CARRIED Mr. Lambert appeared e.s e. delegation to request that Council extend the mortgage on the Old Arena Site which comes due on June 21, 1969 and to request Council to consider his proposal for development of the property. He stated that he has appeared many times in the last two years and that he would appreciate Council's earliest consideration of this proposal. Henderson: Buck: "Resolved that extracts of the minutes and all reports concerning this development be prepared and circulated to the members of the Council and that a meeting of the Council iri Committee be called as soon as possible to discuss the proposal, and that e. copy of the extracts be forwarded to Mr. Lambert." CARRIED 9TH. REGULAR International Water Supply Buck: Henderson: -5-MAY 20, 1969i Couhcillor Davis stated that International Water Supply have completed tests a.t one location near the present well. Fairly good results were obtained, but the Town Engineer recommends another test drilling about one hundred feet from the well at an additional cost of $800.00. "Resolved that an a.ddi tiona!. $800,00 be authorized for further exploration, for water supply, and that the Seal of the Corporation be attached hereto." Committee of the Whole -Report No. 52 Mayor Illingworth presented a. report of the Committee of the Whole in which the Committee respectfully submitted the following: A meeting of the Council in Committee was held ori Monday, M~ 12, 1969 at 8:00P.M. Present were: Mayor Illingworth, Deputy Reeve Wm. Trent, Councillor Davis, Harris, Henderson, Simmons and Stewart. 1, Edward Street Reconstruction -Tenders for the reconstruction of Edward Street from Cousins Drive to Conna.ught Avenue were received as follows: K. J. Beamish Construction Co. Ltd. Botting Asphalt Paving Dagmar Construction Ltd. Gazzola. Paving Ltd. · $18,191.05 $19,851.80 $18,255.06 $23,342.38 The Committee recommends that the tenders be referred to the Engineer for study and recommendation. 2. United Church Parking Lot -The Committee discussed the leasing of the United Church Parking Lot and recommends that the recommendation of the Services Committee as outlined in its report be accepted. The Committee also recommends that the services committee meet with the merchants on Yonge Street and/or the Chamber of Commerce to discuss parking requirements and to submit a. report to Council with their recommendations. 3. Resolution re F. Orsi Construction Limited -The Town Solicitor has appr :cod the wording of the Resolution passed by Council on May 5, 1969 regarding the purchase of industrial lands by Dorbank Investments from F. Orsi Construction Limited and Nobledale Construction Ltd. 4. Statutory Holidays -The Committee discussed a letter from the Town Solicitor in reply to Council's enquiry re closing of shops on a. holid~. The Committee recommends that a. SaJ.e of Deep Well Turbine Pump -The Committee discussed the sa.l.e of the deep well turbine pump and recommends that the Council accept the offer to purchase of Crane Canada Limited in the amount of $1,600.00 on the condition that Crane Canada Limited accept the pump on an "as is" basis. CARRIED Mayor Illingworth in the Chair. Police Committee Chairman's Report -No. 50 Councillor Miller presented a report of the Police Committee Chairman in which he respectfully presented the following: Councillor P. Miller, Chairman of the Police Committee met with Mr. D. Merkur and Mr. Khamissa on April 30, 1969 at 2:00P.M. The meeting was ca.l.led to discuss by-laws pertaining to early closing store hours. After a lengthy discussion it was recommended that all by-laws pertaining to early closing be repealed and that merchants be allowed to set their own hours of business. However, the Committee feels that this report should be tabled for one month so that other interested merchants may have a chance to either support or oppose the Committee's recommendation. Miller: Harris: Buck: Miller: "Resolved that the report of the Police Chairman dated May 13, 1969 re early closing by-laws be accepted, as amended." REGULAR -7-MAY 20 , 1969. Police Committee -Report No. 51 Councillor Miller presented a report o~ the Police Committee in which the Committee respectfully submitted the ~o11owing: A meeting o~ the Police Committee and members o~ the Aurora Police Association was held on Friday May 9th. at 4:00 P.M. Present were: Councillor Miller, Councillor Stewart. Also present were Constables T. McClenny, K. Faulkner and J. Mitchell. The ~ol1owing matters were disc~ssed: 1. The meeting was called to discuss the Town's proposal as requested by the Police Association re wage negotia:l;ions wi:hh a view to averting arbitration proceedings. The Committee recbmmend that a tinance & Liaison Meeting be called by the Ma.~-or with all me111bel:'s o~ Council invited and members o~ the Police Association with a view to hope~ly settling salary negotiations. The Committee recommends that this meeting be called at the earliest convenience. 