REGULAR MEETING OF COUNCIL HELD IN THE COUNCIL CHAMBERS ON TUESDAY, SEPTEMBER 3, 1968 .a:t .. 8:10 P.M. ---·-· PRESENTrMayor ... C~-F.-· ·navis, Reeve D. J. Murray, Deputy Reeve J. CONFIRMATION OF.MINUTES WILLIAMSON: "Resolved that the minutes of June 3rd, 17th, 24th, July 3rd, 15th, 22nd, August 8th and 19th. be adopted as printed and circulated." · CARRIED Mayor Davis requested that the order of business be set aside to.heat the report of the Planning and Finance Committees since Deputy' Reeve Williamson is to attend a meeting of the Aurora & District High School Board at 9:00 P.M. COMMITTEE REPORT Planning & Finance Committees: Deputy Reeve Williamson presented a report ot the Planning and Finance Committees in which the Committees respectfully stib·- mitted the following: A joint meeting of the Planning and Finance Committees was held on August 26th, 1968 at 8:00 P.M. Members of Committees present: Mayor Davis and Deputy Reeve Williamson; also, Councillor Buck, Wm. Johnson, Treasurer, and K. B. Rodger, Clerk. Deputy Reeve Williamson was in the Chair. Members of Committee present checked out the Sauro Subdivison Agreement clause by clause and the following conclusions were reached: The Subdivision Agreement appears to have been carried out with following exceptions: Clause 5A No easement required. Clause 7 Performance Bond cannot be located. check be made with the Solicitor to him. Committee suggests that a see if it had been turned in to Clause 7C Proper amount of stone, culverts, hydrants, hydro and water mains have been installed but no sanitary sewers are connected as area is serviced by Septic Tanks and there are no storm sewers. Clause 9 As the work is not yet completed, roadway has not been assumed by the Town. Clause 10 MaintenP~ce clause is not effective until road work is completed. Clause 12C Sodding has not been conpletedon unfinished homes but has been done for finished homes. • ••• 2 --------------~-·------------ .-.,,~ '· ·--·; i I i I I REGULA:R MEETING -2-SEPT. 3/68 SchedUle E --Roads Representatives from Department of Highways of Ontario approved of road base as constructed, but as the Town has never accepted the roadway we would not be able to apply for subsidy. Clause 9 --Schedule E Time limit has not been followed. Clause 10 --Schedule E -Guarantee and Maintenance This clause be referrea to the Solicitor for legal opinion to check our legal rights. Clause 5A Williamson: Davis W: ".Amendment :that the report be held in il.bey!l.nce until the Town Engineer is present.'' Trent: ".Amendment to amendment:that this clause be referred to the Murray: Engineer for a report to CouiJ.cil. " CARRIED Clause 7 Carried Clause 7(c) Councillor Illin~;orth requested that the Minutes of Council be checked for any past requests for the solicitor to check the ownership of the road allowance for Highland Court and other ~cads. Illin~orth: Buck: ".Amendment:that our Engineer meet With the Ontario Department of Highways to inspect the road and check for possible subsidy for further road work and also report on the other items mentioned but not part of the road base." CARRIED Clause 9 Mayor Davis stated that this clause fits in with Clause 7(c) Clause 10 Councillor Illin~orth requested that this Clause be left until the end of the report. Sauro advising him that the requirements of the sub- division agreement have not been fulfilled and that he is to advise Council of his intentions within 14 days upon receipt of the letter. Williamson: "Resolved that the report, as amended, be aceepted as information Davis C: pending further advice from Solicitor." He stated that he had lookea over the Subdivision Agreement for Hj.ghland Court and his interpretation of the Agreement called for storm sewers, sorlded boulevards, and the road to be properly gravelled and paved. Illingworth: Corbett: "Resolved that copies of the subdivision agreement be circulated to the members of Council and that the Town Engineer is to prepare and submit to Council a report on every clause and item :i.n the Agreement • " CARRIED CORRESPONDENCE Mrs. Herskovits A C. 11. Telegram from Mrs. Herskovits stating that she could not attend tonight's Council Meeting. Miller: "Resolved that the telegram be received and filed an.d that another Trent : meeting be arranged. n CARRIED Kentway Holdings A letter from Kentway Holdings Ltd. expressing appreciation for Council's and staff's encouragement and support. CARRIED A letter from the Corr.rr.ittee of Adjustment re: submission No. B 14, Part Lot 58, Plan 517, Hearing to be held on September 10, 1968 at 7:30 P.M. "Resolved that a lBtter be sent to the Committee of Adjustment stating that the Council has no objection to this severence." Cfu."RIED A letter from Mr. R. Vernon, Clerk, County of York, extending