Parks and Recreation Committee and requested that a member o:f' the Committee

Mayor Illing<·rorth presented a repoc·t of the Finance Committee in which the
Committee respectfully submits the following:
A Finance Meeting was held on Thursday, March 6, 1969 at 8:00P.M.
Present were: Mayor Illingworth, Chairman Deputy Reeve Trent, Wm. Johnson -
Treasurer and K. B. Rodger, Clerk.
1. Triangle of Land -Part Lot 76 Co~c. 1 -Former King ~·
The Committee, based on the Solicitor's legal opinion that the Town of Aurora
has title to this pe.rcel of land suggest that the solicitor contact the Twp.
of King and request a d.eed which •ras forwarded to them on December 22, 1961+
for this land. We note from the solicitor's letter that this parcel of land
was deeded to the T1rp. of King as a road allm.rance in 1913 by the Grand
Trunk Railway of Canada. The annexation order dated September 16, 1957, reads
in part, Subsection 4-and the Board further orders that all right, title
and interest of the said Township of King in the County of York and any of the
said lands, including all roads, streets and allowances therefore shall vest in
the Town of AurOra; tmder File Number PFM-6181.

3. Library Board 1969 Bupget
We would advise that the Committee discussed the 1969 Budget and would suggest
'that it be further considered at the Budget Meeting.
4. Annual Grants
The conimittee would recommeiid that the sUin of $4,500.00 be included in the 1969
Budget as regular grants that are normally paid,
5. ..1969 -. 1970 Salary Scale
~e Co~ittee are studying the recommendations for a. 1969-1970 salary scale
which will be made at a later date to Council in Committee.
6. Alterations to Municipal Building
The Committee recommend that a special committee of the Building Inspector
and the Treasurer and the Clerk be authorized to investigate and make
recommendations as to alterations to the Municipal Building.
7. The Committee recommends that the balance of the capital expenditure for the
pollution control centre extension not purchased by the C.M.H.C. be combined
with the town share of the Yonge Street Reconstruction project and that a
consolidation debenture by-law be prepared :i-ncluding both amounts.

1. The co~i ttee met with Mr. Gailoway of Kentway :l{oldings, Ltd. ; Mr. Falbj'
of Duncan.Hopper.Assoc. Ltd. and Mr. J. Rice of Rice Construction Ltd. to
discuss the propbsed industrial development of Kentway Holdings Ltd. Dis-
. cussion took place on. the proposal of the development of 12.7 acres of lane',
fronting on Industry Street North of ~ellington Street East.
a) ·The Committee recommends to Council that the subdivision agreement •,rith
regards to the ·development of services for the proposed parcels of land be sue::·, ..
. that the developer be required to provide all services deemed necessary by
the Town Engineer at the cost of the development, and that sewer connections
be obtained from the Town Servicing which is presently; constructed on IndustT--
Street North. The Council further recommends that we do not accept any shar8
of the responsibility of servicing costs for the proposed roadway patterns to
service the above mentioned lands.
b) The Committee recommends, and agrees in principal, with the proposal of'
development of land division and dedication of road allowances as outlined in
the letter of.February 10, 1969, in order to provide the greatest degree of
flexability for the division of land, as mey be required by future industrial
purchasers. It is suggested that this method of land division and dedicatic~.
of road allowances would bepreferable for the industrial purposes, by
application to, and approval of the Committee of Adjustment, rather than the
filing of, and registration of a Plan of Subdivision. The Committee agrees
and r~ommends this method subject to the conditions that are normally in a
Subdivider's Agreement and provided all departments and the Engineer are
satisfied, to the proposals at the time of land separation. The Committee
further recommends that Mr. Galloway be advised of Council's decision.
2. Subdivision Agreement Requirements with Wimpey Homes
The Committee studied and discussed this matter .and recommend that the Treasurer
report on the impact of the tax reforms proposed ·in the legislature and their
effect on the Town and proposed development, and on our per capita debt, and
further that the Town Engineer be requested to repor.t on the status of our
present sewage capacity, the effect this Subdivision will have on it, and our
water status. These reports to be ·made available as soon as possible.
3. Works Co~ttee Report No. 18
The Council in Committee discussed this matter and would recommend the follmri:-~;;

that the Council authorized the Works Department to hire a compliment of
up to 14 men as referred to in item 1 of the Works Committee Report #18.
the Committee recommends to Council that we advertise for the position
of a.part time mechanic (hours for time available to be negotiated) for
the preventive maintenance and servic~ng of all Town vehicles. This
position to be on a 6 month trial oasis • and a report to be made to Council
at the end of that time.

