Mr. H. Bunn of Wellington Street East and Mr. Foote of the Ontario Department
of Lands and Forests appeared as a delegation to express their disapproval
of the trees having been removed.
Mayor Illingworth assured them that only dangerous and diseased trees have
been removed from Town property as recommended in the tree report submitted
to 'Council last year by Richmond Hill Tree Services.

Police Committee Report
Councillor Miller stated that the advertising for a police constable, cadets and
secretary had resulted in a large number of applications and the Police
Committee will submit a report for the next meeting of Council.
Building and Development Committee ·

Reeve Buck stated that the Building & beveiopment Committee has met twice
with Wimpey Homes Limited and that a draft subdivision agreement has beeri
prepared for consideration by the members of Council.

Council in Committee Report -No. 42
Mayor Illingworth presented a report bf the Council iri Committee in which
the Committee respectfully submitted the following.
A joint meeting of the Council in Committee and the York County Board of
Education and the Aurora Planning Board was held on Tuesday, April 15, 1969
at 8:00 P.M.
Mayor Illingworth, on behalf of the members of the Council, officially
welcomed the members of the York County Board of Education to Aurora.
Mr. McKay, Chairman of the York County Board of· Education, explained that
the Board is meeting with all of the Councils of the municipalities in York
County to plan for future needs.
A lengthy discussion was held on the effects of development on the costs of
education and the necessity for the Board of Education to know about new
proposed developments as early as possible in order for them to make
long range plans for both school facilities and education programs.
The Board of Education's members expressed the need for the formation of a
policy for the notification of new development proposals.

Special Committee Report No. 41
Mayor Illingworth presented a report of the Special Committee in which the
Committee respectfully submitted the following,

Further to Minutes of Council dated April 7th, 1969, regarding the appointment
of an assistant Recreation Director, the Mayor, Chairman of the Recreation
Committee, Chairman of the , Community Centre Board and the Recreation Director
interviewed a third year student highly recommended by Waterloo University.
The Special Committee were very impressed with the applicant's previous
training and experience, especially in the su];lervision,and.operation of a public
swimming pool and an offer of employment was made fOr the· period April 28 t,o
Sept. 5, 1969 at a salary of $95.00 per week, plus $5.00 per week car allowance.
The Special Committee recommends confirmation of the e.ppo:l.ntment of Mr,
jim Cleveland, as outlined above.
The Special Committee also recommends that a tia:l.soh c;:ommittee consisting
of the Mayor, Chairman and Vice-Chairman of the Community-Centre Board, and
the Chairman and Vice-Chairman of the Recreation comtt4ttee be appointed. This
Committee, if approved, would supervise the administratiOn of the combined
staffs, prepare terms of reference, job specifications and responsibilities
and also co-ordinate joint programs when necessary.

Mayor Illingworth presented the report of the Committee of Adjustment and
decision re: lease for part of Lot 77, Cone. 1 --Metropolitan Store.
Buck: "Res~lved that the report of the Committee of Adjustment be accepted."

Buck: "Resolved that the building permit for the construction of the
Harris: Metropolitan Store be issued, subject to the signing of a subse~uent
agreement."

Mayor Illingworth presented a report of the Committee of Adjustment and decision
re Block "A", Plan 535, Wellington Street East for severance of lot.
Buck: "Resolved that the report of the Committee of Adjustment be

statement for 1968, and the proposed budget of the Aurora Safety Council, with
a request for a grant.

Apartment Proposal -Yonge Street North
Mr. Paul Shultz, representing Mr. Amos, and their architect presented a
proposal for apartment development on the east side of Yonge Street North and
south of Old Yonge Street.

"Whereas the Municipalities of Richmond Hill, Newmarket, Whitchurch,
and Vaughan have #norsed the intent of the resolution passed by
this Council petitioning the Government to change the requirements
for the granting of a lounge and cocktail bar license;
Now therefore be it resolved that a meeting be set up by the M.L.A.,
Vw. Hodgson, and the appropriate officials of the Government and
representatives of this Council."

By-Law #1814 K. B. Rodger, Clerk, stated that several residents had submitted
objections to By-Law #1814 for the amending of By-Law #1051 for
Wimpey Homes.

"Whereas, the complexities, difficulties, and concerns
of local Boards and Regional Boards and citizens in
general would be affected by any change in legislation
which would place public libraries under the control of
County Boards of Education;
Therefore be it resolved that this Council is opposed to
any possible take over of local public libraries'
service by County Boards of Education."

Councillor Miller gave Notice of Motion re soliciting of children under 16 to
play games of chance and the request for a by-law.

Celebration
Councillor Stewart stated that July lst. should be celebrated
and suggested that the Services Committee and the Parks and
Recreation Committee could study this and report on same.
Deputy Reeve Trent gave Notice of Motion that Water Resources Committee
investigate a new sewage disposal method used by boaters and possible
adaptation to land use.