2. The Police Committee wish to advise Council that Model Builders have purchased the old Federal Building. Chairman Councillor Miller is in receipt o~ a letter expressing the desire o~ Model Builders Ltd. to rent the building to the Town o~ Aurora as Headquarters ~or the Police Department. The necessary renovations, we understand, will be done by Model Builders •. Clause 1-Henderson: "Amendment: that the Finance and Liaison Committee Davis: meet with the Police Association to discuss the Clause 2 -De~eated salary negotiations and submit a report to the Council in Committee." CARRIED Henderson: "That a letter be sent to Model Builders advising them that Harris: Council is not in favour o~ renting the old Post O~~ice Building ~or a Police Station." CARRIED Miller: "Resolved that the report of the Police Committee dated May 13, Stewart: 1969 re meeting with Police Association and of~er to rent ~ormer Federal Building be accepted, as amended." CARRIED Building & Development Committee-Chairman's Report No. 54. Reeve Buck presented a report of the Building & Development Committee Chairman in which she respectfully submitted the ~ollowing: Re~erred to the Building andDevelopment Committee by Resolution o~ Council April 21st. was the matter of acquiring a piece o~ land ~or the purpose of straightening out the jog on Industry Street at the intersection o~ Wellington ST. Cent' d A meeting of the ConJinittee was called for May 15th. to deal ~ith this and several other items of business including a site for Senior Citizens' housing · Mr. Mille~ and Mr. Harris,the other members of my Committee, were unable to attend but Mr. Veto the property owner was available and indeed most anxious to have the matter attended to. I saw no reason to delay the matter further and cause needless inconvenience so I kept the appointment with Mr. Veto. I have this to repo~t: Mr. Veto is willing to convey the land required in ~eturn for reasonable compensation. As pointed out in the Committee of Adjustment report, a municipality has the jtirisdictionto charge a fee of severance. The decision whether to do so or not was referred to this body ••. the Council. Severance fee for this property woUld be approximately $600.00. I would recommend to Council that the matter of price be referred to the Finance Committee to study and report. Henderson: "Amendment: Resolved that the report be tabled and that the matter of price be discussed in Council in Committee tonight and then Stewart: be referred to the Finance Committee to resolve.·" CARRIED Committee of Adjustment Ma;yor Illingworth presented a report of the decision of the Committee of Adjustment for the severance of a lot on the east side of Indust~ Street South. Trent: "Resolved that the decision of the Committee of Adjustment be Henderson: accepted and that the Clerk find out about the restrictive covenant registered against the lots on Indust~ Street." CARRIED Special Tree Committee Report Councillor Harris stated that the members of the Special Committee investigated the condition of the tree at 99 Temperance Street and in the Committee's opinion authorization should be granted to the owner to remove the tree at his expense. Harris: "Resolved that the report of the Special Tree Committee, dated Stewart: Ma;y 20, 1969 re tree located at 99 Temperance Street, be accepted." CARRIED 9TH. REGULAR -9-MAY 20 , 1969. UNFINISHED BUSINESS Edward Street Trent: "Resolved-that the tender of K. J. Beamish Constru-ction Company Li~ted in the amount of $18,191.05 for the reconstructicn of Edward Street be accepted and that the Seal of the Corporation be attached hereto." Reconstruction DaVis: CARRIED Town Band Stewart: "Resolved that a registered letter be sent to the Town Instruments Henderson: Band Instruments Trustees instructing them to deliver the Band Instruments owned by the Town to the Tmm Office within seven days." CARRIED Lion's Carnival Stewart: "Resolved that the Works Department be authorized Fencing Miller: to erect the snow fence around the Town Park for the Lion's Carnival May 30th, 1969 and that the same to be left in place for the Aurora Horse Show." CARRIED Councillor Miller gave Notice of Mo ion to permit a Property Notice By-Law to be prepared which would require property owners to keep property free of debris. Parks Miller: "Resolved that the w~shroom facilities in Fleu?y Park Building Stewart: and all other buildings in the various town parks be administered, maintained and operated under the jurisdiction of the Parks and Recreation Committee." CARRIED Police Cruiser Miller: "Resolved that authorization be granted to call Stewart: for tenders for one police cruiser to replace cruiser No. 848 and that the tender be included with the tenders to be called for other Town vehicles." CARRIED 16th. Annual DaVis : "That the foreman of the Pollution Control Centre be allowed to attend the 16th. Ontario Industrial Waste Conference and the Seal of the Corporation be attached hereto. 11 Conference Illingworth: Cobblestone House Nursing HOme Addition CARRIED Reeve Buck stated that an application has been received for an addition to the Cobblestone House Nursing Home and the zoning of ~his type of business is unclear in the zoning by-law and .also side yard requirements.
