount of $4,000. without guarantee of future industrial development. 2. It is recommended by the COIIDDittee that before the work proceeds further that the owner be required to deposit with the Town, as evidence of good faith, a Certified Cheque in the amount of $5,000. to be returned to the owner when promises of development have been fulfilled. 3. The Town will bear the cost of the road allowance survey only; it being clearly understood that a total survey of the land to be developed will be necessary and the owner will bear these costs. A copy of the draft Agreement prepared by the solicitor, plus additiotBby the Committee, are hereby submitted for Council's consideration. 4. Wimpey Homes Limited have requested approval for the erection of directional signs for the new homes. These signa are to be erected at Council's pleasure on Town-owned property. Firetnen's Plaque Simmons: Trent: CARRIED "Resolved that the Fire Committee be authorized to have a plaque made up with all the names of former volunteer firemen listed." CARRIED Town Mayor Illingworth stated that there was some confusion in the use of the Park Town Park last Thursday Night when the ball team removed the snow fencing for their game. The Horse Show Committee had been authorized by the Parks and Recreation Committee in February to use the park from Thursday afternoon, June 12 to Saturday evening, June 14, 1969.