4. The Committee reco~ends that the Aurora Hydro Electric Commission be
authorized to improve the street lighting on Wellington Street.
5. The Clerk will prepare a report on the Regional Government proposals
which have been submitted through the.Smith Report, Prime Minister Robart's
speech on December 2nd, The Minister of Municipal Affairs' speech of
December 2nd, and reports 1 and 2 of the County of York. This report will be
in the form of a summart 6f the aims and objectives of the regional government
proposals as it would affect this area.
6. The clerk. i~as requested to contact the Engineer and Works Superintendent
regarding temporarY measures that can be taken to improve the parking lot
facilities at the Community Centre between now and the Little N.H.L. Hockey
Tournament and to further request that they study and recommend more permanent
improvements for this area;
7. Aurora Bus Line
The·r~quest of Mr. R. Farquharson on behalf of the Aurora Bus Line and in
support of an application for a P.C.V. ticence from the Town of Aurora to
the Police Village of Vatidorf and return,was discussed and the Committee
recommends that the Resolution supporting the application of Mr. R. Farquharson
be entertained by the Municipal Council.

SERVICES COMMITTEE -REPORT NO. 29
Councillor Simmons presented a report of the Services Committee re Unfinished
Items and Referred Matters in which the Committee respectfully submits the
following:
A meeting of the Services Committee held on March 12, 1969 at 7:00P.M.
Present were: Chairman Councillor R. Simmons, Members of Council I. Harris
and Councillor N. Stewart. AJ.so present Members of the Chamber
of Commerce and Members of the Aurora United Church Board of
Trustees.
The agenda was unfinished items from 1967 and 1968 and referred matters 1969.
1. The Committee investigated the matter of widening on Wellington Street
East in the area of the Post Office and in discussion of this matter with the
members of the Chamber of Commerce who were present,would suggest that a
contact be made with officials of the Department of Public Works re the
feasibility and economics of constructing a circular type driveway with a mail
drop-off chute in the area in front of the Post Office. The Committee further
recommends that no action be taken on the widening of Wellington Street East
until we find out the faasibility of this proposal and also recommend that the
parking regulations and time limits permitted be investigated further.

2. Litter Containers
The Committee discussed this matter with the members present ~rom the Chamber
of Commerce and it is the Chambers' hope to obtain ihformation on the number
of baskets required, the type of basket suggested and the approximate cost
and advise the Committee o~ what amount the Chamber of Commerce would be
prepared to contribute to this ~unction.
3. The Matter of Flower-Planter Boxes on Main Street was discussed and the
Committee would recommend the Horticultural Society be requested to supply
planter boxes as was pre~iously cartied out.
4. The Matter of Entrance Signs to the ~was discussed and the Chamber of
Commerce are interested-in improving the appearance of the signs. This is
~or in~ormation at this time.
5. Off Street Parking -Aurora United Chu~ch --The Committee discussed this
matter at length with the representatives o~ the Chamber o~ Commerce and would
recommend that the Town ·continue the lease arrangement on the parking lands
o~ the Aurora United Church for the year 1969 with the proviso that the
Church waive the lease ~ee and that the Town be responsible ~or that portion
o~ taxes ~or the leased premises.
6. The length o~ parking reguLations and en~orcement o~ same was discussed
brie~ly and will be dealt with ~urther at a fUture meeting, along with Members
o~ the Chamber o~ Commerce.
7• The Committee recommends that an investigation be carried out with the
assistance o~ the Chamber of Commerce into what improvements could be made in
the parking lot behind the Wilson and Thompson buildings on Yonge Street.
This is ~or in~ormation at this time.
8. The Committee in conjunction with the Members o~ the Chamber o~ Commerce
enquired whether it is possible to have some power street sweeping equipment
used on occasions to assist in cleaning the sand and debris o~~ Yonge Street,
and also the possibility o~ having the roadway hosed o~~. The Committee would
recommend that the Works Committee investigate this possibility.
9. Garbage Burning -This matter o~ un~inished business ~om 1967 and 1968 was
discussed and the Committee ~eels that this matter is presently not a problem,
and that the matter is a very complex item ~or much discussion and consideratio;
be~ore a By-Law could be passed controlling same and it is ~elt, according to
new Provincial Restrictions regarding air pollution which may cover same, that
the matter be deleted ~rom the un~inished business o~ the Services Committee
and that no action be taken at the present time.
10. Licensing o~ Public Halls -The Committee was advised that a dra~ By-Law
was prepared in 1968 and was checked over and approved,as to ~orm,by the To;rn
Solicitor and the Fire Chie~ and the Committee have requested copies o~ this
By-Law to be circulated to the members ~or ~ther study and consideration at
a fUture meeting.
11. The Committee would recommend that the items dated 1967 re~erring to
Parking on Mosley Street be deleted ~rom the un~inished business.