an invitation to the Council to attend the inspection of the York County Forest in Georgina Township on September 20, 1968, ~or Davis stated that seven 1?111 be accepting the invitation. Grayson, Secretary, St. John Ambulance advising Council of their purchase of a Resusci-Anne Doll used for demonstrating mouth-to·-mouth artificial respiration and inviting the members of Council to a presentation when they receive the doll. " CARRIED "Resolved that a letter be sent to Mr. Cassid.y, quoting the section of the Agreement stating single family homes only, and that we would appreciate knowing the addresses where basement apartments have been built and that a copy of Mr. Cassidy's letter be forwarded to the assessor and that he be requested to advise of any basement apartments that he is aware of, and also copies to the Hydro Office and School Boards with the same r~g_uest." CARRIED Councillor Davis stated that he would lite to co:rmend the men of the Works Department and Mr. Heller for their preparing the ball diamond at the Town Parl• on Monday night so that the Council's of Aurora and Newmarket could have their Donkey Baseball Game. POLICE COMMITTEE Councillor Trent presented a report of the Police Committee in which the Committee respectfully submitted the following: At a Committee of the vihole Meeting the matter of parking on Temperance Street was discussed. After a discussion it was decided that a By-Law should be prepared prohibitbg parking on the east side of Temperance Street from its northern extremity to its Southern extremity e.g. Wellington Street West to Rams on Street. The Police Committee therefore reco~end that the By-Law be prepared for adoption and that the <TOrks superintendent be authorized to procure and place the necessarysigns. A school crossing be established at Haida Drive to cross Wellington St. West and that the proper signs be obtained and placed as soon as the necessary permission is obtained from those authorities responsible for Wellington Street West. That a school crossing guard be in attendance at Haida Drive and Wellington Street intersection to conduct pupils across the intersection. It was felt by the Committee that those pupils attenqing the new senior public school could utilize the cross-walk at the George $t. wellingt6il St. intersection to gain access to the sidewalk on the north side of.'Wellingtbn St. and re-cross at Haida and Wellington under supervision. This should be considered a temporary arrange- ment until such time as the Engineer can prepare a report dealing with the feasibility of establishing a sidewaik on the south side of Wellington Street to the new senior public school; _,_ · The Committee fUrther recommended that a crossing guard be hired to supervise the crossing at Wells and Wellington St. East; due to the pupils that acted as school patrol now attending the senior public School there are no children old enough to act in the capacity of crossing guards. The Committee recommends that By-Law be prepared immediately to govern the Cousins Drive and Edward Street intersection making Edward Street a through street and Cousins Drive ·a stop street and that the Town Superintendent be authorized to change this intersection when the by-la1·! has been authorized. 5. Sidewe.lk on Tecumseh Drive The Committee agrees with the recommendations of the Police Report, 1968, Page 5, Item 7,; this route is used by a larger nlimber of children attending Aurora Heights School. It is felt by the Co~ittee in the interest of protecting the young children that a sidewalk should be built immediately. 6. Walk Signal --Murray Drive As pointed out in the Police Report, 1968, there are no provisions to notify pedestrians when they may cross at the Yonge Street Murray Drive intersection from the east side of Yonge Street to the west side of Yonge Street. The Committee recommended that a sign be purchased that would light up indicating the words "walk" in green and "stop" in red.. It is felt this intersection will be used more by pedestrians due to the new sidewalks being established on the east and west sides of YOnge Street. 1· Painted Road Markin~ The Committee agrees with the Police Report, 1968, that the painted lines on our roadways be refurbished this fall, e.g. cross walks, stop bars, etc. 8. Broken Cross Wal!t Signs It was noted that the face plate on one side of the sign at Aurora Heights Drive was broken. Also with present construction some of the signs are not illuminatec. The Committee recommend that these signs be repaired. 9. New Police Station The Committee intend to investigate the possibility of acqu2r2ng new accommodations for our Police Department. We concur with the report of the Ontario Police Commission that the presen t accommodations are inadequate.