12. The Committee would recommend that the item o~ parking on Murray Drive be
deleted from the Unfinished Business as By--Law No; 1670 provides parking
restrictions on Murray Drive and states -no parking onthe South Side at any
time.
13. The Committee recommends that the item -review o~ the Omers waiting period
be deleted from the Services Committee Report and be referred to the Finance
Committee.
14. Study o~ the number of people in single family homes -the Committee was
advised that~ollowing a resolution of Council,letters. have been sent to the
Aurora Board o~ Education, County Assessment Department and the Aurora Hydro
Elec~ric Commission and we have been advised that the information would be
available to someone from the Town wanting this in~ormation, but as considerable
work was involved they would not be prepared to compile a list on our behal~.
15. Study of the Day Care Centre -The Committee recommend that no action be
taken on this matter at the present time and since the ~ormation of the County
Welfare System, this matter would now come under the County Wel~are Plan,
as grants are available under this scheme to a County unit.
16. Licensing By-Law No. 1522 -The matter of reviewing this By-Law was
discussed and the Committee have requested copies of the By--Law be circulated to
the members and that the By-Law would be reviewed by the Committee at a ~ture
meeting.
17. Complaint re Dogs -Letter of Mrs. N. Harrison-A letter of reply has not
been received ~rom the O~tario Humane Society as yet regarding their hours o~
operation and until this matter is answered the Committee cannot study this
matter and make recommendations in detail. The matter of the Police action, we
understand, will be studied by the Police Committee.
18. The 1969 Budget -The Committee recommend the sum of $1,000. be included
in the 1969 Budget for the Services Committee and the various items under their
expense and be re~erred to the Finance Committee.

necessary amendment, and same is now being prepared.

that this Council instruct the Engineer to submit
a report and estimated cost of a plan"of drainage
and paving, where necessary, and submit report to
Council as soon as possible."

Town Band Stewart: "In the matter of Council's continuing interest of having
Bill 73
Harris: a Town Band and having a Band available for all Town
functions. Resolved that the Council of the Town of Aurorc
agrees in principle, to assist the Salvation Army Band of
Aurora with some instruments or to conside~ some financial
assistance, on the understanding that this Band is to be
interdenominational and available for all Town functions.
And be it further resolved, that the Services Committee be
requested to convene a meeting of the Town Band Trustees,
and the Salvation Arrey officials to discuss the possibilit:;
of a loan of some of the instruments presently held in
"trust", it being understood that if a Towh Band were
re-activated in the future, the instruments would be re-
turned to the Town Band whenever required."

Miller: "Whereas responsibility and authority to control animals
Simmons: is clearly given to municipalities by the Municipal Act
artd whereas the Municiaplity of Town of Aurora has entere~
into an agreement with the Ontario Humane Society under
which the Society has contracted to build an animal
shelter and has agreed to provide animal control services
to the Municipality and,
Whereas the effect of Bill #73, presently before the
Ontario Legislature, would have the effect of forcing the
Society to surrender unclaimed pound animals and would
subj.ect the Society to undue interference in the internal
operation of the Animal Shelter and, ·
Whereas the Municipality has. been advised by the Ontario
Humane Society that they cannot comply with the proposed
legislation and that they are prepared to cancel the
contract with the Municipality if Bill #73 becomes la;r
and since this action would require the Municipality to
spend capital funds to repurchase the Animal Shelter
and would increase the cost of animal control services to
the municipalities resulting in a greater expense to the
taxpayer and,
Whereas animals for reseach can be obtained without this
disruption of a.n essential municipal service;
Therefore, be it resolved that this council urge the
Government of Ontario to reconsider Bill #73 and give
careful consideration to amore practical and acceptable
alternative."

"Upon this Colincil considering the matter of Ronald Farquharson
presently bperating within the Town of Aurora, under the firm
name and style of Aurora Bus Lines under a Public Vehicle
Operating Licence from the Town of Aurora, along the Aurora Side
Road of No. 21 to Don Mills Road and thence South on the Don Mills
Road to the Police Village of Vandorf, and return. And upon
considering the advantages to the public in the Town of Aurora
insofar as transportation is concerned and insofar as chartered trip •.
are concerned, it is hereby resolved that Mr. R. Illingworth, who
occupies the position of Mayor, on the Council for the Town of
Aurora, be and same is hereby authorized to attend a hearing
of the Ontario Highway Transport Board in support of the application
of Roy Farquharson for a public commercial vehicle operating
licence and the said Mr. Illingworth is hereby authorized to speak
for and on behalf of Mr. Ronald Farquharson and to indicate that
Mr. Farquharson has received the full consent and support of the
Council of the Town of Aurora."
